Bartonville OKs halt to gas drilling permits The Bartonville Town Council voted this week to impose a 90day moratorium on new permits for natural gas drilling and hydraulic fracturing. The council also agreed to form a seven-member advisory board on gas drilling and production, although no appointments were made. Mayor Ron Robertson said the moratorium, passed 3-0, would serve as a “cooling off period” as town leaders continue studying potential new regulations. He said council members are particularly concerned about chemicals used in hydraulic fracturing, or fracking, a controversial practice that involves pumping millions of gallons of water, sand and chemicals underground to break up rock and free gas. Representatives of XTO Energy Inc. and Williams Production Co. attended the meeting to oppose the moratorium. XTO spokesman Jeff Neu said in an interview after the meeting that company officials understand the town’s interest in reviewing operating practices in the Barnett Shale region and are committed to addressing public concerns.

Health care company buys medical facility Ascend Health Corp., which owns University Behavioral Health of Denton, recently bought Mayhill Hospital. The New York-based company was looking to expand UBH of Denton, and it was easier to work with an existing facility rather than start from scratch, said Kristine Tanzillo, spokeswoman for UBH of Denton. “UBH had a need, and Mayhill is there in the community,” she said. UBH and Mayhill Hospital care for patients suffering from mental health disorders or addictions. Ascend officials said the merger would result in few noticeable changes. The staff at Mayhill will remain the same, Tanzillo said. The doctors at both hospitals are independent physicians, and that also will remain the same, she said. 4-9

City mulls maintenance Campus Barber Shop of DCTA vehicles moves to Hickory Street The city of Denton is considCampus Barber Shop relocated this week to the 300 block of East Hickory Street after spending 51 years at 116 Fry St. Upon opening, owner Jeremy Carroll and his team — including Gene Hartman, the business’s previous owner, and longtime barber Russ Boaldin — went directly to work doing what they do best: cut hair. Hartman held a farewell party Feb. 19 to celebrate the closing of the Fry Street location and send a thank-you to his loyal customers. Campus Barber Shop closed the first week of March. For now, Campus Barber Shop has five styling stations, a

Officials say the proposal, if approved, could delay or eliminate the need for DCTA’s planned $11 million bus maintenance facility on Teasley Lane, a project that drew opposition from neighbors in Southeast Denton. But the details of the plan — including the cost to the city and DCTA — still must be resolved. The City Council told staff members Tuesday to explore the option. Finance Director Bryan Langley said he would have

Under the preliminary plans, Denton could provide fleet maintenance services for DCTA at a service center off Mingo Road at Texas Street, where the city’s fleet services are based, or elsewhere, Langley said. The plan could require the hiring of a third shift of city fleet workers, about 10 to 12 employees and might also require an expansion of the service center. 4-10

Business owners open Any Lab Test Now Owners of Denton Prescription Shop are launching a new business. Rick and Misty Appling will begin operating a lab testing franchise later this month at 2501 W. Oak St., Suite 103. The business, named Any Lab Test Now, will offer standard tests without requiring a doctor’s order, appointment or insurance. Some of the testing available at the 1,800-square-foot facility will be blood tests, drug screening, DNA/paternity tests and STD/HIV testing. Customers will be able to receive confidential test results within 48 hours, according to a press release. Founded in 1992, Any Lab Test Now has more than 120 facilities across the country and more than 30 locations in Texas, including Arlington, Dallas, Euless, Granbury, Plano, McKinney and Weatherford, according to its website. The Denton franchise owners will host a grand opening celebration April 25 and also offer $10 off any lab test until June 30. The new facility is located two doors down from Denton Prescription Shop.

