Mayor questions if trustee can serve; attorneys say
BY MEG MORGAN NORRISGarden City Mayor Cosmo Veneziale sent a letter to the employer of another member of the Board of Trustees questioning whether she can run for the position of mayor, according to a document obtained by the Garden City News. However, the trustee says that she has received approval from the ethics officer at her job before each election in which she was a candidate.


In the letter, written on Board of Trustees letterhead and dated January 23rd, Mayor Veneziale questioned whether Trustee Mary Carter Flanagan can continue to serve on the Board of Trustees, and run for mayor because she is also an Administrative Law Judge for the New York State Workers’ Compensation Board.
The Garden City High School Girls Basketball team has been undefeated in conference play this season with just a few games left to go. Cleaning for St. Paul’s interior approved by narrow margin

The Garden City Board of Trustees narrowly approved a $48,600 contract for cleaning the first and second floors of the St. Paul’s main building during the Board’s January 12th meeting. The firm awarded the contract, Island Wide Building Services, also provides cleaning services at Village Hall and the Garden
City Public Library.
The trustees were not all in agreement to move forward with the cleaning of St. Paul’s interior as the future of the building is still unclear. The board approved this cleaning contract proposal, with a vote of five in favor and three opposed. Mayor Cosmo Veneziale, Trustees Terry Digan and Bruce Torino,
along with Deputy Mayor Tom O’Brien and Trustee Bruce Chester voted in favor of the cleaning; Trustees Lawrence Marciano, Mary Carter Flanagan and Charles Kelly voted ‘nay.’

Mayor Veneziale’s letter to the Ethics Officer of the Workers’ Compensation Board claimed that, “As Mayor, there are many statutory activities that she would have to undertake that have the potential to run afoul of her position as WCB Law Judge.”
He said that as mayor she would have the sole responsibility to execute all contracts entered into by the Village, and would also be in a position to evaluate injuries sustained by employees and their continuations on a disabled status.
Garden City Village Counsel Gary Fishberg said that he doesn’t believe that there is a problem with her serving on the Board or with being mayor, if elected. He said that if any conflicts did arise, Trustee Carter Flanagan could recuse herself from voting on a particular matter. And in the event that a contract needed to be executed that might pose a conflict, the Village’s Deputy Mayor could sign instead.
Mr. Fishberg said that he informed Mayor Veneziale that he had reviewed the Workers’ Compensation judges’ ethics policy and didn’t see an issue.
Trustee Carter Flanagan said that she has received clearance from her employer to serve on the Board of Trustees, and said Mayor Veneziale never asked her about the issue before sending his letter.

Don’t attack volunteers
On the front page this week we have a story about a letter sent by Garden City’s mayor to the employer of one of the other members of the Board of Trustees. The letter questions whether the trustee has a conflict of interest by serving on the Board.
While there’s nothing wrong with asking questions, we found it disturbing that the letter was written on official letterhead as if it had the approval of the entire board. Also, the Board’s own attorney said any potential conflicts of interest could be easily overcome.
In our legal system judges are expected to voluntarily adhere to ethical codes of conduct, and we have faith that the trustee would have recused herself
in the event that a conflict of interest had arisen. We are shocked that the mayor didn’t have the same faith in her.
The mayor was also critical of the fact that the Garden City News had obtained a copy of his letter, saying that it was confidential.
The fact is, under the NYS Freedom of Information Law, that letter is available to anyone who wants to look at it. (We did not obtain it through FOIL. It was also not given to us by the trustee.)
At a time when it is difficult to find qualified volunteers to serve on the various boards in the village it seems counterproductive to attack one who has, by all accounts, been working hard and doing a great job.

I have also worked alongside her on the Traffic Commission where we have focused our efforts on the Village’s Traffic Calming Study. Mary also serves on the Environmental Advisory Board where she has spent countless hours working to ensure that our residents have cleaner, safer water.
Mary Carter Flanagan is a dedicated and fair trustee who supports a transparent and inclusive governance process. The Village of Garden City has many big issues ahead and I believe that Mary is the right person to lead these efforts. I hope you will join me in supporting Mary Carter Flanagan for

As a resident living on Main Ave I have had a front row seat to the quasi fiasco that has been the LIRR third rail construction project. Careless use of heavy machinery damaging local property, 24/7 intense light pollution, and noise pollution that included rock concert level station speaker volumes starting at 5:00 AM are just a smidgen of the “inconveniences” and management missteps by the LIRR.

Adelphi Performing Arts Center plans exciting new season
BY GARY SIMEONEThere is a lot on the schedule at Adelphi University’s Performing Arts Center (PAC) in the upcoming season. The center, which hosts a wide array of events during the school year, has musical performances, plays and dance recitals on the upcoming seasonal schedule.

Blyth Daylong, Executive Director at the PAC, said that the University is trying to get back to a sense of normalcy in a post Covid world.

“I think people are ready to go out and have fun again and there are a lot of great upcoming events scheduled at the Apac,” said Daylong.
He said that there are a number of student performances, including dance theater students on tap, as well as var-
ious guest artists including artist and entertainer, Isaac Mizrahi and concert pianist Sara Davis Buechner.
The early spring season kicks off on March 10th at the PAC, with Imani Winds, a wind ensemble made up of composers of color.
“They usually come to the APAC each year, but this year they’ll be doing their show, Black and Brown, celebrating composers of color,” said Daylong.
On Saturday, March 11th, The StepCrew will be making an appearance, showing off their Celtic dancing skills.

Daylong said that Mizrahi has been doing a cabaret show with jazz ensemble for a number of years, and will bring his talents to the school on April 22nd.

In the closing seasonal show on May 13th, the University is partnering with the North Shore Symphony Orchestra, in a concert tribute to legendary composer, jerry Herman.
The orchestra along with some of Broadway’s brightest stars will play all of Herman’s greats including Hello Dolly! Mame and La Cage Aux Folles.

School Board appoints new director of technology
The Garden City Public Schools Board of Education has announced the appointment of Lauren Maguire as the district’s new director of technology and innovation, effective immediately. Ms. Maguire is a familiar face within the Garden City community, having worked in various roles in the district since 1996, including classroom teacher, computer teacher and staff developer. Most recently, she served as a technology staff developer, assisting the district with its ongoing integration of technology tools in the classroom.
Under her leadership, Ms. Maguire has worked with staff and administrators to implement the rollout of New York State’s computer science and digital fluency standards across the curriculum K–12. One such initiative is

the introduction of kidOYO, a platform designed to teach these skills to students in grades 3–5. Additionally, Ms. Maguire is also helping to support and facilitate the district’s participation in the nationwide Make:Able Challenge, where teams enrolled in the district’s Project Lead The Way course use the design thinking process to create 3D Printed products or prototypes to improve the daily lives of those with disabilities or the elderly. This collaborative team includes PLTW teachers Charles Hager and Stephanie Schilling, High School Librarian Margaux Calemmo, Technology Staff Developer Michael Davola and Assistive Technology Specialist Jen Martin. Additionally, Ms. Maguire has incorporated a Vocational Learning Program within the IT department in collaboration with the ACES Program at the high school. Through this program, students are offered valuable on-the-job training opportunities that enable them to gain skills and experience in fields that they may pursue after moving on from high school.
“Ms. Maguire possesses outstanding leadership qualities that will undoubtedly be an asset to our district as we continue to advance our technology initiatives and launch a new district website coming in July 2023,” said Superintendent of Schools Dr. Kusum Sinha.
“I thank the Board of Education for this opportunity and the district for its support of me over the years,” said Ms. Maguire. “My goal in this new role is to support our teachers in using technology as a tool to enhance learning for all students and to prepare them with the technological skills necessary for a successful future.”

On January 25, Moody’s has again issued the Aaa rating with a stable outlook, citing in their credit opinion the village’s strengths, including conservative fiscal management, healthy reserves and liquidity.
The credit opinion now also includes a rating for Environmental, Social and Governance impacts. The overall rating for the Village is CIS-1 (positive). The Environmental score is Moderately Negative. Moody’s deems all issuers in Nassau County to have elevated exposures to storms
and water stress. However, under the Social and Governance impacts, the Village’s score is positive. Social impacts include strong employment, high resident income, and low violent crimes. Under Governance, they stated the “Government operations are managed by certified and experienced professionals who are responsible for implementing policy objectives.”
The Village will be issuing $46,778,000 in BANs for the six Water Well Treatment projects. These are one year notes and once the New York State grants are received (totaling $25,670,098), the Village will issue long term bonds for the difference. The Moody’s report can be viewed on the Village’s new website, www. gardencityny.net, under the Finance Department tab.

Eastern POA to offer scholarship
The Eastern Property Owners’ Association has announced that it will once again award a $1000 scholarship for 2023 to a graduating high school senior who resides in the Eastern section.
The candidates, or their family, must be dues paying members of the EPOA. They must be currently attending public or private high school and plan to attend college full time in the fall. The focus of this scholarship is community
service.

Sacred Heart Academy (SHA) has announced the appointment of Dr. Teresa Prendergast as the 11th principal of the all-girls, Catholic, college-preparatory school. Dr. Prendergast currently serves as the superintendent of the Great Neck Public School system. Housing Proposal and Casino Development

The Mayor’s Village Governance Committee hosted a Meet and Greet with several Village Trustees on Tuesday at the Garden City Casino. Hempstead Town Supervisor Donald Clavin was a special guest. He spoke about Governor Kathy Hochul’s proposed plan to create 800,000 new housing units over the next 10 years in New York State. Supervisor Clavin encouraged residents to contact their representatives in the Senate (Kevin Thomas) and Assembly (Ed Ra), as well as call the Governor’s office to share any concerns about this housing proposal. I urge residents to do the same. As Mayor, I also directed the Village Administrator, Building Superintendent, Village Engineer and Village Counsel to conduct a survey of properties in proximity to LIRR Stations which could potentially be developed per the Governor’s new initiative.
Supervisor Clavin also spoke about the proposed development of a casino, among other things, on the Coliseum site. The Village, under my direction, is reaching out to all the Mayors of Villages and Towns who may be
impacted by the proposed Nassau Coliseum Casino Development.
Village Administrator Ralph Suozzi is coordinating the Village studies and response to the development issues posed by the Governor’s Office. We are seeking to learn all the details of the plans being proposed. I invited Mayor Waylyn Hobbs, Jr. to the meeting as Hempstead is one of the surrounding villages that would be impacted by the proposed project. I am requesting County Executive Bruce Blakeman discuss elements of the project with the Village as the County reviews the Las Vegas Sands application.

