WILL THE ELECTION IMPACT MARKETS AND INVESTMENTS?
What drives the stock market? Quite often, it is fundamental factors such as the strength of the economy and its impact on corporate profits. At other times it is affected, at least in the short term, by external factors that can upend investor expectations and drive markets in a positive or negative direction.
One of the most obvious external factors that might come into play for markets this year is the upcoming presidential election. This is the kind of election year that has some built-in market uncertainty. It marks the end of the second term for President Barack Obama, which means that a new occupant will sit in the Oval Office in January 2017. Regardless of who wins, the leadership transition will likely result in some policy changes in the near future. Dealing with uncertainty This election season has been marked by unusual twists. In the Democratic Party, Hillary Clinton, a longtime party stalwart faced a surprisingly difficult challenge before earning the nomination for the chance to become the country’s first woman president. On the Republican side, Donald Trump, a celebrity newcomer to the party captured the nomination, overcoming a number of more experienced politicians. Even without these twists, it isn’t uncommon for the stock market to exhibit a degree of volatility in the run-up to an election, at least until the likely outcome is clearer. One of the key issues that could affect markets is the possibility that control of the White House could change to a different party. According to an analysis by the Ameriprise Investment Research Group, the potential for such a change tends to increase stock market volatility1. This can be particularly true in the final weeks leading up to the election. Investors should be prepared for circumstances where the “noise” generated by the campaign contributes to market fluctuations. Is history a guide? Other data may provide clues as to what to expect in the markets. According to Standard & Poor’s, since 1900, U.S. stocks have declined by an average of 1.2 percent in the eighth year of a presidential term2. There are two points of caution with this statistic: 1. There are a limited number of times when this circumstance has occurred. 2. The last time it happened, in 2008, we were in the midst of the Great Recession. The markets were down 41 percent that year, which dramatically changed the average return for this specific measurement. What may be a more important consideration for investors than who is the new president is whether we enter the election and post-election season with a great deal of uncertainty about policy direction. The impact on specific market sectors Although it’s speculative to try and predict the outcome of the election and all of the policy implications each party would impose, the result of the election is likely to influence key industries. Among the
sectors of the market that could be affected in different ways are: • Healthcare – what is the future of the Affordable Care Act and the general direction of health insurance coverage in the U.S.? • Energy – will production of fossil fuels continue to be encouraged or will greater emphasis be put on alternative energy sources? • Security – how will the defense budget be affected given the increased focus on global security?
It’s about more than the president It’s true that our president has tremendous influence in the direction our country takes. However, it’s important to remember that there are many others who play a role in making policy that can affect the investment environment. These include members of Congress (many who are also up for election this year), local and state legislators, Federal regulators and other officials. For example, the Federal Reserve controls monetary policy, which includes monitoring inflation and the Federal interest rates. Politicians have limited to no influence over policy decisions made by the Fed. Also keep in mind that the presidential election doesn’t have the same impact over U.S. markets as it once did. External events, many of which are overseas, increasingly affect the markets, and are often out of the control of elected officials. These events include natural disasters, terrorist attacks, financial crises and the financial results of publicly held companies. What this means for your finances While it’s natural to think about the impact of the election on your investments, it’s only one factor. Stay attuned to the bigger picture of your long-term goals. St. Paul’s ~ 25 Years On...
In May 1991, after learning the school was to close, I was asked to take a final photo of the entire student body, faculty and staff. A ladder was placed against the flag pole and up I went to get the right angle and record the moment for history.
STORY AND PHOTOS BY: JOHN ELLIS KORDES It was 25 years ago this month that the St. Paul’s School building closed its doors forever. A quarter of a century has passed and this historic building remains… empty. St. Paul’s was originally built as part of an elaborate memorial to Garden City’s founder Alexander T. Stewart, the “Merchant Prince of Broadway,” by his wife Cornelia. The memorial was begun after Stewart’s death in 1876 and included the Cathedral of the Incarnation (completed 1885), St. Paul’s School for Boys (completed 1883) and, after Cornelia’s death in 1886, St. Mary’s School for Girls (completed 1892). Stewart had founded Garden City in 1869 and never lived here and it was this memorial that gave Garden City a permanent reason for existing. Garden City became the Seat of the Episcopal Church on Long Island.