The United Way of Denton County announced May 1 the appointment of Denton hospital administrator Caleb O’Rear as its new board chairman. O’Rear follows Todd Price, who served as chairO’Rear man for the agency’s 2010-11 fiscal year. Price will serve as an adviser to O’Rear and the agency’s executive committee in 2011-12, according to a United Way news release. O’Rear is a Denton native and 13-year employee of Denton Regional Medical Center, where he has been CEO since 2007. I Shannon Goleman recently joined United Way of Denton County as director of marketing and communications. “I have been donating directly to its partner agencies for years, but this position is an Goleman opportunity for me to really roll up my sleeves and help on a broader scope,” Goleman said in a news release. Goleman is a graduate of Northeastern State University in Tahlequah, Okla., and brings nearly two decades of experience to her new position, mostly in the areas of print and electronic media, promotions and event coordination, said the release. n the last few months, this column has struck a cautious tone (see April’s “Real investors hope stocks fall” or January’s “Should investors be greedy?”). As value investors, my business partner and I focus on finding assets that are trading at a deep discount to their true intrinsic value. In early 2009

and summer 2010, fear ruled the markets, and savvy investors were able to scoop up fantastic bargains. The markets today, fueled by the Federal Reserve’s money printing (“quantitative easing”) activities, have become ebullient. Speculators have bid up the

prices of stocks, bonds and commodities, and bargains have become quite rare in most asset classes. As a result, investors need to be very discerning today in their investment choices. Thankfully, there is one corner of the market that is still quite attractive — stocks of high-quality companies. The word “quality” tends to be bandied about a bit loosely to merely mean “big.” Sure, highquality businesses tend to dominate their industries. But quality is not just about size or market share. As Mr. Buffett noted last month at Berkshire Hathaway’s annual shareholder meeting, high-quality companies tend to

generate very high returns on the shareholders’ money tied up in the business. Often investors make the mistake of chasing after fast-growing companies but don’t check whether the growth is being achieved efficiently. Companies in highly cyclical or cash-intensive industries don’t deserve the “high quality” moniker. One of the telltale signs of a high-quality business is a track record of high and stable Returns on Equity (ROE). This measures how effectively a company is able to spend its shareholders’ money. Very simplistically, at the end of the year, a company makes money for its owners and the company must decide what to do with it: either reinvest the money or give dividends to its shareholders. If the company does not give the money back to shareholders through dividends, then the

owners should ask, “What return was made on the money the company kept and reinvested in itself?” If we can find companies that have a long history of achieving great returns on this reinvested money, then we experience the wonderful effects of compounding — the phenomenon Albert Einstein called the most powerful force in the universe. For companies with a consistent track record of high ROE, the intrinsic value increases significantly each year it is held and the tax man is kept at bay. Such wealth-compounding machines provide perhaps the best longterm protection against the insidious threat of inflation. Also, such companies can grow their dividends at double-digit rates. Take the example of Wal-Mart

Stores Inc. The very mention of the company makes most investors yawn. After all, the stock price has gone nowhere for 10 years. But discerning investors should look under the covers. Thanks to its scale advantages, it has demonstrated expertise in procurement (its size allows it to buy products cheaper than its competitors). But perhaps more importantly, Wal-Mart’s prowess in supply chain management enables it to deliver products to its stores faster and cheaper than most. As a result, Wal-Mart’s business has sustained a high ROE for many years and it has been a wonderful money-compounding machine. In the last decade, Wal-Mart’s profits have nearly tripled and its dividends have grown even faster. The company is already an international powerhouse, and is extending its reach in fast-growing emerging markets including China, India, Latin America and Africa. Yet the stock price has languished, even while its management repurchases shares hand-over-fist. This is the type of company discerning investors ought to spend their time on, figuring out whether the current prices present a cheap opportunity. There are quite a few highquality businesses trading at attractive prices today. Investors have been frantically chasing after overpriced lottery tickets like Netflix and OpenTable, while shortsightedly shunning high-quality companies that are hiding in plain sight. Sure, it might take a few years for the market to realize its mistake and give the high-quality companies the higher stock prices they deserve. Patience is not only a virtue but also a competitive advantage for investors in today’s frenzied markets.

