T

HE nightmare of being told his home was to be demolished has turned into a dream for a Liverpool father. Ian Guilfoyle, 46, was devastated when he was told his house in Salisbury Road would be compulsorily purchased as part of Liverpool’s Housing Renewal Programme. Worried and confused over where he and his family would live, Ian feared the worst. But now, he is delighted, and Ian and his family are preparing to move into the home of their dreams at The Parks development in the regeneration area of Anfield/ Breckfield. After getting over the initial shock, Ian talked to the council about how his family could be re-housed. He told officials they would ideally like a place with a room for each of his two sons, another for his elderly mother-in-law, a garden and to be surrounded by his neighbours. Ian admits: “I was devastated when I was told my house would be demolished but everyone has been really supportive and helpful and now the nightmare has turned into a dream. “I’ve seen the plans for the development and the house and I am delighted. “I’ve also discovered neighbours will once again all be living close by.” It’s reassuring news for the Guilfoyles. Adds Ian: “The family is thrilled, the boys especially; you would think they were moving into a bachelor pad the way they’re carrying on. “More importantly, my wife is really pleased that her mother will be moving into a home more suited to her needs.” The house Ian, his wife Joan, 44, his sons Liam, aged 15, Jack, 10, and his 75-year-old mother-in-law will be moving into is the four bedroomed, three storey Orchid house type. Built by developer Keepmoat Homes and named The Parks, the development is a priority scheme within Liverpool’s Housing Renewal Programme. The scheme is delivered by Liverpool City Council, supported by Arena Housing Group and part-funded by the Homes and Communities Agency (HCA) and forms part of the wider regeneration proposals for the area which were developed with community involvement. Homes North West, says: “We often work in partnership with local councils so understand the sensitivities of regeneration and the need to ensure a positive outcome for families and the community.” The first homes have gone up for sale on The Parks and it will initially deliver 38 homes for private sale. More homes is the answer to price increase LEADING housebuilder, Miller Homes, has dismissed the calls of a think tank to cap mortgage loan to values (LTVs) to 90%, claiming they have “missed the point” when it comes to preventing a future housing bubble. And it says that supply and demand will be a far more serious problem over the coming years. The warnings follow the recent report from The Institute for Public Policy Research (IPPR), in which economists argued that a cap on “loose mortgage lending” would help to stop excessive increases in house prices. The report went on to say that the UK’s, “addiction to house price inflation” was bad for the economy and that a central plank of government economic policy should be to ensure that there is greater stability in house prices. But Sue Warwick, National Sales and Marketing Director for Miller Homes, says: “ We do need lenders to relax a little when it comes to granting mortgages to sensible, hardworking people. “I know of a young couple –a doctor and a lawyer – who have never had a scrap of debt, never defaulted on a mortgage repayment and have £100k in equity. They put in an offer on a new home (due to relocation) only to find their mortgage company retract on the previously agreed LTV because of ‘changes in the market’. “With respect to

the IPPR, I think that we are some way off needing to urge banks to rein in their lending criteria. “I therefore propose an alternative solution to the boom and bust property cycle. We simply increase the housing supply.” Kate Barker, a former member of the Monetary Policy of the Bank of England, recommended the same in her Governmentordered review of the British housing market in 2004. Since then, there has been a sharp decline in the output of new homes in Britain. In the third quarter of 2010, planning permissions for new homes were at one of the lowest levels in the last five years, and the second lowest of the last nineteen quarters. Sue adds: “Much of this can be put down to the change in Government and subsequent disarray in planning procedures after Communities Secretary, Eric Pickles, announced a radical change of planning policy. It needed changing – yes. But it needed changing faster than this. “If there aren’t enough homes to house our ever growing population, we will soon return to a sellers’ market. And with more and more people chasing fewer and fewer houses, there is only one way the price is going to go. Up – and I don’t need a think tank to tell me what all this means. And neither does anyone else, I suspect.”

