IPM NEWS international IPM news and programs Panel Calls for Increased Bt Crop Scrutiny A recently released report authored by a group of U.S. scientists affirms that "plants produced through modern biotechnology pose no different risk than plants produced through more traditional methods," but concludes that, for several reasons, the former should be more rigorously and publicly reviewed for potential environmental effects before being approved for commercial use. The 12-person panel of recognized biologists and agricultural scientists was convened by the U.S. National Academy of Sciences (NAS) under a commission in 2000 from the U.S. Dept. of Agriculture (USDA) in an effort to ensure the safety of products developed through biotechnology. Panel chairman F. Gould was quoted as saying that the shortfalls the report cited a need for increased regulation and field monitoring amounted to "small loopholes ....we are offering suggestions for a system that is functioning. We're not condemning the system," Dr. Gould observed. The report notes that, while the USDA has not "missed any big environment risks" in the process of reviewing genetically modified plants, commercial biotechnology is moving so rapidly in developing plants with either individual inserted genes or combinations, that more thorough and transparent testing and review is needed than currently conducted. While calling for an enhanced regulatory process for trangenics, the Panel noted that "the current level of regulation for such plants is higher than for other agricultural products and practices." IPM MEDLEY general matters, publications of interest, and other resources for IPM information How Silent are the Roses? Extension entomologist R.G. Bellinger recently came across a very interesting news item. In a communication to pesticide safety specialists, he writes: "In a 'zine now on the store racks, nationally, called ROSES & ROMANTIC GARDEN FLOWERS (apparently one of the single topic, annual issues things?) a contributing editor supplies recommendations for getting rid of rose pests. Roses have pests to be gotten rid of. "This editor goes mostly the non-chemical route and recommends squirting most of the pests off of the plants with a hose. Three cheers! He does recommend pesticides, specific pesticides, for some. However, even then he notes the problems with using pesticides in ways that kill the good guys who help control the bad guys. All is well in the world. And then... "This author, out of the wild blue, recommends for the control of leafhoppers, rose leaf beetle, and rose chafer that old standby.... DDT. Yes, to control these pests he says to use DDT. The issue is copyright 2001. (I note we are at the 30 year anniversary for waving good-bye to this chlorinated hydrocarbon, but hey, I guess it will still keep showing up in the system for awhile.) Maybe he needed to save column inches and needed something with a short name. Or maybe a chemical that was easy to spell... "The specific recommendation given is: '...dust with a five percent DDT solution...' . You may see another problem here. So, just when you thought we were making some headway... "Roses are red, Violets are blue, Used DDT on 'em? I've got bad news for you!" Dr. Bellinger does find some positive ground in that "the up side of this one is talk and newsletter fodder! If you are talking or writing to Master Gardeners, or rose growers, or homeowners, and were hard pressed for a topic, well, here it is. Several ways to go here. Being careful where you get your information, no matter how slick it LOOKS is one. Checking with Extension to see if things you read or hear about are correct is another. ALMOND IPM REVISED, EXPANDED The Univ. of California IPM program has published in 2002 the second edition of INTEGRATED PEST MANAGEMENT FOR ALMONDS, an information laden, graphically striking work with 27 percent more pages (199) than its 17-year-old predecessor. The new version adds an extensively revised chapter on vertebrate pest management, expands the chapter on vegetation management with details for cover crops, and provides several other updated sections including discussions of using Bt and pheromone-based mating disruption. The softbound volume also includes tables of susceptibility to major pests of almond (Prunus dulcis) rootstocks and cultivars. U.S. PESTICIDE DATA The U.S. Department of Agriculture recently published the latest summary of its PESTICIDE DATA PROGRAM, ANNUAL SUMMARY CALENDAR YEAR 2000, the tenth such comprehensive compilation to date. The softbound, multi-page publication comprises introductory sections explaining the monitoring and data acquisitions systems used, followed by 13 appendices setting out the numbers based on over 10,000 samples taken from various food products. EQUIPMENT, MATERIALS, & SERVICES PARTICLE FILM STRATEGY EXPANDS Tests conducted in California during 2001 showed that particle film technology, used for management of insect pests in a variety of horticultural crops, also was effective in grape crops for limiting spread of Homalodisca coagulata (glassy-winged sharpshooter, GWSS), a vector of the devastating Xylella fastidiosa, (Pierce's disease). Scientists, using Surround [TM] WP crop protectant, developed a barrier strategy that forced GWSS away from vineyards adjacent to citrus groves. The kaolin-based product was sprayed onto plants before pest infestation, leaving a white particle film that was both visually unattractive and physically unappealing to GWSS; the material sticks to wings, legs, and mouth parts and deters oviposition. Surround WP's white coating also helps reduce sunburn as well as stress of summer heat by reflecting harmful UV and infra-red light; it easily rubs off fruit and vegetables under running water. Surround WP is said to significantly reduce use of conventional pesticides. It has gained approval for organic culture. The product was collaboratively developed by the Engelhard Corp. and the Agric. U.S. REGIONAL PEST MANAGEMENT CENTERS news, developments Reorganized Website Expands Information The U.S. Department of Agriculture's regional pest management centers (RPMCs) website www.pmcenters.org has been revamped and strengthened to provide rapid access to a more inclusive variety of information about pests and pest management practices and related subjects in the USA. In addition to functioning as both an entry and introduction to the four RPMCs, the new site's easily navigated menu lists: research; news/alerts; crop profiles and pest management strategic plans; data sources; issues; collaboration; and several other key topics. The national website was designed, and is maintained daily, by the National Science Foundation-sponsored Center for Integrated Pest Management (CIPM), an industry/university cooperative effort working to support and further IPM through an inter-linked union of strategies. *> R.E.