As of February 6, 2023, tax payments made by check must be made in the form of certified check or money order. Cash is also accepted. Certified checks and money orders may be placed in the secure Finance Department lockbox located in the second floor by the Building Department during office hours (8:30 a.m. to 4:30 p.m., Monday through Friday), or anytime in the lockbox located by the Police Department. On January 25th a truck struck the Cherry Valley overpass. The operator was charged with disregarding bridge clearance signs.
Excessive speed
A motorist on Stewart Avenue and Edgemere Road was charged with unlicensed operation and excessive speed on January 25th.
Fake plates
On January 26th a truck driver on Stewart Avenue was charged with driving with fraudulent license plates and no highway tax use permit.

Officers responded to a traffic light malfunction on Clinton Road at Old Country Road on January 26th.
Burnt food
Garden City police and firefighters responded to Adelphi University on January 26th for a fire alarm and determined the cause to be burnt food.
Multiple infractions
On January 26th a motorist on Stewart Avenue was charged with driving with switched license plates, unregistered vehicle, and no insurance.
Arrest for ID theft
Officers responded to a Franklin Avenue bank for an alarm activation on January 27th. Upon inves tigation, police arrested a woman for allegedly attempting to withdraw money from a victim’s account by presenting forged identification documents. She was charged with Identity Theft, two counts of Possession of a Forged Instrument, and Attempted Grand Larceny.
Unauthorized withdrawals
On January 27th a victim told Garden City Police that the password to her cash app was changed, resulting in unauthorized withdrawals against her bank account.
Hit and run
A vehicle was observed by witnesses leaving the scene after backing into and damaging another vehicle in Parking Field 8 on January 27th.
Unlicensed operation
A motorist involved in an accident on Herricks Road on January 27th was charged with unlicensed operation.




Rocks thrown
On January 28th Garden City Police investigated a report of youths throwing rocks at vehicles in the vicinity of Hilton Avenue and Barnes Lane. One motorist stated her vehicle sustained a broken rear window. The youths fled southbound. Officers apprehend-
ed one of the youths. He was cited for the incident and released to his parents.
Cooking smoke
The GCPD and GCFD responded to Adelphi University on January 28th for a fire alarm and determined the cause to be cooking smoke.
Light malfunction
Garden City Police responded to Franklin Avenue and 14th Street for a traffic light malfunction on January 28th.
Suspended license
A motorist on Franklin Avenue and 7th Street was charged with driving with a suspended license and a suspended registration on January 28th.
Strange occurrence
On January 29th Garden City Police responded to a Barnes Lane residence to investigate a report of the garage door opening for unknown reasons. A resident stated that she observed a vehicle in the area at the time of occurrence. The premise was checked, and all appeared to be in order.

A motorist on Clinton Road on January 29th was charged with driving with a suspended license and excessive speed.
Rally detail
Garden City Police officers were assigned to traffic and safety details for a vigil and rally on Old Country Road on January 29th. No incidents were reported.
Identity theft
Garden City Police investigated a January 29th report of a victim’s identity being stolen to open an unauthorized insurance account.
Inside job?
On January 29th a resident reported the theft of jewelry from her bedroom. The victim states she has had workers inside her home recently.
Bomb threat
On January 30th Garden City Police responded to the Middle School, where staff had received a phone call stating that there were multiple bombs placed inside the building. Officers and school staff safely evacuated the students to a neutral site. Garden City Police conducted a comprehensive systematic search of the building and surrounding area with assistance from school staff, a GCFD Fire Chief, and Nassau County PD. Upon completion, the incident was deemed unfounded. Officers and school staff safely escorted the students back to the Middle School. The investigation regarding the origin of the call is ongoing.
Counterfeit money
On January 30th a victim told police that he sold an item to another person for cash and when he attempted to deposit the cash in a bank it was determined that most of the money was counterfeit.
Criminal mischief

Officers investigated a report of criminal mischief at the Bird Sanctuary where multiple items were found damaged on January 30th.

A victim reported her vehicle was damaged by unknown means on January 30th while parked on the

Adelphi PAC to present “New Music XVIII”
The annual “new music” series Yarn/Wire marks its 18th year at the Adelphi University Performing Arts Center (PAC) stage Friday, February 17. The new music quartet is dedicated to the promotion of creative, experimental new music in the U.S. and abroad. The show will feature works by Alex Mincek, Kelley Sheehan and Enno Poppe.
Yarn/Wire supports composers and audiences through live performances, educational activities, and large-scale collaborative projects. The ensemble is devoted to expanding the representation of composers including but not limited to those who identify as women, LGBTQIA+, Black, African, Indigenous, Latina(o)(x), Asian, or Arab.

Members of the quartet include Laura Barger and Julia Den Boer on piano and Russell Greenberg and Sae Hashimoto playing percussion. Rob Cosgrove is the managing director.

Tree Ornaments for Community Service: Shamrock Ornaments
Earn community service by painting ornaments for the Garden City Public Library’s Tweens and Teens Department’s Ornament Tree! Each volunteer will receive three ornaments and a set of paint pens to decorate their ornaments at home. Paint pens must be returned to the Library. These ornaments will be used to decorate our new ornament tree each month!

It’s What’s Happening For Young Adults Through the Library
looking for tweens and teens in Grades 6–12 to volunteer to provide feedback on recently published Young Adult books as part of our Tweens and Teens Best Books 2023 Committee! Eligible books are those published between October 1, 2022 and December 5, 2023 and aimed at tweens and teens in Grades 6–12.
Volunteers will be asked to read books on the Tweens and Teens Department’s monthly reading lists beginning with December 2022 and then write a 300-word review. Volunteers can also nominate a book not on our lists as long as it’s published between October 1, 2022 and December 5, 2022 and the Library owns a physical copy in the Young Adult collection. Volunteers will earn community service credit.
Credit for both reading and writing reviews on new books in the Library’s Young Adult Collection. The feedback used throughout the year will help the Young Adult Librarians compile the Best Books list for the year in December 2023.
There are no requirements on how many books a volunteer must read and volunteers can read however many new books they are able to throughout the year. Volunteers can get credit for books they do not finish, as long as they provide 300-word feedback as to why they chose not to finish the book. The committee may meet throughout the year if there is interest, but volunteers are not required to attend meetings and can still participate by reading and providing feedback on recent Young Adult books.

The Debt Ceiling Battle
BY BOB MORGAN, JR.It is only early February, but a major political story likely to continue throughout much of 2023 is the battle over increasing the debt ceiling and the possibility of negotiated spending cuts.
As a quick primer, because the federal government runs at a deficit, it must borrow money to finance its debts, which it does by selling Treasury bills and other securities. The government’s ability to borrow, however, is limited by law to amounts under the debt ceiling. Whenever borrowing hits the debt ceiling, which is currently $31.4 trillion, further borrowing must be authorized by Congress.
On January 19, the United States ran out of money to be able to pay its debts in the ordinary course of business. However, through a series of budgetary maneuvers by the Treasury Department, it is still possible to stay legally below the debt ceiling and make payments on federal obligations until at least late June. At some point, however, the debt ceiling will be reached, and the United States will be unable to pay its obligations.
Obviously, the political calculus involving the debt ceiling was changed by the Republican takeover of the House of Representatives, even if by a narrow margin. GOP votes will now be needed to raise the ceiling. Refusing to increase the debt limit would put the United States in default on its financial obligations, which likely would roil financial markets around the world while shutting down much of the federal government.
Right now, Republicans are attempting to negotiate an increase in the debt ceiling by tying the hike with a package of mandated spending cuts, which they argue will lessen the need for sharp increases in the limit going forward. Democrats and the White House, however, are currently taking the position that there should be no strings attached to raising the debt ceiling, which they say is simply the only responsible course of action. One wild card here is that the fragile Republican majority is divided on how much spending reduction to demand and

whether the spending cuts should extend to military spending.
The federal budget deficits that fuel the debt ceiling issue are indeed a big problem. As The New York Times recently reported, the level of federal debt is six times as big as at the beginning of this century, is the largest percentage of the national economy since World War II, and it is growing by $1.3 trillion per year. In fairness, however, both Republican and Democratic Administrations have contributed to the problem. Even before major emergency spending for COVID, the Republican Trump Administration rarely emphasized budget restraint and helped enact a tax cut bill that added to the deficit. Under Democratic President Biden, an additional massive COVID spending bill was enacted, as was an infrastructure bill and a green energy spending bill.
Importantly, it is difficult to reduce spending simply by legislative act because most outlays (for example, entitlement spending) are basically on autopilot, with only about 30 percent considered discretionary spending subject to annual approval; even these amounts are often combined in an omnibus measure that is adopted on a take it or leave it basis. This points up the importance of the debt ceiling negotiations.
While Democrats basically do not want to enter into a deal to lower spending and will blame Republicans for any adverse effects arising from a failure to pass a debt ceiling increase, Republicans have a narrow path to tread.
First, Republicans will have to gain a consensus within their slim House majority as to a spending proposal (it probably makes sense to wait for a budget proposal from the Biden Administration) and they will probably have to scuttle any changes as to entitlements and maybe defense. Perhaps their best opportunity is to work out a deal with maverick Democratic Senator Joe Manchin that could put a Senate vote also in play. But given the significant risks of burgeoning deficits and debt, it is a battle well worth fighting.

Beginning the week of January 22, Recreation and Parks will add a Sunday morning and a Thursday afternoon session of pickleball. The schedule will be as follows:

The above sessions will run through the end of March and then be evaluated for participation.
We will continue to run pickleball from 9:30 to noon, Tuesdays through Fridays.

Community Club presents Clark Gable program
The Community Club of Garden City and Hempstead is pleased to present a program given by popular lecturer, Marc Courtade, on the iconic movie star, Clark Gable. It will be held on Wednesday, February 8, at 1:30 p.m. at the Garden City Casino.

Clark Gable was the American film actor often referred to as “The King of Hollywood.” He had roles in more than 60 motion pictures in multiple genres during a career that lasted 37 years. During three of those decades Gable played the leading man. Gable was one of the most consistent box-office performers in the history of Hollywood, Whether he was playing the cheeky Rhett Butler in “Gone with the Wind” or an aging cowboy in “The Misfits” his performances were always unforgettable.

Funny story about when I took this photo. You see, Andrea Bocelli is blind and I knew that. However, I have a habit of telling people to “smile and look at the camera.” Well... after doing that a couple of times he said to me “I would if I could,” and he laughed. So, needless to say I apologized profusely to him and he was kind and said “Don’t worry about it.” Talk about an embarrassing moment.

