Introduction Lismore City Council recognises important opportunities to renew Lismore and Nimbin as dynamic and flourishing business centres, celebrating our local community and enticing people here to the heart of the Northern Rivers. DOGWHISTLE CREATIVE
Council’s Economic Development Team, along with colleagues and stakeholders, are conscious of ongoing impacts of COVID-19, flood and bushfires, along with considerable social and economic changes that now drive growth and pressures across the region. With the Lismore and Nimbin Business Activation Plan (BAP) we seek to enhance shared spaces and experiences in our town centres, and to boost promotions and support opportunities that benefit local business, events and community members. We have developed this Plan for action with key stakeholders.
Lismore Local Government Area (LGA) is known as the heart of the Northern Rivers. The regional city of Lismore supports a large urban population and provides vital services for many outlying villages, hamlets, and rural areas. The Lismore town centre is 30 minutes from Nimbin, which is recognised as a world-famous alternative lifestyle capital. With current population of 43,6671, characterised by younger families and older people, Lismore LGA has a strong sense of community, diversity and resilience. With world-class health, education, arts and sporting facilities; our beautiful surrounds and renowned food and agribusiness; and strong services and regional interconnections; this is a great place to live, work and play.

There are over 4,000 businesses registered in Lismore2 and the number of registered businesses grew slightly from 2019 to 2020 despite COVID-19. Tourism data shows a growth in visitor nights from 672,000 to 812,000 in Lismore from 2018 to 2020 and almost 600,000 domestic day trips.3 Even with international borders closed, Lismore and the Northern Rivers region continue to see day and overnight visitors locally. While Lismore LGA has its strengths, as shown in Image 1, it also has several opportunities for change. These include needing to prioritise Council spending on service delivery and asset maintenance costs within current budgets; flood mitigation and managing other environmental impacts; the need for business investment; and streamlining how businesses can work with Council processes.
Scope, locations and timing The Business Activation Plan guides actions spanning two financial years to 30 June 2023. The Plan identifies targeted initiatives for the Economic Development Team to deliver within this timeframe, and shows where the Economic Development Team will work with other parts of Council to support improved business outcomes. Primarily funded through Special Business Rate Variation Levy contributions in Lismore (SBRVL, which continues at current rate until 30 June 2023), this Plan also informs the pursuit of other grant opportunities for Nimbin and beyond the scope of SBRVL resources. With necessarily focus on Lismore at the outset of the Plan in line with SBRVL expenditure requirements, we will work with the new Tourism Destination Officer and business community stakeholders in Nimbin to progress activation priorities and funding opportunities there. While the short-term horizon is the priority for actions detailed here, we have developed the Business Activation Plan to provide a platform for longer term initiatives and outcomes which can inform Council’s strategic decision making.

Purpose and themes for action The primary purpose of the Business Activation Plan is to support existing business communities in Lismore and Nimbin, recognising that supporting local businesses now will have flow-on effects into the future. Progressing placebased outcomes for the centres of Lismore and Nimbin is good for business and for the people who live or visit here. Two priority themes have been identified to deliver immediate impact and positive flow-on effects:

We developed this Plan informed by a broad suite of activities and consultation that have already been done by Lismore City Council, the Nimbin and Lismore Chambers of Commerce, and many other community groups and individuals. In bringing this Plan together, LCC drew on previous knowledge and good ideas, along with new research about business activation and engagement with local business and community. Many community ideas and concerns have been synthesised into actions outlined here, and suggestions that are beyond this Plan’s scope have been collected to inform other Council teams, including assets, maintenance services, procurement, development, events, engagement, and broader economic development initiatives. See Appendix for overview of

engagement and horizon scan findings (available at lismore.nsw.gov.au/ business-activation-Plan ). This Plan gives Lismore City Council a way to prioritise and realise action, underpinned by sound evaluation and communication frameworks.
Plan Principles Building on a simple framework and targeted actions, this Plan recognises that partnering and collaboration is key to success. Actions have longer lasting and effects if initiatives are worked on together: with business owners, organisations, residents, visitors and Council. To meet this goal, the actions in this Plan have been informed by the principles outlined below.

Lismore As the regional city of the Northern Rivers, Lismore serves essential business, health, education, judicial, aviation, industrial and retail functions for local and regional residents.

Lismore’s features include: • Charming historical buildings in the town centre laid out in a grid - ‘The Block’ - alongside increasingly dynamic business centres in South and North Lismore, Lismore Square, Lismore Base Hospital and Southern Cross University. • Diversity of cosmopolitan food, artisanal shops, street art showcased by the Back Alley Gallery in Lismore Laneways, thanks to vibrant businesses and community members. • Excellent sporting facilities that attract major national and international events for rugby league, football, baseball and cricket. • Celebrated regional institutions, including NORPA theatre company at Lismore City Hall and Lismore Regional Gallery, Lismore Library and the Northern Rivers Conservatorium, which are situated around The Quad.

• Annual events include the Lismore Youth Festival, Lismore Lantern Festival, Eat the Street, the Lismore Masters Games, Tropical Fruits New Year’s Eve Festival and a suite of other activities. Key to activating Lismore is linking the different parts of the town and embracing Wilsons River as a strength and opportunity. Following a major flood in 2017, Lismore’s town centre is continuing to update roads, footpaths and building facades impacted by the flood waters.

Nimbin Nimbin town centre’s features include: • Compelling tourism offering with visitors attracted by leadership in alternative living and sustainability, the proximity to national parks and features such as Nimbin Rocks and Djungbung Gardens.

