L

ike many who have waved off kids into adulthood, me and the wife have become accustomed to nipping off for a European city break. So far though, 2020 has been a flightfree year. We saw in the New Year in the Peak District, enjoyed a minibreak in Ireland recently, and with trips to the Highlands and to Wales scheduled for summer, 2020 will be the first time we’ve holidayed in all four home nations in a single year. With the notable exception of LJLA, I hate airports with a passion anyway and the thought of flying in a metal tube with a few hundred other souls who may or may not be carrying Covid-19 isn’t an attractive one right now. And whilst swapping the sun-kissed beaches of the Med for windswept beaches of mid-Wales, and forgoing cocktails in the Caribbean for the distilleries of the Highlands might not be to everyone’s taste, we’re going to give it our best shot!

Food for Life A brand new intergenerational project is coming to Wigan to help reduce isolation in the community. Food for Life Get Togethers are teaming up with Age UK Wigan Borough to help connect people through good food. Volunteers of all ages will visit isolated older people in the community and cook a meal with them, or bring a freshly cooked meal to share. Volunteers can also help older people grow their own produce, and partner with local schools to help do so.

200,000 older people go over a month without chatting to a friend or family member – something the Food for Life scheme wants to help combat. For more information or to sign up to be a volunteer, email kpage@soilassociation.org

The project comes thanks to funding from the National Lottery Community Fund, and will be essential in encouraging bonding between people from different generations and backgrounds. Around

A Bright

Future By Jess Phillips

A new community group has launched in Orrell to help arrange litter picks, tidy the local area and generally make Orrell a better place to live. A Brighter Better Orrell was first launched as a Facebook group in January this year, and now has more than 300 people backing it online. Established by Orrell residents Gill Eyre, Julie Ryder and Sarah Lowndes, members have already banded together to clean up areas like Orrell Park, Winstanley Road and more. ‘We wanted to start the group firstly because Orrell has a lot to celebrate!’ Gill says. ‘Great work has been done by the Friends of Orrell Station and Greenslate Farm, but we were disappointed by the amount of litter in the local area and wanted to change that. We’ve had a great response so far, getting organisations like SKILS CIC involved in the campaign.’ A Brighter Better Orrell forms the final point in a triangle of groups operating in the area, the others being the Orrell Blog, keeping people updated on local events, and Orrell Neighbourhood Watch, which helps alert residents to crime in the area. The action group hopes to get people more engaged with their environment and encourage them to help take better care of their surroundings. ‘We’re also installing planters around Orrell for businesses or families to sponsor and look after,’ Gill tells me. Families can grow their own seeds in each planter and see them bloom later in the year to help brighten up the streets, as well as having the responsibility of something to care for throughout the seasons. A Brighter Better Orrell also hopes to give talks to local schools to educate pupils

on the importance of looking out for the local environment. The group is also working to restore an old blacksmith’s anvil currently being stored by Wigan Council to a site at The Grapes in Orrell, to commemorate the area’s industrial heritage. It is hoped the monument will be surrounded by colourful planters. Orrell resident Richard Graham was impressed by the work the group has been carrying out, commenting: ‘[The] community response has been nothing short of fantastic. Keep up the great effort everyone and encourage family, friends, neighbours [and] kids to join in.’ The group is also hosting weekly litter picks every Sunday at 4pm, as well as occasional Saturdays from 10am. If you’d like to get involved show up on the day, get in touch via Facebook or email BrighterOrrell@gmail.com

Blue plaques can be found all across the country to commemorate geographical locations and their links to famous people, events or former buildings. This month’s plaque can be found close to Cricket Street Business Park, a stone’s throw away from Robin Park. Cash up for Grabs Wigan Rotary Club is again looking to donate cash to local community groups with a ‘Dragons Den’ style event. Following the success of the last few years, local groups based in postcode areas WN1, WN3, WN5, WN6 are invited to submit their request. Following an initial consideration, the groups selected will be invited to put their case to ‘The Dragons’ in a three-minute presentation.

Last year’s groups, ranging from Over 60’s groups to Mother and Toddler groups entered ‘The Den’ and came away with a donation. Full details and an application form are available either by going to the website www. wiganrotaryclub.org.uk or by ringing 07813 471000. The closing date for entries is 17th April 2020.

Wigan Rotary Club President Mervyn Reeves said ‘I am sure there are local groups in the Wigan area who could really use a donation of a few hundred pounds to help them with a project or event they wish to undertake. Last year twelve groups were successful, but the Dragons unfortunately had to decline a number of applications.’ Bids from a few hundred pounds up to £1,000 can be considered and Mervyn continued ‘We don’t expect the presentation to come from a person trained in public speaking, we want to hear from members of the group who are looking for the money.

Looking for funds for your community group? Funding for community groups is now available from Wigan Rotary Club. Bids of up to £1,000 are welcomed from community groups based in the WN1, WN3, WN5 & WN6 areas Closing date: Friday 17th April 2020 For further details and an application form, visit www.wiganrotaryclub.org.uk or call Phil on 07813 471 000

Landlord

& Tenant

If you are a residential Landlord, or indeed a Tenant, it is important that you are aware of proposed changes to the law that may impact the regulation of the tenancy. One of the more interesting changes concerns a new obligation on Landlord’s relating to electrical installations, and the follow-up that robust penalties will result from non-compliance with the new Regulations presently before Parliament. As it currently stands, Landlords are only obliged to keep electrical installations in good working order and a good state of repair. Under the new regime, Landlords will need to:a. Carry our electrical inspections ahead of a tenant taking occupancy and a report obtained from a qualified professional; b. The report must be provided to the Tenant before they take occupation; c. Any prospective tenant that requests a copy must be given one within 28 days; d. Such inspections to be repeated at least every 5 years; e. Ensure the electrical safety standards are met. The standards referred to are contained within the 18th Edition of the Wiring Regulations published in January 2019. Most electrical installations installed prior to that date are unlikely to comply with those Regulations. A failure to comply with the above, and the Regulations generally, could result in a fine of up to £30,000.00. All new tenancies from 1st July 2020 will be subject to new rules, which eventually roll out to apply to all existing tenancies from 1st April 2021; to allow Landlords time to implement the changes. It is important that Landlords and Tenants alike familiarise themselves with the standards now being expected of rented homes, which is already littered with requirements that need to be met