Life’s WORC: Turning Disabilities into Abilities
Last Tuesday, at our regular lunch meeting at Mineola’s Davenport Press restaurant, Mineola-Garden City Rotary members and guests welcomed as guest speakers Tina Moreno, director of development of Life’s WORC, and Pamela Curtiss, VP of vocational & non-residential

programs.
Rotarians and guests heard a comprehensive report about Life’s WORC’s mission: “to provide services and support that facilitate an independent and fulfilling life experience for people with intellectual disabilities and autism.”
Focusing on the many services provided by Life’s WORC, Tina
Morena also reported on the beautiful homes across Long Island and New York City that provide adults with intellectual disabilities and autism the support needed for them to live full and productive lives. She also stressed that many of Life’s WORC’s people are fully capable of holding various positions within the work force and encouraged employers to consider hiring these qualifying individuals.
Pamela Curtiss enthused about the expanded Family Center for Autism (FCA), an inclusive environment where people of all ages can explore a variety of activities, classes, camps and programs, she reported. An open house will be held this Saturday, February 4 at the FCA at 1517 Franklin Ave. where interested parties may take a tour and meet the team of professionals and learn about all that FCA offers — classes, camps and activities. Both Tina and Pamela were excited to report about a first of its kind employment skills and workforce training program which will operate from the new Life’S WORC WORC Center which will open in late 2023. This multi-purpose community-based center will offer a range of programs for individuals withs autism and special needs to enhance and develop specific skills for the workplace and beyond.

Choral Evensong for the Feast of Candlemas at the Cathedral
BY LARRY TREMSKYThe Choir of the Cathedral of the Incarnation will sing Choral Evensong for the Feast of Candlemas this Sunday, February 5, at 4:00 p.m.. This traditional service, sung daily in English cathedrals, will include music of the American composers Harold Friedell and Gerald Near, along with hymns sung by the entire congregation. The Cathedral Choir is planning a tour of the UK this summer, and will sing at Southwark, Lincoln and Guildford Cathedrals, and the music heard in this Evensong will include pieces being prepared for the trip. The Cathedral is located at 36 Cathedral Avenue, and the service is free and open to the public.

Decision Day at St. Anne’s School
On Friday, January 27, Saint Anne's School celebrated our Eighth Grader's Decision Day. On this day St. Anne's eighth grade stedents were permitted to wear a hoodie from the high school they have chosen to attend in September 2023. Saint Anne's is very proud of all they have accomplished!

Robert Hegeman
Robert Hegeman passed away peacefully on November 27, 2022, in Greenfield, MA. He was born in Brooklyn, on January 24, 1929, the son of Bernard and Grace (Peckham) Hegeman. Robert was raised and educated in New York at local Brooklyn schools and then at the Stony Brook School. He continued his education receiving his bachelor’s degree from the College of William and Mary and a master’s degree from New York University.

Robert was the beloved husband of Valerie Platt. They married in 1960, settled on Long Island and had three children, Richard, Douglas and Gail. He is survived by his son Douglas Hegeman and his wife Chloe Hegeman; his daughter Gail Hegeman and her partner Tanya Bryant; daughterin-law Patricia Hegeman, and three
grandchildren, Thomas, Catherine and Elizabeth Hegeman; and brother Geoffrey Hegeman and his partner Alison Skye. Robert was predeceased by his wife of fifty-nine years Valerie Hegeman; son Richard Hegeman and brother George Hegeman.
Robert had a successful and exciting career. He worked as an international banker, traveling the world, extending credit to banks in Europe, Asia and the Middle-East. He worked for the Irving Trust Company and for American Express, where he rose to the position of Senior Vice President. Later in his career, he became a consultant in the field of executive search and then for the Bank of Baroda helping them achieve financial success.
Robert went by “Bob” and had a zest for life, always positive and enthusiastic! He and Valerie lived in Garden City for 60 years and were

John Randall Willets passed away at home in Sunset Beach, North Carolina on January 29, 2023 at the age of 81. John was born in Freeport, New York on September 21, 1941. He graduated from St. Paul's School in Garden City, in 1959, going on to graduate from Dartmouth College in 1963, and the Tuck School of Business at Dartmouth in 1966. John was a longtime resident of Garden City, and Sunset Beach, North Carolina. John spent his career across several different industries including roles at Phillip Morris & Co., Pricewater House & Co., he ultimately found his niche of writing for a publisher of legal briefs and texts

used by compliance officers and broker dealers.

He is survived by his wife of 54 years, Susan Pullman Willets; and their sons, Jason, Adam, and Luke; and John's younger brothers, Rick Willets of Derry, New Hampshire, and Jared Willets of Pensacola, Florida. John is also survived by Jason's wife, Jennifer, their children Trevor and Dearon; Adam's wife Rita, their children Soraya, Zana, and Alexander; and Luke's wife Melissa, and their children Dana, Brooke, Madison, Liam, and Aidan.
He will be remembered for his love of family, spending tie with new and old friends, his dry wit, never ending pursuit of reading classical literature

He was a great tennis player and he played until age 89. He and Val were also avid bridge players, for decades. In his last 20 years of living in Garden City, Bob was active in the Retired Men’s Club, where he loved playing bridge. In 2021, he moved to a retirement home in Massachusetts, where he successfully played out a rare Grand Slam in his last year of life! He had a great love of food and spent many years with Valerie as part of various Gourmet Groups, enjoying different cuisines. He loved Val’s wonderful cooking and baking! Bob was loved by many and will be missed greatly.

GC students participate in art competition
In November 2022, Garden City Public School students ranging from kindergarten to fifth grade participated in the South Asian American Women's Alliance Environmental Art Competition. Using paint, pastel or graphic pencil, students created art surrounding the prompt: Let us make Long Island free from pollution.

The district is proud to announce the winners of the competition. The first-prize winners were Stewart School second grader Mikayla Chan and Stratford Avenue School fifth grader Wanging-Emmy Xu.

Renowned saxophonist leads student workshops


Mr. Ronald Carter, esteemed jazz saxophonist, visited Garden City to lead inspiring workshops with the Garden City Middle School and Garden City High School jazz bands. The Garden City Friends of Music kindly supported these exceptional clinics, where the secondary jazz musicians had the unique opportunity to learn advanced jazz playing and performance techniques.
The students were captivated by his talent, humor and unparalleled performance experience. Co-jazz manager and GCHS senior Christopher Roukis said, “Professor Carter influenced us by showing his passion for jazz. His creative insight taught us how to stylistically play better as an ensemble and be more open as musicians. He resembles what teaching from the heart looks like by showing us as much as he could in our workshop through his singing, dancing and talking about his past experiences with famous jazz musicians. It was a pleasure to work with him, as his influence should be passed on to all jazz musicians.”
Eighth grader Evie Mohan said, “I loved his work and he really inspired
me to keep pushing and doing my best. It was great to work with someone who is world-renowned and has worked with and taught so many famous musicians.”
Mr. Carter is a professor emeritus of Northern Illinois University School of Music. He’s served as the director of the jazz studies program and as the director of the jazz ensemble from 1994-2014. During Mr. Carter's tenure at NIU, he also served for 23 years as the lead artist for Jazz at Lincoln Center Band Director Academy in New York City, and as a mentor and education consultant for the Essentially Ellington Jazz Band Program. Carter has facilitated workshops as the guest conductor, artist, clinician, or adjudicator for colleges and universities throughout the United States and around the world. He has also been invited to be the guest conductor for All-State Jazz Bands in 24 states.
Garden City High School’s jazz ensemble directors Mr. DellaMonica, Ms. Iovino and Ms. DeMarco felt fortunate to have had the opportunity to bring Mr. Carter to Garden City.
Locust student wins poster contest
Locust School first grader Elijah Pavon’s artwork was chosen as the winning piece for the first grade section of the Shanti Fund peace and environment poster contest. Elijah created the piece under the direction of art teacher Ms. Leyland.


Along with having his artwork published in the Shanti Fund's annual calendar, Elijah will receive a cash prize. There will be an awards ceremony on April 20 at the Stonebridge Country Club in Hauppauge.
A Capella Festival returns to Adelphi PAC
The audience favorite SingStrong A Capella Festival returns to the Adelphi University Performing Arts Center (PAC) stage for its 18th international a cappella festival on Friday, February 3 through Sunday, February 5.
Five completely different concerts and two days of classes and competitions will showcase nothing but the human voice, performing pop, jazz, rock, musical theater, barbershop, doowop, beatbox and beyond. The “Pitch Perfect“ films and “Pitch Slapped” Lifetime television series provide a glimpse into the real-life a cappella concerts presented at SingStrong.
The weekend starts Friday, February 3, at 7 p.m. with ACA-IDOL where Pro & Collegiate a cappella groups compete for a $1,000 first prize. Special performances by Broadway Records recording artists, Blue Jupiter and YouTube sensations Backtrack round out the night. ACA-Celebrities judge live while the audience votes by cell phone.
The 2 p.m. matinee on Saturday, February 4, features high school groups competing for awards as well as a performance by the Single Singers, an open a cappella group that only rehearses at SingStrong and which
welcomes anyone who loves to sing.
Saturday, February 4, at 7 p.m. features professional groups Ball in the House (pop R&B, featured on “America’s Got Talent”), Midtown (top-ranked barbershop quartet), Radius (pop viral sensations) and Classic Sounds (doo-wop inducted to East Coast Hall of Fame).
Saturday, February 4, at 9:30 p.m. features a completely different professional line-up with Highline Vocal Jazz (National Harmony Sweepstakes Champions), Jordana Talsky (indie live looper), and FACE Vocal Band (heartland rock).
Sunday, February 5, at 2 p.m. matinee features fast-paced encore performances by Ball in the House, FACE, Jordana Talsky, Midtown, Radius, and Highline.
One hundred percent of profits go to support music programs and the fight against Alzheimer’s disease.
A cappella classes and group coachings are scheduled all day Saturday, February 4, and Sunday, February 5. Students can learn everything from arranging to beatbox, social media strategy to stage presence.

GC music students selected for All County Festival
This winter, as a testament to Garden City students' musical capabilities, 77 Garden City musicians were selected to participate in this year’s All-County Music Festival, sponsored by the Nassau Music Educators Association.


These band, chorus and orchestra students were selected as All-County musicians in recognition of their 2022 NYSSMA solo performance. These students represented Garden City Schools at the Division I West and Division II-V All-County Music Festival held at the Tilles Center for Performing Arts at Long Island University’s C.W. Post campus throughout the month of January.