St. Paul’s was a military school for its first ten years and went on to become one of the finer prep schools in the country. Both St. Mary’s and St. Paul’s were begun in 1877 in houses while their schools were being built. In the fall of 1989 the St. Mary’s School building was closed and the girls were brought over to the St. Paul’s building. The school was now known as the “Cathedral School of St. Mary’s – St. Paul’s.” In May 1991, the Diocese decided to close the school and sell the properties. On June 1st, 1991, the last graduation took place at the Cathedral of the Incarnation with less than 30 graduates. In 2001, the St. Mary’s building was torn down and houses were built on the site along Cathedral Avenue between 4th and 5th Streets. In 1993, the St. Paul’s building and property (48 acres) were sold to the Village of Garden City for $7.25 million.

This photo was taken in the winter of 1883 just months after the building opened. With very little landscaping the building looks very majestic. The New York Times described it as “a vast hotel with a school attached” since it was a boarding school.

I was doing a lot of photography work in those last years of St. Paul’s School. The day the closing was announced I happened to be there and I remember sitting on the front steps of St. Paul’s with the school’s headmaster, Mr. Barton. He asked me what I thought would happen to St. Paul’s and I said, “I don’t know, maybe the Village will buy it.” Well, of course, in 1993 that is exactly what happened. I assisted the Village with the marketing of the idea and it really was the acquiring of the 38 acres of open land (and ten acres of built upon land) that helped make the residents agree to the $7.25 million purchase. Since then, after the fields were redone they have become an extremely successful part of village recreation. However, the historic main building remains empty and unused. I was last in it in 2009 and felt the interior was decomposing. The original beautiful slate roof was replaced over 35 years ago with a cheap roof that has been leaking for decades. Committees, consultants, lawsuits and lack of leadership has made the handling of this historic building (thus far) an embarrassing chapter in Garden City’s history. A solution must be arrived at and since many opportunities have slipped away it seems now that the entire property should be recreational and Village run. Even if only the façade and clock tower are saved with a new facility built behind it that would be a solution and would continue the memorial to Garden City’s founder A.T. Stewart.

Winthrop Child Life Specialists offer care for hospitalized children on the autism spectrum and children diagnosed with Down syndrome. Through play, education and support, Child Life Specialists build a trusting relationship with pediatric patients while helping them adjust to hospitalization through age-appropriate explanations.

The variety of school and extracurricular programs, activities, resources, and learning opportunities found here is unrivaled on Long Island and in most parts of the Northeast. Here is a look at what families in Garden City can experience in a given year, month, or even in the same week!
Friday Night Promenades
The summer season gets off to a fastpace start with family fun as Friday Night Promenades, sponsored by the Garden City Chamber of Commerce and the Village of Garden City, illuminate the downtown of Seventh Street for 14 consecutive Fridays – 15 including the annual Belmont Festival in early June. Businesses remain open and tables set up in the main street offer delivery, drinks and dining options galore. This winter, another Holiday Promenade is planned for December 16, 6 to 10 pm. Entertainment at Friday Promenades includes a weekly theme from “The Old West” to “Pirates and Princesses” and “the 1980’s.” Events feature music from the FiveStone band, face painter Lily Hayes and balloon artists, usually set up outside of TCBY. Former Village Trustee and current
Executive Director of the Chamber of Commerce Dennis Donnelly explained that in 2016 there were key additions such as entertainers like the Polynesian Dancers, and circus performers like a trapeze artist and jugglers during the “Celebrating the Circus” July promenade. “The entertainment was broadened considerably as we had more shows than just live music. We had different themed giveaways for kids each week (small toys, decorations, carnival masks, etc.) and we had more restaurants participating, more stores participating. We were extremely pleased with the 2016 season and look forward to building on it,” Donnelly says.
