2015: Senate, INEC And Politics Of Additional Polling Units The planned creation of additional polling units by the Independent National Electoral Commission ( INEC) has generated controversy across the country. JONATHAN NDA - ISAIAH writes about Senate’s reaction to the plan and other issues.

s political gladiators across party lines begin to unveil their manifestoes ahead the all important 2015 general elections, INEC has stirred some controversy with its plan to create additional polling units in the country, a move regarded by some Nigerians as giving the northern part of the country more electoral advantage. The 2015 general elections is one that has raised tension and has been described as a make or mar election in the country because some politicians in some parts of the country have been threatening fire and brimstones if they lose. In a country divided across regional and religious lines, INEC stirred up the hornet’s nest with its planned additional polling

units across the country, though it has explained that the idea behind the move is to decongest over-populated voting centres. The spread of the proposed polling units, which are about 30,000, shows that 21,615 were allocated to states in the north, while 8,412 were allocated to the states in the south. Led by former vice president, Chief Alex Ekwueme, prominent Nigerians from the south have alleged that the arrangement was done to favour the north while the north, under the umbrella of the Arewa Consultative Forum, has rejected the planned exercise for allegedly being skewed to favour the southern part of the country. Some civil rights organisations are threatening to take INEC to court over the matter on the grounds that the plan by the

electoral body shows it cannot conduct free and credible elections in 2015. Dispelling the notion, INEC chairman, Professor Attahiru Jega who appeared before the Senate Committee on INEC, insisted that the exercise was not done to favour any candidate,

More developments are being introduced into the electoral system to ensure a more patterned and transparent election in 2015, it’s important not to tinge or handle electoral processes politically

Explaining further, he stressed that when the polling units are created, it will make the conduct of the 2015 elections easier and election results could be announced earlier than 48 hours as done in 2011. He said: “We are having displacement of people, with people leaving where they live and living in camps. It is a serious challenge, nobody can underestimate it but the hope of everybody in this country is that this is a temporary problem and you cannot begin to plan long term based on a temporary thing. “If we now say okay because people are leaving the north east, therefore the polling units you create in the north east should take care of people who have moved out, are we saying that this people are not likely to come back before 2015 or whenever we conduct the elections?” However, as pressure continue to mount from all quarters on the proposed plan, chairman of Senate Committee on INEC, Andy Uba (Anambra, PDP) warned INEC to stop creating additional units on the grounds that the timing is wrong. He also disclosed that if INEC goes ahead with the plan,the Senate will have no choice but to pass a resolution on the matter. The senator also advised INEC to educate the voters before thinking of creating additional units as more units at this juncture will create logistic problems. He said: “We have sent a letter to the INEC chairman, Prof. Attahiru Jega, and we expressed our reservations over the planned creation of additional polling units across the country. What he is doing is good but the timing is wrong. We are close to

an election year and we have so many displaced people in the north eastern part of the country. So where will INEC put the new polling units? “Wuse 2, where they have 4000 registered voters, now you know the inconvenience coming in, 4000 people standing in line, it is not possible for you to be accredited and then start voting, many people will come and turn back but it is a good idea but the timing is wrong. That is all we are saying.” “Nobody is saying what they did was wrong and some people are saying there is ulterior motive, there is no ulterior motives in it, that is not the issue.” He also added that, “If they continue with it, we will pass on our resolutions. It is simple and once we pass our resolution, is he going to go ahead that he doesn’t care? There are consequences when you say you don’t care, that is what it is but I know he is a gentleman and he is a man that keeps to his words.” “We had a meeting and sent him a letter, he should know his integrity. People are saying he is plotting, that is not our business. And I don’t believe that there is anything he has in mind against anybody or anything but all I am saying is that and all we are saying is that the timing is wrong. “ Furthermore, “it needs time for educating people to say I have moved your polling units to some other place. You will come there and by the time it gets to your turn, they will tell you your name is not here, your name is where the man doesn’t have time to tell you. “So it needs time to educate people to let them know that you are no more here, they have moved you to a different polling unit but it is good idea because it will decongest these polling units, 500 each. So, I pray that we have been working together and I know we will to work together,” he concluded However ,the chairman, Senate Committee on Environment and Ecology, Dr Bukola Saraki (APC, Kwara) has said that the Senate has not debated over the suspension of proposed new polling units and the statement credited to Senator Andy Uba on the issue was his personal views. According to Saraki, the same way the clamour for politicians not to interfere with the Nigerian Police Force as an independent body, so should people not also interfere with INEC. He said: “In the last few years, Nigeria’s electoral process has been witnessing salient changes. To a high level, candidates and masses are certain that elections will be won based on votes cast and counted legally, this is a development that we must commend the Independent Electoral Commission (INEC) for under the leadership of Professor Attahiru Jega. “This development does not only give confidence to electorate, it also compels political office holders to perform in order to avoid been voted out; these are good developments for our democracy as a nation.” “This has been seen in recent elections like Osun election where the voice of the people was heard through their votes. I also urge the organisation to ensure it puts in all effort to ensure 2015 elections emerge the best on the ground of transparency, independence and fairness.”