before a tenant even moves in. Similar examples are the provision of the Gas Safety Certificate and Energy Performance Certificate, as well as the Government’s ‘How to Rent’ booklet (otherwise known as Prescribed Information). The Landlord and Tenant Legislation can be a minefield, and a failure to comply (in any sense) can often make recovery of possession an extremely difficult task. By way of example, the failure to provide an EPC, Gas Safety Certificate, Prescribed Information or failing to protect a tenant’s deposit, can prevent a Landlord from adequately serving a s21 Notice to recover possession and can lead to further penalties. It can be a massive assistance later down the line, when repossession becomes a consideration, to ensure that all of your statutory obligations are satisfied prior to commencement of a Tenancy. In that respect, seeking professional assistance at the outset, or indeed advice throughout a tenancy, is extremely worthwhile. At ABH Law, we have a dedicated team of lawyers specialising in Landlord and Tenant matters, who are readily available to help you through, and avoid costly litigation at a later date. Contact our Keith Whitehead or James Ford on 01942 246 241 to discuss how we can help you.

Post Office Opens

After more than a year, Orrell is set to see its Post Office service reinstated. Orrell’s branch closed temporarily in September 2018 due to the resignation of its postmaster, forcing the community to travel to Billinge or Kitt Green to access postal services. Now the postmaster from Burscough Bridge Post Office is helping to reinstate a local service in Orrell. The new service will operate out of Living Faith Church on Church Street, and open every Tuesday from 9am-12pm and every Thursday from 9:30am12:30pm. Michael Winstanley, councillor for the Orrell Ward, commented: ‘All three Conservative Councillors for Orrell are delighted at this announcement by the Post Office that Orrell and Billinge residents will once again have access to Post Office facilities.

‘We have campaigned for years for our local residents to have access to these facilities ever since the Post Office at Orrell Post closed in the early 2000s. It was a blow a couple of years ago when the Post Office located on St. James Road was closed. ‘i know that this news will be welcomed by many local residents who struggle to access services especially online. It will also mean that residents won’t have to make long trips into Wigan to go to the Post Office. It is well documented that if residents have access to these services then they are all likely to spend money locally as well.’ It is also hoped the new Post Office will provide a source of social interaction to help reduce isolation in the community, especially as the church is located on a major bus route. The new Post Office will officially open on Tuesday, March 3 at 9am.

Don’t risk a

£5,000 fine!

Landlords should already be aware of the legislation that came into force on the 1st of April 2018, namely that all new and renewed private tenancy agreements must have an Energy Performance Certificate (EPC) rating of E or above, otherwise it would be illegal to rent the property out (EPC ratings go A to G – A being the best and G the worst) Yet, from 1st April 2020, those rules will be extended to also cover existing tenancies, meaning that under the new legislation, properties with an EPC rating of F or G will be classed as unrentable, and that any landlord renting out an F or G rated homes will be liable for a fine of £5,000. There are still hundreds of Wigan homes such an F-rating flats and will all be illegal to rent out by April. Back in 2018, there was a loophole for Wigan landlords of F & G rated rental homes on new tenancies, where they did not need to upgrade the property for five years if it cost them money - yet back in April 2019 this exemption to improve rental properties was removed – so they too are included in these new rules. Therefore, this means that landlords must use their own cash to cover the cost of upgrading their property to at least an EPC band E. Now this requirement to upgrade the property is subject to a spending cap of £3,500 (including VAT) for each rental property, as landlords only need to spend what they need to, to improve their property to EPC rating E. In cases where a landlord is unable to improve their property to EPC rating E within the £3,500 cap, then they still need to spend their hard earned

cash and carry out the most appropriate measures which can be installed up to the £3,500 cap, and then register an exemption (with 3 quotes from 3 contractors) for their property on the basis that all relevant improvements have been installed and the property remains below an E. If you are a self-managing Wigan landlord or a landlord with another Wigan agent, then feel free to call us and chat through any concerns with you have regard to these new regulations. The last thing you need is a £5,000 fine on top of the £3,500 improvement bill, and we can help you avoid this. One final point – Recent research has also acknowledged that some early EPC’s understated the thermal efficiency of solid walls and the Dept for Business, Energy and Business Strategy have now recalibrated EPC’s to give a truer result. This probably means that some solid wall properties, Victorian and Edwardian terraced houses and converted flats, presently rated F under an EPC will no longer demand any improvement works and certainly less building work may be required in the case of a G rated rental property. It might be wise for Wigan landlords who have had their rental properties for a while now to get a new EPC carried out on their property. This is something else we can help you with. If you are looking for an agent that is well established, professional and communicative, then contact us to find out how we can get the best out of your investment property. Forgotten Buildings:

Winstanley Hall By Jess Phillips

Recent controversies concerning public access to Haigh Hall have ruled local headlines over the past year. Has this meant that other historic buildings across Wigan going unnoticed as time and the elements come once again to claim them? One such building is Winstanley Hall; derelict since 2000. With groups like Save Winstanley Hall, Historic England and SAVE Britain’s Heritage getting behind the Hall’s restoration, one question remains: is it too late?

remodel, the rear block was raised to match the full height of the house, the ground floor windows replaced, and a canted bay added to the left wing. Later, in 1811, celebrated architect Lewis Wyatt created a 4-storey tower and carried out alterations to the front entrance. The iconic Neptune fountain was finally added to the courtyard in 1830, commissioned by William Spence, a noted sculptor from Liverpool.

The building’s illustrious history speaks for itself. The Winstanley family, who had been lords of the manor since at least the mid-13th century, constructed the Hall in the mid-1560s. The 80-room mansion was only occupied by Edmund and Alice Winstanley for around 30 years, after which London goldsmith James Bankes purchased the property for £3,100 (around £900,000 in today’s money).