The Well Seasoned Chef
Almost each year Garden City a new family activity center opens up and keeps momentum going for locals to be involved in the village. Longtime resident and Executive Chef Sophia Brivio opened up her first recreational Culinary School, The Well Seasoned Chef, at 45 New Hyde Park Road in July 2016. The Well Seasoned Chef specializes in bringing professional culinary skills to the novice chef as well as basic skills to young and beginner cooks. Brivio says an added bonus to having a dedicated culinary school in Garden
City is the ability to host children’s cooking classes and birthday parties. “As the mom of three daughters I understand the stress of trying to plan and make your child’s birthday perfect. At the Well Seasoned Chef we design the menu, do all the food shopping, teach the children how to prepare their meal and then they get to eat everything they make. Every party consists of homemade cake, handmade ice cream and a menu of your choosing. As our motto says “we do everything, even the dishes!” she said. In addition the new location offers College Cooking 101 classes for high school students preparing to start cooking on their own. In November Brivio will teach a Thanksgiving Prep class. Another popular pick will be Holiday Baking Classes as the New Year approaches. Starting in spring 2017 she will offer baking classes in May and June, plus Mother’s Day and Father’s Day breakfast-in-bed classes. Samudra Yoga
Across the street is Samudra Yoga studio at 62 New Hyde Park Road, opened in 2015. A big part of the growing health and wellness trend comes as fam-
ilies try activities such as yoga. Parents start by having a chance to reconnect with their bodies and minds and rejuvenate from hectic schedules and work responsibilities. Sylvia Ehrhart, Founder and Teacher at Samudra Yoga and a 16-year resident of Garden City, explained what the benefits of a routine such as the studio’s meditation classes on Wednesday mornings at 8am can bring to individuals, and in turn Garden City’s families. She hopes to add more meditation sessions in the evenings and on the weekends. “We have a great community of parents who are looking to find some balance in this fast paced world of technology and kids with multi-sport activities. You have to reset, and that can only happen through unplugging. Where can you really go and spend an hour and fifteen minutes unplugged from these devices. Yoga is a great way to keep in shape and meditate at the same time. Moving with the breath through the physical postures in a yoga class keeps your mind steady and in the present moment. Yoga is a practice you can take with you throughout the day. The ways of relaxation and breathing taught through yoga helps balance hectic, technology and work-driven lives,” she says. Yoga has been part of Ehrhart life for 29 years, and for much of that time as a compliment to a rigorous, five-mile a day running schedule she kept until the age of 42. Now at age 52, she is grateful to share the practice of yoga, along with a great team of teachers, as a part of a healthy lifestyle for busy parents. “We’re running around and we all have to be active as parents. We have to take care of ourselves, but we have to be active in a healthy way so we don’t hurt ourselves. Yoga can benefit everyone,” Ehrhart says. Another place to help enrich family life and the education and experiences of your children is right on Seventh Street at the Garden City Public Library. Its mission is to connect people with information, and in today’s communities and environment the library has kept pace with technology, an expanded catalog of literature and resources, and conducting research through family and young adult focus groups. The Library offers DVDs, audio books and music CDs. The GCPL Reference Department provides wonderful book discussions, databas-
es that provide reference information online and delivery of materials to the homebound. According to Library Director Lisa Paulo, the Young Adult Department provides a stellar reference and circulating collection as well as programs that involve art, getting into college and cooking among others. The GCPL Children’s Department offers story times from ages six months to Kindergarten, book discussion groups for grades 1-5, and a very popular summer reading club. Kidville
Keeping the youngest children active, entertained and providing enrichment opportunities at the same time is the foundation for Kidville at 960 Franklin Avenue. Christina Glorioso, owner of Garden City’s franchise, opened the learning and activity center in 2014 after she experienced a class with her son Chase in Manhattan a few years ago. A good portion of Kidville’s teachers are mothers who spend their time teaching while their kids are in school. Many families with younger kids heard good reviews of Kidville from friends and relatives. Parents to grandparents have brought kids to try classes at Kidville, and word has gotten around