SCANDAL: Alleged Sexual Harassment Rocks DELSU By Kola Eke-Ogiugo, Asaba

Wild allegations of sex scandals and extortions are currently making waves at the Delta State University. Hundreds of female students have accused their lecturers of using their positions to intimidate them as well as demand for sex. Dependable sources hinted that majority of these lecturers from the Abraka campus often insisted that for female students to pass their courses, they must submit to sex demands. These allegations, have, however, created palpable tension within the environment of the school as most of the female students who allegedly refused to cooperate are subjected to payment of unspecified amounts of money. Authorities of the university, many of whom do not want their names in print, have described the allegation as frivolous, dismissing it as untrue. It was reliably gathered that major hotels around the Abraka campus, one of such a very popular hotel which starts with ‘B’ and ends with ‘B’, have remained a major haven of these randy lecturers. One of the notorious lecturers, our informed sources revealed, taught in the department of theatre arts. He is said to be insistent any student who declined his advances automatically failed his courses.

NABBED: Fake Journalist Arrested By Kola Eke-Ogiugo, Asaba

A middle-aged man simply called Mr. Gospel has been arrested by the Nigeria Police at Oleh, Isoko South Local Government Area of Delta State for posing as a member of the Nigeria Union of Journalists (NUJ). Gospel was arrested following a petition written against him by the NUJ Isoko Correspondents’ Chapel for not only assaulting the chairman of the chapel, Comrade Broad Robins Oghomu, but for parading himself as a journalist and a registered member of the union. In the petition, signed by the chairman and secretary of the chapel, Comrade Oghomu and Mark Onoweme respectively, Gospel was also accused of running an illegal association of practising journalists, which had been proscribed by the Delta State Council of the union early last year. Gospel and others reportedly attacked the chapel’s chairman during the PDP, Isoko South reconciliatory rally held recently at the Oleh Mini Stadium, demanding money from the chapel’s chairman in the name of the press.

MURDER: Soldier Kills Colleague In Fit Of Anger By Osa Okhomina, Yenagoa A soldier, Lance Corporal Muazu Haruna, attached to the 423 Battalion of the Elele Barrack in Rivers State and stationed at the Bayelsa State Government House went berserk and shot his colleague, a Staff Sergeant, Ishiaku Shuaibu. However, the incident, which occurred at about 10pm on Monday, did not disrupt the special dinner held few metres away to mark the 2014 Legal Year for the Judiciary with the state governor, Hon. Seriake Dickson present as special guest of the occasion. LEADERSHIP gathered that the soldier, who was in mufti at the time of the incident, snatched the service rifle of his colleague and shot him dead over unexplained issues. A security source told our correspondent that the killer-soldier had arrived from the Elele Military Barracks in Rivers State following the payment of duty allowances. It was gathered that while two other col-

leagues on duty left the post briefly to check some personal matters,the killer-soldier seized the opportunity to shoot dead his colleague. “He immediately ran away with the rifle and boarded a commercial tricycle popularly known as Keke NAPEP and headed towards hospital road.” According to the eyewitness, “the sounds of the gunshots attracted the policemen on duty at the Banquet hall, who intercepted and stopped the tricycle. The policemen initially did not know the shots killed the soldier, but upon interrogation and investigation, the bloodied body of the soldier was found at his duty post.” The policemen immediately arrested the killer-soldier and the tricycle driver. A security source, however, said the arrested soldier,who was taken to the Area Command Division of the police,has since been released to the Joint Military Task Force (JTF) following the intervention of an unnamed captain.

OIL THEFT: JTF Arrests 2 Ship, Captains, 6 Others BY Osa Okhomina, Yenagoa

Operatives of the anti-illegal oil bunkering squad of the Joint Military Task Force codenamed Operation Pulo Shield yesterday, arrested two ship captains and six other persons in a raid along the waterways of the Delta and Bayelsa states. The soldiers arrested the two ship captains during interception and arrested an illegal bunkering tugboat christened MV Tobester loaded with suspected illegally refine Automated Gas Oil (AGO) along Tonmogbene area in Warri South West LGA of Delta State. Seven suspected Crude Oil thieves were also arrested along Nonwa Tai road operating a truck containing 160 drums of stolen oil. The truck was destroyed while suspects were handed over to the JTF. According to the Joint Media Centre Coordinator, Lt.Col.Anka Mustapha, the arrested ship captains, Mr Akinfemiwa Bojo and the engineer, Mr Solomon Ogunlona,were arrested on board the impounded vessel and handed over to Sector 2 JTF for preliminary investigation before handing over to the prosecuting agency. According to him, “The arrested vessel is anchored at the Nigeria Port Authority (NPA). The troops also discovered an illegal oil bunkering hose connected to Nigeria Petroleum Development Corporation (NNPC) with two Cotonou boats filled with suspected stolen crude oil. The items were destroyed in situ in line with the mandate of the Task Force.” “Thirteen illegal oil distillery camps were also brought to extinction around Gbarum Market in Southern Ijaw Local Government Area of Bayelsa State where oil thieves operate with plastic tanks filled with suspected illegally acquired crude oil. The sites and the equipment were destroyed along with the trucks and products.”

