vents dear boy, events. That was former Prime Minister Harold Macmillan’s response to a journalist who asked what is most likely to blow his government off course. St Helens Council knows exactly what Macmillan, who was Premier from 1957-1963, meant. After all, 2017 was meant to be the year that councillors could get all the tricky policies through without having to worry about borough elections. They could crack on with their long list of ‘Things Too Hard To Do In An Election Year’. These included hot potatoes such as the Local Plan, possibly axing lollipop patrols, introducing green bin charges and withdrawing school uniform grants to poorer families. And then Theresa May dropped the mother of all bombshells - there would be a General Election on June 8. Unfortunately for St Helens’ ruling councillors, most of the above has been in motion for months, so there could be no rowing back. It means councillors are now left clasping a list of massively unpopular policies just at the time that voters are getting ready to make their mark. The timing couldn’t be worse. Council chiefs will tell anyone who will listen that most of the above is because of government cuts or targets. But politics, even at a local level, is all about choices. And some of those choices have been hard to swallow. Will folk locally go into the voting booths with their mind on local or national issues? Whatever happens, June 8 will be very interesting...

Lollipop patrols face axe Every school across St Helens could lose their lollipop man or woman. Councillors have agreed to consult on a series of cost-cutting measures, which includes possibily making them all redundant. Other options include axing patrols in “low-risk” sites or those which already have traffic calming measures in place. There is also the potential of simply transferring the responsibility of providing a crossing service to individual schools. It comes as St Helens Council looks to save around £130,000 a year. A report, endorsed by councillors, said: “The council operates a School Crossing Patrol (SCP) at 39 designated school sites, as a discretionary service.

“Recruitment of staff into this service is recognised nationally as challenging. The age profile of the current staff group shows an average age is 63 years. The typical working day offers a very unattractive prospect for employees, as it places a demand across the entire day, for a cumulatively small number of paid hours. “It is intended to carry out a consultation based on the following options; cease to offer a traditional SCP Services; transfer the responsibility of delivery to schools (or) disestablish low risk sites and those with engineering measures. If the SCP Service were to cease, all school crossing patrol staff would potentially be at risk of redundancy. All staff would be offered redeployment and support in accordance with the council’s redeployment policy. “If the Governing Body decide to deliver the SCP service then the current employees assigned would be employed by the Governing Body.”
Consultation date change Lollipop patrols were brought in following the School Crossing Patrol Order 1954. Technincally, councils do not have to provide such a service as they are classed as “discretionary”. In light of budget cuts, a number of authorities across the UK have started reviewing whether to withdraw or amend their patrols. St Helens Council’s public consultation was due to start this month. However, due to the snap General Election being called, a blanket ban on such activities means that a new date will have to be arranged. A decision on this date hadn’t been made as Local Life went to press.

Closure rumours denied Health bosses have denied claims that Billinge Clinic is to close. St Helens Clinical Commissioning Group said there are no plans to axe the Rainford Road facility. It’s believed rumours may have started due to a review of where some admin staff in the building are based. Mike Roscoe, assistant director of operations for St Helens at North West Boroughs Healthcare NHS Foundation Trust, explained: “We currently deliver health visiting, school nursing and podiatry services from Billinge Clinic and have no plans to stop providing these services from this location. Over the past couple of months, we have been reviewing where our staff are based to ensure we
are efficiently using space across the borough, but this should not impact on the services patients receive from our Trust.” A spokesperson for NHS St Helens Clinical Commissioning Group added: “Billinge Clinic remains operational and there are currently no plans to close the building. Any future requests from the service providers to transfer services would be subject to discussion and agreement with us. “There would also be an obligation to engage with patients before such a decision could be taken.”