Cleaning for St. Paul’s interior approved by narrow margin
Board’s attention by construction cost estimator Westerman Construction.
“Westerman brought it to our (village administration’s) attention that before they would go into the St. Paul’s building they’d want it cleaned up. This gained the attention of the board, Trustees Bruce Torino and Lawrence Marciano and our village attorney (Gary Fishberg) weighed in. I strongly recommend that we approve the cleaning services tonight for the cleaning and securing of the first two floors at St. Paul’s so Westerman can get their process started on their evaluation,” he said.
O’Brien then discussed the conditions at St. Paul’s which to date have prohibited the Garden City Police Department from having its officers inside the building due to potential health hazards.
“With it cleaned, we can simultaneously view any liability issues or hazardous conditions in St. Paul’s and see if the board/village has to take any additional actions,” he noted.
“The GCPD are not authorized to go in, and the Fire Department – though GCFD has the equipment to go inside St. Paul’s that our police do not – they are required to assess the situation prior to any GCFD member’s entry. For the safety of Westerman Co. and getting things started and also our police and fire department, we should approve that cleaning and in parallel look at any other actions we want or need to take,” he explained.
Village Administrator Ralph Suozzi noted that the contract was competitively bid and special conditions had been placed on the vendor for cleaning of additional items and vehicles due to the COVID-19 pandemic. Not all services outlined in the existing contract the village has with Island Wide were utilized.
The professionals cleaning at St. Paul’s will be outfitted with HAZMAT gear and any necessary special equipment. Island Wide has subcontracted the cleaning for St. Paul’s to a removal company that takes away rubbish and debris, but Garden City Superintendent of Building Giuseppe Giovanniello noted that the cleaning requested ahead of Westerman’s site visits was not involving the abatement and removal of lead paint or asbestos.
During the public comment period on January 12 Superintendent Giovanniello responded to a few questions by resident Judy Courtney, who participated via Zoom.
Courtney tried to clarify if the cleaning service would entail both the first and second floor and the removal of rubbish or other items that have been lying in the building, potentially for years or decades. She said this is beyond the scope of cleaning the walls and floors.
Giovanniello said the rubbish will be removed from hallways and main rooms on the two floors, but also washing and abatement of flooring of “main areas” inside St. Paul’s was also planned for as part of the scope of cleaning work. He also quelled a concern Courtney expressed about the subcontractor having experience working with and appropriately cleaning a historic building, as Giovanniello has walked through St. Paul’s with them as well as the owner of Island Wide Building Services. Giovanniello commented, “they are fully aware of what they have to do.” The subcontractor will also be responsible for taking rubbish and debris from inside St. Paul’s off-site.
Resident Bob Orosz commented on the removal of construction debris from the first two floors at St. Paul’s, and he questioned the cleaning company’s ability to remediate issues with “hazardous material” still existing inside that may involve lead paint, lead contamination of the interior air as well as mold.
He also asked if Westerman Construction Co. was preparing to include the costs of abatement at St. Paul’s as part of the cost estimation for future projects at the site.
Giovanniello said there is some lead paint present on interior pipes and some asbestos inside St. Paul’s but the scope of cleaning the village was seeking with the $48,600 contract with Island Wide was not to address abatement. “This cleaning service is not of that nature; it’s basically for the removal of the rubbish and debris, so the engineers and architects (from Westerman) can walk a path inside to explore conditions,” he advised, adding that the further remediation work Orosz mentioned could come up at a later time.
Another question Courtney raised pertains to the hire of Westerman Construction Co. to prepare cost estimates for projects that could involve up to all four floors of St. Paul’s main building. She asked why the village would approve a bid to clean just floors one and two, if the consultant requires access to the upper floors in the immediate time frame ahead.

mented that while the entire building should be cleaned, the focus now is to clean the first and second floors prior to Westerman’s team having its initial look inside. He suggested that the cost of cleaning all of St. Paul’s “could be astronomical” but the work involved for Westerman would not necessarily require this cost. He said the Building Department would only come back before the board to request additional sums of money for cleaning services on the rest of St. Paul’s interior, “if needed.”
The process could later evolve to have the third and fourth floors cleaned as well as the basement, but that stage relating to the cost estimation work has not become apparent yet.
“We don’t want it to snowball. We want Westerman to get in and do what they can, so they can start. But for now we’re limiting them to certain areas of the building – the Building Department is making the request for the cleaning of just these two floors now,” Giovanniello said.
Village Administrator Suozzi explained, whether the historic St. Paul’s main building “stays or goes” the abatement will need to take place.
“The money we are spending on the cleaning represents a down payment no matter which direction the village goes in for St. Paul’s. It is not like we can avoid this expense because it has to be done eventually,” he said.
Trustee Bruce Torino outlined the situation, “we have a building that needs to be cleaned. There are penetrations, and you have a section of the New York State Labor Law (pertaining to GCPD) and you also have exposure to the Fire Department.”
Trustee Torino said the liabilities are heavy for the Village of Garden City to bear without making the effort to address its safety, first through engaging the cleaning service.
Torino also noted the deductible amount of $250,000 the village has should anyone be injured inside St. Paul’s, as he encouraged the board’s swift approval of the cleaning contract.
He commented, “The village would be on the hook for anybody who gets injured while in the building — the procrastination in not cleaning the building is unconscionable when you know that in fact it has to be cleaned at some point in time, sooner versus later,” he said.
Meadow Street Drainage
Also in January, the Village Board
approved the engagement of L.K. McLean Associates of Brookhaven with an agreement for $62,300, to provide its engineering services associated with Meadow Street Drainage Improvements identified as “Conceptual Plan for Meadow Street, Alternative 2.”
Suozzi said the Meadow Street area in particular pools much stormwater on the road surface and water has found routes to people’s homes and basements.
“This has been an ongoing problem for many years though it was a pressing concern after the storms of August/ September 2021. The money for the engineering firm is for LKMA to build design specifications that will then go out to bid, for work on the easements with homeowners – in order to work with Nassau County and the Incorporated Village of Hempstead for any permits that would be required,” he said.
Speaking during the public comment period, former Eastern POA president and Meadow Street resident Steve Ilardi said Village Administrator Suozzi has been in close communication with many of the Meadow Street residents regarding the flooding problems they have experienced. He encouraged the Board of Trustees to approve the funding of the engineering services from LKMA.
“This is a good step in getting that project rolling, getting the flooding concern fixed, and eventually getting Meadow Street paved. It started 10 years ago when the gas main work was done and the utilities were not going to pave the road because the water main was also going to be done. Once the water main was done it was on to the sewers – now the sidewalks need to be replaced because the tree roots raised our sidewalks. Hopefully by next spring we get this resolved with flooding and move to have Meadow Street paved,” Ilardi said.
Approved by the board as a separate agenda item, Suozzi described two change orders totaling over $47,000 for the Water Main Improvement capital project taking place on Grove Street, Meadow Street, Commander Avenue and Lindbergh Street in Garden City’s East section.
The Board unanimously voted to authorize the two change orders, as requested by contractor A.I.I. Allen Industries Inc. of Amityville, for amounts of $39,780 (change order No. 2) and $7,383 (change order No. 1) to cover additional work on the project.
The Village Board originally awarded this project bid on April 22, 2021, for a total cost of $3,063,529.

Judicial ethics expert James J. Sample, a professor at Hofstra University’s School of Law, said, “The potential judicial ethics concerns raised in Mayor Veneziale’s inquiry are not frivolous, but they are entirely premature. Moreover, Mayor Veneziale is not the proper party to raise them. If Ms. Carter Flanagan were to earn the position as mayor, she would certainly be required, by the Code of Judicial Conduct, to recuse herself from adjudicating matters involving parties with interests before the Village. At this juncture, though, it is premature for Mayor Veneziale to speculate and/or imply that Ms. Carter Flanagan would not do so.”
Several other members of the Board of Trustees objected to the Mayor’s use of official letterhead to send the letter. (The letterhead was out of date and included several names of people who are no longer on the board.)
Trustees Terry Digan, Bruce Chester, Lawrence Marciano and Charles Kelly commented:
“We are Trustees of the Village of Garden City, duly elected and currently serving. We were recently made aware of Cosmo Veneziale’s January 23, 2023 letter to Trustee Flanagan’s employer. We had no knowledge of this letter prior to its transmittal by Mr. Veneziale and no involvement in its preparation or transmittal. We apologize to the three former Village Trustees whose names were on the old Village letterhead Mr. Veneziale choose to use and assure them that such use was not a result of Board action. Every Trustee on this Board was elected on a promise to maintain full transparency with their fellow Trustees and, most importantly, with
the residents of our Village. This did not happen with Mayor Veneziale. In view of this, our Board needs to weigh what steps need to be taken in response to Mr. Veneziale’s actions.”
In response to a request for comment, Mayor Veneziale released the following statement:
“As you are aware, per Village Law, the Mayor is the Chief Executive Officer of the Village. It is solely the Mayor who directs actions be taken on behalf of the Village and sets the agenda for meetings. Further, as noted by Village Counsel it is solely the Mayor who is authorized to sign contracts on behalf of the Village.
“Several weeks ago, when Trustee Flanagan was inquiring of others, asking if only the Mayor needed to sign contracts, due to her status as a Worker’s Compensation Administrative Judge, this posed a concern. Based on her inquiry, I sought clarification from Village Counsel regarding the provisions of the ‘Law Judges Code of Conduct’. Village Counsel believed my request for clarification would best be answered by the Worker’s Compensation Board.
“While Trustee Flanagan had not yet announced she was running for Mayor, to resolve the issue, a letter was sent to the Worker’s Compensation Board to request clarification. This inquiry was confidential and not shared with anyone. It is assumed that upon receipt of the letter sent to the Worker’s Compensation Board, Trustee Flanagan was contacted by the Worker’s Compensation Board seeking her response. There has been no response received from either the Worker’s Compensation Board or from Trustee Flanagan.
“You having a copy of the letter sent to the Worker’s Compensation Board could only occur if Trustee Flanagan allowed it to be circulated.
“Until a response is received from the Worker’s Compensation Board or information is provided by Trustee Flanagan in writing, no further comment from the Village is warranted.”