Scandal: Local Education Chief Accused Of Sexual Harassment By Kola Eke-Ogiugo, Asaba

A fresh sex scandal and wild allegation are currently threatening the relative peace at the Oshimili South Local Government Education Authority Asaba, Delta State, following allegations of sexual perversity and other related acts in the office. It was reliably gathered that a head of department within the office has been allegedly involved in sleeping with some of the female teachers, including some of the female workers right in his office. As it were, this said officer has assumed the defacto overall head within the office

as most female teachers asking for transfer are allegedly subjected to sexual intercourse in his slaughter slab before they are given letters. But some of the officers who spoke on condition of anonymity described the story as untrue, adding that it was a ploy to tarnish the image of the local government education authority. Unconfirmed sources said that apart from the sex scandal rocking the local government education authority, there are also wide allegations of bribe taking and other related acts among the officers who, during posting of teachers, are involved in sharp practices.

THEFT: Police Nab 4 Power Equipment Thieves BY ANAYO ONUKWUGHA, Port Harcourt

The Rivers State Police Command has arrested four persons suspected to be involved in energy equipment theft from facilities of the Port Harcourt Electricity Distribution Company (PHED), in a private estate in Port Harcourt, the state capital. A statement issued in Port Harcourt yesterday by the manager, corporate communications, PHED, Jonah Iboma, described the arrest of the four persons as part of efforts towards addressing the problem of energy theft. Iboma said, “As part of efforts towards addressing the problem of electricity theft, the Nigeria Police Force, Rivers State Command, has arrested four suspected energy thieves in Port-Harcourt. “The event which took place on Friday, came on the heels of series of complaints made by the Port Harcourt Electricity Dis-

tribution Company (PHED), on the incessant by-pass of electricity meters by some of its customers. “Before the arrest, occupants of the estate had earlier been disconnected by the energy distribution company for default on paying consumed energy bills, illegal reconnection and meter by-pass (diversion of load) to which, penalties papers were served on the occupants of the buildings. “But they rebuffed the entreaties, went ahead to purchase another set of wires and got the place reconnected illegally.” “Earlier, advice offered by the PHED for the consumers to desist from such illegal acts fell on deaf ears. Rather, they resorted to threatening the lives of the staff boasting that ‘nothing will happen.’” “As a result, the estate and other recalcitrant consumers were reported to the law enforcement agency, which led to the arrest of some of the occupants in question.”

KIDNAPPING: Gunmen Abduct Varsity DVC In Ogun BY Gbenga Adeboye, Abeokuta

The deputy vice chancellor, Tai Solarin University of Education, Ijagun, Ogun State, Prof Olusoga Olusanya , has been kidnapped. The DVC was on his way from Federal University of Agriculture Abeokuta where he had gone on official assignment when he was abducted by suspected kidnappers. He was said to have visited FUNAAB where he served as an external invigilator at the ongoing postgraduate examination and was returning late Monday evening before he was way laid at a failed portion of the OdogboluIjebu- Ode-Ore- Benin expressway. Suswam To Kwankwaso: No PDP Gov ‘ll Join APC By GEOrGE AGBA, Abuja Benue State Governor Gabriel Suswam has faulted the claim of his Kano State counterpart, Rabiu Kwankwaso that some Peoples Democratic Party (PDP) governors had concluded plans to dump the ruling party for the All Progressives Congress (APC) ahead of the 2015 general election. Fielding questions from journalists yesterday at the presidential villa alongside Ondo State Governor Olusegun Mimiko on Kwankwaso’s claim that more PDP governors

would dump the party for the APC, Suswam insisted that the claim was a mere hallucination. Mimiko, a new entrant in the PDP fold, also claimed that apart from from Osun State that had already been decided, the PDP would sweep other states in the South West, including Lagos in the 2015 elections. Refuting Kwankwaso’s claim on PDP governors’ defection, Suswam said, “It is unfortunate that the APC has continued to speculate. They don’t have confidence in themselves. So, they keep speculating that PDP governors will join

them. If I’m sure of myself, I won’t be calling for added troops from the enemy’s camp to come. “They know they will not win until the PDP joins them even now with the strength they have. Kwankwaso was elected on the platform of the PDP. He has added value, so to speak to the APC. “They now discovered lately that in spite of that they can’t make any progress and so they are now speculating and hoping against hope. ATM Charges: Timi Frank Sues CBN

A human rights activist, Mr. Timi Frank, has dragged the Central Bank of Nigeria (CBN) before the Federal High Court in Abuja, asking it to restrain the CBN from further implementing its reintroduced N65 charges on cash withdrawals from other banks’ Automated Teller Machines (ATM). The new CBN governor, Godwin Emefiele, had on August 13 announced that a customer, who makes cash withdrawals from ATM of banks other than his/hers, would be charged N65 at the 4th withdrawal within a month. The policy took effect na-

tionwide on September 1. Emefiele’s predecessor, Sanusi Lamido Sanusi had in December 2012 abolished the earlier N100 charge per withdrawal on other banks’ ATM. But Frank had argued in the suit that the decision by the new CBN governor to reintroduce charges on cash withdrawals from ATM is “retrogressive and a negation of the cashless policy currently being propagated by the CBN.” In his statement of claim, Frank is asking the court to hold that such charges are not only discriminatory against the poor, but also capable of discouraging saving on the part of the low income earners.