In 1855, tragedy befell the Hall in the form of a string of deaths. Estate manager Thomas Shortrede, who was in charge of the day-to-day running of Winstanley Hall, had allegedly been having an affair with a local mason’s wife, Mrs. Atherton. After news spread about the lovers, Shortrede’s wife was found drowned in the estate’s well; apparently a suicide. Further devastation came when Mrs. Atherton hanged herself, scarred from the scandal. In August that year, Thomas Shortrede was found dead in the Hall from a gunshot wound to the head – people speculated that he might have brought the gun onto

the property to shoot rats and slipped while holding it; others claimed he felt guilty over the deaths of his wife and lover and shot himself on purpose. During World War I, Winstanley Hall served as accommodation for wounded soldiers under the banner of the British Red Cross, with the permission of G.H. Bankes. Soldiers used the Hall and its grounds for training exercise, with the Royal Engineers and 6th Battalion of the Manchester Regiment staying over. In World War II it was home to the Women’s Auxiliary Air Force until a group of squatters moved in, comprised of around 20 local homeless families who lost their houses to the bombs. Winstanley Hall remained in the Bankes family for nearly 400 years, until Tim Bankes sold it to Dorbcrest Homes in 2000. Though a planning application was submitted to turn the Hall into flats back in 2003, it was quickly withdrawn due to opposition, and now what was once a proud family home has sadly become a shadow of its former self. In 2015 a £170,000 supporting grant allowed urgent repairs to be made to the stable building, but progress since has been sluggish. Surrounded by tangled weeds, the building’s ancient rural charm is still evident – but the grand exterior hides a decaying ruin suspended in time. The Grade-II* listed Hall is a Category A risk on the Historic England register; it is at immediate risk of further rapid deterioration. But there’s one Wigan group looking to change the Hall’s

‘I grew up in Highfield,’ Rob tells me, ‘so a lot of my childhood was spent playing in Winstanley Woods, which were part of the estate. This was really what inspired me to get involved in the campaign – I think it would be an absolute travesty if an area that could be used as a community space was lost.’ Rob has since been in contact with Dorbcrest Homes and Wigan Council, with the hopes of getting information from inspection reports and an options appraisal for the Hall, so he can evaluate the most sensible course of action. ‘Ideally, it would be great to set up a Trust to help repair the Hall. This could mean using some of the outbuildings for commercial purposes and some for community spaces – profits would go back into funding repairs,’ he explains. This could mean Wigan Council obtaining a compulsory purchase order for the Hall, with minimum compensation paid to its owners because of the state of the building and the extent of necessary repairs. ‘The local community is really missing a family area – a nice park to go for walks or for kids to play in, and the Hall is a great location for that,’ Rob adds. ‘I’d also love to see the gardens turned into community

36 restrictions of the site.

allotments for local schools to grow produce.’ Group founder Lee Hynes, meanwhile, would like to see the Hall transformed into a hotel or highend restaurant. ‘In reality it’s more likely to become apartments,’ Lee says, ‘but anything will do as long as it does not fall down. To me the Hall represents the grandeur and importance of what Wigan once was.’ Winstanley Councillor Paul Kenny commented: ‘Winstanley Hall is very much a treasure that must be protected and retained. Its deterioration is a matter of deep concern for many people. ‘I appreciate that decisions on the future development of the site are difficult and that any scheme that comes forward must be financially viable. I also believe that a future planning application would prove to be extremely controversial given the Grade II* listing and may deliver objections from key stakeholders like Historic England. However, given the public interest I believe now is the time for Dorbcrest to set out its vision for the Hall in light of the options appraisal’. The Council confirmed to Paul that no pre-application talks have been held since the options appraisal report was received by Dorbcrest. A spokesperson for Dorbcrest Homes commented: ‘Since 2003 we have tried various resolution strategies and submitted schemes for planning permission to restore Winstanley Hall to no avail due to the complexities of the project and the considerable

‘The hall has suffered from severe dilapidation for over 60 years. We have spent considerable time and money on stabilising the courtyard and hall to limit deterioration and recently a new options appraisal has been completed in conjunction with Wigan MBC, Historic England and the wider land owner Tim Bankes. Within it a number of restoration options are tabled. The heritage deficit for these options still runs into tens of millions of pounds – we are still working on viable solutions and investigating our options further.’ With such an illustrious heritage in the Wigan borough, Winstanley Hall is undoubtedly an integral piece of local history, albeit one that has fallen out of the public eye. It would be a tragedy indeed if the years continue to go by without intervention – and a great loss to the surrounding community. A Change.org petition started by Rob Stevenson is helping to boost awareness and engagement with the Hall’s future, which already has more than 1,700 signatures. You can sign it here: www.change. org/p/wigan-council-save-winstanley-hall Thanks go to David Bancroft Photography for supplying aerial images. Urban explorers such as Snake Oil UE and Proj3ct M4yh3m have documented the Hall’s current state in a series of photographs and blogs; Google if you’re interested in seeing some up-to-date images of the interior.

Time for a

Spring Clean As the sun comes out, temperatures warm up and the days get longer, there’s nothing nicer than a thorough spruce up around the house, making sure that everything is squeaky clean from top to toe. Amber-glass spray bottles block out UV light, helping to preserve the products inside. Reusable bottles, £27 for three, Wearth London.

Neat and attractive storage for cleaning products. Shelves contain laundry and utility range from Garden Trading.

This traditional rug beater is both effective and stylish. Rug beater, £14, Garden Trading.

Pull out rack for under-sink area. Sonchus 80cm cabinet liner, £9, GoodHome Kitchens, at B&Q.

Knitted dishcloths are a great alternative to single-use kitchen towels. Set of three cloths, £13, &Living.

41 GET FRESH INSIDE AND OUT • Start with a general clear out. Just tackle one room at a time, and get organised in advance with some boxes and bags, so that you can designate things quickly and easily as rubbish, recycling, charity shop, to sell, and so on. • Gather your tools – brooms, scrubbing brushes, buckets and cloths – and cleaning products. You could make your own natural cleaners using online ‘recipes’. To clean mirrors and windows, for example, scrunched-up newspaper and white vinegar will give them a wonderful sparkle.