Members of Rainford Heritage Society are asking locals to help them locate any old bottle dumping sites in the parish. It comes after a glass Keros container was discovered during building works for the new Boys’ Brigade hut at the rear of Rainford Parish Hall some years ago. Street pastor volunteers wanted St Helens Street Pastors are looking to expand their team. They want to expand the current team from 10 pastors, including three recruits who are currently undergoing training. The pastors partrol on the second and fourth Fridays of each month between 10.45pm and 3.30am and provide assistance to anyone that may need help getting home or someone to talk to. However, their vision is to be be present on the streets every Friday and Saturday night in the town centre, offering practical help to the community. In order to achieve this year round, approximately 40 volunteers would be needed.
Volunteers would be asked to commit to one night a month to offer support to people in a vulnerable state. The team provide a number of small, practical aides such as handing out flip flops to people struggling to walk in heels, space blankets to keep people warm and water, biscuits and sweets. The Pastors also provide a friendly face and a listening ear to anyone that wants to be heard and clean bottles and cans off the street. Charging begins St Helens’ controversial charging scheme for green waste begins on June 5. Councillors argued that it will help plug the £7.4m gap in the council’s coffers. A new website at www.sthelens.gov.uk/ gardenwaste has now been set up for people who are willing to stump up the £30 a year charge. Those who sign up by phone will pay £35. A council spokesman said: “Almost half of all councils in the UK now charge for green waste collection, which is not covered by Council Tax. The charge will apply to registered residents for the fortnightly collection of garden waste, which currently costs the council £931,000 per year in
Volunteers needed Hundreds of youngsters are stuck on Scout group waiting lists because there aren’t enough adult volunteers. Currently, there are 20 groups and six Explorer units across St Helens and Knowsley. These are providing activities for around 1,000 youngsters. However, a shortage of volunteers means waiting lists are growing. Terry Gregson, of St Helens Scouts, is now appealing for more people to step forward: “The popularity of scouting has meant that many more young people want to join the organisation, but hundreds of them are stuck on waiting lists across St Helens and Knowsley, as many of the groups are full. “The only way to alleviate the problem is for more adult volunteers to become leaders and helpers to allow the organisation to grow, and let more girls and boys ‘join the adventure’. The proposal for Sandwash Business Park, on Sandwash Close, was rejected mainly due to its location and accessibility.
However, in explaining its decision to refuse permission, St Helens Council stated: “The proposal by virtue of its location as an out of centre premises situated in the main body of an industrial estate is unacceptable. The location of the site is not sympathetic to the proposed use and, given the nature of the use, it is not an appropriate environment for a leisure facility of this nature.”

Central Library. The St Helens town centre facility had been due to reopen by now. However, a maintenance survey has thrown up some urgent repairs which means it will remain closed for the time being. Specialist staff are currently working to establish exactly how long the Library will need to be closed for. Prior to the closure, all stock loaned out was issued with a return date of Tuesday, May 2 to ensure items were not due back until the library reopened. As Central Library will now remain closed until the work is completed, all items still on loan will be renewed one more time until Wednesday, May 31. But this does not apply to any items borrowed from other libraries in St Helens. Haydock Library will also be open for longer on Saturdays, from 10am to 4pm.

Food evokes such
memories
T
he world might just be latching on to an idealised Nordic way of life, but chef Rachel Allen has long been fully conversed in it. Growing up in Dublin, with an Icelandic mum and Irish father, Allen embraced both cultures, and she’s not surprised all things Scandi have become so popular. “If it’s not the great Nordic [TV] dramas, it’s the food, or how to be hygge... It’s funny,” says the 44-year-old Cork resident with a laugh. “I read one of those hygge books recently, and actually I identified with every bit of it. I always feel really at home there,” the mumof-three notes of Scandinavia. “I’ve always loved the design. I’ve always loved the architecture, the furniture, the fashion, the food. Allen’s mother Hallfridur - a former art student, who was 19 and visiting Dublin for a weekend when she met Allen’s father - was a creative cook, and fused Nordic with Irish standards. She’d leave comforting casseroles bubbling away in the Aga, and whip up cardamom-infused cakes, igniting a young Allen’s interest in food in the process. “When I was growing up, it wasn’t about people being ‘foodies’,” she says. “I was born in the Seventies, it was a different thing then. Mum loved to cook and put food on