Governor of Adamawa State Bala James Ngilari has extended olive branch to the erstwhile members of the Peoples Democratic Party (PDP) to come back to the party’s fold. The call is seen as an attempt by the governor to woo back a large chunk of members of the party who defected to the APC when Governor Murtala Nyako and former Vice President Atiku Abubakar defected to APC. Ngilari who said he is set to restore the winning ways of the party ahead of 2015 general elections urged all aggrieved members to join hands with him in moving the party forward saying he is ever ready to welcome them back into their former house. The governor’s call was sequel to the mass exodus of the party’s members and chieftains to the All Progressives Congress when two heavy weights of the party namely former Vice President Atiku Abubakar and Governor Murtala Nyako defected to the opposition party with their teeming supporters and loyalists.

Ibadan Inferno, Unfortunate – Akala Former Oyo State governor, Chief Adebayo Alao-Akala has commiserated with victims of the last fire inferno that occurred at the Molete round-about in Ibadan. The former governor in a statement in Ogbomoso yesterday recalled that the inferno which occurred on Saturday night claimed lives with several shops burnt to ashes. The inferno erupted after an articulated vehicle conveying petroleum products fell while trying to dodge a pothole at the round-about. Housing/Vehicle Loans: Delta Disburses N3.4trn To 5,394 Civil Servants By Kola Eke-Ogiugo, Asaba

The Delta State government yesterday said it has disbursed in the last 13 years a total of N1.551billion to 741 public servants as housing loans, while N1.877billion was disbursed to 4,653 public servants as vehicle loans under different cadre and salary grade levels.

The state head of service, Sir Paul Evuarherhe who addressed journalists in Asaba ahead of the public service week, explained that the car loans were aimed at assisting civil servants to purchase cars stating that the minimum loan released to workers is between N400,000 to N450,000 while the maximum is N1.5million based on grade level

Sir Evuarherhe disclosed that the state currently has a total of 51,604 workers in the state public service excluding primary school teachers whom he said have been under local government. He stated that a total of 1,492 were removed from the state public service in 2013, while be-

TMG 2015 Website: Telling Eletion Stories Through Data By Armsfree Ajanaku

Since Nigeria’s return to civil rule in 1999, elections have remained contentious with political campaigns assuming the character of unbridled warfare. Added to this reality is the trust deficit that so often defines the electoral process, leading to lengthy litigations and the loss of valuable governance time. The structural deficiencies and limitations of political actors that undermine Nigeria’s electoral processes bring a lot of questions to mind. How does the Independent National Electoral Commission (INEC), political parties, Civil Society Organisations (CSOs), media and other stakeholders plan, manage and review elections? How much rigour goes into understanding the figures behind the general stories? Where do these stakeholders get the data with which they make crucial election – related decisions and analysis? And what exactly are the implications of planning without data or using data that is neither collected systematically nor reliable? The planning and conduct of elections by INEC should ideally be informed by the availability of data on a wide range of issues. These issues may include the credentials of registered voters, number and location of polling units and the number of political parties who field candidates. As a means of improving the electoral process, the Commission also needs to access and use election – related data collected using proven methodologies like the Quick Count or Parallel Vote Tabulation (PVT). Credible election observation data, especially those collected using the Quick Count

are also critical for political party preparations ahead of elections. With accurate data, political parties will be able to provide effective answers to the fundamental questions around campaign strategy, election monitoring and other milestones that are crucial for winning elections. It was in response to the need for accurate and accessible data for the purpose of planning, reviewing and increasing countrywide understanding of Nigeria’s elections, that the Transition Monitoring Group (TMG) hoisted the election website www. tmgtowards2015.org in August, 2014. www.tmgtowards.2015. org offers Nigerians accurate data on the 2011 presidential election. The data on the website was collected by 3000 Quick Count observers deployed to a representative random sample of all of Nigeria’s polling units.

The website explains in detail the methodology deployed with countrywide analysis of opening of polling units, adherence to voter accreditation procedures, deployment of political party poll agents, voter turnout and the official results of the 2011 presidential election. On the whole, the website tells the story of TMG’s deployment of the Quick Count election observation methodology during the 2011 presidential election. Quick Count is a globally tested election observation methodology that deploys statistical principles, Information and Communication Technologies (ICT) and trained non-partisan observers to assess the process of elections and to verify the results released by Election Management Bodies. The methodology provides the most accurate systematic nationwide information on the conduct of Election Day processes. Quick Count quantifies the degree to which procedures were followed or problems occurred. This allows for a precise description of the conduct of an election, the ability to show variation across zones and states, and serve as a baseline for assessing improvement over time. As the 2015 general elections approach, there are several lessons that can be learnt by election stakeholders from the data on the TMG election website. In this present era where indigenes of Borno, especially the southern Borno have suffered untold and huge insecurity problems, one thing that comes to mind is the welfare of the people. Who will work with the governor to rescue and continue in his strides of welfarism towards his people in the next political dispensation as the election draws near? The political trend of Borno State in the area of welfare and development can be traceable to the past, having recorded considerable success in spite of the fragile peace in the area. Lots of people have come up with reasons for their intention to run for different positions in the forthcoming general election but who amongst them

has the spirit of commitment and dedication going by their antecedents? As we look forward to 2015, there are some important sterling qualities that ought to be considered in those contesting elections rather than poeple getting blinded with sentiments. Antecedents of how those running for the various positions fared in the last elections matter and count a lot. Unfulfilled campign promises by the various aspirants in the last elections should not be swept under the carpet . The prize paid by innocent people of Maiduguri and Boron State in general when they came out to register and cast their votes under the scorching sun should not be treated or dismissed with levity.

