The soaring population pressures the infrastructure system, liveability, and the housing market of major Sydney areas. Developing the greater Sydney region is the blueprint for the future.

Additional Train Lines Connect Norwest CBD to the 3 Cities (Refer to P15 Greater Sydney Region Plan) in 2030
As a well-established online creative-education platform hosting programs for “makers”, Co-Creative Co engages users across a wide range of disciplines at different levels, such as companies, professionals, and freelancers. Co-Creative Co is now seeking to embody its distinctive identity as a creative incubator. This creative incubator has three primary functions: 1. Providing creative equipment/ tools on a membership base, as well as necessary induction workshops 2. Offering various short/ comprehensive courses 3. And integrating a level of public engagement by holding creative exhibitions such as industrial fairs or leasing its exhibition space to companies/independent creators
Loft Apartment Co-Creative Co also plans to invest in affordable modular housing, including 30 sqm loft units and 90 sqm loft units. These loft apartments differ from their surrounding housing types (traditional flatapartments), making up the shortage of smaller and more affordable housing types in Norwest. The site’s proximity to Norwest CBD makes it a highly desirable choice for the foreseeing incoming working-age population.

The density of the site proposal is to reflect the scale of the commercial buildings located in the Norwest Business Park. Therefore, densities will range from being generally lower than the allowable overall maximum site density in the West Precinct to higher in the East Precinct.
No height limit is specified in the Development Control Plan. Therefore the general guidance is to follow the rules of density control.

INDUSTRIAL IDENTITY The industrial scene is a relatively minor chapter in Western Sydney’s development history. There were no established heavy industries except the plants founded to cater to local farmers’ needs and extractive industries such as timber for local houses.

A Blueprint for the Norwest City: A Economic Transformation Vision for a Livable Smart City of Western Sydney
CONCEPT The exhibition space was elevated to the second level, providing an identity and complementing the site’s topography. Gathering spaces for different user groups were identified and arranged according to the functional requirements of various programs. The droppeddown arch facade frames stairs and main entrances to each level, forming roaming space along the building periphery.

DESIGN STRATEGY The underground car park entrance way alters the existing sideway to the recreational park. The residential courtyard lets light in down to the creative incubator and uses natural light to illuminate the corridor. Building edges are recessed to shade the sun and are designed in maximum accessibility and transparency, informing the passer-by of activities within.

BRIEF
SITE STRATEGY
The government is seeking strategies to revitalise the Newcastle CBD area, which attracts people back to the city and enhances city identity, given the context that the number of vacant homes in Newcastle’s city centre almost doubles the state average.
The site location consists of two parts: Site 1 is Foreshore path waterfront, and Site 2 is Foreshore park, where many city festivals and events are held. The chosen site presents commercial/retailing opportunities offering activities and scenery views for visitors. In addition, Site 1 and Site 2 link the southern west residential area to the foreshore path waterfront, making the waterfront a daily go-to place within walking distance.

CONCEPT The proposal adopts a methodology of deconstructing and reconstructing Newcastle’s “identity forms”. Forms and their associated narratives are identified and disentangled from Newcastle’s urban fabric. New designs are generated through methods including abstracting, mirroring, and amplifying.

The new Obelisk adopts the classic shape of the original one with its associated meaning as a navigational landmark yet adopts new materiality to differ from it.
The Speaker Tower embodies the historical development of the surf life saving movement in Newcastle. Today, the “A Day at the Seaside” living culture is culturally representative of life in Newcastle.
The Light Column creates space with a playful sense of discovery and adventure. Here the light is a spatial guiding, a contrast between the illuminated and the dark, reminding visitors of the sailors’ courageous spirits.
The Aquatic Forum is decorated with art deco columns featured in the old Newcastle Ocean Bath building. Those columns enclose public water play spaces, composing scenery views with the far horizon during morning or evening swimming sessions when the sun rises and sets.

The Obelisk takes place where the old government windmill stood. The Obelisk was a navigational landmark for sailing crafts approaching the newly built settlement. Furthermore, the water board installations near the Obelisk also shows the water supply scheme history of Newcastle.
Newcastle SLSC, the first of its region, was formed in 1908 after the law against daylight bathing was overturned in 1902. During Newcastle’s early settlement, the law protected coal miners and workers from losing their lives to fierce weaves. After the law was abolished, Newcastle beaches soon became people’s off-day destination due to their proximity to residences and transport.
The Nobby’s Lighthouse beacons the rocky, narrow waterway entrance to Newcastle. The entrance is guarded by Nobby’s island, a reef and high surf peninsula where more than 120 ships were wrecked during the early history of Newcastle. The harbour and the river’s navigable inland reaches were crucial to the rise of Newcastle.
The art deco Newcastle Ocean Bath building is symbolic of Newcastle’s ocean bath culture.

In brutalist style, the Cork Tower, designed with precast concrete columns, provides shading for deeply recessed windows, similar to Newcastle City Council.
The Defence Box extracts distinctive forms from the gun pit, its two linking magazines, and the casemate.
The collector’s place amplifies features of Miss Porter’s House, a rare example of an intact Edwardian home with a particularly well-provenanced collection of furnishings and personal items, which provide a rare insight into domestic life in Newcastle and the lifestyle of the Porter women.
The Flagstaff Shed takes reference from the form of an observation post and a flagstaff. The flagstaff atop flagstaff hill has been a prominent feature since early in Newcastle’s history. Its purposes range from a shipping guiding point to a weather indicator.

Newcastle City Council
Newcastle’s Queen’s Wharf Tower was torn down on September 17, 2018. It was built to coincide with Australia’s 1988 bicentenary and the Queen’s visit to the country. The demolition of it has sparked a lot of discussions.
The iconic government building will fall vacant later this year when the council transfers staff to a new location in the city.

AGGREGATING This project contains structures mainly proposed as retailing space, along with several pools of different sizes, transforming the Foreshore Path waterfront into a walkable, healthy, and enjoyable gathering place. The design embodies the concept of “a day at the seaside” and its association with Newcastle’s historical lifestyle and living culture.