Set of two jute and cotton baskets, £12; grey laundry powder tin, £10; microfibre kitchen sponges, £1.50 each; rush natural storage basket, £18; grey and bamboo dish drainer, £10; Sorbo wooden dish brush, £1; all Dunelm.

• Bear in mind the basic principles: work from top to bottom (dust the light fitting before polishing the table beneath) and tackle dry before wet (vacuum before mopping). Put some music on and really throw yourself into it. • Now is a good time to sort out those less frequently required jobs such as steam-cleaning the carpets or having the chimney swept. And how about washing down your front door, shampooing your rugs and taking your duvets to the launderette? • To finish, add some glorious scent. Reed diffusers filled with essential oils or natural-wax candles make an longer lasting alternative to fresh flowers.

This organic reed diffuser uses pure essential oils to fill your home with natural aromas. Lemanja diffuser, £40, Wearth London.

Make your own cleaning products using online ‘recipes’ and pour into spray bottles. Method multipurpose cleaner, £3; Hydrea nail brush, £2; Elements glass canister medium, £8; all Dunelm.

Building for A Winstanley College student from Up Holland is making a special trip to Ghana to build a new library for a disadvantaged village. Alana Hesketh, whose mum Carla owns Billingebased independent travel agent Marken Travel, had dreamed of taking part in the voluntary Enliven Mama scheme since high school, but knew getting there would require plenty of hard work and determination. ‘The trip was actually part of the reason I opted to go to Winstanley College,’ Alana tells me. ‘It’s a chance to be part of something completely life-changing for the villagers – and for me. I recently learned that they’re currently using a single pocket dictionary to teach an entire class English, so the new library should help!’ Alana will head to the Ashanti region of Ghana, to a village near Kumasi, and get involved with establishing a new library filled with books donated by Orrell Book-Cycle, who will fill an entire shipping container to send over. Winstanley College are also providing old computers to furnish the new library. The two-week Enliven Mama project will take place at the end of June. Alana needs to fundraise a total of £2000 to pay towards the charity work and her own travel expenses – and to do so, she’s planning to conquer the 3 peaks along with her dog Ava, helped along with her parents and friend Ruth. ‘We’re going to be climbing Scafell Pike, Ben Nevis and Mount Snowdon,’ Alana continues. ‘I’ve done a lot of climbing in the Lake District before, and I used to be a Scout, which gave me the idea,

books but this will definitely be a new challenge.’ Along with the three hikes, Alana has already hosted a fundraising bake sale at college and a tombola stall at Wigan Christmas Fair last year. She’s also hosting a Games Night on Friday, March 20 from 7:30pm-10pm at Rainford All Saints Parish Church Hall - expect bingo games and quizzes, plus a raffle with plenty of prizes. Tickets cost £5 and are available from Marken Travel. Attendees are welcome to bring their own drinks, with cakes and snacks for sale throughout the evening. You can donate to Alana’s cause here: www. gofundme.com/f/1t3fj62t9c or hand in cash donations at Marken Travel on Main Street, Billinge.

Take the

High Road By Jess Phillips

Rugged mountain ranges, verdant grasslands and unblemished lochs – the Scottish Highlands have it all. With hidden castles and mysterious crags around every corner, the best way to experience the landscape is to go and explore it for yourself, just as Birds of a Feather actress Lesley Joseph did on Holidaying with Jane McDonald and Friends, opting to tour the beautiful Loch Lomond, Fort William and Inveraray. There’s no place better to get a feel for the Highlands’ renowned natural beauty than Loch Lomond and the surrounding Trossachs National Park. Whether you’re setting up your tent for a night in the wilderness or heading off to climb the numerous Munroes for a better view of the picturesque surroundings, there’s a huge variety of activities and sights on offer. Start at Inchcailloch

Summit - a small island located on Loch Lomond and accessible via boat; its woodland is a fantastic place for wildlife spotting, while the island itself offers unmarred views across the loch. If you’re looking for a bit more of a challenge, try Ben More, the highest Munro in the area at 1,174 metres tall. Of course, there’s plenty more to do on the bonnie banks of Loch Lomond after you’ve worn yourself out walking. Pay a visit to the Birds of Prey Centre, try kayaking or treat the kids to an adrenalinefuelled day at the TreeZone Aerial Adventure course. Gentle boat trips offer an exclusive view of the loch, with expert guides on hand to provide insight on the intricate workings of the waterways. Catch a cruise from Balloch for spectacular introduction to the southern section of the loch, or from Luss, Tarbet or Inveruglas to explore the fjord-inspired northern shores.

53 It is the nearby village of Tarbet which provided a home base for Lesley Joseph when she took a Shearings coach break as part of the Channel 5 show, ‘Holidaying with Jane McDonald and Friends’. The quiet hamlet is the ideal location for traversing the local landscape: just an hour’s drive away is the bohemian culture capital Glasgow; an hour in the opposite direction you’ll find Inveraray Castle. Built in the 1700s, the contemporary building actually replaced the former 15th century castle, and was inspired by designs from Vanbrugh, the architect who designed Blenheim Palace. The castle boasts four turrets with conical roofs in truly Gothic fashion, which provided the perfect backdrop for a shoot of Downton Abbey back in 2012. Visitors can tour the castle’s interior and sweeping grounds, including the Armoury Hall and China Turret –

the Hogwarts Express in the Harry Potter films – while the Oban line skirts past the aptly named Loch Awe. Single malt fans should disembark at Fort William to sample locally distilled whisky at the Ben Nevis Distillery. Established back in 1825, the venue promises the perfect dram, ranging from single to vatted malts. The distillery still uses pure water from the mountain and locally sourced peat in its processes, leaving the whisky’s quality down to the fresh Scottish elements. And Fort William has more than just whisky to offer. Set in the shade of Scotland’s tallest mountain, the quaint port town borders the eastern shore of Loch Linnhe, and is dotted with historic ruins. See the remains of its namesake 17th century fort and the Old Inverlochy Castle to discover more about the town’s heritage. Afterwards, why not take a breather and soak up the town’s peaceful atmosphere? Fort William’s waterfront is dotted with cosy B&Bs, classic pubs and stylish restaurants, making it the perfect place to wind down for a while.