It may be quite needless to mention names, but there are some who served at the state level and did wonderfully well that when given a second chance as they proceed to the upper echelon of political responsibility, they can do more to deliver the dividends of democracy to their people. Every average Borno indigene at this point, should be able to identify those few but credible ones who truly have the state of affairs of Borno people at heart and who are ready to stake their ambition for the general good of the people. To Jibrin Satumari, basic amenities are and ought not to be luxury but necessities. To him, it is quite unacceptable that the downtrodden should remain in penury all in the name of trying to earn a living. His

heart is superfluous and every human being according to him deserves to be happy. Hon. Jibirin Satumari had redefined what the the polity of self aggrandisement is to polity of responsibility and carriage by operating an open door policy and carrying everybody along; thereby making all that comes his way count. If truth is to be told and sincerity is to embraced, the time to prove and decide on what we want and what we need as a people is now. The Clara Chime’s ‘Wahala’

F

ew months back, the organised civil society community in Nigeria were attracted to the outcry by the wife of the sitting governor of Enugu State that her husband and indeed a senior lawyer and one time Attorney General of Enugu State Mr. Sullivan Chime allegedly incarcerated her illegally within the premises of the Enugu State government house for months and has consistently disallowed her from receiving visitors on some nebulous ground that she was emotionally imbalance or so. As information filtered out from her alleged ‘detention’ facility within the Enugu State government house, many civil society groups protested and urged the Federal Attorney General of the Federation and minister of Justice Mr. Mohammed Bello Adoke (SAN) and the National Human Rights Commission (NHRC) to intervene and release her from the alleged imprisonment. The Human Rights Commission sensationally got involved and nearly burnt her reputation when its Executive Secretary Bem Angwe had reportedly alleged that the allegedly incarcerated of the first lady of Enugu State had emotional and psychological issues that made it imperative for her husband to take steps to search for the best medical solution. When the press reported this version of the interim report of the Human Rights Commission which came out even without any valid medical and psychiatric test, reactions trailed this assertion from the Rights commission from many concerned human rights activists who felt that the Rights Commission rushed into judgment without availing itself of all evidence to warrant a conclusion that indeed Mrs. Clara Chime was never detained and that she had emotional problems. The Human Rights Commission then denied the media reports that it has issued a clean bill of health to the governor of Enugu State even as it stated that it will inaugurate a transparent probe of all the allegations of illegal incarceration made against the state governor by his wife. Till date Nigerians are still kept in the dark. As the controversy lingered on, the Lagos – based cable television Channels TV got an exclusive interview which it showed the first lady of Enugu state who narrated her alleged ordeals in the hands of her husband and she indeed vowed never to return to her embattled marriage. She said that she has decided to call it quit and has headed to the court of law to seek legal redress. The Channels televised the exclusive interview in the following way: The name Clara Chime lately rings the bell regarding the controversies surrounding her life as the First Lady at the Government House, Enugu. As Governor Sullivan Chime’s wife, she was in the public eye for five years until things began to fall apart. She reached out to a member of the human rights community, Femi Falana to help save her from her husband. Breaking her silence in this exclusive with Channel TV’s Sola Seyela, Mrs. Chime recounted her ordeal in the hands of her husband, and thanked Nigerians for coming to her rescue. Asked to narrate the issues the embattled first lady of Enugu State stated thus; ‘’He accused me of so many things, like the way he just told the whole world that I have mental problem; that my friends are into diabolical stuff, which I don’t even know about. I don’t even know about it. There are lots of things he said, I don’t know where he got them from. I don’t even know what to say about my husband. All I can say is that I wish him the best in life because he is the father of my son’’.

CIVIL SERVICE REFORMS AND REMUNERATION • Distribution of Cheques to Retirees and Families of Deceased Pensioners of the 23 Local Governments, Local Government Education Authorities, Emirates Councils and Chiefdoms • Capacity building programmes aimed at improving the efficiency of workers while Government also paid salaries and allowances as at when due. • Payment of Leave and Transport Grants (LTG) to all civil servants in the state. • Payment of six year arrears of the LTG owed staff of the Kaduna State Water Board (2005-2011). • Increment of workers’ salaries by 30% and implementation of the N18, 000 minimum wages. • Upgrading facilities at the Staff Development Centre, Kakuri by rehabilitating existing infrastructures and providing modern instructional facilities. • Enjoys cordial industrial relations with all labour unions in the state.

Equally important, the governor was able as promised to continue with all the good legacies of his predecessor late sir, Patrick Ibrahim Yakowa, and his untiring efforts and commitments towards entrenching peace and harmonies coexistence of citizens of the state regardless of political or religious affiliations. Specifically, Governor Yero’s steady strides in Kaduna State includes but not limited to the following areas:PEACE AND SECURITY • Procurement of 40 well equipped patrol vans for ‘Operation Yaki; refurbishment of all patrol vans used by ‘Operation Yaki’ and distributed same to Police Divisional Headquarters across the State. • Convening of the Peace and Security forums which have been replicated in all communities across the State. • Peace award to Governor Yero by the Global Peace Movement, an international peace and conflict management organization, in recognition of his hard work and dedication to building bridges of understanding. • Personal visits by Governor Yero to communities attacked by unknown gunmen to commiserate with the people and promptly bring emergency relief to victims. • Implementation of community dialogue forums aimed at providing regular platforms for the people to interface and amicably resolve conflicts before they escalate.