Where was the family home you grew up in and what was it like? It was 40 Ayleton Road, Huyton in Liverpool. It was a very small terraced house with three bedrooms. It had to accommodate a family of 13, given my mother had kids from her previous marriage, so did my dad and, in addition, they had kids together of which I was next to last! It wasn't all hardship though because we did have the luxury of an inside toilet! What is your clearest memory of the house? My first memory was a street party. I was born in January 1952 and can just about remember being held high in the air outside the house by my elder sister on the Queen’s Coronation. Where was the first house you bought yourself and what did it cost? My first house was in Penketh in Warrington. It cost about £7k.

What made you want to buy it? I had started a new job at Granada Studios, when I was 19. I bought the house when I was 21 as I was then married with a child on the way! Everybody at Granada had a mortgage and the truth is I learned more about mortgages during my early time at Granada than I ever did about TV Production.

What are the important things you look for when buying a house? Given my engineering background it would be most likely to think I would say structure, rigidity of foundation, lack of any subsidence and all the kind of objective assessments people with professional careers are supposed to be mindful of. However, my first concerns were always the size of the kitchen and how many rooms it's got so I could fill them with televisions!

Are you a DIY trier or do you leave it to the experts? Don't be silly! FITTING a new door isn’t always easy, but follow these tips and it won’t be such a chore. ● If the weather’s nice, get out into your garden and cut your door down to size. ● Don’t be tempted to fit the door furniture before you’ve fitted the door. The same applies to painting the door and doorframe. Fitting a door usually involves a lot of trial and error and it’s easy to scrape the door and frame in the process, so wait until you’ve finished before doing any painting. ● Most doors have to be trimmed to fit, but if you live in a period property, getting the doors to fit can be a struggle because period doors tend not to be a standard size and your door frames may have moved over time. ● Getting the door the right size is often tricky, time-consuming and frustrating. You don’t want it to scrape on the floor (protect the floor, if necessary, when fitting the door) and you don’t want a large gap at the top or bottom that lets in draughts (you can add strips of wood here, if you need to). Getting an exact fit at the sides is most important because otherwise the door won’t close properly. ● You’ll probably need a circular saw to cut the door to fit, as most doors are too thick for jigsaws. Once you’ve got the door pretty much the right size, use a plane (preferably an electric one) to shave off smaller amounts of wood until the door fits exactly. Cut a door down too much and you could compromise its structure, so it’s essential to get it right. ● You may have to move the position of the hinges and the lock and handle parts on the door or frame, or sometimes both. Do whatever’s easiest, without affecting the way the door works. External doors are harder to fit than internal ones because of the security aspect, so you may prefer to employ a professional to fit these.

AN EDUCATION; The growth in student accommodation is offering new opportunities to investors

Investing in the future of our country SAVVY investors are fast realising the double-digit attractions of the UK’s newest buy to let sector – student accommodation. It is however, according to the expert authors of the new Knight Frank Student Report 2011, the regional cities of England and Wales which are seeing the greatest rental growth, 4.1 per cent, compared with historical leader, London, which recorded a 3.6 per cent fall in 2010. Ray Withers, Director of Property Frontiers – which has marketed numerous student accommodation projects in Liverpool – says: “The returns that purpose built student accommodation can yield do vary geographically

In Liverpool, home to three of the country’s leading universities and some 53,000 students, rents in the last academic year, 2008/9 – 2009/10, increased by 13 per cent, vastly exceeding the average 5 per cent growth per annum seen nationally in the six years to 2008/9 (Knight Frank 2010). “Furthermore with Liverpool’s universities expecting to attract high numbers of applicants for the next academic year, 2011/12, the city presents strong demand for student accommodation and in turn an attractive opportunity for buy-to-let investors.”

The Government’s radical reforms in university funding and student finance, which will come into force in Q3 2012, will undeniably change the landscape of higher education in the UK in the coming years. But the fact remains that more and more people from both home and overseas are seeking to attend university in the UK, placing increasing pressure on both the number of places available and student housing stock. According to data from the Universities & Colleges Admissions Service (UCAS) demand for academic courses is at an all time high with nearly 700,000 university applications in 2010.