town. In 2015 Kidville added “Mess Lab” to its lineup of classes. Glorioso describes it as a combo “art-science” class for kids 2.5 to 3 years old to begin understanding science and the world around them. “We offered it in spring and along the same lines we have two classes for older kids called ‘Construction Junction’ and ‘Savvy Scientists and ‘Awesome Engineers.’ It’s where art meets science as kids get to do experiments, learn about different materials and create great things,” she says. A Parent’s Guide to Garden City can help lay a foundation for the new S.T.E.A.M. focus in education, with art taking a place as a priority with more technical disciplines in math and science. Kidville conducted a survey of Garden City parents, and the top three reasons families joined and continued membership were the ability for young kids to socialize; the convenient location on Franklin Avenue, and the clean, safe facility. Unlimited makeup classes are available for monthly members, creating yet more flexibility for families. Kidville’s cost structure changed from $480 per semester to a more flexible $125 per month fee for classes, plus a discount: $50 additional per month for either a second class or enrolling a sibling. Parents and kids often gravitate to the offer of a second class, making Kidville a bigger part of their activities in Garden City. There’s another bonus to more Kidville classes: members who take two or more classes get unlimited access to the playspace and gym. Twice a day on weekdays the gym is open for free play. The winter is an ideal time to find a place for kids to run around and get exercise. “It’s much easier to make Kidville part of your regular schedule. We have a lot of members taking regular classes or we have a younger child taking one to two classes and their older sibling coming in after school once a week. Given that we offer so many types of classes – science, art, gym, music and dance – the kids get familiar with the place and take up other classes,” Glorioso explains. The Kidville family and her own continue to expand in the village as Glorioso now has a set of one-year-old twins, soon to be participants in the center’s many activities. Garden City Parks and Recreation
Not to be overlooked are the significant contributions of the village with built-in family resources, investments in programs and parks’ infrastructure, as well as a creative and outgoing staff. Sandra Young, Program Supervisor for the Department of Parks and Recreation, says for Garden City, variety is the name of the game. A multitude of dance classes for children 3 through 18 are held inside Cluett Hall on the St. Paul’s campus. The village’s youngest ballerinas start with creative movement and for ages 4 and up, Ballet, Hip Hop, Jazz and Tap are offered as combo classes or individual sessions. Like most dance studios, an end-of-school-year recital takes place as a grand finale. Cluett Hall, which along with the St. Paul’s Fieldhouse is set for major upgrades including new flooring and lighting this winter, is also the venue for special Recreation and Parks events with offerings of movie nights, a magic show or a theatrical stage production for kids. “Family Fun Time” takes place at the Fieldhouse. Besides a full-service dance lineup, Garden City’s Recreation and Parks branched out from traditional sports and aimed for a well-rounded program to appeal to families. Cluett Hall hosts a gamut of fun ways to learn. “We’re always trying to do things that are fun for the kids but are still informative, instructional and healthy” Young said. Programs offered in science, computers, film making, and yoga now offer balance and an alternative for children who want a non-sport related option. In the past few years, Garden City Recreation and Parks has evolved into a leader for complimentary S.T.E.A.Msubject education (Science, Technology, Engineering, Arts, and Mathematics). classes and “Bricks for Kids” LEGO are offered as after-school activities. With a breakdown of sessions from six to eight weeks, once a week, science started up five years ago while LEGO came to the village three years ago. Young says winter offerings give residents a place to enjoy programs with their children when it is too cold to play outside. At the Fieldhouse, Garden City Recreation and Parks hosts its own programs and works in conjunction with area youth groups, sports leagues and associations. The facility is generally in use on weekdays from 3 pm to 10 pm. After school gym programs where Recreation and Park staff runs games and activities or older kids have open play are the name of the game for winter months. “It’s strictly for children to participate but parents can come to watch. We want kids to be kids and have fun with their friends, with our staff supervising,” Young said. A “Pee Wee Sports Sampler” for kids 4-5 is also offered during winter. Each week a different sport is featured. The outdoor fields of Garden City are considered among Long Island’s most coveted for their location and quality. Each weekend they are packed with Garden City soccer, baseball and lacrosse groups – highlighted by games and major tournaments throughout the year. With major improvements made possible through the 2016-2020 Strategic Plan, the Department of Recreation and Parks strives to offer the best facilities for Garden City residents. Community Park’s Tennis Facility has been another strong draw for the Recreation and Park with tennis instruction, summer camps, leagues and contract time. For fall and winter Rec. offers 10 weeks of lessons, one hour a week, for ages 4 through 18 as well as adult lessons. The sessions run from September to Christmas and again
January through March. After that a spring session is held over six weeks. A four-day tennis camp is offered for every skill level in summers, up until the third week in August. There’s also a tryout program for a Village tennis team (ages 9 to 18) that plays matches throughout the school year, November to April, against teams from other municipalities and some private clubs. Matches are held on weekends, and tryouts take place each October.