AGRICULTURE • Revival of all moribund food processing companies owned by the State Government, i.e. The Ikara Tomatoes Company, The Kachia Ginger Processing Company and the Makarfi Sugar Company. • Fertilizers distributed to farmers at 60 percent below the market price. • Distribution of free fertilizers to peasant farmers across the State. • Loans to interested farmers. HOUSING • Construction of a total of 473 housing units across the three senatorial zones in the State located in Zaria, Kafanchan and Kaduna Millennium City. • Construction of 3,000 units of houses under its Public Private Partnership (PPP) model with Trans Atlantic Integrated Development Limited. ROAD CONSTRUCTION AND TRANSPORT • Completion of 32 new roads awarded in 2012. The ongoing roads inherited by the Yero administration are at various stages of completion. • Several urban roads have also been rehabilitated through the direct maintenance operation of the Kaduna P Works Agency (KAPWA). • The Yero administration through the SURE-P scheme procured 700 tricycles 40 Nissan taxis, 35 Hiace buses and 15 Luxurious buses used for transportation within the State. • The recapitalisation of the Kaduna State Transport Authority (KSTA) by providing it with additional buses to improve both its intra and inter transportation operations. RURAL ELECTRIFICATION • The electrification of 20 rural communities which have been connects the national grid. • Eleven (11) communities have also benefited from feeder roads. • Electrification of Zunuruk community in Kaura LGA. • Electrification of Ungwar Makera and Bina villages of Zaria Local Government Area. • Rural communities are benefiting from electrification projects, roads construction, primary health care centres and water supply schemes. WATER SUPPLY • Completion of about 759 hand pump bore holes and 36 solar powered boreholes. • Work on the Zaria Water Project has reached advance stage. • The expansion phase of the Zaria Water Project which is to provide water for five additional LGAs.

Business development programme for 1,200 graduate youths aimed at enhancing their capacities to develop viable business plans. The annual Kaduna International Trade Fair where investors from all over the World come to showcase new innovations and opportunities. Reopening of the Ikara Food Processing Company, concessioned to Messrs Springfield Agro Limited. PAN Limited recently launched the 301 model, signifying the return of the factory to full operations.

SPORTS AND SOCIAL DEVELOPMENT • Hosting of Nigerian Super Eagles international matches between Nigeria and Cote’d Voire and between Nigeria and Burkina Faso. • Funding all sporting activities involving contingents from the state. • Procurement of a new luxury bus for the state football team; the Kaduna United Club. • Prompt payment of salaries and allowances of coaches, players and other officials of the club. • The first State to host the Peoples Democratic Party (PDP) Football Championship. RESPONDING TO CITIZENS WELLBEING AND SPECIAL INTERVENTION • Disbursement of N41 0 million as assistance to victims and places of worship affected by the 2011 post-election crisis. • Payment of compensation of about N400 million to victims of the 2012 flood disasters that ravaged parts of the State. • At Birnin Gwari, Attakar and Aduwan Gida, the Governor visited families of victims of attacks while instructing that hospital bills for injured survivors be paid in full by the State Government. • In a show of uncommon concern for the wellbeing of citizens of the State, Governor Mukhtar Yero personally built a six room apartment for an octogenarian in Rigasa Area of the State.

ENVIRONMENTAL CONSERVATION & SANITATION • Every last Saturday of the Month has been maintained for State wide environmental sanitation exercise. • The administration through the Kaduna Environmental Protection Agency (KEPA) has provided vehicles for waste collection and disposal across the State. • There are environmental workers who move around the State capital to ensure cleanliness on daily basis. • The State Government has also been on the forefront of campaign against indiscriminate dumping of refuse, especially in drainages and other public places. This has helped in reducing the menace of erosion and flood. COMMERCE & INDUSTRY • Formulation of friendly tax and revenue collection policies. • Provision of additional opportunities for Small and Medium Enterprises to grow in the state in order to reduce poverty and create jobs. • A positive rating by the notable Fitch Rating Agency, rating the economic outlook of Kaduna State as B+ with bright outlook and suitable for investment. This led to influx of foreign and local investors to the state. • Takeover of Zaria Pharmaceuticals Company by a foreign company through the Public Private Partnership (PPP) arrangement. • Training of 6000 youths selected from across the 23 LGAs, in various skills. Each beneficiary will receive startup capital with which to establish their own businesses.