And the super-rich love it even more, which helps explain why luxury house prices in Paris surged by 22% in a year. London and country agents Knight Frank track the performance of prime real estate in 15 cities across Europe, Asia and America and say that property prices in Paris are being driven primarily by supply constraints and growing interest from overseas buyers. Moscow's prime residential

market recorded the weakest performance, with prices down 8.0% in the year to March, 2011. Its rate of decline is slowing now, with a -0.7% drop recorded in the last quarter. London, with a rise of 8.6% and level with Singapore, holds sixth place in Knight Frank’s league table. But London has broken through the £6,000 per sq ft level, with the Candy brothers development of One Hyde Park West, in Knightsbridge, in the past year. One-bedroom flats in the scheme cost around £6m.

And Liam Bailey, head of residential research at Knight Frank, predicts that by the end of this decade people could be forking out £10,000 per sq ft in the Capital. "My view is that this won't happen in Asia – the first market to break this barrier will be London," says Bailey. Bailey says that, a year ago there was a clear continental divide in the world's prime property markets: Asian cities held top rankings for price inflation, with Europe and the US lagging way behind.

Today, the contrast is less clear cut: the gap between the performance of Europe and Asia's top cities has narrowed as Asian governments attempts to damp down house price inflation started to take effect and European prime housing markets emerge from the downturn. Homeowners could save thousands with a condition report MANY home buyers take a risk by relying entirely on the valuation of a bank or building society to find out any defects in the homes which they plan to buy. Richard Sexton, a director of e.surv, part of LSL Property Services, says: “The lender’s valuation will establish what a home is worth and its approximate state of repair. “It won’t necessarily reveal all the problems which can trigger some hefty repair bills after the buyers move in.”

When prices were soaring, this didn’t matter so much. Buyers could sit tight, wait for prices to climb and eventually get their money back. In today’s tighter, slower market, serious defects could see some buyers losing substantial sums when they resell. So e.surv is backing a new RICS Condition Report in the hope that its affordability will encourage more consumers to get a private survey instead of relying solely on the lender’s valuation. The new report costs from around £200,

approximately £150 cheaper than the Homebuyer Report. Richard says: “Eight out of 10 buyers currently fail to arrange private surveys, and it costs an average £1,800 in repair costs for unidentified defects when they move in. If more people take out a survey, fewer are likely to suffer the heartache of shelling out hundreds and even thousands of pounds to repair defects a survey would have found.” The Condition Report offers a ‘traffic lights’ coding system to

rate individual aspects of a home, and highlights defects needing attention. It also provides advice to buyers’ solicitors – but it won’t include fault advice or a market valuation. Richard adds: “Anything that offers consumers an alternative to relying on a lender’s valuation is welcome. Too many buyers don’t realise a lender’s valuation isn’t really designed to spot potential repairs and defects. “It is people buying more

LENDING the modern with the historic is a difficult trick, but one that Gateacre pulls off well. The area has so many historic buildings that in the late 1960s it became a designated conservation area – one of the first in the UK. The reason it’s so remarkable is because it houses more than 100 listed buildings within a quarter mile radius of the village centre. Surviving the dry After one of the driest springs on record, it's time to get water wise, says Hannah Stephenson

'M SURE many of us basked in the glorious spring sunshine earlier this year, but beds, borders and pots were drying up before our eyes. Now, after one of the driest springs on record, some areas are in a state of a drought, raising fears of a possible accompanying hosepipe ban. The Environment Agency has said that East Anglia is an area of concern. Other regions may escape drought status, but we all need to do our bit to save what water we do have. The Environment Agency advises householders not to let water run to waste while waiting for the water to get hot. Collect it and use it to water your plants. Similarly, collect the running water in your shower before getting in. Use water-retaining crystals when planting up container plants and invest in a water butt which you can put under a drainpipe or other suitable gully and re-use the water in your garden. The Royal Horticultural society has come up with 10 tips to help save water this summer. 1. Use waste water from washing-up or rinsing vegetables for watering, as normal amounts of household soaps and detergents will not harm soil or plants. 2. Let your lawns go brown. They will recover when the rains return. Newly sown and turfed lawns will