While you’re there, visit Neptune’s Staircase: an elaborate series of locks dating back to the early 19th century, with a sculpted path running parallel for canal enthusiasts and keen walkers alike. It’s quite breath-taking to stand at the bottom and look up at the vast staircase, but you’ll also find a convenient viewing platform on the second floor of a neighbouring café halfway up for an alternative viewpoint. Follow in Lesley Joseph’s famous footsteps or pave your own way through the natural beauty of the Highlands; whichever you choose, Scotland has so many secrets to discover beyond the banks of its many lochs. So ditch the plans to fly away this summer and explore something a little closer to home – you never know what you might come across.

As many staff and clients know, I’ve always had a desire to grow the business significantly and therefore the funding and extra resource will now enable me to fulfil these ambitions.”

David adds “Clients will not see any immediate change in day-to-day dealings however they are likely to spot new Prosper Wealth offices around the North West as our expansion gathers momentum. Business View

Top Tax

Tips

by Chris Alcock - CMA Accountancy

For businesses and individuals There are a variety of tax reliefs available to business owners and individuals. Here are our top tips for 2020

Tips for Business Owners

Tips for Individuals

Capital Allowances – Prior to your year end, maximise your capital expenditure and claim 100% tax relief via the Annual Investment Allowance

Married Couples Allowance – You can transfer £1,250 of your personal allowance to your spouse or civil partner to lower the higher earner’s tax bill and you can also backdate the claim if eligible.

Contribute to a Pension – Contributions are efficient for the company and the directors. Company contributions attract corporation tax relief and individuals can claim relief from income tax and N.I. Research & Development Grants – Broadly speaking, your company can claim an additional 130% tax deduction on qualifying R&D costs if it undertook an R&D project that seeks to achieve an advance in overall knowledge or capability. Ensure you claim the Employers Allowance – Small businesses are eligible to claim up to £3,000 towards their employers N.I., but it needs to be claimed each tax year. Maximising your Dividend Allowance – The introduction of the dividend tax means that you should carefully plan the timing and levels of dividends to avoid higher rates of tax.

Higher Rate Tax Thresholds – Stay under the higher rate by making additional pension contributions, making donations to charity or making tax incentivised investments. Using your Capital Gains Tax Annual Exemption – It is possible to transfer assets to your partner at no gain and therefore ensure that the respective annual exemptions are fully used. Tax on Jointly Owned Properties – You can apply to vary the taxable income for couples, which is useful if one partners pays a higher tax rate than the other partner. Child Benefit Tax – If your earnings exceed the threshold of £50,000 and you receive Child Benefit payments then you may have to pay back some or all of this. There are reliefs available to offset this. Exempt transfers IHT purposes – Gifting during lifetime has become increasingly important due to the IHT rate freeze. IHT exemptions include an annual transfer of £3,000 and small gifts of up to £250.

As well In addition to providing financial and tax advice to small businesses and individuals, CMA are cloud accounting specialists. If you have any questions regarding your personal or business taxes please do get in touch.

Sally’s Specials by Marti of The Star Inn

The Star Inn

Chicken Liver Pâté Serves 4 Ingredients 500g fresh chicken livers 8 rashers of bacon 1 onion ½ block of butter 4 cloves of garlic Sprig of thyme Sprig of rosemary Salt & Pepper to season

This is a staple recipe on the Star Inn menu for the restaurant and is a firm favourite with our diners!

Method Start by prepping the chicken livers by trimming and removing any fatty bits and discard them. In a heated pot add the chopped onion, cloves of garlic and the sprigs of thyme and rosemary and 8 rashers of bacon roughly chopped. Cook the ingredients until soft. Add the chicken livers and cook them fully until there is no pink at all. Add half a block of butter and cook with the liver and onion mix until all the butter has melted. Add salt and pepper to taste and blend until smooth. To ensure your pate is velvety soft, pass it through a fine sieve into a bowl and then serve it into ramekins. Refrigerate the pate for up to 2 hours and until firm. Serve with hot toast or buttered crackers and a side salad for the finishing touch.

61 Sally’s at The Star Inn was launched in 2007 in homage to landlord and chef Marti’s mother Sally, who passed away in 1996. A great cook herself, it was Sally’s lifelong dream to have a restaurant in her name, and Marti wanted to honour that promise when he took the reins of The Star Inn at Roby Mill.

Sally’s Strawberry Cheesecake

Serves 8 Ingredients Half a pack of ginger nuts 1 punnet of strawberries 250g of mascarpone 250g of soft cheese 100g of butter

Method Get started by crushing the ginger nuts until they resemble a fine crumb. Grab a pan and melt the butter then add the melted butter to the crushed ginger nuts. Place the ginger nut mixture into a greaseproof lined tin and spread the mixture evenly across the tin. Place in the fridge and leave for 30 minutes. Now for the filling and the topping! Add the mascarpone, soft cheese, vanilla and caster sugar to a bowl and whisk together until fully combined.

100g of icing sugar

Slice approximately ¼ of the punnet of strawberries making sure the pieces aren’t too small.

200g of caster sugar

Add the strawberries to the mascarpone mixture and fold through.

Vanilla essence

Place the strawberry mixture on top of the ginger nut base and ensure everything is level. Return the tin to the fridge for a further 30 minutes. For the coulis add ½ of the remaining strawberries to a blender with the icing sugar and blitz till smooth. Add the coulis to the top of the cheesecake after the 30 minutes in the fridge. Add the remaining strawberries as a garnish, serve and enjoy!