I took it for granted then, and of course, growing up, you realise, ‘Wow, she really did a great job’.” Now, Allen celebrates that ‘great job’ in her latest cookbook, Recipes From My Mother. It also draws on the beloved dishes her friends’ mums passed down to them, acknowledges the influence of her mother-in-law, renowned chef Darina Allen. It was a great opportunity to take a stroll down memory lane. “It’s funny how food evokes such emotions and memories and nostalgia for people,” she says. “Someone would say, ‘I remember we used to always have stewed plums with custard’, and then I thought, ‘Actually I should be including these lovely recipes as well’. s weekdays go, Mondays get a bad press. But our visit to Amans Indian restaurant in Newton-Le-Willows certainly helped lift the spirits recently.
Sleek, modern interiors; friendly, knowledgeable staff, and a menu bursting full of flavour, there’s no need to go to the likes of Manchester or Liverpool when there’s authentic Asian cuisine on the doorstep. My colleague Chris joined me at Amans, which suited me down to the ground. Our tastebuds are similar so, being the generous person he is, I knew he’d allow me to sample his dishes. He got off to a good start by ordering the Tandoori Platter. This mix of chicken and lamb pieces was succulent and well marinated, with a tasty lamb chop too. It also contained a couple of sheekh kebabs, which can be quite dry and uninspiring. Unfortunately, they were the best Chris ever tasted, so he only offered me one. For me, I decided that the Garlic Chilli King Prawn was a winner. The sweet chilli sauce was particularly flavoursome, so much so that I admit to having a one last sneaky finger lick before the waiter took away the plate. Who cares about table manners anyway? For the main dish, Chris opted for the Chicken Tikka Gorkali. This was a fusion of chicken, onions, peppers, fresh tomatoes, garlic, chilli, coriander. Chris reported that any lover of Rogan Josh will love this dish. Luckily, I’m a such a person so I got a taste of it. It does have a certain kick to it, but nothing to worry the local fire brigade about. For my mains, I’d already decided that, whatever happens, I would not have a chicken dish. For years now, I’ve desperately tried to wean myself off this default setting. The problem is I’ve always been repelled at the idea of red meat in a curry. But with a pathological hatred of most cooked fish , the options are limited.
37 To complement the mains, we had a Peshwari naan. The sweetness of the coconut filling really goes well with curry. To be honest, by the end we were both full to bursting but then it happened... the dessert menu arrived. Before we knew it, Chris was ordering mint chocolate ice cream, decorated with a toffee sauce while I was ordering a Ferrero Rocher ice cream. Thanks to the brilliantly memorable ‘Ambassador’s Reception’ advert in the 1990s, Ferrero Rocher is synonymous with the phrase: “You’re really spoiling us.”
However, after much chin-stroking I persuaded myself that the Lamb Shank would be worth a try. This shank is cooked in a Bhuna-style sauce with various mild spices, green chilli and tomatoes.
And having had a most wonderful meal here, those sentiments certainly ring true when it comes to Amans..
It may sound strange but halfway through the meal, I’d forgot I was eating curry. The shank was very tender and the sauce wrapped itself round the meat. I remarked to Chris that both dishes actually worked with the meat, rather than against them. Too many times do you see a few bits of meat swimming around in an oily gloop. Not here - this is after all proper Indian food.

Smoked haddock, black pudding & leek gratin
Serves 4 Ingredients 350g potatoes, cut into 5mm slices A tiny pinch of grated nutmeg 1 sprig of thyme 1 garlic clove, crushed 250ml regular or double cream 125ml milk 25g butter
Method Start by putting the potato, nutmeg, thyme, garlic, cream and milk in a saucepan with a pinch of salt and pepper. Cover and bring up to a gentle simmer, then set aside to infuse. Preheat the oven to 180C/Gas mark 4. Melt the butter in a frying pan over a medium heat. Add the fish, leeks and black pudding and sweat gently to soften for eight to 10 minutes, then season with salt and pepper.

Transfer the fish mix to a one-litre pie dish. Remove the sprig of thyme from the potato and layer the discs of potato over the fish mix in the pie dish. Pour the creamy milk from the saucepan over the potato and fish. Bake in the oven for 40-45 minutes until golden on top and bubbling.

run deep David Sudworth meets the campaigners trying to restore England’s first modern canal
R
ivarlies with Manchester in this part of the world tend to have a sporting edge. But when it comes to real civic pride, there’s only one topic up for discussion - canals. “Manchester says the Bridgewater was the first modern waterway in the UK,” says Colin Greenall. “But the Sankey pre-dates it by a few years. However, the Bridgewater is in a major city and is still navigable, so it gets more publicity.” Stretching from the mouth of the Mersey at Widnes, via Blackbrook and Haydock, into St Helens, the Sankey is exactly 260 years old this year.

