‘We can build more homes now’ THE Government believes that 20,000 more affordable homes can be built than its previous estimate. Housing Minister Grant Shapps said the coalition’s latest plan to provide new houses for low and middle-earners included building more properties than it originally thought possible. In a written ministerial statement updating the Affordable Homes Programme, he unveiled today the findings from a consultation with house-builders. Mr Shapps said: “When I launched the invitation for bids under the framework in February, I said my aspiration was to deliver more than 150,000 new affordable homes, and challenged the sector to deliver. “The response from providers to the invitation for proposals under this programme

He said the original programme aimed to create up to 150,000 new affordable homes through investing £4.5 billion over four years

He said: “The new affordable rent model, which will be the principal element of the programme, will make public subsidy go further while enabling local authorities and providers to target support where it is most needed.” Mr Shapps said the Government would plough £1.8 billion into the scheme, including building 80,000 homes for affordable rent or affordable home ownership. National Housing Federation chief executive David Orr said: "The fact that housing associations are going to build the vast majority of the nation's affordable homes over the next four years – despite the housebuilding budget being cut by 63% – is testament to their great innovation and ability to manage risk in difficult situations."

Buying a new home could be a breeze

WINDMILL Hill in Bidston has got the wind up its sales after celebrating the first buyers. Laura McCarthy and Matthew Dease, pictured, got the keys to their new home, one of the three and four bed properties which make up the development in Bidston. Where was the family home you grew up in and what was it like? I was born in 19 Lance Street, Everton in Liverpool, a two-bedroomed terraced house, and lived there until we were re-housed to Belle Vale in Gateacre. The bath hung on a nail in the backyard right next to the toilet. What is your clearest memory of the house? My clearest memory was making toast at the coal fire. Mum and I had butter but Dad and my brother preferred dripping. The neighbours were lovely and Mrs Brennan next door always cleaned our step when she did her own. Mum was manic about having the brass number, knocker and door handle shining. Sadly the house is no longer there. Where was the first house you bought yourself and what did it cost? My first house was 42 Eastcote Road in Liverpool 19, bought for £12,500. I had married and was now heavily pregnant. It was a three bedroomed semi. What made you want to buy it? Eastcote Road is a cul-de-sac and I thought it would be a safe place in which to bring up a child. We had lots of happy memories and I’m still in touch with the neighbours. What are the important things you look for when buying a house? I would never buy a property without a complete survey. I’ve found I can always see how the house would look once I’d put my own mark on it, also the area is important in case I need to sell it. Are you a DIY trier or do you leave it to the experts? Definitely leave to the experts. When I divorced and bought another house for my son and me to live in I decided to wallpaper the dining room and invite friends along for a meal. As we ate, the wallpaper rolled off the wall! At least we had a laugh and I had offers of help. What is the one thing you love most about your current home? I now live in a part of Liverpool where there are lots of trees. I love trees. Also I have Calderstones Park close by and, of course, my own garden which is south facing, in which I grow herbs.

LOWERS were once reserved for special occasions. Now, they're considered just as much an essential accessory as cushions, throws or bric-a-brac, and certainly aren't confined to a show-off bouquet in the living room. Floral artists have shown us the magical power of blooms to instantly transform rooms. Whether it's a single flower in a simple container or an array of exotic buds in a statement vase, these touches have helped foster our ever-growing passion. "I love the fact people are realising every room in the house can benefit from flowers, and are aware they literally bring spaces alive," says Jane Packer, renowned floral artist whose new book, At Home With Flowers, bursts with inspiring ideas and easy-to-follow display tips. "Flower arranging doesn't have to be complicated, so don't worry about following rules or needing special skills," she urges. "All you really need is imagination, an eagerness to experiment and an ability to see beyond the norm." Flowers, she demonstrates, can be a welcoming touch in a hall, bring colour to bedrooms and bathrooms, enhance a kitchen and dress a living room. "At home I turn to the same old favourites time and time again. Dramatic, luxurious red blooms, such as roses or amaryllis, perfectly offset the moody grey shade of my sitting room walls," she reveals. "It's essential to select flowers that co-ordinate with the other colours in the room. Matching the colour of a bouquet with the dominating decor shade in a space can look stunning." Her display suggestions include: positioning a bold, floor-standing display by a large fireplace or feature, such as a statement chair; enhancing a dramatic arrangement by standing it in front of a mirror; and using viewing surfaces, from bookshelves to coffee tables, as opportunities to showcase plants. The scent of flowers shouldn't be underestimated either, points out Karen Watson at The Real Flower Company, specialists in bouquets and arrangements. "Flowers don't just have visual beauty; scent can be as essential to the experience and impact of a floral display, and evoke

"The addition of a few sprigs of rosemary, lavender or garden mint, often in abundance in many a garden, can make a remarkable difference to an arrangement. This time of year brings the wonderful aromas of garden roses and the sweetest smell of sweet peas."