I was thrilled to learn that he helped negotiate almost 2 million dollars for landscaping that will help to camouflage the overly urban/industrial Merillon station design. He is also spearheading light pollution reduction measures that include baffles to block the intrusive platform lighting.
As the community ambassadors hired by the LRR have vanished without warning, Bruce Chester remains the most important link between our community and the LIRR. Through my personal and community related interactions with Mr Chester, it is clear that he cares dearly about Garden City and will remain tenacious ensuring the LIRR meets its promises and obligations . He must remain to finish the job and ensure the LIRR gets out of town without inflicting more damage!

I have worked closely with Ed over the years through his involvement in numerous village committees and organizations where he has frequently served in leadership roles. I appreciate his open and transparent approach to communication and have been impressed by his strong willingness to listen to the concerns of all residents of the village.
With a professional background in law and finance and over 20 years of volunteerism in the community Ed is well positioned to address the many significant challenges which Garden City faces today. Currently serving on the Mayor’s Committee on St. Pauls, Ed is certainly well versed on all aspects of this village concern. He is opposed to large development projects that would negatively impact our village and would work to address the ever-growing traffic issues that exist throughout the village. Ed is a supporter of green spaces and has focused on bringing awareness to pending issues that may negatively impact our community, such as the Las Vegas Sands Casino project at Nassau Coliseum. I encourage all to make Ed’s credentials and his position on key issues the most important factors when choosing which candidates to vote for in March.

excellent schools. After graduating from Garden City High School, she attended the University of Virginia, graduating in 1990. She then went on to attend St. John’s University School of Law, where she served as Publications Editor of the Journal of Legal Commentary. Following law school, Mary went to Washington, D.C., where she served as a law clerk to the Honorable Robert G. Mahoney of the United States Department of Labor. Upon returning to New York, Mary served as an Assistant Corporation Counsel for the City of New York and worked in private practice, before becoming a New York State Administrative Law Judge, a position she has held since 2012.
Since joining the Board of Trustees in April 2021, Mary has been the Chairperson of the Environmental Advisory Board that has been instrumental in spearheading community outreach and raising awareness of lead in residents’ drinking water. In
addition, Mary was able to bring all parties together to build consensus on the use of gas leaf blowers, supporting a commonsense approach to limit both pollution and noise during summer months. As a member of the Traffic Commission, Mary, along with Trustee Charlie Kelly, advocated moving towards the first Village-wide traffic plan that will be introduced this summer. More recently, many of you might have seen Mary as she worked with Trustee Larry Marciano, spending a Sunday going door to door between Ash St. and Filbert St to get as much resident input as possible before a decision was made on the final resolution of the Country Life Press Train Station. This is familiar territory for Mary as her parents still live in the Eastern section.

While we have had two years of unnecessary acrimony between the new political party in town and the long-standing property owners associations, I would argue that we are ready for an independent voice and an independent thinker. We could use someone who can cut through the noise and is purely interested in what is best for Garden City.

I have learned that Trustee Mary Carter Flanagan has decided to run for the position of Mayor in the upcoming election on March 21st! She is richly deserving of the support of any resident who believes that the next mayor must be a person of intelligence, wisdom and vision whose foremost mission is to do what is best for the Village and its residents.
Why do I write this? Because it is true, Trustee Carter Flanagan has chaired and spearheaded the EAB with is various Committees to educate and inform residents about subjects affecting our lives and well-being. She has led the charge for cleaner water, better refuse disposal, noise abatement and cleaner air (promoting and mandating seasonal ban of the gas-powered leaf blowers). For example, as part of one of the two sessions pertaining to the use of unregulated two cycle gas powered leaf blowers she asked me, as a simple resident in the west, to get my landscaper to appear and speak on the issue. I did so, and felt included in the dialogue about this subject which impacts on high decibel noise and the toxicity of the air we all breathe. The result was a sensible part of the year ban on gas-powered leaf blowers.
Trustee Carter Flanagan has also been a leader in addressing Village traffic concerns. As a personal example she listened to my complaint on a sunny summer Saturday (7/9/22) about quite a few vehicles driving off Cambridge Avenue up the one way exit ramp at the pool parking lot causing a very dangerous hazard. Trustee Carter Flanagan immediately connected me with GCPD Commissioner Jackson. Without any meetings or red tape an assessment of the area was done (7/13/22) and the safety of the exit ramp was soon greatly improved with better signage and pavement markings to mitigate the danger.
And there is more, Trustee Carter Flanagan is a frequent active participant

Beyond being a tireless worker as trustee, Chairman of the Environmental Advisory Board, and member of the Traffic Commission, Mary listens to and works with people across the village, regardless of what group they might align with. We need more leaders who are willing to consider feedback and ideas based on merit vs. where, whom, or “what side” that idea might have come from. Approaching challenges in this way reminds us that we’re all in this together, and having someone who’ll be a consensus builder is crucial. We are fortunate to have someone of Mary’s caliber willing to step up and take on this responsibility.
I was also pleased to see that Mary will be running alongside two current trustees, Tom O’Brien and Bruce Chester, who are running for reelection. I’ve been very encouraged by what I’ve seen from this team and I encourage all residents to offer their support.
Lynn KrugGarden City School Taxes 2023
To the Editor:
Would you kindly publish this letter written to Ms. Driscoll (Receiver of Taxes, Town of Hempstead). Our school tax vote for 2023-24 is coming up in May.
Garden City Public Schools have been largely shut down for almost two years. Yet we have yearly budget increases voted in by black boxes in the high school auditorium.
In the interim period until now, math and reading scores nationwide have plummeted. Young robust people have a very low risk of acquiring “Covid” and it was decided that the schools be shut down. So where is the money and how was it spent? Lower math and reading scores show the result.
Looking at the layers of the onion of tax bills, the school tax here in Garden City is about 200% of the local village tax. They are in direct competition with the village. (County tax is about one fifth.) Meanwhile, house foreclosures in Garden City are up. Does this make sense that a family should lose their house for not being able to pay school tax? What is the point of a school for your children if you lose your house for nonpayment of a school tax? Isn’t that an attack on the family structure and reason to be? Or maybe retired people lose their home (or a veteran). Of course this group gets no benefit to themselves for paying the school tax. Way too late for that, and the discounts offered are less than the county sales tax.
Dear Ms. Driscoll:
It is seen that you are protesting the school taxation and the reassessments that have driven up this tax. I am glad that you are speaking out.
I am a senior, and typically my school tax (Garden City #214) runs about 83% with the Star Exemption of the total taxes that you collect for Nassau County. I don’t mind much for paying into county roads and community college, and for town services. However, it is a pittance compared to the out-of-control school taxes in all of the 103 taxing entities in Nassau County. Where is the money going in all of these school systems? We never see a real detailed breakdown or spreadsheet of expenses.
Do you realize that out-of-control spending is coming to the point of disassembling the ownership of single family homes (Marxist agenda), forcing spouses to work in addition and in other jobs, and breaking up the family unit in the process of all of this? It is an attack on the middle class and home ownership. It is being done by left wing motivated educational systems with people having no commercial acumen or ability to create or run a business. These educated people cannot balance expenses and tend to throw money at something to make it work. “Never enough money.” They are
filling out blank checks with their taxing power and they don’t care.
It is time to stop the damage. Immediate 30% cut in all school budgets, with a goal of 50% or more.
My school system went on a building spree for a music center whey they already had a large auditorium that just needed HVAC ventilation upgrading. The whole layout of the sprawling high school is an energy waster since the 1950s. Several years ago they took out a $10 million loan. If read 60% of the way through the proposal, the statement said, “The money can be used for any purpose.” They push the state cap of 1 1/2 or 2 % each year to 3 1/2% by manipulation in clear sight and presented it in the budget. These people are out of control and in a perpetual spending spree. I don’t know how these school budgets pass. There is something wrong. All I know is that people, if they are halfway sane in mind, don’t vote yes for a crushing tax burden. Moreover, the board members are voted in by “yes” votes, always-always unopposed and this is not democracy. This is similar in socialist/communist countries where there is one candidate. What they look for is an approval rating in the high 90% area, and if it is too low they find another candidate.
Now, the viral epidemic is pushing matters to the breaking point. There will be a wall of tears for people losing their homes for non-payment of school tax. About 15 years ago, my school system’s budget was not passed. The director suspended school bus service for a week in order to get a successful revote to pass. Years later (@2012) I confronted him about this at an open school board meeting to the public. A few years later he left. When my next door neighbors were moving out, they remembered the same school bus service suspension to get the vote passed.
There must be a lot of corruption and a lot of overpaid people in these schools, coupled with high (@24%) bloated administration budgets and high six figure salaries. School taxes in Nassau County are out of control and the worst in the nation.
I apologize for my vernacular and shaky research and statistics. It is the only quick way I can get a letter like this out to you.

American Garden Rose Selection 2023 Winners
BY JEFF RUGGThe American Garden Rose Selection (AGRS) judges have announced the newest roses to be selected in their testing program. This was a bountiful year. There are five new winners.
The AGRS program is the replacement of the All-America Rose Selection (AARS) program that ran from 1940 until 2013. Roses that have been selected in either program are the best ones for gardeners to try. Only about 4% of the roses tested in the AARS program were chosen for a na-
tional award.
Roses entered into the AGRS are tested for two years in six different geographical regions, each containing two test gardens. Most of these test gardens are in botanic gardens and all are open to the public.
The roses are evaluated five times per growing season. Evaluators are looking for the same characteristics you would like in a garden rose. Disease resistance is highly valued since it will give you a rewarding experience with less care required.