Colin Greenall, a stalwart of the Sankey Canal Restoration Society It was commissioned through an Act of Parliament, making it England’s first canal of the industrial revolution. The country’s first double locks were built on the Sankey at Broad Oak, St Helens. A second set were built later at Parr. The canal was built to move coal from the burgeoning south Lancashire pits to fuel the growing chemical industries in Liverpool. And because the city was a major international port at the time, raw sugar shipped in from the Colonies was sent back up the Sankey to the Sugar Works at Earlestown. This roaring trade transformed the places along the Sankey from small villages to the bustling towns we know today.
But because of the age of the canal, some parts of its history has been lost in the midst of time. For instance, the general background of people who built the canal are unknown. Unlike the LeedsLiverpool route, which was created through Irish ‘navvy’ labour, it’s thought that locals, such as out-

And historians can’t find any recorded objections to the proposal, even though it would have meant compulsory purchase of private land. The canal was in use for 200 years before progress intervened. The Post-War rush to build news roads and motorways saw traffic moving away from the Sankey. It closed in 1963 and by the 1970s was being used as an open air rubbish dump. A sad legacy for England’s first modern canal.

By 1985, the blatant decay was too much for some, so a group of locals joined together to bring the canal back to life. And so the Sankey Canal Restoration Society was born. Today, Colin Greenall
42 - who was one of the original members - is still involved. Along with Dave Smallshaw, the society chairman, and a band of willing volunteers, they are determined to push for a fully-functioning canal. “People think that the biggest issues is digging out the infill, but that’s relatively straightforward, even though it’s contaminated,” says Dave. “No, it’s more to do with the fact that the Sankey had swinging bridges, but when it closed these were replaced with normal bridges. This means that, in places, there’s only a few feet between the waterline and the bridge. To open it up fully would involve overcoming those obstacles, which isn’t cheap.” Indeed it isn’t. Recent estimates have put the cost at somewhere close to £100m, which means the group has to win the support of funding bodies at a time when money for what some may deem as a nonessential service is scarce. One big plus for the group is that the original route is still intact - it hasn’t been built on and all three councils (Halton, Warrington and St Helens) have pledged to protect it from future development. And in fact they’ve already had some success in bringing it back into use at the Mersey end. Colin, who owns a bakery on Duke Street, St Helens, said: “That was the obvious place to start because it’s still ‘in water’ so we are working our way up, bit by bit. The councils are on board; I think they need us as much as we need them.”

atural wonders such as the northern lights, the awesome fjords and the quiet mountain plateaus intermingle with cities buzzing with culture to forge a land called Norway which, according to the World Happiness Report 2017, is populated by the world’s happiest people. If the landscapes may seem untamed and wild, the fjord areas are nevertheless easy to explore both on your own and through guided tours. There are small villages spread throughout, and trails for both glacier walks and mountain hikes are plentiful. On the southwestern coast of Norway lies the gateway to the fjords, Bergen, which is

Norway’s second biggest city. Bergen is located in a gorgeous coastal setting surrounded by mountains and fjords, including Sognefjord, the country’s longest and deepest fjord. The Bryggen area of the city features colourful wooden houses on the old wharf and is now included on UNESCO’s World Heritage List, but in times past it was a mighty trading port and was once Norway’s capital city. Bergen is also a European City of Culture and its many museums and art galleries are well worth a visit.
Further north, Alesund’s Art Nouveau architecture is known far and wide. In 1904 practically the entire town which, like many Norweign towns was built of wood, was destroyed by a savage fire. Kaiser Wilhelm, the last German Emperor, often holidayed in the area and after the fire, he sent four warships with materials to build temporary shelters and barracks for the residents of Alesund. The town was rebuilt between 1904 and 1907 in Art Nouveau, the architectural style of the time,

52 and the myriad of turrets, spires and beautiful ornamentation in this port town are like something from a fairytale. The nation’s capital Oslo is bypassed by many Norwegian cruises, but this piece is not going to do the same to this cool city of surprisingly good food, amazing museums and wonderful art galleries. It’s also the home of three of the four versions of Edvard Munch’s The Scream (the fourth version was sold to an American businessman for $120m back in 2012). A whole room at the National Gallery is dedicated to Norway’s most famous artist while his later work is in the Munch Museum. Boats and Norwegians are inextricably linked, and this is very apparent in Oslo, which is the home to three museums dedicated to sea fare. The Fram Museum is dedicated to the Fram, which used for three polar expeditions and the ship has now been restored and is the museum’s centrepiece. Also don’t miss the Viking Museum, which has three of the world’s best-preserved Viking ships from the ninth century.