Program builds community investment

he 26th class of Leadership Denton graduated during the chamber’s April 29 membership luncheon. There were 13 individuals in the class, bringing the total number of graduates to 454 since the program was formed in 1985. Sponsored by the Denton Chamber of Commerce, Leadership Denton offers a series of comprehensive training sessions designed to help make interested Denton-area residents better aware of opportunities for community and philanthropic service, as well as all levels of public office. As part of their graduation project, Leadership Denton participants were required to archive all pertinent original

Chuck CARPENTER | exhibits from the past 25 years of the program and develop a new, interactive Leadership Denton website, including a way to update alumni information. Curriculum sessions included an overnight team-building retreat; general overviews of municipal, county and state government, combined with a twoday trip to Austin; and overviews of public education

and economic development entities and nonprofit agencies. Six members of the Denton City Council are Leadership Denton graduates, including Mayor Mark Burroughs and James King, who was elected last year. Burroughs is currently an officer on the chamber’s executive committee and board of directors, as well as former general chairman of Leadership Denton. Former Mayor Perry McNeill, also a former chamber board chairman, is a Leadership Denton graduate. Since 1986, 10 chamber board chairs have gone through Leadership Denton: Carl Anderson, Michele Barber, Richard Hayes, George Highfill, McNeill, Lee Ann Nutt, Ellen Painter, Connie Pelphrey, Marty

Rivers and Randy Robinson. The 2011-12 sessions will begin in August, with local attorney Cameron Cox, from the Class of 2008, serving as general chairman. Applications are now available at the chamber office, 414 W. Parkway St.; deadline to apply is 5 p.m. June 3. A selection committee will conduct applicant interviews June 16 and June 27; those chosen for the class will be notified and invited to the opening reception on Aug. 4. The report was originally intended to be updated on an annual basis as marked growth takes place in Denton. However, with the economic downturn that followed after the release of the first report, the project was delayed due to projects being put on hold.

idential foreclosure listings in the region for May could be a result of increased scrutiny on banks’ foreclosure procedures. Denton County residential foreclosure listings totaled 480 for May, down 14 percent from

May 2010, according to a report from Foreclosure Listing Service Inc. Regional postings are down across the board for May, with numbers down 31 percent in Collin County, 24 percent in Tarrant County and 23 percent in Dallas County. After last year’s “robo-signing” controversy, which brought into question the accuracy of banks’ foreclosure processes, banks are being more cautious, George Roddy Sr., president of Foreclosure Listing Service said. Denton County residential foreclosure listings totaled 2,990 for the year through May, down 3 percent from this time last year, according to the report. UNT wins in power struggle with city The University of North Texas won the latest round in its legal fight with the city of Denton over more than $1 million in disputed electric bills. The 2nd Court of Appeals in Fort Worth reversed a district judge’s 2009 ruling that a statemandated electric rate discount for public colleges and universi-

ties expired in September 2007. The city of Denton, which provides electric service to UNT, sued the university in an attempt to enforce the undiscounted rate. A three-judge panel ruled Thursday that Denton County District Judge Jake Collier lacked jurisdiction to hear the city’s 2008 lawsuit. As a state agency, UNT enjoys immunity from most lawsuits seeking damages, according to the judges’ 22-page ruling.

Senate bill would give DCTA more authority

A Senate bill that provides additional tools to develop a rail system in Denton County is slowly making its way through the Texas Legislature. Under Senate Bill 1422, by Sen. Jane Nelson, R-Flower Mound, the Denton County Transportation Authority would be able to use fare enforcement officers for its A-train rail line. The bill also would authorize increasing the spending limit for purchases of $50,000 or more, that can be made without a bidding process and would create an avenue for nonparticipating cities to get A-train service. “This bill gives DCTA the tools and flexibility it needs to expand its public transportation services in our community,” Nelson said. The Senate transportation committee passed the bill Wednesday and the bill is awaiting further action. 4-23

Report: City must redraw council districts Denton will have to redraw City Council districts to reflect population growth over the past decade, and the sprawling district covering much of southern Denton is in for the most change. Council members heard a report Tuesday on the city’s redistricting plans following the 2010 census. The city must redraw the lines of its four council districts to meet a federal mandate that districts be roughly equal in population. Denton’s total population

grew from 80,537 to 113,780 over the decade, according to figures presented Tuesday. District 4 with more than 39,000 people is roughly onethird of Denton’s overall population while District 3 in northwest Denton has only 22,146 residents. District 1, in central and southeast Denton, and District 2, in northeast and far east Denton, have populations of 25,744 and 26,774, respectively. City officials must comply with federal laws designed to protect minority voting rights. Texas is subject to the Voting Rights Act, meaning any redistricting attempts must be cleared through the U.S. Department of Justice. Members of the Denton County NAACP and the Denton League of United Latin American Citizens will watch the process to make sure the city complies with federal law. The city is expected to present a draft plan at a public hearing this summer, according to a timeline presented Tuesday. Once approved, the new districts would take effect for the 2012 city election.

