Chairman’s Message It’s Easter again! Is it really that time already? In Australia it’s the opposite to our friends in the northern hemisphere. The days here in our southern hemisphere will become shorter. We are all aware of the Christian significance of Easter, but for many of us its a time to join a massive migration to all corners of this wonderful state of ours. Whinewith your beef sir? Are you protesting against wine prices in licensed restaurants? Well, having a grizzle at least? It seems that many of us are at the moment and for good reason. It’s because most restaurant wines have retail prices marked up by two and sometimes three times and that’s nearly four times the ‘cost in’ price, a very healthy profit. The customer, in most cases gets little for that, a first pour and perhaps a cursory nonintelligible comment on the wine and then it’s plonked (no pun intended) on the table or in a plastic wine cooler alongside and that’s the last you see of the wine waiter. Wine glasses in many places are also very basic. This is why we are not happy. There are those restaurants that are obliging and have a sommelier or wine waiter 6

who will discuss a wine’s virtues, open it with care, decant (if needed) and pour into quality stemware and top up when required. Most of us don’t mind paying a decent mark-up for this kind of service, but casual uninformed and poor follow-up service and inferior glassware do not warrant the prices being charged. Restaurateurs are feeling the pinch with labour and food costs increasing and they seize on the opportunity to profit more by selling wine and alcohol in general, at highly inflated prices. The occasional diner doesn’t mind so much, because an evening out is a special event and the cost of the booze is not so relevant, it’s the person who dines out often who is feeling it and wine-savvy diners are peeved when they check restaurant wine prices
and compare them to the prices they buy the stuff for at the local liquor store. Restaurateurs are becoming smarter and are listing noncommercial and esoteric imported wines, so their customers find it difficult to compare prices. There are some licensed establishments around town that offer BYO nights, where customers are allowed to bring their own wine for a ‘corkage’ fee. This type of dining is popular, as is BYO in general and it is a sign of diners protesting against the in-house wine-pricing regime. Licensed restaurants are important in our society, but they do need to contain their wine and liquor pricing. Customers will go elsewhere or dine at home, if they don’t.

Prohibition historical
In the United States the Volstead Act committed a national ban on the sale, manufacture, and transportation of alcohol, in place from 1920 to 1933.
One might argue that prohibition was one of the greatest social
experiments of the 20th century. It was instigated by a minority and labelled the “Noble Experiment”. Officially the ban was to begin on January 17th 1920. Within the first year of the legislation, as many as 30 000 to 100 000 “speakeasy” clubs spread though New York alone. A speakeasy was an illegal venue selling alcohol. A lack of public unity for the ban resulted in the growth of vast criminal organizations, including the modern U.S. branch of the Mafia. Al Capone was an Italian-American gangster who led a Prohibition-era crime syndicate. Widespread disrespect of the law also generated rampant corruption among politicians and within police forces. In a study of over 30 major U.S cities during the prohibition years of 1920 and 1921, the number of crimes increased by 24%.
Additionally, theft and burglaries increased by 9%, homicide by 12.7%, assaults and battery rose by 13%, drug addiction by 44.6% and police department costs rose by 11.4%. Resourceful grape farmers produced liquid and semi-solid grape concentrates, often called “wine bricks” or “wine blocks”, on the legal fiction that it was a non-intoxicating fruit-juice for home consumption. The grape concentrate was sold with a warning: “After dissolving the brick in a gallon of water, do not place the liquid in a jug away in the cupboard for twenty days, because then it would turn into wine.” While Prohibition was successful in reducing the amount of liquor consumed, it stimulated underground, organized and widespread criminal activity. The American population became disenchanted with prohibition after the St. Valentine’s Day massacre in 1929. Prohibition ended on December 5, 1933. 14