ny bargain hunter knows that when it comes to charity shops, the posh places have all the best stuff. Lymm is a case in point. Even from the street, you can see charity shops positively ooze with top class clobber. And pristine public toilets. The local walks, aren’t that bad either... We park up alongside Lymm Dam (A56, Church Road) and head towards St Mary’s Church. When you come to the end of the railings, take the foot path that leads down and around the lake. We stayed close to the water, taking the boardwalk around the first part of the lake. This come back onto the higher path, which we continued along, before taking the path down to the Wishing Bridge. Once across, we headed back down the other side

of the lake and back to the main road where we had parked. Obviously, if you are in a hurry you can cut this part of the walk out, but taking in Lymm Dam is very enjoyable and highly recommended. Here you go straight across the road and through the arch to the village centre. This takes you down some steps and along a path that runs into The Dingle, which emerges by a weir in the village. It’s at this point you get a sense of the real beauty of Lymm. Pretty, stone and whitewashed cottages line the street. Before you is Eagle Brow, which eases its way into the village centre by going right into Bridgewater Street. Aside from the odd building, most have been in situ for well over 100 years, and add to the character of the place.
55 Atrincham route. Although closed to passengers in the early 1960s, it continued as a freight line until 1988. One of the delights is the old station building, which you pass as the cycle route arrives at Whitbarrow Road. We found an old photo of the station from 1983 online at www.disused-stations.org.uk – happily, a number of its original features are still intact. Here we go left, following the cycle path over Whitbarrow Road, passing the old station building
Follow Bridgewater Street down, under the canal bridge, until you reach the path on the right. Again we go down some stone steps, that lead down to a footbridge across the Slitten Brook. Here, you see the remains of Lymm Slitting Mill and Gorge, which operated from the early 18th to 19th Century. These remains were only excavated around 1970 by local historians, and are an interesting aside to our walk. Following the path round, we head up on to Dane Bank Road. Here, you cross the road and go right, continuing along until you take a left into Lymmhay Lane. Go down the lane and continue straight into the unsurfaced lane, until you reach National Cycle Route 62. Like many such routes, this is an old railway track – in this case the former Warrington-
and the Ranger Station just beyond it, until we reach Barsbank Lane. Then we take a left, going a short distance before taking the track on the left, just before the canal bridge. This track leads up onto the tow path, which we continue along, passing through the village and out to Oughtrington. This amble along the Bridgewater Canal is very pleasant, and we spotted may families holidaying on their narrowboats. The older couples always have a smile on their faces – probably due to the fact that the kids have flown the nest and they’re enjoying their retirement on the open water. Like Cheshire cats, all of them…
56 Having got over my generation envy, I started to concentrate on finding the bridge which would allow us to turn back. First corner… no sign of it, second corner… still no sign. Thankfully, like a mirage in an Arabian desert, it appeared on the horizon at the third time of asking. At this point we head up onto the road and across the bridge, then immediately turn right into Sutch Lane. This is a narrow bridleway that brings you out onto Pepper Street. Continue along Pepper Street until you reach The Peppers on your left hand side. Turn into this road go straight on, up the walled footpath, until you reach some steps on your right. Go up these and almost turn right, and follow the path down the back of the houses until it brings you out onto Mayfield View. Here we go right, and continue to the very end of the road, where we take the foot path in the right hand corner. This brings you out opposite St Mary’s church, by Lymm Dam, where we started a few hours ago. This 5.1 mile walk was fairly easy on the feet, and the mixture of rural and urban scenery give it plenty of interest. Over the years, Lymm has attracted some famous names over the years. Manchester United legend Sir Bobby Charlton, former hostage Terry Waite, Sooty’s Matthew Corbett and the late Tony
Wilson, TV presenter and music impresario, have all called Lymm home. Clearly it’s doing something right…
Lymm Slitting Mills The demand for slit iron in the 17th Century saw mills spring up across the country. Lymm’s mill was owner by a Quaker family was initially involved in nail production. Metal was taken from Lymm by boat along the Mersey to Thelwall. Prior to the opening of the Manchester Ship Canal in 1894, Slitten Brook which was much deeper than it is today, and flowed into the River Mersey. With the decreasing demand for slit iron, the mill was turned over to textile production. However, this didn’t last and Gorge was made into a Victorian beauty spot. Over the years, the foundations of the original mill were lost to nature. It was only in 1970 that local historians exposed the foundations of the mill, the remains of the waterwheel pit and the mill-keepers cottage. In 2005, a new scheme commenced as part of the Heritage Lottery Funded Lymm Life Project. This allowed Oxford Archaeology North, working in partnership with Warrington Borough Council and the Lymm and District Historical Society to undertake a detailed archaeological excavation and survey of the mill, which was followed by the consolidation of the surviving masonry.