USING SURE-P FUNDS TO TRANSFORM KADUNA STATE • Released funds under the scheme to all the 23 LGAs for implementation of direct intervention and empowerment programmes at the grassroots level. • 7,600 Youths and Women selected from across the 23 LGAs for an intensive skill acquisition training scheme under the SURE-P funds • 1,000 tricycles have been distributed to beneficiaries after the ban on activities of commercial motorcycle operators in parts of the State. CONCLUSION As we look forward to the years ahead, Gov. JP Morgan Chase Posts $5.6Bn Profit

US banking giant JP Morgan Chase has reported a $5.6bn (£3.5bn) profit for the three months to 30 September. The quarterly results represent a marked improvement on a year earlier, when the bank made a $380m loss. This was the result of setting

aside billions of dollars to settle charges relating to the sale of mortgage-related investment products. Separately, rival Citigroup posted profits of $3.44bn and said it would exit consumer banking in 11 markets. JP Morgan and Citigroup are the first major US banks to

report third-quarter results. Other big US banks will post their results later this week. The JP Morgan results were due to be published at 08:30 local time (13:30 BST), but were posted early. They showed total revenue for the quarter of $25.2bn, up 5% on a year earlier. Revenue at the investment banking business fell by $600m, with profits down by 34%. Revenue at the asset management arm grew by $250m to $3bn, with profits up 20%. “Our businesses continue to perform well,” said chief executive Jamie Dimon. “While challenges remain in the global economic recovery, the US economy is an exception, showing signs of steady improvement. “Corporate America is in good shape, with strong balance sheets, and employment trends continue to be positive.” Citigroup saw its profits rise 7% to $3.44bn on revenues of $19.6bn.

Oil Prices See Further Declines Global oil prices have fallen again amid worries about slow global growth and reports that key oil producers want to maintain current output levels. Brent crude fell to a near four-year low of $87.74 a barrel earlier, before recovering some ground to $88.46. US light crude oil was down

Speaking at a news conference during the 2014 IMF–World Bank Annual Meetings in Washington, D.C., Mr. Marah said that he had recently met with the finance ministers of Guinea and Liberia to explore a post-Ebola strategy. “We have decided that we will come up with a holistic strategy that we will share with our partners, both bilateral and multilateral,” Marah said, adding that the three ministers had resolved to “use

country strategies to be able to help our countries out.” Marah recalled that thanks to its strong mining sector, Sierra Leone had for the last few years been one of Africa’s fastest-growing economies, saying: “Our growth rate for this year was set for 11.3 percent, we were doing well and our macroeconomic fundamentals were also strong. We were doing well on roads, on energy, on tourism, on agriculture.” Foreign investment flows were also buoyant as the country attracted major companies, Marah stated, adding that the government was even reviewing its 2035 target date for Sierra Leone attaining middle–income country status, with a view to bringing the date forward.

Controversy Over Kano Pillars Basketball Team Travel Plans By Ishaku Kigbu, Abuja

The travel plans for Kano Pillars basketball club to the Zone 3 basketball zonal championship in Burkina Faso is generating controversy in Kano with allegations that the club is scheduled to hit the West African nation by road rather than air. However, the team’s coach, Sani Ahmed has distanced himself from the allegations that the team preparing for the Zone 3 basketball club championship are being shortchanged and made to hit Burkina Faso by road instead of by air allegedly planned for by the state government. Concerned basketball enthusiasts had raised the alarm that, Pillars, Nigeria’s most successful basketball club side are failure bound at the continental zonal showpiece coming up in Burkina Faso this month end because they will have to travel by road to Ouagadougou via bus which will not be comfortable for the over 25 persons on the

trip including most of them above 6 feet. They fear the tall players will be cramped in a Toyota Coaster bus for a journey that is over 25 hours by road. According to the enthusiasts, only Kano Pillars representing Nigeria will be travelling by road; a situation not too palatable for the club and boys when even privately owned teams will be flying by air to the tournament. They also alleged this is happening because the state director of sports Ado is not in tune with the current dynamics of the game and berated the state commissioner of sports for failing to recognize other sports than football. It was also alleged that only five days was approved for the players’ camping which the source revealed is already affecting the moral of the players and called on the governor, Rabiu Musa Kwankwaso to see that the team does not travel by road. But reacting to the

allegations, Kano State director of sports, Ado Abdullahi debunked all the allegations stating that the ministry of sports in the state acted on the camping programme submitted to it by the head coach of the team, Sani Ahmed. He said no decision was arrived at without the input of the coach. “We agreed on the camping and travel schedule based on the recommendation of the coach. We agreed that the team will first camp in Kaduna, then travel to Niger Republic capital Niamey by road and camp again for more days before traveling by road to Ouagadougou Burkina Faso by road which is just four hours by road. There is no iota of truth in the allegations, we did not shortchange the team or any travel arrangement; all we have arrived at was agreed with the coach.” Abdullahi said. Sani Ahmed, the coach of the team reacting to whether the boys’ moral are low said.

Super Eagles caretaker coach, Stephen Keshi is confident that his team will still qualify for the 2015 Africa Cup of Nations in Morocco, but insists that the current problems with the team has nothing to do with his tactical prowess. Keshi claims some individuals are sabotaging his efforts and the team. Keshi, whose team lie bottom of Group A in the 2015 AFCON qualifiers with just one point after three matches stated this yesterday after receiving the prestigious LEADERSHIP Sports Person of the year award for 2013.