• The main street, Cullen Street, is attractive and colourful with eclectic shopping options. • Strong and identifiable sense of community, and active recognition of history and heritage, both First Nations and settlers. • Largest village in the Lismore Local Government Area (LGA) - Nimbin is located in the north of Lismore LGA and 30 minutes from Lismore centre, and also serves neighbouring Kyogle and Tweed Shire Councils.

• Key events include the Nimbin Markets and Nimbin Country Show, Nimbin Roots Festival, Nimbin Poetry World Cup, Nimbin MardiGrass, and the Nimbin Markets and Farmers’ Markets • New opportunities emerging with confirmed funding for stage one of the Rainbow Road, and new LCC Tourism Destination Officer based in Nimbin. Key to activating Nimbin is ensuring ready access to surrounding villages and towns, and leveraging tourism by allowing for easy wayfinding around the village through good signage, information and walkable access. Identifying funding opportunities for Nimbin to develop amenities and attractions is a priority acknowledged across BAP actions.

Business Activation Plan Actions The Business Activation Plan has been designed for the next two years with focus on the vibrancy and experience of places, and ways to support businesses and events. The Plan identifies: • Actions that can be done now (financial year 202122) and progressed in the second year (financial year 2022-2023) • Opportunities to prepare for leveraging grant funding and partnerships to enable longer-term and largerscale activation projects • Initiatives that require Planning, engagement and collaboration to facilitate outcomes aligned with diverse stakeholders. With a COVID-conscious approach to Planning and activation, we are responsive to changing impacts on work, travel and social environment. This Plan is designed to be a simple framework for

action, review, optimisation and adaptation – building on activities and Planning already underway, and invaluable input from business and community stakeholders. Actions have been informed by engaging with business and community representatives, along with analysis of relevant reports, strategies and engagement to date. Based on Special Business Rate Variation expenditure in Lismore, the Plan acknowledges links to current grant projects and will inform applications for further funding. Connecting and collaborating is key to effectively delivering value with this Plan, to complement largerscale projects across Council, and to contribute to economic development and other strategic goals for Lismore, Nimbin and the LGA.
We will work closely with the new Tourism Destination Officer in Nimbin, along with our colleagues across events and tourism, development and Planning, and assets and services teams. Plan timeframes and budgets may vary in response to environmental changes (for instance, potential pandemic, flood, bushfires or other significant external impacts); to complement emerging opportunities and relevant projects driven by other parts of Council; and with the evaluation of Plan actions, learnings and feedback.

CONSIDERATIONS
• The Lismore Laneways development project is funded by a NSW Government grant and is being implemented in 2021. • Underpinning this work, a new Activation Playbook is in development to inform ideas and event Planning in line with LCC Event Guidelines, engagement within COVID-19 safety guidelines, and the evolution of the BAP based on targeted pilots, learnings and feedback. With community engagement to date, we anticipate activation projects may include (but are not limited to) music and performance, pop ups, workshops, narrative and poetry, creative and interactive experiences, live and digitally-augmented projects, retail and dining experiences, and pilots to encourage development of the local night-time economy. • Support for community-led Laneways activation projects may include initial advice and information resources, engagement to help leverage project with local businesses, promotion, and/or financial support through Event Activation Sponsorship or the Lismore Activation Microgrants pilot – see Plan V2.1, S2.1 and guidelines at lismore.nsw.gov.au/business-activation-Plan.

Planning for success Reporting and reflecting This Business Activation Plan is the responsibility of the LCC Economic Development team, and is supported by detailed project Planning along with ongoing engagement and evaluation. We will deploy various approaches to assess benefits and impacts, including the NSW Government Great Public Spaces Evaluation Tool, and .id Economic Impact Assessment. While local investment and relevance is primary, we also consider how BAP outcomes may positively align with United Nations Sustainable Development Goals. Existing funding and sourcing new opportunities
PLAN ENGAGEMENT AND OUTCOMES WILL INFORM NEW GRANT APPLICATIONS AND RESOURCING OPPORTUNITIES TO BENEFIT NIMBIN AND LISMORE BUSINESS COMMUNITIES
This Plan is all about building partnerships and collaboration for activation, which is true for resourcing as well. New funding will be required to advance all activation priorities. We will actively pursue external funding opportunities as part of BAP implementation. Activities will primarily be funded through the Special Business Rate Variation Levy (SBRVL), which supports promotion and revitalisation of the business environment in Lismore. Current levels of SBRVL funding continue until end June 2023, providing approximately $300,000 base funds in 2021-22 and $346,000 carried forward (plus salary, coordination and contingency costs) with recurring funds subject to indexation and rate-paying base changes. Beyond the scope of this Plan for SBRVL funds are the City Safe Program in Lismore
BUSINESS ACTIVATION PLAN 2021-2023
(which receives funding through a separate levy of approximately $204,000 in 2021/22) and the Nimbin SBRVL (approximately $16,000 in 2021/22). Some resourcing will also be available from Council’s Economic Development funds, with 2021-22 actions informing budget development for 2022-23. Complementing this Plan, other recent grant outcomes include $2,546,640 to Lismore City Council to build Stage 1 of the Rainbow Road Walking Track in Nimbin, and $117,647 to Nimbin Chamber of Commerce to develop tourism website and signage. There are also several successful and pending grants for Lismore parks, walking trails, infrastructure and economic development initiatives that we seek to leverage with this Plan, with outcomes to be included with BAP reporting.
