IPM NEWS / APPLICATIONS international IPM news and programs Program Nears IPM, Pesticide Reduction Goals A program launched in 1987 by Canada's Ontario province has increased IPM adoption and significantly lowered pesticide use through a balanced combination of research, education, and field delivery of technology. The effort, Food Systems 2002 (FS2002), aims for a 50 percent reduction in on-farm pesticide use with a goal of reducing costs to growers, achieving a healthier environment, and ensuring safe food production, all within a 15-year span. In a recent review compiled in AgCare UpDate, province officials report that, according to their latest information, total pesticide active ingredient has been cut by 38 percent, use per hectare is down 33 percent, and environmental impact has been reduced by 39 percent province-wide. Seventy percent of Ontario greenhouses have now adopted IPM programs and more than 50 percent are either using, or have tried, some form of biocontrol. In the apple industry, IPM programs have generated a C.8 million savings from an investment of approximately C2,000 in research program costs. Research priorities for FS2002 involve minor use registrations for pest management products, laboratory testing, diagnostics, surveillance, pest complex strategies, non-chemical alternatives, and sprayer technology. Education programs were developed for pesticide users and vendors through the Ontario Pesticide Education Program, which provides safe use of pesticides education and training to address and reduce health and environmental risks of pesticide use. Three separate farm-related certification programs now exist: the Grower Pesticide Safety Course (required for the purchase and use of most pesticides used on farms); the Pesticide Vendor Certification Course, for personnel from farm supply outlets; and, the Safety Training Program for Agricultural Assistants, the newest component of the education program, which provides training for pesticide applicators working under the supervision of Certified Growers. More than 40,000 growers across the province have now been certified through education programs with training materials developed specifically for their use. The third program element, field delivery, has included efforts to evaluate field technology in conjunction with training for growers in 23 commodities. Extension of IPM and reduced pesticide usage technology have been accomplished through phone information services, newsletters, workshops,
and intensive monitoring of specific blocks or fields. FS2002 was designed to include participation and cooperative effort by various agri-food industry and government stakeholders. Province support of the program is expected to continue, but with added private sector involvement through a sustained network of partnerships and sponsorships. *> B. IPM MEDLEY general matters, publications of interest, and other resources for IPM information Crop Protection Federation Widens its Scope On 07 June 2001, the former Global Crop Protection Federation (GCPF) morphed into CropLife International, a revamped global federation that, while continuing to represent the crop protection industry worldwide, now has broadened its mandate to encompass agricultural biotechnology. "The new federation," said CropLife director general C. Verschueren, "is broadening its scope to cover international biotechnology issues along with our existing sustainable agriculture work." He noted that CropLife intends to "become more receptive to societal concerns." The organization traces its origin back to GIFAP, the International Group of National Associations of Agrochemical Manufacturers, that began operating in the early 1980s. GIFAP subsequently was remade into GCPF in November 1996 with a mission to "educate the public on the crucial role of crop protection to a sustainable agriculture." THE PRACTICAL APPLICATION OF IPM The newest manual in the stellar Univ. of California IPM publications series and perhaps most practical offering to date provides a highly comprehensive, eminently cogent, down-to-earth guide to field monitoring and pest management decision-making. While it is not the flashiest of UC-IPM titles, IPM IN PRACTICE: PRINCIPLES AND METHODS OF INTEGRATED PEST MANAGEMENT follows an attractive and business-like format that provides specific, practical information for establishing and conducting IPM programs for weed, insect, pathogen, and vertebrate pests in field, horticultural, and tree crops as well as landscape and urban situations. Authors M.L. Flint (among the most prolific of IPM writer-editors) and P. Gouveia have seamlessly integrated inputs from 50 experts in various disciplines and sectors to produce an authoritative 296-page, softbound reference incorporating over 240 black/white photos and drawings. Whether it's the discussion of the IPM concept and underpinnings, specific pest management strategies, or effectively communicating IPM decisions, this 2001 work addresses the issue with constructive, field tested suggestions that can be useful to growers, land managers, and pest management advisors, plus academics and other instructors. KEY REFERENCE FOR PESTICIDE APPLICATION The recently published third edition of the authoritative benchmark text, PESTICIDE APPLICATION METHODS, incorporates new information highlighting use of biological pesticides as well as equipment used in the evaluation of pesticides, their efficacy, and their application. Author G.A. Matthews notes that spray technology continues to be an important element because the new generation of genetically modified crops expressing the Bacillus thuringiensis toxin gene to check lepidopterous pests does not control other key pest insects, notably sucking species such as aphids; hence, they may require "traditional" pesticide sprays. Too, crops modified to withstand glyphosate-class herbicides are dependent on spray technology. Also, while biological and cultural pest management methods are very important, neither can rapidly respond to sudden pest outbreaks, so pesticide usage remains a component of integrated crop management. The year 2000, 448-page reference is liberally sprinkled with black/white visuals that graphically enhance the text and its thorough discussion of pesticide application techniques, pros, cons, and safety requirements. A TRIO FROM CABI PUBLISHING ## A recent (2000) softbound work provides a broad-based review of INSECT PESTS IN TROPICAL FORESTRY, with emphasis on management techniques and IPM in particular. Authors M.R. Speight and F.R. Wylie have mined the literature and developed an important and extensive reference list as a foundation for the 10 chapters covering key aspects of the topic. The core factor, note the authors, is detailed knowledge of the relationships between insects and the trees on which they depend. The text and numerous full color photos in this 320-page work
discuss these elements which influence tropical forest insects, and carry right on through the critical planning phase to, ultimately, implementation of insect pest management tactics. ## Biological control efforts, developed and applied for almost a century, have received far less evaluation for potential environmental impacts compared with chemical pesticide approaches, note E. Wajnberg, et al, editors of EVALUATING INDIRECT EFFECTS OF BIOLOGICAL CONTROL, a year 2000 publication. The hardbound work incorporates the salient papers presented at an October 1999 symposium, the first international meeting devoted to this topic, and highlights issues and concerns. The chapters in this 288-page monograph, note the editors, "were selected to provide a scientific basis for needed reform and improvement in the practice of biological control worldwide." ## Species of the basidiomycete fungusGanodermaoccur as pathogens on a wide range of perennial tropical and sub-tropical crops including oil palm, coconut, tea, and rubber, as well as various wild palm species. J. Flood, et al, have edited 19 papersby 36 authors from 13 countriesfrom among those presented at two 1998 regional research workshops, and prepared GANODERMA DISEASES OF PERENNIAL CROPS as a resource reflecting the current sum of knowledge of Ganoderma as a plant pathogen. Featured Paper Factors Affecting Plant Disease Patchiness Mechanisms that affect and control the size, shape, and persistence of soil-borne disease field "patchiness" were examined by a UK research team.