Health & Fitness

Health Service or

Half Service? The 17 Treatments the NHS Will No Longer Provide By Dr Daisy Mae From 1st April 2019, the NHS stopped funding a range of treatments it regards as ineffective, possibly harmful and poor value for money. Moles (benign), simple cysts, warts, verrucas and varicose veins – to name but a few – are all on the list of treatments no longer covered. Now, however unsightly, embarrassing or irritating, the NHS is no longer responsible. So how did this come about? Which conditions are on the list? Inappropriate Treatments Cash-strapped, and hard-pressed, the NHS is continually struggling to maintain an excellent quality of service and to balance the books. Consequently, NHS management teams are

regularly analysing the numbers and type of medical procedures, their success and complication rates. They consider carefully whether these interventions are beneficial for patients and whether they offer value for money. How Does the NHS Decide Which Treatments It Will or Won’t Fund? On behalf of the NHS, The National Institute of Health and Care Excellence (NICE) is a robust body that reviews all the available medical evidence about the safety, efficacy and value for money of NHS treatments and interventions. By law, if NICE recommends it, the NHS must provide it. If NICE doesn’t recommend it, the NHS has no obligation.

63 What are ‘Inappropriate Interventions’?

A Bitter Response

Inappropriate interventions are procedures that NICE has concluded have not been shown to be effective and may be associated with harm.

Nobody wants any harm, risk or wasteful spending, but are we being hoodwinked? What can a parent now do for a child with glue ear? It’s hard to believe that those with recurrent tonsillitis will no longer be offered surgery.

For example, surgery to improve snoring carries risks: bleeding, infection, voice changes and swallowing problems. The cure rate from surgery is only 46%. However, similar improvements in snoring can be achieved by non-surgical health interventions such as losing weight and stopping smoking.

The 17 inappropriate interventions no longer funded by the NHS • Snoring surgery (in the absence of sleep apnoea). • Dilatation and Curettage (D&C) for heavy menstrual bleeding – the agreed treatment is hysteroscopy and biopsy. • Knee arthroscopy for osteoarthritis – flushing out the joint is no longer recommended. • Breast reduction. • Removal of benign skin conditions. - Grommets for glue ear in children. - Tonsillectomy for recurrent tonsillitis. - Haemorrhoid surgery. • Hysterectomy for heavy menstrual bleeding – women should be offered medical treatment or a progesterone releasing IUS.

These interventions are only the first phase of treatments cuts, with a second phase involving a list of other, more specialised procedures, set to follow. Doctors themselves are concerned. In a recent BMA survey, 75% of doctors said they believed that financial targets were overriding patient care. The BMA also views this NHS bureaucracy with disdain, saying “Rather than cut services, the government’s priority should be to stop the scandalous waste of billions of taxpayer money on the damaging NHS market in England, pointless fragmentation of NHS services and outsourcing deals that disrupt patient care,” to quote BMA chair and GP, Dr Chaand Nagpaul. The Negative Consequences These conditions may be benign, but they still cause misery and this negatively affects our well-being, self-esteem and self-confidence. Other treatments may be effective, but these can be expensive and hard to access. Vulnerable people who can’t speak up for themselves or engage fully in their own care may suffer. Some patients may choose not consult the doctor, and serious diagnoses may be missed.

• Arthroscopic shoulder decompression for shoulder pain.

Lifestyle interventions such as weight loss are beneficial for numerous medical conditions. However, weight loss is difficult and takes time. The Royal College of Physicians has recently declared

• Carpal tunnel release.

obesity a disease, not just a lifestyle factor.

• Dupuytren’s contracture release.

There are long waiting lists for physiotherapy, and the other suggested treatment options such as endothermal ablation and sclerotherapy. Will more funding be allocated for these treatments?

• Chalazia removal.

• Ganglion excision. • Trigger finger release. • Varicose vein surgery – endothermal ablation and sclerotherapy should be tried first.

Top Tips for

Verruca Treatment By Dr Daisy Mae Gruesome, miserable, nasty, painful – common words used when people describe their verruca. But what is a verruca? Where do they come from? What should you if you have one? A verruca is a wart which is growing on your foot – officially termed a ‘plantar wart’ – and it’s caused by the Human Papilloma Virus (HPV). Surprisingly, it’s estimated that 14% of the UK population have verrucas, most commonly in children aged twelve to fourteen years. The HPV virus lives happily for long periods on damp floors, such as those around swimming pools or communal showers, and is also spread easily if you share socks or towels with anyone affected. The virus enters the skin and then travels into the deeper layers. It causes keratinisation – keratin is the hard protein in hair, skin and nails – which is why warts feel hard to the touch. Although 80% of verrucas regress spontaneously over two years, they can be persistent and resist treatment. The virus is adept at escaping detection by your body’s immune system.

If in doubt, see your doctor. Very rarely, skin cancers can occur on the feet.

Management without treatment The first step is to take good care of your foot/feet so that you minimise pain and avoid spreading the virus, both on your own feet and to others (see panel). If you’re generally healthy and not in pain, it’s worth doing nothing as most veruccas will disappear spontaneously. However, note that you should seek medical help if you have diabetes or a weakened immune system e.g. HIV infection, chemotherapy, radiotherapy etc.

Diagnosis

Active treatments

A verruca is a single, slightly raised patch anywhere on the sole of the foot. The skin may be pale, yellowy/skin-coloured or have a cobblestoned appearance, sometimes with some central black dots.

If you decide that your verucca can’t just be left to recover by itself, there are forty-one recognised wart treatments. These either destroy local virusinfected tissue, kill the virus, stop it reproducing, or stimulate your body’s immune response.

Verrucas are sometimes painful when pressure is applied, for example when you walk or if you squeeze them between finger and thumb.

First Choice Treatment: Salicylic Acid (SA) SA kills off the outer skin layers, causing them to peel away. It also helps the immune system detect the virus.

66 How to use SA: • Use a 17% SA preparation (ask your pharmacist). • Soak the foot in warm water for five minutes.

A Dermatologist’s Guide Foot Care for Verrucas

• File the dead skin overlying the verruca – you must remove the heaped-up skin, so the treatment reaches the living cells underneath.

Wear comfortable shoes. If walking is painful, you  can buy padded plasters at the pharmacy.

• Protect the skin around the verruca with Vaseline.

Avoid going barefoot in public places. If you  want to go swimming, cover the affected area

• Apply SA to the verruca. Let it dry.