Don't restrict yourself to traditional vases, advises Karen. "Think outside of the box - or vase! If a container can hold water, it can hold your blooms! Think old tins, glass bottles, jam jars and decorative crockery. "Consider what you want to achieve with your display, whether it's a 'fresh from the

garden' natural and wild arrangement, or a more controlled, simple yet dramatic feature." Pick of the bunch: Capture the country farmhouse style with jugs to show off a collection of blooms. harmonious whole. Simple flowers work well in decorative vases and vice versa. "A clever choice of containers can result in some fantastic effects and allow you to use fewer flowers." Tall cylindrical vases suit long-stemmed blooms such as an amaryllis or lilies, she advises, while low, tank-shaped receptacles suit short-stemmed flowers. Classic flared-shape vases hold a large quantity of flowers, while dainty little bud varieties are ideal for single blooms. "I love to cluster a number of small vases together, each holding just one or two stems. This looks fresh and modern, and

"Summer is all about colour. In order to prolong the life of a flower arrangement, Jane suggests making sure all the flowers have their stems in water when you're buying them. "Avoid those with soft, floppy heads or petals that are starting to brown at the edges," she says. "Look for flowers with pert heads and some stems that are still in bud.

Leaves should be firm and a fresh green colour - not yellowing." As soon as you get them home, remove any foliage from the lower part of the stem and re-cut the stems at an angle to improve their ability to take in water. Then plunge them into a deep container. If they come with a sachet of flower food, use it, as it provides the nutrients that encourage buds to open and helps keep the vase bacteria-free, which will also help them last longer. Pick of the bunch: Prolong the life of a vase by choosing an unbreakable one, ideal if you have children and pets. Plants can be just as appealing as cut flowers and are an ideal way to keep 'living colour' in rooms, especially if regularly buying bouquets is beyond the budget. "Decorative succulents only need a little water every now and then to keep them going," says Jane, who's planted an array of them to great effect in antique silver sports trophy cups displayed on a mantel. Bathrooms, she points out, are a particularly ideal environment for plants and suggests crassula, sempervivium, or echeveria. Alternatively, she advises opting for orchids or gardenias, the latter of which has a lingering scent. ◆ Think fitting carpet is beyond you? Laying a stair runner is an easy first step. ◆ Stair runners are different from stair carpets because a runner is a strip of carpet going up the middle of the stairs, with some of the stairs visible on either side, whereas a stair carpet covers the whole stairs. Runners are easier to lay because they don’t have to fit exactly and can be bought off the shelf, so there’s little or no cutting involved. However, you shouldn’t attempt to lay a runner yourself if your stairs have half landings and turns – get a carpet fitter to do it. ◆ The first thing to decide is where you want the runner to begin and end. If you’d like it to continue after the stairs, make sure there’s 30cm (or more) of runner on the upstairs landing, so it isn’t a tripping hazard. Similarly, if you want to extend the runner at the bottom of the stairs, you need enough on the floor so people won’t trip over it as they go to climb the stairs. ◆ To prepare the stairs, remove any old carpet, underlay and glue or tacks, etc. Sand the stairs (filling first, if necessary) until they’re smooth, then vacuum, and wipe over with white spirit. When they’re clean, you’re ready to apply quick-drying floor varnish, or quick-drying wood primer/undercoat and then quick-drying wooden-floor paint. Do one side at a time if you need to use the stairs – remember, you don’t need to paint right across them because the runner will cover the middle. ◆ When the paint or varnish has reached full hardness, which may take several days, you’re ready to lay the runner. To fix it with gripper rods, cut them 10cm shorter than the width of the runner, so they won’t be seen. The rods should be fixed 1cm out from the back of each tread (the horizontal parts of the stairs) and up from the bottom of each riser (the vertical parts), with pieces of underlay in between. ◆ Rub your hand over the runner to establish which way the pile goes, then lay it with the pile running down the risers. Fit it from the bottom up, making sure it’s taut and that you apply even pressure so it doesn’t twist. Push it into the gripper rods with a bolster chisel, then hammer down the rods’ pins. Avoiding garden Award-winning garden designer David Domoney, presenter of Channel 5’s new makeover series Garden ER, looks at how to avoid gardening gaffes and examines how trends have changed since the BBC’s Ground Force era

W

E’VE come a long way since the days of sky blue fences and decking, the must-haves in any makeover project during the BBC’s Ground Force days. There won’t be a blue fence in sight as Chelsea award-winning garden designer David Domoney presents Garden ER, an eight-part garden makeover series on Channel 5, assisted by co-host Bonnie Davies. “Ground Force had a very distinctive style of garden. Everybody had blue fence panels and decking. I’ve endeavoured to create every garden so differently that you wouldn’t know it’s the same designer who’s done all of them. “I’ve put attitude into the gardens. Everything has a personality, matching who the home owner is.” Each programme features a makeover of an average-sized garden in a new housing development in the Midlands, with plenty of suggestions on how to