Catching up with some old high school buddies
BY CLAIRE LYNCHI never knew Rachel until freshman year at St. Agnes Cathedral High School in Rockville Centre. We had different homerooms and different classes but we were both in the band and orchestra. Rachel played the flute and I played the trombone. We connected one day when I couldn’t find my sheet music and she heard me wondering out loud about where it might have gone.
Spotting it on the seat next to me, she asked if that was it. Thanking her, I made some joke and after that we were fast friends. We had the same sense of humor and saw the world in a similar way. We made a point of always chatting before and after band practice and on a field trip her class and my class were together so we had a chance to hang out.
One weekend Rachel was having a party at her parents’ house and she invited kids from her class and the school band including me. Rachel said she lived on Salem Road in Rockville Centre, just think of the witches in Massachusetts, and sure enough that was an easy way to remember her street. It was east of the Rockville Links Golf Club and I’d been past that area many times in the car but never knew anyone who lived there.
My family’s house was further south, walkable to school and the many stores downtown on Sunrise Highway and Merrick Road. I didn’t know several
people at Rachel’s party but there were 14 people in all, and after the party got underway, we had a good time. That day I met Rachel’s parents who were keeping a watchful eye on things.
After high school graduation Rachel headed to college in Rhode Island and I headed to school in Connecticut. We drifted apart for a while since we were on campuses meeting new people, joining new clubs and figuring out if our majors were going to stay our majors. Rachel was an economics major and I was a business major. Moving back to Long Island, I got my B.A. in English at Hofstra U. One day while food shopping I ran into Rachel’s mother, Mrs. Whitaker. I was happy to see her at the store and she gave me the family update.
Her sons had married and moved to New Jersey. Rachel had graduated from college then from law school in Massachusetts. Mrs. Whitaker said that Rachel had married and recently she mentioned going to her 20th reunion at St. Agnes High School. Curious, I said that I was going so hopefully we would connect.
We parted ways and I spent the next few weeks looking forward to attending my high school reunion. Sure enough Rachel and I caught up to each other the next month at the reunion. I was excited about seeing my old high school buddy plus many other classmates. Held at a local restaurant, Rachel and I shared a table with six other people and we all
had a chance to compare notes.
Rachel had worked as an attorney at a NYC law firm and had three children, then two years prior Rachel and her husband, Tom, decided to move their family to rural Virginia and start a horse farm raising American Appendix horses - horses that are half Thoroughbred and half Quarter Horse. They live on a small ranch and spend hours taking care of their horses.
Their change in lifestyle was still pretty new to them but Rachel said that on typical days Tom spends more time with the horses and Rachel works as an attorney from her home office. The kids help on the farm and basically the whole family is enjoying their “rural life.” Rachel said that it was a big change from growing up on Long Island but they were ready for something different. They like the large, expansive space on their 12-acre farm and like the evening sunsets sitting outside talking about how their days went.
Last winter Rachel and I were chatting on the phone and decided that we didn’t need to wait for a high school reunion to get together. We invited two other friends for a girls’ weekend and after a bit of research we chose a French bistro in Westport, Ct., overlooking the Saugatuck River for dinner. It was a chilly evening when the four of us met and we enjoyed eating near a stone fireplace that warmed the room and created a beautiful ambiance.
Westport was a perfect place to meet
since our two friends, Anna and Betsy, were from the Mount Kisco, NY, area so they had a nice scenic drive that took them about an hour. Picking up Rachel at the airport, we headed to Westport. Staying at a local inn, we spent our three-day weekend enjoying some delicious meals and chatting about our families, other classmates and what we were doing professionally. It was a fun time and we four never ran out of things to talk about.
Back home in Virginia, Rachel said the horse she likes to ride is named Cheddar and the three of us laughed as its unusual name. Betsy asked if Cheddar happened to be an orange color, like cheddar cheese, and we laughed some more picturing that.
Rachel added that one of her favorite parts of her day is when she is finished working in her office she will go out the back door and whistle at Cheddar. He always whinnies back at her, saying hello, and she smiles knowing that her horse recognizes her greeting. Sometimes she brushes him and braids his mane. Rachel said that horseback riding is a good way for her to unwind and to have some fun time with her family on weekends.
The four of us pledged to have another girls’ weekend - to meet whenever possible for a few days of laughter and good food. Whenever we meet we recharge our batteries and immediately start planning another get-together.
American Garden Rose Selection 2023 Winners

We start with Brick House Pink. It has bright pink flowers that start in the spring and last until the first frost. There are about 15 petals in an open cup shape. The plant stays very bushy at just 2.5 feet tall and wide, and it can be used in large flowerpots. It did best in the North Central, Northwest and Southwest regions.
Brindabella Roses are a group of tough shrub roses that have excellent disease resistance. The newest rose in the group
is Pink Princess. The 25- to 30-petal flowers are very fragrant. It grows 4 feet tall and wide. It did best in the South Central, Southeast and Southwest regions. It is also a fragrance award winner.
Magnolia Memories flowers are light pink and reminiscent of magnolia flowers. The 20-petal flowers are on top of 6-foottall plants that can make a nice hedge. The plants are disease resistant. It is a fragrance award winner.
The Oso Easy group of roses are very dependable landscape roses. The newest addition to the group is called Urban Leg-
end. The 15- to 20-petal flowers open wide to display a large cluster of bright orange stamens. This plant seems to always be in bloom. The disease-resistant leaves stay dark green all summer. The 3-foottall plants can be used in large masses in the landscape or in individual containers. Urban Legend can be matched with other Oso Easy roses such as Double Red to make a longer-lasting impact. It did best in the Northeast, North Central, Southeast, South Central and Southwest regions.
Petite Knock Out is the first miniature Knock Out rose. The 1.5-inch flowers are
bright fire-engine red and seem to bloom continuously. The plants are only 18 inches tall and can be used in masses in the landscape as a ground cover or in patio pots. This variety can be used with other Knock Out roses as a border hedge or to create changes in height. It did best in the Northwest, South Central and Southeast regions.

Columnist Turns a Molehill Into a Mountain
BY TOM MARGENAUSeveral readers shared with me a story that ran in many newspapers around the country headlined: “Social Security Hell.” It relayed the story of the columnist’s ongoing efforts to correct the date of birth in his 98-year-old mother’s Social Security records.
On the surface, it seems like it should be something simple to do. But the columnist ran into all kinds of bureaucratic roadblocks when trying to deal with agents from both the Medicare and Social Security agencies. (The problem involved an incorrect date of birth in Medicare’s files, but those files are linked to Social Security Administration records, so the columnist ended up having to work with SSA reps.)
I’m not going to detail all the problems he encountered here. But I can share what the crux of the issue turned out to be. The guy’s long saga of trying to help his mother boils down to a rather simple issue: the very strict rules about the privacy of each person’s Social Security records. So, in other words, what he called “Social Security hell” was just an issue of keeping his mother’s records private. If he would have been instructed to file to be her “representative payee” right from the start, this “hell” would never have happened. I wrote a column about this a couple years ago. I’m going to dust it off to finish today’s column.
Social Security rules have always been very strict about the privacy of someone’s records. For example, there is no way I could get any Social Security information about any one of my readers from the Social Security Administration. And you couldn’t get any information about me. In fact, I couldn’t even get information about my wife. If I called the SSA tomorrow and asked, “Can you tell me how much my wife is getting in monthly benefits?” -- they would correctly tell me, “Sorry, sir, that information is private, and we can’t disclose it to you.”
Those privacy laws are the premise behind the supposed “hell” the columnist ran into trying to help his mother change her date of birth. You just can’t make any changes to, or get any information about, someone’s Social Security records without his or her permission. It’s as simple as that.
I can hear many of you saying: “But come on, Tom; this guy is just trying to help his mother get her date of birth changed.” And I understand that point. But you’ve got to understand that the law is very clear on this. As long as people are mentally capable of handling their own Social Security affairs, they have that right to the privacy of their records.
And those two words, “mentally capable,” are the key to the columnist being able to help his mother with her Social Security affairs. Or to turn that around, if she is mentally incapable of handling her own business with Social Security,
the columnist can be appointed what the SSA calls her “representative payee.”
When that happens, his mother’s Social Security checks will come in his name and be sent to her bank account, the columnist’s account or a joint account that he might set up. And once the columnist is named his mother’s representative payee, he can (and must) handle all her other Social Security affairs -- including changing her date of birth in Social Security and Medicare records.
However, if this guy’s mom is just having a hard time getting around but is still in a good mental state, then she (with whatever help someone can give her) is going to have to take care of her own Social Security business. For example, with the columnist’s help, she can call the SSA at 800-772-1213 or go online at www.socialsecurity.gov to change her date of birth.
If the columnist becomes his mother’s representative payee, that designation comes with some important responsibilities. Primarily, he is going to have to periodically account for how he spent her Social Security money. The SSA will send him a form (usually once a year) asking him to show what he did with his mother’s Social Security money. Most of the time, that entails showing that he paid her rent, bought her groceries, paid her utility bills, etc.
It’s nice that this columnist is eager and willing to help his mother. But there are times when that doesn’t happen. Someone may need a payee, but no one is willingly coming forward to serve in that role. The SSA has a list of preferred payees, with close family members or those who have custody of the Social Security beneficiary at the top of the list. And sometimes if a person is in an institution, like a nursing home or other care facility, it’s just easiest to have the benefits sent directly to that institution.
There are also times when there can be a family squabble over who should be the payee for a mentally incompetent person. Different family members will each insist that the benefits be paid to themselves. Then the SSA has to investigate, usually using that aforementioned list of preferred payees, and decide who is the proper person for that role.
There are also times when one family member will accuse another family member of misusing the Social Security funds for an incapable Social Security beneficiary. Once again, the SSA must step into the middle of these family quarrels and figure out what is going on.
A lot of this can be avoided with what the SSA calls an “advance designation of representative payee.” If you are a Social Security beneficiary who is still in good mental health, you can contact your Social Security office and name someone you would prefer to be your payee if the need ever arises. This could avoid a lot of hassles later on.
Before I close, let me make one final point. Many times, people will say, “I don’t need to be made my mother’s representative payee. I have been appointed to be her power of attorney. But power of attorney is essentially a meaningless designation for Social Security purposes. For example, you could be appointed power of attorney for someone who is mentally competent but just needs help with legal and other matters. So that power of attorney status gives you absolutely no right to violate the law that
says the SSA has to keep everyone’s Social Security records private.