Best Of The Bunch Rose (Rosa) THEY are the quintessential cottage garden stalwart, but roses have come a long way since Victorian times and are now available in a vast range of colours, habits and flower shapes to suit all situations. Place them in sun if you can and dig in plenty of organic matter beforehand. Once they are planted, feed them regularly with a proper rose feed with balanced nutrients because they are greedy plants which need plenty of energy to flower prolifically for a few months every year. You also need to mulch them annually with well-rotted manure or compost in spring, which will help suppress weeds and retain moisture. Roses need annual pruning - some more than others - cutting out the dead growth and weak shoots and always cutting to an outward-facing bud so that the new shoots grow away from the centre of the plant. My favourites include the David Austin shrub rose 'Gertrude Jekyll', which grows to around 2m and bears huge, blousy, deliciously scented pink blooms. Only a few roses are tolerant of being grown in containers, as they generally have long shallow roots for anchoring the plant and searching out moisture and nutrients. You'll need a deep container for a good show of blooms. Try the patio rose, R. 'Wildfire', which produces blazing orange blooms all summer.

Grow Your Own Lettuce SALAD leaves can suffer in warm, dry weather, whether wilting in the hot sun or bolting (running to seed) prematurely, so there are a few measures to take to keep them at their tasty best. If it's hot, sow seeds in the shade, as scorching weather reduces germination rates, and choose a semi-shaded spot so the plant has relief from the sun at some part of the day. Keep salad leaves well watered, adding compost to retain moisture before planting, and keep slugs at bay with either slug rings or by picking them off in the evening or after rain, when they are most likely to strike. To help prevent bolting, mulch around plants and water during dry weather. Remove any plants that have bolted as the leaves will taste bitter and pinch out any flowers that you see developing. Grey mould or botrytis may be a problem in cold, damp summers. Increase the spacing between plants to reduce the problem and remove any infected material immediately.

9. Establishing new plants in borders during dry times can be difficult. Instead, pot them into slightly bigger pots and keep well watered and fed in light shade until the autumn planting season arrives. 10. Early summer perennials, irises for example, will survive on moisture left in the soil from winter. Give late summer perennials such as phlox one good watering in the summer as plants begin to flower, which should be enough. In the longer term, consider planting drought-resistant species in your borders such as grasses, Mediterranean type shrubs such as thymes or phlomis, or sedums and other plants with spiky or succulent leaves.

Scheme aims to ease housing shortage in St Helens ST HELENS Council and its partners are bidding for a share of £1.8bn to fund 623 new and affordable homes across the borough. It’s part of the new national Affordable Homes Programme launched earlier this year by the Homes and Communities Agency (HCA) which has made the money available across the country to deliver a total of 150,000 affordable homes. However, while welcoming any plan for more affordable housing,

While any funding is to be welcomed the previous government allocated £8.9bn over three years for this. This means that the new announcement is a £7.1bn drop in housing investment by government. THE underlying value of UK residential construction starts was 31% lower for the three months to May compared with the same period in 2010, according to new data from construction industry analyst Glenigan. Private housing project starts were down 32% while social housing projects fell 28% for the reported period. "The shrinking pool of new social housing work is in stark contrast to the rapid government funded growth seen this time last year, and further retrenchment is expected through the year" says Allan Wilen, economics director, Glenigan. "The 14% drop in gross mortgage lending reported by the Council of Mortgage Lenders. “The fall in private housing project starts highlights developers' reluctance to open up new sites while conditions in the wider housing market remain weak, preferring to build out and secure sales on existing sites." That said, Glenigan is forecasting a modest uplift in project starts during the second half of this year as developers open up new sites in anticipation of a brightening in market conditions during 2012.