Don’t share socks or shoes with others. 

with waterproof plasters or rubber verruca socks.

• Apply a plaster. • Do this daily for twelve weeks. • Although there is some doubt on its effectiveness, consider covering the verruca with duct tape. Leave this in place for up to six days.

Do not share emery boards after filing, and  dispose of verruca/foot filings with care. Do not pick at your warts, or use the same pumice  stone or emery board on healthy skin or nails.

• If you are diabetic, or there’s a poor blood supply to your feet, do not do this – see your doctor.

Apply topical treatments regularly for best  results

Second Choice Treatments

Reference: Plantar Warts – British Association of Dermatologists.

These are not routinely offered on the NHS.

A downloadable guide is available at tiny.cc/foot-care.

Cryotherapy - A liquid nitrogen spray freezes and destroys infected skin cells. Clearance rates of around 65% are reported. It’s sometimes painful, and there’s also a 30% chance of recurrence.

80% clearance rates have been reported. Immunotherapy - These treatments stimulate the antibody response to speed up viral destruction.

Other Local Options - Other agents have been used, such as silver nitrate, Cantharidin, phenol, glycolic acid, pyruvic acid and trichloroacetic acid (TCA).

• Imiquimod 5% cream (Aldara)

Surgical removal - Surgery is not usually advised because verrucas often recur afterwards.

Where to Obtain Verruca Treatments

Microwave Treatment - SWIFT is a new microwave treatment. It’s quick, relatively painless and research has shown 76% of patients with stubborn verrucas have clearance of verrucas after three treatments. See www.treatwithswift.com. Different forms of laser treatment - Laser therapy aims to destroy the blood vessels supplying the verruca, plus the heat causes local tissue damage.

Sandstone Trail

by Chris Pearce

Distance: 7 miles Difficulty: Medium/Hard A head for heights and a sure-footed nature are necessary for this 7-mile walk which, in parts, follows part of Cheshire’s Sandstone Trail. The Trail stretches for 34 miles through Cheshire, it has been voted by ITV viewers as one Britain’s Favourite Walks, and it’s easy to see why. On the first half of the walk there are a couple of flights of steep steps to navigate, which are set in the sandstone cliffs, and some breath-taking sheer drops, but you also need to be aware of lots of protruding tree roots and random sandstone rocks. Park up at the free car park off Simons Lane (WA6 6HQ) near Frodsham – look for the phone masts. At the entrance to the car park turn left and follow Simons Lane downhill until you see a bungalow (Overhill) and turn left up the shared driveway/ footpath. Follow the footpath right up to and over the driveway to a care home (Heathercliffe), and carry on down a wooded path downhill. Once you reach Bellemonte Road, turn right and turn left when you reach the Bellemonte pub. Look out for the footpath sign on the right and follow this down into a wooden area. You’re faced with a fork almost immediately and you need to bear left. You’ll pass a Frodsham Hill Wood sign and straight after a fingerpost; head for Delamere/ Beeston and carry on in that direction on the ridge of the wooden area, ignoring various turn offs (including one uphill for the Sandstone Trail). Tantalising glimpses of the Mersey coastline appear through the trees as you follow the path, and uninterrupted view are far and few between at this time of year. Shortly after passing Alf and Grace’s bench you’ll arrive at a fingerpost, go down the wooden stairway and then you’ll come to a fork; bear left if you want to clamber down some very

Either way, you’ll arrive at another fingerpost and you should follow the sign to Delamere. A few yards further on you’ll cross a wooden bridge and come to sign number 596, indicating you need to climb up the steep cliff steps on the right (towards Whitchurch). Once you’ll get to the top, you’ll be by the 10th hole of Frodsham Golf Club. Follow the path until you come to another bench, this one dedicated to David Nicholls. At this point the Sandstone Trail itself weaves uphill, but instead carry on in the same direction until the wood opens up somewhat, and look out for a ½ fingerpost sign; take a 90 degree left turn here and, when you come to a ‘proper tree’ sign, bear left uphill and when you arrive at the next fork, bear right staying on somewhat level ground. Once you arrive at the next fingerpost, take a 90-degree right turn and follow the Sandstone Trail all the way downhill for over ½ mile until you reach The Ridgeway Road. Turn left uphill for 150 yards and once you arrive at the Ridgeway Country Holiday Park, look for the footpath opposite. Climb up the steps of the footpath, then more steps downhill and bear left when you reach a brook follow the path parallel to the brook and cross the wooden footbridge a little further on.

Take the path uphill and follow the path round the edge of the woods, bearing left until you reach Commonside. Cross over and, after a short climb up the hill, you’re following a footpath on the edge of more woodland. You’ll take a newly created diversion round Austerson Old Hall and arrive at a single-track road (Yarrangall Green), turn left and then turn left again when you get to the main Manley Road. Follow this busy-ish road uphill for 250 yards and then turn right down a track to Claim Farm. Once you reach the dog-leg bend to the right, take a 90-degree left turn, go through the gate and head along the side of field. Once you’ve crossed a track/gallops, bear right slightly and follow the overgrown path round the left-hand side of this field uphill towards a house in the distance. Once you’ve reached the road, cross and head up Bushells Lane until you reach a staggered crossroads; turn left up Waterloo Lane. At the end of Waterloo Lane, take a right turn. At the

back end of a slight right-hand bend, you’ll need to take a track on the left and head up towards the ridge. Once you reach the next crossroads, take a left and follow the track past a covered reservoir until you reach Manley Road. Turn right and look for a gate built into the hedge approximately 250 yards on the left-hand side. Take the path which cuts diagonally through a field until you reach the driveway to Higher Mickledale Farm. Go straight across the driveway to another path and follow in same direction all the way to Simons Lane. Turn left and walk uphill; you’ll see the car park from where you started the walk on the right-hand side. Please ensure you wear appropriate clothing and footwear whilst walking. “It’s time... time to make

a change” by Angie Barker

Award Winner

Do you remember that song “It’s Time” from the early nineties by the Winans? (Hubby doesn’t. But then he preferred Pat Boone to Elvis so its hardly surprising). It came to mind the other day when I was looking at our garden and wondering whether I should change the shape of our lawn. It has been a circular shape from the start of the garden when we moved in fourteen years ago and having the need to replace a path running off it, I wondered if it created an opportunity for a new approach. It often happens in gardening that what sometimes appears to be a disaster can actually lead to something better. A case in point is Monty Don’s treasured Box hedge falling subject to Box Blight, it turned out to be a chance for him to turn his borders into a space for grasses which he now loves. Take a good look at your garden and assess what is working well for you and what needs to go. Are those old Lavender plants that have been there for years now looking past their best? We think nothing of updating our décor in the house, painting a room a new colour for example so we should be more open to the prospect of making changes in our outdoor rooms. Just imagine the possibilities if that overgrown Conifer hedge was removed to make