The effect of the debt ceiling on consumer spending & housing

Congress has approximately until June to be able to raise our debt limit; otherwise, the U.S. will be in default on our obligations to pay our bills; an event that has never occurred. However, in 2011, when similar issues arose, the creditrating agency, Standard and Poor’s downgraded the credit rating of the U.S. Government for the first time in its history; although Moody’s and Fitch kept the higher AAA ratings because they felt we were headed in the right direction but were very concerned about our future debt. Unfortunately, at this point in time, the Republicans are refusing to increase our debt limit unless there are considerable reductions in Social Security, Medicare, Medicaid, and other appropriations and budget considerations already in effect. But what about the military, which they are always in favor of increasing? As one of his concessions to becoming Speaker, McCarthy agreed to a 10-year spending limit for the military based on its 2022 budget that could lead to a 10% decrease in funding; also the GOP also wanted to defund the IRS by 80 billion.
The Democrats, including President Biden, say social benefits are off the table and are totally against this action. So for now they are at an impasse and nothing will get accomplished even though they have some time to figure out an agreement. Now the focus has been obscured by the Biden classified document issues and it will take time away from the debt-limit issue which will add to prolonging and coming to a solution that both parties must agree upon.
The House is controlled by the Republicans and the Senate is still by the Democrats and they are at loggerheads right now. Most current and future issues along with procrastination will be a major enigma as part of their typical modus operandi in the way Congress approaches difficult decisions. Our reckoning and its effect will be upon all of us as crucial agreements and decisions will most definitely have
to be made in the very near future. Time will continue to pass as the critical June deadline approaches. Most will go about their daily lives not truly understanding what will happen unless the full Congress authorizes the increase in our National Debt limit.
In 2023 consumer spending will surely decrease as the continued effects of inflation, layoffs, lost businesses, and high-interest rates. Although local real estate has done fairly well with the current demand being what it is during these inflationary times, the lag effect and the time it takes for a greater shock haven’t been totally felt just yet. Unless rates come down and inventory increases, the impact on reduced sales will be felt, especially as demand decreases when individuals and families (millennials and Gen Zs) become less serious about buying and either stay where they are, go into affordable rentals, or leave NYS altogether; as baby boomers are also exiting to reduce their expenses too. Last year had seen a net loss of 180,000 people fleeing NYS, the highest in the U.S. to less costly states, such as Florida and Texas, which had the greatest influx as well as Idaho, South Carolina, and South Dakota gaining too. However, in those states where investors and flippers and construction are highly concentrated and have financed e.g., Idaho, Florida, North Carolina, Georgia, Texas, Tennessee, Ohio, Missouri, Indiana, and Alabama noted in an article by KM Business Information US, Inc will have the most difficulty. Refinancing will raise their costs dramatically and finding new buyers and tenants will be extremely challenging as new inventory hits the market. As an example, D. R Horton the largest U.S. builder is having some difficulty selling their newly constructed homes as cancellations were up 32% in the 4th quarter of 2022. That’s up from 19% in the 2021 quarter and 8% above the 3rd quarter cancellation rate. They have resigned to leasing them in certain locations, which has also been somewhat challenging too, such as Dallas-Fort Worth where their corporate office is located, Houston, Austin, Atlanta, and Phoenix; and many more are being completed that will come onto the market in 2023. to move now, might be an opportune time to consider those cities to gain a huge advantage in purchasing as they will be much more negotiable as their inventory sits idle and languishes in the market. However, larger investors will be jumping in as potential unemployment increases and in turn, prices come down where they will see their opportunity to buy in bulk and be your greatest competitor. Things will continue to digress this year unless there is a pivot in rates, which isn’t necessarily in the cards at the moment, where the scope and intensity of the recession is still unknown. In order to keep more people from leaving, Democratic Governor Hochul has recently proposed 800,000 additional units for middle-income individuals and families as well as lower-income qualified in and around NYC and especially on Long Island. To get this accomplished, usurping, as needed, local restrictive housing zoning regu-
lations will be necessary. Long Island Republicans have come out against this potential action, saying there are better ways to accomplish this ever-pressing situation. If so, I would like to know and look forward to when I can read or hear their plans as to what they would be considering; as time is of the essence in our continuing dilemma of lack of housing. This would hopefully stem the tide of those leaving the area.
2023-2025 will be pivotal years for housing and we need our answers today and not sometime in the future when it just may be too late for New York and Long Island.

Now That’s a Star of a Different Color!

I’ve been gazing skyward for more than six decades, and in that time, I’ve learned a few things. One is that novice stargazers have some deeply ingrained misconceptions about the heavens.
For example, many think that we cannot see the moon during the daytime. Others believe that the Big Dipper is always visible in our sky. Still others think we see the stars as they appear now, rather than as they were centuries ago.
But one of the most common misconceptions is this: “If you’ve seen one star, you’ve seen ‘em all.” This is a pretty understandable perspective; after all, stars appear simply as points of light. How different could they possibly be?
Well, ask any experienced sky watcher and they’ll tell you that no two stars are exactly alike, but that each displays its unique personality in a number of ways. I like to say that stars are people too!
One of the most visible characteristics of a star is its color. Most stargazers don’t notice this immediately because the human eye is incapable of perceiving color well under low light conditions. We know this to be true if we’ve ever looked around a relatively dark room; shapes and shades of gray are pretty easy to spot but colors seem nonexistent. Turn the lights on, however, and we find that we’re surrounded by vibrant colors.
When gazing skyward we discover that star colors are quite subtle. Binoculars or telescopes capture much more light than the human eye and make these a bit more obvious. So, if we’d like to see star colors with the naked eye, we need to look toward the brightest of stars.
The best place to start your search is within the great constellation of Orion, the hunter. At this time of year, look for it midway up in the southeastern sky just after dark.
We can trace the stars in Orion’s large vertical rectangle of four bright stars to form the hunter’s shoulders and knees; at its center lie three stars that form a nearly straight line that represents the belt of the great hunter.
The bright star marking the northeastern corner (one shoulder) of Orion is known as Betelgeuse. This red supergiant star glows with an orange light that is pretty tough to miss. At the opposite corner (in one of the hunter’s knees) lies sparkling Rigel, another supergiant that displays a slightly bluish-white color.

Star colors are more than just a curiosity; they tell us something about stellar temperatures. While our sun glows with a surface temperature of around 10,000 degrees Fahrenheit, reddish-orange stars like Betelgeuse are relatively cool (6,300 F) and can often live much longer than the sun. Bluish-white stars like Rigel, on the other hand, are tremendously hot (18,000 F); they can burn this furiously for only a relatively short time and, therefore, must be much younger
than the sun. After you’ve noticed these two fine examples of stellar color, check out some of the other bright stars around the sky to see what you can learn about their rel-
ative temperatures and ages. Once you do this you, too, will realize that stars are people too!

A Dizzying Array of Celebrity Groundhogs
BY TRACY BECKERMANLast year I had a real problem with Groundhog Day. The issue was that there were just too darn many celebrity groundhogs with differing predictions for the end of winter, and I didn’t know who to believe. Between world-renowned rodent, Punxsutawney Phil, lesser-known wonder woodchuck, Staten Island Chuck, and scores of others, the playing field was just way too crowded with clairvoyant groundhogs. I also wondered if, perhaps, Chuck, Phil and the rest of the superstar groundhogs could be trusted. Much as movie stars turn on the charm when the cameras are rolling, I wondered if the celebrity groundhogs might be less concerned with getting the change of seasons right and more interested in just striking a pretty pose for the cameras.
So, this year I decided to follow a
different groundhog. This year I was betting on our groundhog. Suburban Stan, as we call him, lives under our deck, and like his celebrity brethren, he also takes a peek out from his lair around Groundhog Day. I wasn’t sure if he was really looking for his shadow like the other dudes, or if he was just checking to see if the evil family dog was still lurking around. But if he happened to see his shadow, or not, while looking around, the end result would be the same and I would have my prediction. I was fairly certain Stan would give us an unbiased reading, because unlike Phil and Chuck, he didn’t have a crowd to please or paparazzi to perform for. He also didn’t have his own security team, Twitter account or Facebook page, didn’t have his own reality show and had never hosted “SNL,” so all in all, I thought he was probably a pretty grounded groundhog.
As we got closer to Groundhog Day, though, I began to get nervous that Stan might sleep through the big event. Celebrity groundhogs have their own people to wake them up and make sure that they are camera-ready when the moment arrives, but Stan had no people. He didn’t even have a stunt double. What if Stan failed me? I’d have to rely on the actual calendar and The Weather Channel to tell me when spring would arrive.
Knowing he has a way with sleepy groundhogs, I considered phoning Bill Murray to see if he could stop by and rouse Stan at the right time. However, I was concerned that having Bill Murray come over to see him might give Stan a swelled head and then he would think he, too, was a celebrity groundhog, so I nixed that idea.
Then I had an epiphany. With so many celebrity groundhogs out there,
was it possible that all groundhogs have the secret desire to be famous? Are they all just waiting to be discovered and hailed as the new Punxsutawney Phil, get their own movie with Bill Murray and refuse to answer when someone refers to them as a woodchuck?
I thought if this was true and Stan was a celeb groundhog wannabe, then there was really no problem.
When the time came for him to perform, I’d just roll out a red carpet and stand around with a camera.

Ceviche makes Valentine’s Day dinner special
Ceviche
Valentine’s Day dinners out on the town can be special. However, there is no denying that reservations can be difficult to come by and some establishments must limit their menus for this busy night to make it easier to serve a packed house. Because restaurants can be so busy on February 14, some couples may opt to stay in and enjoy a special homecooked, romantic meal.
Shellfish may not be served at home on a regular basis, which makes it an option for a memorable Valentine’s Day dinner. Ceviche is popular along Mexico’s western seaboard and consists of very fresh raw seafood that is “cooked” by the action of lime juice.
This Valentine’s Day, romance-minded home cooks can whip up this recipe for “Ceviche” from “The Complete Mexican, South American & Caribbean Cookbook” (Metro Books) by Jane Milton, Jenni Fleetwood and Marina Filippelli.

Serves 6
7 ounces raw peeled shrimp
7 ounces shelled scallops
7 ounces squid, cleaned and cut into serving pieces
7 limes
3 tomatoes
1 small onion
1 ripe avocado
1⁄4 cup chopped fresh oregano, or 2 teaspoons dried
1 teaspoon salt
Ground black pepper
Fresh oregano sprigs, to garnish
Crusty bread and lime wedges to serve (optional)
1. Spread out the shrimp, scallops and squid in a non-metallic bowl. Squeeze six of the limes and pour the juice on the mixed seafood to cover it completely. Cover the dish with plastic wrap and set aside in the refrigerator for 8 hours or overnight.
2. Drain the seafood in a colander to remove the excess lime juice, then pat it dry with paper towels. Place the shrimp, scallops and squid in a bowl.
3. Cut the tomatoes in half, squeeze out the seeds, then dice the flesh. Cut the onion in half, then slice it thinly. Cut the avocado in half lengthwise, remove the pit and peel, then cut the flesh into 1⁄2-inch dice.
4. Add the tomatoes, onion, and avocado to the seafood with the oregano and seasoning. Squeeze the remaining lime and pour on the juice. Garnish with oregano and serve with crusty bread and lime wedges, if desired.

EPOA seeks Junior Ambassadors

The Garden City Eastern Property Owners’ Association (EPOA) is seeking applications for candidates to be considered for Junior Ambassador positions for the years 2023–2025. This program is designed to introduce high school sophomores entering their junior year to Village government through participation in EPOA meetings, attendance at government meetings, and promoting


civic participation in our community. This is an exciting opportunity for students to become involved in local affairs and to learn about our unique form of local government.