Honda he 2017 Civic is the 10th generation of the model, and Honda claims it wanted to bring back the essence of a practical, yet entertaining vehicle to drive. To do this, the firm has spent time reengineering this fresh Civic from top to toe. The all-new Honda Civic marks the introduction of two petrol units – a 1.0-litre three-cylinder ‘VTEC Turbo’ and a 1.5-litre four-cylinder power plant. The 1.0-litre yields 129PS, and will do 55mpg, while the 1.5-litre produces 182PS and 48mpg of fuel economy. Undoubtedly, the tenth incarnation of the Civic is an improvement over the last model, handling well on the test route that we took it out on around Barcelona in Spain. And the new power units – of which we drove the 1.5-litre variant – are first-rate,

with lots of keen delivery, although the 1.5 i-VTEC Turbo Sport is not as potent as its athletic body suggests. The new ‘VTEC Turbo’ engine can be joined to a CVT automatic gearbox, but we’d recommend trying the six-speed manual gearbox as it feels excellent in the hand and gratifying to work with. It’s also to the Civic’s credit that it stays hushed and refined, regardless of the flashy undercurrent. The design of the all-new Honda Civic has changed. The exiting model is rounder, but the new Civic is like a compact saloon. It looks wider and smoother around the nose area, and the rear has an angular, level shape. Inside, the split-dash has been replaced by a smarter design – reminiscent of the lovely 90’s Honda dashboard layouts. This is a nod to an age
59 when the Japanese automaker made some of its best cars. The 2017 Honda Civic will be made in Swindon, a factory that has turned out well-built cars for some time now. The British plant will be constructing the model not just for the UK, but for the whole world. This is the inaugural ‘global’ Civic, meaning it’s being made with no specific changes for regions, other than the obvious adaptations for left and righthand drive markets. Topping the features of the new Civic is Honda’s ‘Connect’ infotainment unit, which is companionable with Android Auto and Apple Car Play operating systems. The other headliner, in terms of kit, is Honda’s safety technology bundle, known as ‘Sensing’. It merges several bits of tech to keep you safe and sound. Features include lane keeping assistant, forward collision warning adaptive cruise control, and traffic sign recognition. Due to changes to the structure of the Civic, the ‘Magic Seats’ that made for simple loading of big
objects are now absent. Despite this, the boot still holds a notable 478-litres, so it is by no means an issue.

y earliest gardening memory is cutting my Mum and Dad’s lawn ... with a pair of scissors. Well I was five at the time. I moved on to helping Dad with his Rose border and I can remember how proud he was one particular summer when he bought a greenhouse and filled it to the brim with Pelargoniums – we called them Geraniums back then. My gardening journey took a twist eleven years ago. Having worked in insurance for over twenty years I decided to become a garden designer – the best decision I have ever made (apart from saying “yes” of course to Hubby). Now I feel my gardening journey has reached its destination as I open my garden to the public every year under the National Gardens Scheme. So if you’ve ever wondered what a garden designer’s garden might look like, then come along to my garden on Sunday, 25th June. Put it on the calender! The National Gardens Scheme has been opening private gardens to raise money for nursing and cancer charities since 1927 and how much the

We moved in 10 years ago and the garden was knee high in weeds with not one single plant and extremely overlooked by neighbouring houses. It is amazing to see how the garden has become established since then. Please don’t expect to see Tatton Park or a Chelsea Flower Show garden, we have a small ordinary plot on a modern housing estate - but if you have the time, do come along - you may pick up some ideas for your own garden.