The Garden City Pool
The Garden City Pool has long been a staple of the Village, even a reason some families choose to move to the village. Pool Director Steve Espey says “it is the Community’s Five Star Destination for summer and provides varied programs, events and swim areas for all age groups.” One of the most popular areas at the pool is the spray and play pool area. It is a state of the art, 100 percent safe, water play center. The younger children spend much of their time entertaining themselves while playing on it. Some of the other children oriented programs held at the pool are swimming lessons for groups of up to 10 kids, ages 6 and older as well as individual private swim lessons. Arts and Crafts projects are offered on select days at the pool with instruction from staff members. Teens and Tots Storytime, done in conjunction with the Library, is held 2 afternoons a week. Starting in the 2016 season a special “pool enrichment” camp was offered to pool members at an additional cost. It proved very popular, quickly selling out for all three weeks. Numerous special events including family days, middle school and high school nights and the always popular Tuesday night at the movies help round out the offerings at the pool. Catheral of the Incarnation. All the proceeds of this concert will benefit the restoration fund for St. Sava’s Serbian Orthodox Cathedral in Manhattan, which suffered a tragic fire on May 1st this year. This concert will feature texts which are common to both the Eastern and Western Churches. Joining the Cathedral Choirs will be the ensemble Spirit of Orthodoxy, a pan-Orthodox choir formed in 1997, composed of singers from various Orthodox jurisdictions in the NY-NJ-PA area. The choir is committed to singing the great works of Orthodox music in English.

The “Community Agreement” 1919-2019 BY JOHN ELLIS KORDES In less than three years, in 2019, Garden City will celebrate the 150th anniversary of its founding and the 100th anniversary of its incorporation. It should be a year full of celebrations. To understand the incorporation of Garden City under the “Community Agreement” one has to understand the events leading up to incorporation. A.T. Stewart founded Garden City in 1869 when he purchased almost 10,000 acres of the treeless Hempstead Plains stretching from Floral Park to Bethpage. However, he developed a relatively small portion as Garden City. Mainly it was the blocks surrounding the hotel. Today, we know this as the “Central” section of Garden City. After his death in 1876, his wife, Cornelia, continued the development including an elaborate memorial to her husband (The Cathedral of the Incarnation, St. Paul’s School and St. Mary’s School). After Cornelia died in 1886, her heirs formed the Garden City Company in 1893 to continue the orderly development of Garden City. In 1906, the Garden City Company sold a one square mile parcel of land just west of St. Paul’s School to a group of developers. This became the Garden City Estates Corporation. They quickly began building beautiful houses on streets that were all given names from England. In 1910, the Garden City Company began developing the section east of Franklin Avenue that became known as Garden City East. Part of the new development was inspired by Garden City Estates. Namely, Stewart Avenue East’s grassy center was taken from the layout of Nassau Boulevard (although much larger) and the 1910 Clinton Road Railroad Station brick plaza design just to the north was taken directly from the 1907 Nassau Boulevard Railroad Station. By 1918, these three sections were growing nicely with Garden City Estates growing the fastest. Here’s where things changed. The residents of the separate community of Garden City Estates were notified by the corporation which began the development in 1906 that it was cutting back services. It was now clear that the Estates residents would have to begin to govern themselves. A move toward incorporation began.
A Move Toward Incorporation
However, could the Estates section incorporate as “Garden City”... alone? They were considering it. Meanwhile, the Central and East sections were content with the Garden City Company’s management. They were resisting any talk of widespread incorporation. There was a fear in an increase in the tax burden and why should Central and East shoulder the problems the Estates section was having with municipal services. On the other hand, who had the right to the name “Garden City”? All of these areas, plus land to the west, were part of School District #18. One alternative was to incorporate everything within the school district as one incorporated Village - but many were against it. However, groups of concerned residents began meeting and by March of 1919 the Garden City Company threw its support around the idea of total incorporation of the school district. By April, papers were drawn up and it looked as though incorporation was a done deal. It wasn’t.