The Junior Ambassador program is designed as a two year commitment encompassing junior and senior years. Preference will be given to students who reside in the Eastern section of
Garden City and whose families are dues paying members of the EPOA. Students who attend Garden City High School may obtain an application from the Social Studies Department office or on the EPOA website at www. gcepoa.org. The Garden City High School Girls Varsity basketball team embarked on its 2022-2023 season just before Thanksgiving with the hopes of winning their conference, to make a deep run in the playoffs and to play meaningful games in February. The team consists of eleven members, Captains (Cece Van Blenis - senior and Kyle Finnell - sophomore), juniors - Elle Pamatat, Ava Venezia, Joanna Tavoulareas, sophomores - Breanna Santopietro, Ava Mullally, Maddie Asaro and freshmans - Kaitlyn Santopietro, Marissa Patrissi and Michaela Molgano.

It has many wide-ranging mystical properties and is often worn throughout the Chinese New Year to ward off bad luck and to promote good health and fortune. Jade is the embodiment of the Confucian virtues of courage, wisdom, modesty, justice and compassion. Jade is also revered for its healing properties balancing the body's processes.
There are two types of minerals that are called jade – nephrite (soft jade) and jadeite (hard jade). China only had soft jade until it was imported from Burma. For most of us, when we think “jade,” we think of a green stone, but it also comes in red, white, brown, lavender, purple, and orange. If you scratch with your fingernail, it won’t leave a mark. Real jade also has imperfections. And, like many other semi-precious stones, it is cool to the touch. Touch it to the side of your face.
The Chinese affinity with jade goes back thousands of years when it was initially used to make tools, and weapons and cooking implements. Because jade was rare in China, it became prized for its hardness, beauty and magical qualities. In fact, jade came to be known as the “imperial stone,” a status symbol for rulers. At its height, jade was used to make burial suits for some rulers. The widespread belief was that jade didn’t just look good; it would ward off decay and disease.
Though the mystical beliefs are root-
ed in ancient Chinese culture, jade still holds a deep symbolic meaning. Many people, especially boys or young men, wear jade pendants to protect them and give good health. Upcoming LIRR projects in the Village
The LIRR is about to undergo several initiatives in the Village related to raising the Cherry Valley Trestle, replacing the Cathedral Avenue Grade Crossing and replacing the Hilton Avenue Grade Crossing. I, along with numerous Department heads, took part in a phone call with our LIRR representative, Nick Fasano, to review the timing and scope of these upcoming projects.
St. Paul’s Cost Estimator
Lloyd Westerman, CEO of Westerman Construction, Co. recently met with members of the Board of Trustees, Village Administrator Ralph Suozzi and Building Superintendent Giuseppe Giovanniello to seek additional details
about possible programming for the St. Paul’s Main Building, as well as more details about what degree of the building will remain under façadism. Mr. Westerman has sent an RFI (Request For Information) to Mr. Giovanniello. Westerman was engaged to evaluate adaptive reuse, façadism and demolition of the St. Paul’s Main Building. The firm is reviewing financial costs, energy consumption and environmental impact of demolishing the existing building or constructing a new structure based on previously obtained information from Beyer Blinder Belle and Thornton Tomasetti. Westerman will review the structure stability, mechanical systems, and general infrastructure of the existing building and use the information to assess the renovation costs for the building by comparing the existing systems to those of a new building of equal area and style. Since the building can be programmed a number of various ways and construction styles can vary in cost, their report will conclude with possible options for renovations and master planning for future phases.
Basketball & Tennis Courts Resurfaced
Gold Coast Tennis has resurfaced the basketball and tennis courts at Edgemere Park and National Installation & GC Corp. resurfaced the tennis court at Hemlock Park. Pickleball courts have been painted on the tennis courts at both parks. The courts are open and available for use.
GCFD Training Facility
The Fire, Building and Public Works Departments have finalized site plans for the redevelopment of space at the Village Municipal Service Yard to incorporate a training site for the GCFD and a redesign of the sanitation transfer station. Once complete, this training facility will provide a safe, clean and enhanced area that the Department can utilize to train on numerous topics, including hose line stretching, ladders, VEIS (Vent, Enter, Isolate, Search), extrication, car fires and many others. Between the in-house training provided by membership, the use of third party vendors and the Nassau County Fire Service Academy, this site will allow us to provide the most up-to-date training to the Department. One of the tougher challenges facing the Department is its lack of real estate to provide a consistent and robust environment for training. This new site and training facility will alleviate those challenges.
New Fire Department Apparatus
The Garden City Fire Department is actively reviewing plans and specifications for the purchase of a new engine. When finalized, the proposed engine will be presented to the Board of Trustees for authorization. Once funding is approved, an order will be placed for its purchase. The Fire Safety Committee recommended standardizing the configuration of Engine companies when they are purchased in the future. The Department currently has three
engines - each situated at a fire station and made by three different manufacturers. If the fleet is standardized, volunteers could train on one engine, which would alleviate concerns when apparatus goes out of service. It would also make the training and qualification process much easier, according to Chief Matthew Pearn.
Curb, Sidewalk & Road Improvements
Pratt Brothers has completed the replacement of sidewalks, curb, and road paving at Barnes Lane, Lee Road, Pell Terrace, Raymond Court, and Westminster Road. The contractor has also completed the replacement of sidewalks and curbs at various locations throughout the Village.

Officers investigated a report of a suspicious bag left in the vicinity of the Post Office on January 30th. It was determined it to be rubbish.
Unlicensed operation
A motorist on Washington Avenue on January 30th was charged with unlicensed operation and using a cell phone while driving.
Email hacked
On January 31st a company reported that its email was hacked and used to make multiple unauthorized financial transactions resulting in a monetary loss.
Vehicles entered
Garden City Police investigated reports of vehicle entries on Rockaway Avenue and Somerset Avenue on January 31st. There has been no loss reported.
Illegal dumping
On January 31st Garden City Police received a report of unauthorized dumping of refuse onto a Monroe Street property.
Vehicle damaged
A window to a vehicle parked on Commercial Avenue on January 31st was found damaged by unknown means.
Overcooked food
Firefighters and Officers responded to two locations on Janaury 31st for fire alarms where the cause in both cases was overcooked food.

taking pictures and the parent organization for providing dinner, drinks and desserts.
Then on Monday January 30, the team traveled to Cold Spring Harbor and came away with another win. Fencers winning all their bouts were foils Eric Hartmann and Trey Plastaras and épées Louis Rivera and Michael Siragusa. These three




wins propelled Trey to a winter season record of 29 wins and 0 losses. Congratulations on a monumental achievement! More highlights were provided by underclassmen freshman foil Henry Conlon and freshman épée Ronan Comerford who recorded their first varsity wins! Henry’s win represented the 14 GC win at the meet, cinching the win for the GC team. Other fencers adding wins to the tally sheet were saber Pat Bohn, Stephen Cowie and Matteo Schettino. The King Louie Award went to Trey
and honorable mention was given to Henry.
Based on their overall record, the team will advance to the Nassau County quarter finals hosted by GC on Monday, Feb 6, at 5 p.m. Please come to the high school to cheer these talented athletes on. Also ahead are Individual County Championships on Sat, Jan 28, for fencers qualifying with a certain win percentage. GC Pool Now Hiring Lifeguards for the Summer
Lifeguards are needed for the upcoming Garden City Recreation and Parks Pool season. Family Fun Time on Sundays
On Sunday afternoons beginning January 22, St. Paul’s Field House will be open for “Family Fun” for Village families. This open time provides the opportunity for families to enjoy various gym activities in an indoor environment. The gym will be available for use from 2:45 to 5:30 p.m. each Sunday until March 12.
This time is designated for family time only. No organized practices or workouts will be allowed. Although there will be staff to monitor activity, this is not a drop off program. We ask the elementary aged children be accompanied by an adult. For the safety of our users, no lacrosse or baseball equipment, or any other sport involving stick equipment will be allowed.
Winter Pastel Art Class for Adults

Registration has opened for our Winter session of adult Pastel Art Class is Cluett Hall. This program is open to adults who are residents of the Inc. Village of Garden City and will be run by local artist Arleen Urban. The class will meet for 10 weeks from 9:00 a.m. to 11:30 a.m. beginning Friday, February 10, in St. Paul’s Cluett Hall. The cost of this program is $140.

Imagine Arts Academy After School Program
Recreation and Parks has joined with Mad Science to offer the following after school program in Art in the cottages at St. Paul’s. This program is open to Garden City residents in grades k to 5.
“Crayola® Around the World Through Art!” is a program where participants discover far off places and learn about the people who live there through the world of art. They will experiment with different techniques and use Crayola® art materials to express their ideas. They design a unique, artist inspired creation in each class.

Beginning the week of January 22, Recreation and Parks will add a Sunday morning and a Thursday afternoon session of pickleball. The schedule will be as follows:
Sundays – 9:30 to 11:30 a.m. beginning January 22

Thursdays – 3:15 to 5:45 p.m. beginning January 26


The above sessions will run through the end of March and then be evaluated for participation.
We will continue to run pickleball from 9:30 to noon, Tuesdays through Fridays.
All sessions will be open to residents only and will allow continuous round robin use during that session. No group may reserve a court and play on their own. The cost per session will be $6.00 daily or with a pass, $5.00.
Did you know that Hemlock and Edgemere Parks both have pickleball courts? Residents are invited to use the courts and nets, paddles and balls must be brought by the players.

The application for Adelphi University’s Summer Pre-College Program is now open for Summer 2023. The program is available to rising juniors and seniors in high school who will be 16 or older by the program’s start date.

Scheduled to take place from July 9 through 29, 2023, this summer’s program features an updated curriculum that will allow students to be taught by an Adelphi University faculty member in a course of academic interest, participate in college preparedness workshops, and discover all that Adelphi has to offer. The 2023 Summer Pre-College Program allows all participants to earn 3 college credits.
This year’s offerings will include: Art and Digital Production, Business and Society, Computer Science and Coding, Introduction to Nursing, Political Science, Psychology and Pop Culture, Race, Gender and American Film, Science, Medicine, and Society,
Social Work and Society and Teaching and Teacher Education.
“A college education is one of the most powerful ways for an individual to advance themselves in our society,” said Christopher Storm, PhD, Adelphi’s provost and executive vice president. “Adelphi’s Pre-College Programs are a tremendous opportunity for high school students to have a college experience and to prepare themselves for success in the college application process and in completing college.”
Courses will be offered in-person at Adelphi’s Garden City campus. Residential and commuter options are available.