Krum City Hall almost done; move-in date set KRUM — City leaders have a new move-in date for City Hall: Tuesday, May 31. Since January 2010, the city has been working on remodeling the historic landmark. The remodeling work on the 100-year-old First United Bank building will be finalized with moving expected to begin prior to Memorial Day weekend. Officials will be moving just a

half-block down the street from the present City Hall offices at 102 W. McCart St. Officials said the current plans are to keep the offices of the court clerk and utility billing open through noon on Friday, May 27, and then move to the new location over the three-day weekend. City leaders originally authorized $80,000 in unused bond funds and received a $23,030 federal energy efficiency grant for the renovation and relocation. Some of the expense includes a new phone and Internet system with wireless access. The job also includes a new dais for the City Council, which currently sits around a set of folding

Fast-food restaurant reopens with new style The newly renovated McDonald’s on University Drive is redefining the stale style most fast-food restaurants are known for. Improvements to the restaurant include a flat-screen, wallmounted television; a retro-style bar with leather-covered stools; a specialty coffee shop; and free Wi-Fi access. Renovations took about three months to complete, said Jeffrey Phillips, president of Phillips Brothers Management Inc., representatives for McDonald’s Corp. in Dallas. Will Warrington is down to one day a week at his job, but he was expecting it. He’s had trouble finding and keeping a job over the last year. For 15 years, Warrington worked as a boat captain for a towing company in Louisiana. He was diagnosed with high blood pressure and, as a result, lost his captain’s license. His blood pressure has kept him from obtaining a commercial driver’s license, a requirement

for a lot of potential jobs. And he is limited to work at places where his electric bicycle can take him. He has a pickup but prefers the bike because of high gas prices. When he can, Warrington visits Workforce Solutions for North Central Texas on Teasley

Lane to research job listings. When the offices are closed, he takes the hunt to the library. “They can’t get the A-train opened up soon enough,” Warrington said on a recent windy day, just before heading off on another job hunt. He grabs his bicycle’s 30-pound bat-

tery, which he plans to charge inside the Workforce Solutions office. “Let’s go see what the job market looks like.” As always, he slides his card at the computer as he walks in, documenting that he was there. “Everyone here knows me,” he says. “They know me; they know my wife.” Warrington sits down at one of the 20 computers set up for job seekers and logs on to his Work in Texas account. No jobmatch alerts, but upon further

searching, nine listings seem promising. Puzzled, he pokes around to find out why those nine didn’t pop up as job matches. Written in red on many of the postings is the warning that his qualifications don’t match. He realizes the problem: The jobs are in Dallas — a city that, for now, he’s ruled out because of high gas prices. When the A-train starts running this summer, he plans to expand his search.

“I’m holding out a lot of hope for the A-train,” he says. Warrington is not alone. The Denton workforce center sees more than 100 visitors a day, said Sarah Luna, a spokeswoman for the center, in an email. Each month, it sees about 4,000 job seekers — 3,000 of whom are new to the center. “We see clients from all levels of the job market,” Luna said. “On average, four of our clients are finding work each day.”

Economists Terry Clower and Paul Hendershot of the UNT Center for Economic Development and Research analyzed the recession’s impact on the Texas workforce from 200710, and published their results in a report titled “Economic and Demographic Projections for the City of Denton: An Update.” Denton’s unemployment rate rose from 3.4 percent in 2007 to 6.1 percent in 2010. The county’s jobless rate went from 3.8 percent in 2007 to 7.2 percent in 2010. Statewide, the unemployment rate rose from 4.3 percent in 2007 to 8 percent in 2010. The state posted its highest overall unemployment rate since 2007 — 8.3 percent — last November, where it stayed until February. Cheryl Abbot, regional economist for the U.S. Bureau of Labor Statistics, said Texas’ jobless rate has hit a plateau. “In a sense, it has a lot further to go to improve,” she says. But the numbers can be deceiving, in a way. The unemployment