Opposition Forms
A group of men (women did not vote back then)
formed a strong opposition group from the Central Section. They opposed incorporation with the Estates section and had a petition to incorporate the Central section as the one and only Village of Garden City. This was a tense time and the future of Garden City (as we know it today) was hanging in the balance. The Garden City Company even withdrew its endorsement for school district wide incorporation. Many meetings were held between sides and tensions grew as both sides threatened to incorporate independently and more legal papers were drawn up. Finally, at one of the last meetings to be held on the subject, when all hope of an agreement seemed futile, something happened. It was on May 15, 1919, that a lawyer named C. Walter Randall, after pondering both sides of the issue, drew up a compromise he called the “Community Agreement.” It was not a legally binding document but rather a “Gentlemen’s Agreement.” Mr. Randall’s original draft hangs in Village Hall to this day, just outside the Board Room. The Community Agreement assured distribution of representation in the Village Government in such a manner that the three sections would be able to select their own representatives on the Board of Trustees without interference from the other sections. In this way, no one section could have all the trustees. All sides agreed and the Garden City Company once again endorsed incorporation of the school district. In July 1919, the first Village Trustees and a president (years later referred to as mayor) were selected. The first president (mayor) was George Hubbell from the Central Section who had been manager of the Garden City Company. It was agreed that the term of the mayor would be one year (later changed to two), would rotate from section to section and the mayor and trustees were to serve without compensation.
Representation of Sections
In 1919, Garden City Central contained about 160 houses and had two trustees. Garden City Estates had 160 houses and had two trustees. Garden City East had about 50 houses and one trustee. Garden City West only had about 10 houses and was represented by Garden City Estates. By 1931, Garden City West was given one trustee and Garden City East now had two. In 1965, Garden City West was given another trustee and now the Village had four sections each with two trustees. Of these eight trustees, one serves as mayor for two years. The rotation is Garden City West, Garden City East, Garden City Estates and Garden City Central. Whoever is the senior trustee (in time served) in a given section becomes mayor when that section’s turn comes up. This has kept politics (in the traditional sense) out of Village affairs. Like four independent states in a union bound together under a document created to be fair and timeless with each section deciding for themselves who would represent them like U.S. senators from a state. Since 1919, we have come a long way as an incorporated Village with just over 2,000 residents and less than 400 houses. We have grown to over 22,000 residents and over 6,500 houses all the while, the “Community Agreement” has loomed large in this Village’s destiny. Vision, compromise and a deep, passionate desire for the overall good of the community drove those men way back in 1919. It was their ability to look beyond their time and generation to children yet unborn. What would Garden City be like for them? The consequences were enormous and they
succeeded in building a strong community, admired by many, that matured around this document - the “Community Agreement.”
The Agreement’s Future
As Garden City moves towards this momentous anniversary it might be a good time to look at the Community Agreement in its present form. I have heard many people question it over the years. For example, do we still need the artificial divisions West, Estates, Central and East? Could we be one united Village where everyone votes for a slate of trustees regardless of what neighborhood they are from? What about a Village-wide election of a mayor and if he or she is competent, being able to reelect them? Should it be a paid position? Many feel this current system is as if Garden City is like a beautiful cruise ship where every two miles a different passenger gets to drive the ship! Also, is it fair that the East that has a much larger population than Central has two trustees just like Central? Does the Agreement work on large issues like the hotel/Wyndham site in the 1970’s or the St. Paul’s building over the last two decades? The answer appears to be “no”. On the other hand, this unique form of government overall has been quite successful over the past 100 years. So is it the system or the people in the system? There seems to be a disconnect between the taxpayer and their representatives. Most residents cannot even name one of the current eight trustees. Is government in general failing taxpayers from Nassau County to New York State to the federal government creatng the cynical times in which we live? I am not advocating any changes in the Community Agreement but I am suggesting it might be prudent for an independent committee (not invested in the current system) to review the agreement and maybe change nothing or perhaps a few changes may be recommended. It’s worth looking at to ensure the Community Agreement’s effectiveness continues for another 100 years.