Represented by his brother and manager, Emmanuel Ado, Keshi commended LEADERSHIP Newspaper for the honour, saying the award will spark the team up for the task ahead. “Recognition is always a welcome development and we thank LEADERSHIP Newspapers Group Limited for recognizing him as sports person of the year 2013.”Coming at a time the team is not doing well is an indication that the team will rise again. he sheer scale of human suffering in West Africa in relation to the Ebola outbreak is spelled out in black and white with the current numbers from the World Health Organization (WHO). As at October 8, 4,032 fatalities have been recorded, with Liberia recording the highest thus far with 2,316; there were 930 in Sierra Leone, 778 in Guinea and 8 in Nigeria this year. It’s been spoken of over and over again: the sub-region’s Ebola outbreak is the world’s deadliest to date and the WHO has declared an international health emergency. Apparently, many rural communities in Africa view Ebola with much the same fear and misunderstanding as westerners did when the AIDS epidemic began, and have sometimes turned on overstretched health officials struggling to contain the epidemic. Ebola is a viral illness of which the initial symptoms can include a sudden fever, intense weakness, muscle pain and a sore throat. Subsequent stages are vomiting, diarrhea and - in some cases - both internal and external bleeding. The disease infects humans through close contact with infected animals, including chimpanzees, fruit bats and forest antelope. It spreads between humans by direct contact with infected blood, bodily fluids or organs, or indirectly through contact with contaminated environments. Even funerals of Ebola victims can be a risk, if mourners have direct contact with the body of the deceased. In Liberia alone, the Ebola epidemic is insidiously decimating the population of the country and social and economic life there is literarily on a “standstill”. The situation there is so severe and gloomy that the president, Ellen Johnson-Sirleaf, had to declare a state of emergency in August, as the country continues to grapple with the outbreak of the deadly Ebola virus. communities, in an attempt to halt the Ebola epidemic. The spread has also been overwhelming health workers and health facilities, with reports that doctors were forced to turn patients away at one of Liberia’s main Ebola isolation wards, a sign many were belatedly coming forward. The Ebola epidemic has also effectively crippled the country’s economy due to the “lockdown” as most economic activities are virtually non-existent. The same gloominess and ominousness applies to other affected countries across the West African sub-region. This has consequently elicited somewhat “stringent and draconian precautionary measures” by other countries in attempts at ensuring the virus doesn’t find its way into their borders. Such measures include alienating Africans, the imposition of travel bans on African nationals and refusing Africans entry into such countries. There have been reports that some countries have been unduly unfair and excessive to Africans at entry points. However, it should be known that effectively tackling the Ebola scourge should be embarked on from the source. To stop the spread of Ebola we need to go to its source, control it and stop its spread from there. The latest figures from the WHO show that this is far from happening. The source here is the West African countries of Guinea, Liberia and Sierra Leone. The tragedy of Ebola is that we know how to tackle the disease, and with the right resources, information and on-the-ground support, this disease can be “nipped in its bud”. The Ebola outbreak in West Africa is already a global threat to public health and it’s vital that the international community remain at the forefront of responding to the epidemic. Even so, without mass mobilization of the world to support the affected countries in West Africa, it will be impossible to get this disease quickly under control, and the world will have to live with the threat of Ebola for a lot longer than necessary.

The general international response has, up to this moment, been slower than the rate of transmission of the disease. This slower-than-the-virus response has got to change. The acceleration of the translation of commitment to physical facts on the ground is what is urgently needed now. Commitments on paper and commitments during meetings are good, but commitments as physical facts on the ground are best. The international community needs to step up to the plate and deliver additional resources, not just money but trained medical and clinical personnel to lead efforts on the ground. To prevent what is currently a crisis from becoming a catastrophe, effectively tackling the Ebola epidemic in West Africa will involve building of “Ebola hospitals” in affected countries, consisting of treatment centres and an Ebola training academy. The Nigerian experience could be replicated in curbing the spread of Ebola by effectively utilizing more aggressive and consistent public awareness campaigns, and tracking all possibly infected individuals who came in contact with the primary carrier of the disease; quarantining, observing and treating them. There’s every possibility that, had the late Sawyer come into Nigeria via another state, perhaps we would be singing a bitter tune. An example is the continuous and lingering polio cases (already eradicated in most countries) that still exist in some parts of the country. Furthermore, the provision of technical assistance by international health organizations, through the deployment of a multidisciplinary team of experts involved in a range of outbreak response activities such as surveillance, communication and social mobilization, infection control, logistics, data management is needed in combating this epidemic. The direst need in West Africa and the affected countries is for

doctors and nurses. A large number of healthcare workers have been infected in this outbreak and a majority of them have died as a result. The other need is for hospital beds, as the most affected countries are short of beds (according to the WHO Liberia needs 2,300, Sierra Leone nearly 900 and Guinea 50). Without the hospital beds, infected patients are turned away- back into their communities, thus infecting others. Hazmat suits should be made available for health care workers and West African countries should temporarily close their borders to affected countries, until such a time the epidemic can be controlled. In addition, although there has only been a handful of Ebola cases spreading beyond West Africa, governments around the world should ramp up precautionary measures. Temperature screenings at airports should be introduced at all points of entry and exit in all countries. Ultimately, the world needs to know that, to get ahead of this disease, we have to collectively rise to the challenge. We can collectively contain it and beat it. We know how to do this; it may sound a little complicated but it is doable. It just requires a large focus of resource and effort to deliver it.