CHANGE OF CAREER After surviving four rounds of workplace layoffs, Todd Judy found himself, at 50 years old, suddenly jobless at the end of January. Not interested in starting over in the corporate world, Judy decided he and his father would start their own business. So began Integrity Home Repair and Maintenance. “I had that in the back of my mind, to get out of the corporate world,” Judy says. “I knew they had layoffs for a year and a half, and prepared myself for when it would eventually happen. It was just automatic.” After spending more than 18 years as a structural engineer whose projects included football stadiums for the University of North Texas and Dallas Cowboys, Judy decided to move on. His friends told him to take a break, Judy says, but he knew he couldn’t. “If you sit and wait, that is not good,” he says. “I wanted to get out of the industry part of it after working in downtown Dallas, and wanted to dig roots in the Denton area.” For most people who get laid off, he says, there’s a natural feeling of shock. “I think that a lot of people go through depression, but you can’t let that overcome you; you have to go after what you are passionate for,” Judy says. “I was passionate about helping people and doing repair and maintenance work and going into business with my dad.”

rate has gone up, but despite that, overall job creation has increased in the past four years — on a city, county and statewide basis. In Denton, 492 jobs have been added, while the county has seen 4,117 additional jobs and Texas has added 215,947 jobs, according to Clower and Hendershot’s report. Texas Comptroller Susan Combs has said job creation is key to the state’s economic health. While Texas has recovered more than 73 percent of the jobs lost in the recession, nationwide “only 13.4 percent of recessionhit jobs had been recovered” as of December, she said in her office’s April Economic Outlook. According to the latest report from the U.S. Bureau of Labor Statistics, 260 metropolitan areas around the country reported increases in nonfarm payroll employment — which excludes government employees, private household employees, employees of nonprofit organizations that provide assistance to individuals, and farm employees. Of those 260 regions, the

Dallas-Fort Worth area posted the largest employment increase, according to the report. Denton, meanwhile, is experiencing better-than-average job growth, said Erica Sullivan, economic development analyst for the city — with construction and manufacturing especially strong by comparison with the rest of the nation. Looking ahead, a federal report expects that, in the next decade, job gains will be seen in the service industry, construction, pharmaceutical and medical manufacturing, education services, waste management, food services, government, biomedical engineering, network systems and other related technical fields. NEW TO THE WORKFORCE The subject of job creation is even more pressing to new graduates entering the workforce, eager to put into practice their many years of schooling. It took 24-year-old Chris Corby eight months to find a job after graduating from UNT last May — and even then, the work was only part time. “It’s a mental game,” Corby

says. “If you hear ‘thanks, but no thanks’ enough times, you get discouraged.” In order to stay positive during his job search, he turned to family and friends. He also took part in Denton Employment Network, a job club at the workforce center. Club members share job leads, practice interviewing skills, discuss their job searches and share success stories, says Luna, the center spokeswoman. “It is an opportunity for job seekers to talk with other professionals who speak their language,” she says. “The people at the workforce center, they’re incredibly positive,” Corby says. “They’re always sure your next big break is right around the corner.” He says that although the term networking had been mentioned in classes, he really learned its value through the job club. “I was aware of it [networking], but I didn’t know how to do it,” he says. last month. A friend in the radio industry told Corby of a job opening for a part-time board operator. He got an interview. Then the wait began. Corby says as time passed and he didn’t hear anything about the job, he figured the station had decided on another applicant. While talking with his friend about the position, the friend told him the job was still open, and urged him to be patient. “They called the next week and offered me the job,” Corby says. It’s been a discouraging journey, he says, but he’s excited to finally have a job, earned through determination and patience.

And it seems Warrington, the bicycle-riding job seeker, won’t have to wait for the A-train after all. On May 5, he stopped in at United Commercial Cast Stone and asked if the company needed a mechanic. It did. He turned in a resume, toured the company the next day, was hired and started work as a plant mechanic the following Monday. The position he got was vacant for a year.