Quirky additions include palm trees the height of the first floor, flame throwers have been used on decking to carbonise the surface, while strategically placed mirrors reflect light and space. The presenters will also be touring celebrity gardens, righting some of the worst gardening gaffes and pimping up some garden sheds. “Most gaffes involve just planting in ones and twos,” Domoney explains. “If you want to do a Chelsea-style garden and you are planting bulbs, you plant in hundreds or in tens. The secret is that bold is beautiful.”

Some people buy a series of different small plants when it would be best to invest in one significant specimen, he adds. “I don’t think there’s anything wrong in spending £500 or £1,000 on a single tree. If we do a garden for about £3,000, £1,000 might have been spent on a big tree. “Rather than go in for the smaller stuff, think about putting aside £200 for a decent tree and I promise you that will make a fantastic difference,” he enthuses. People often don’t get a balance between proportion and scale, he adds. “They’ll go out and find a little

water feature and put it in the centre of a huge lawn. The secret is to buy in proportion of the space and try and find something that’s fitting.” Another big mistake people make is not investing wisely in stylish garden furniture, he observes. “If you have friends or relatives round for a barbecue, what comes out? Low-backed, white resin chairs which are looking stained. “Kitting people out with decent garden furniture is not expensive now. I walked into a B&Q and saw a full mosaic garden set for about £180. Why is everybody still using cheap plastic?”

Planting at the wrong time can also lead to struggling plants and water-hungry turf. “People lay a lawn in the middle of summer, spray it lightly and then leave it - and after a few days, part of it’s brown.” Spring or autumn is the best time to lay turf and you need to lay it as soon as it’s delivered and keep it well watered until it’s established, which could take a month or two. Seek help if you’re unsure about a plant or design idea, he advises. Take pictures or cuttings if you want advice on design or plant identification and take them to your local garden centre where staff should be able to help. Gardeners on a budget should consider the five ’Fs’ - flooring, fencing, features, foliage and flowers - he explains. “Don’t go for square grey slabs on your patio. There are so many different shapes, textures and colours on offer. “You can enhance fencing, not just by using different coloured stains but using willow wraps or liquid laminate wall art or outdoor mirrors. Treat any shed, garage wall, house wall or fence panel as you would inside your own home. “Be bold with features, choosing something that fits in with the garden, whether it’s water, statues or a gazebo. “Foliage is also important. Trying to get colour all year round is key. Big is good. Buy as big as you can afford or buy plants that are fast-growing. “Plant perennials such as lavenders and other perennials which will come back again and again. ALSO known as Montbretia, these frost hardy corms grown for their brightly coloured flowers, which last late into summer, also provide architectural value with their sword-shaped, upright leaves. Among the most dazzling is C. ’Lucifer’, which grows to around 1-1.2m (3-4ft) tall and bears sizzling tomato-red blooms, ideal for mixed and herbaceous borders. The flowers are excellent for cutting and will tolerate sun or dappled shade, preferring moist but well-drained fertile soil. Other good types include C. ’Bressingham Blaze’, a shorter variety with fiery orange-red flowers with a yellow throat, which looks great in a hot colour theme. Give the plants a good mulch in winter and divide or separate overgrown clumps in spring.

Grow Your Own Peas

Peas are perfect for the British climate, preferring cool conditions, so keep them moist and give midsummer crops light shade. As legumes, they take in nitrogen from the air (rather than from the soil) and store it in nodules which grow on their roots. If you try to grow peas on soil which is already nitrogen-rich, the plants will grow lots of leaves but not many peas, so never

add nitrogen fertiliser to the soil around peas. By planting different varieties between March and June, it is possible to have a continuous supply of delicious peas from June to October. Peas need something to climb up, so plant them around wigwams perhaps with some pea netting attached to allow the tendrils to take hold firmly. Peas need eating as soon as they’ve been

picked, as they immediately start to lose their flavour and nutrients after harvesting. Pick the pods from the bottom of the plant and work your way up. The more often peas are harvested, the more peas the plant will eventually produce. After cropping, cut plants at ground level and leave the roots to decay, as they will replenish the soil with nitrogen.

FirstBuy works through a joint loan of 20% from the Homes and Communities Agency (HCA) and Taylor Wimpey, which means eligible purchasers only need put down a 5% deposit and obtain a 75% loan-to-value mortgage. The loan is repayable at the end of the 25-year mortgage term or when the property is sold. To be eligible, purchasers must be first time buyers and the total household earning should be less than £60,000.