Angie is a qualified award-winning garden designer who will plan your garden to your needs from start to finish, supplying reputable contractors and the ideal plants.

way for a new planting scheme filled with light and colour. Imagine the wildlife you could attract into your garden if you made part of your border into a pond... A great way to pick up ideas and view your garden with fresh eyes is to visit other gardens. There are lots of opportunities in our neck of the woods, from group openings by local gardeners, to the National Garden Scheme and RHS gardens and spring is the perfect time to visit. Another lyric from the song is “what we need is a little bit of love” - a lovely sentiment and one perhaps we should be applying to our gardens (and Hubby of course).

7 cars you can

81

finance

for less than a weekly shop The average weekly shop is about £60, so what cars are available for less than £240 per month? Sometimes it can be difficult to know what a good deal looks like, especially when it comes to financing a car. There are so many things to take into account, such as the mystery of depreciation and the difference between finance deals. So, to give some context, we decided to look at cars that cost less than the average weekly shop, something most people don’t even give a second thought to spending. New figures suggest that the average family spend £60 per week, or £240 per month on food and drink – but what cars are available with that budget in mind? Each of these deals is based on a personal contract hire (PCH) deal, commonly referred to as leasing. This generally means you pay an initial rental or deposit plus your monthly fee to essentially rent a vehicle, and it usually includes servicing. At the end of the agreement – often between two and four years – you hand the keys back with no extra to pay, assuming it’s in good condition and you’ve kept to the pre-agreed annual mileage limits, of course.

Offers correct at time of writing and are subject to change.

The prices here are just a guide, too – you can often increase the monthly payment with a smaller deposit, or pay more upfront to cut the monthly fees.

Volvo S90 £229.55 per month x47 Initial rental: £2,065.95 Additional fees: £360 Mileage limit: 5,000p/a Total over 48 months: £13,214.80 If you’re looking for a fairly large executive saloon that looks good and drives great – but don’t want a predictable BMW or Mercedes-Benz – look no further. The Volvo S90 has everything you could look for, from a sophisticated road presence to excellent on-board technology. There are also great value leasing deals to be had – providing you don’t mind keeping your mileage fairly low. But if you don’t drive too far, just over £13,000 across four years for a Volvo S90 is good value.

82 Skoda Superb

Honda Civic

£212.31 per month x35 Initial rental: £1,910.79 Additional fees: £298.80

£171.45 per month x47 Initial rental: £1,028.70 Additional fees: £360

Mileage limit: 8,000p/a Total over 36 months: £9,640.44

Mileage limit: 5,000p/a Total over 48 months: £9,446.85

If the Volvo is a little too pricey or you can’t quite keep below that mileage limit, the Skoda Superb makes a fantastic alternative. It’s well-equipped and has tonnes of space inside, making it perfectly practical for most families – and unless you’re really looking for top-end quality it’s perfectly decent to be inside . You can save almost £3,000 over the Volvo over the term of the lease, and have less restrictions on distance you travel for good measure.

Not quite ready to take the plunge into full EV ownership like the Ioniq but want a great-to-drive small family car nonetheless? The Honda Civic is the car for you – assuming the styling doesn’t put you off of course.

DS 3 Crossback

This price is for the low-powered 1.0-litre petrol admittedly, but it’s not dangerously slow and performs well once up to speed. The reward for dropping some accelerative oomph is one of the best handling cars in this segment.

£134.79 per month x17 Initial rental: £1,213.11 Additional fees: £99 Mileage limit: 5,000p/a Total over 18 months: £3,603.54

Nissan Qashqai

This deal feels like one of the best in this list. The DS 3 Crossback is a new crossover from the premium French brand, sporting quirky styling and efficient powertrains. However, it doesn’t quite have the same brand cache as other premium rivals, so prices tend to be a touch lower.

Family cars don’t get much more ubiquitous than the Qashqai. The original crossover from Nissan is available with some enticing finance deals right now, with a respectable mileage limit and wellspecified versions coming in below £200.

£181.55 per month x47 Initial rental: £1,089.30 Mileage limit: 5,000p/a Total over 36 months: £9,622.15

You can get a fantastic deal on this model at the moment, even paying just one month upfront.

You’re also saving almost £60 per month compared with your monthly shop, meaning you can treat yourself to some wine or sugary snacks instead…

Hyundai Ioniq Electric

Seat Ibiza

£237.03 per month x23 Initial rental: £1,422.18 Additional fees: £199 Mileage limit: 5,000p/a Total over 24 months: £7,072.87

£135.41 per month x47 Initial payment: £1,218.69 Mileage limit: 8,000 p/a Total cost for 48-month contract: £7,582.96

One of the prohibitive factors when it comes to electric vehicle ownership tends to be price, but this leasing deal proves that you can get a good, practical EV with a decent range at an affordable price. The up-front cost isn’t too prohibitive, and at less than £240 per month it’s reasonably priced. When you factor in the savings from not having to pay for petrol or diesel, and it makes a lot of sense.

The supermini market is booming, so it’s no surprise to see that you can pick up a Seat Ibiza at a competitive price, as the Spanish firm does its best to stand out in the market. Its hatchback is popular for good reason, sporting Volkswagen Group build quality in a more fun and stylish package. If you’re looking for a less predictable rival to something like a Fiesta without compromising on quality, the Ibiza is a fantastic bet.
