Eventually, Toner found himself back in Santa Fe, running a fly shop called The Reel Life. That’s when it clicked to merge his love of fishing with more erudite talents. “I just thought since I was working in a business that required healthy ecosystems, the idea of working in conservation was very attractive,” he says. In a 2010 letter to The Santa Fe New Mexican, Toner identified himself as a “realist” in conservation, writing about how he visited with members of New Mexico’s Congressional delegation to talk about the future of the energy industry in the state. “I’m a fly-fishing guide, a fly-shop manager and an active member of my local Trout Unlimited chapter,” he wrote. “I benefit directly from outdoor tourism dollars that come in the form of lodging stays, restaurant purchases, license purchases, gear and tackle purchases and all the other little fits and starts anglers make on their way to the river to see some of the best New Mexico has to offer. But I’m also a realist. I know the oil and gas industry in our state is very important economically, which is why, as I met with members of Congress, I wasn’t shouting from the far left about the perils of development. Rather, I delivered my message from the middle. I’m a businessman, and I understand how developing our resources is good for the bottom line, particularly here in New Mexico where destitution can be a single lost paycheck away. But I couldn’t lie to these folks, either. Just as the roughneck or the rig foreman is dependent upon minerals for his livelihood, I depend on the water for mine. We are literally one spill away from disaster in Northern New Mexico…” Such realism can be seen in how his organization collaborates with local communities and industries on conservation efforts, such as work done by Trout Unlimited and others, including Chevron Corporation, on the restoration of the Red River in Questa. The collaborative efforts sometimes put Toner in the crossfire of two political perspectives, one arguing that environmental protection stands against economic development and the other arguing economic development stands against environmental protection. But for Toner, economy and the environment go hand-in-hand, and he’s now working to pitch to Northern New Mexico communities that the state fish could be a big tourism draw. The Rio Grande cutthroat is the only trout native to Northern New Mexico’s waters, but it’s threatened by the expansion of non-native trout, climate change and other factors. It’s a beautiful fish; the U.S. Fish and Wildlife Service describes it as distinguished by red to orange slashes in the throat and lower jaw, with irregular black spots on the dorsal fin. Toner has a more succinct, and locally apt, description of the state fish’s characteristics: It looks like a red chile enchilada. According to the U.S. Forest Service, the cutthroat is native to streams in the Rio Grande Basin, including the Carson and Santa Fe National Forests, yet over the years, its population has shrunk and is found in less than 10% percent of its historic range. For Toner, the fish symbolizes his efforts and struggles in preserving Northern New Mexico’s land-based traditions. On the one hand, he credits Trout Unlimited’s recent stream restoration work in Comanche Creek in Northern New Mexico’s Carson National Forest for keeping the fish off the endangered species list. Toner says the creek had been badly damaged by historic hydraulic mining, logging and grazing. Joining an effort pioneered by Santa Fe’s Quivira Coalition, Trout Unlimited secured grant money from Coca-Cola to advance local restoration efforts, using logs and rocks to restore reliable streamflows. stands as the “largest contiguous Rio Grande cutthroat habitat in New Mexico,” he says. But there are also arguments, as articulated in a federal lawsuit filed against the U.S. Fish and Wildlife Service, that the Rio Grande cutthroat deserves a spot on the agency’s list of endangered species. For his part, Toner still believes New Mexico’s state fish is in a precarious position due to climate change, habitat degradation, and competition from non-native trout. One challenge he’s trying to tackle is how to preserve the cultural memory, and therefore significance, of the fish, which is at risk of disappearing as it breeds with non-native rainbow trout. “One of the biggest problems is people thinking a trout is a trout is a trout,” Toner says. “So a lot of the folks who might resist cutthroat trout restoration efforts might think, ‘I love brown trout.’” With nearly five decades of fishing in New Mexico, he describes how younger generations are losing cultural memory of the fish. “No other trout lived in New Mexico 300 years ago, and even 120 years ago, and you need to be somewhat advanced in age to know what that means because they’re more and more inaccessible as they retreat to headwater elevations…” he says. “We need to show the significance of this fish to younger generations or we’ve lost.” While Toner doesn’t encounter much resistance to his efforts to preserve a native fish, he sees the cutthroat’s decreasing ranks to be a result of a complacency toward how much its habitat is changing around us. Preserving the local fish means enlisting communities to preserve grass, soil and water, and an awareness that all life is connected, he says. It’s Toner’s hope that fishermen come to understand all the hard work and political lobbying it takes in Washington and in New Mexico’s Roundhouse to make that happen. When people know and love something they fight to keep it and he stands as an example of those who love the natural gifts of New Mexico and who a re at the forefront of preserving it for all of us. After his first catch, Toner says he found himself staring at subsequent trout he caught in awe of their design. He began releasing them after realizing how spectacular a living trout looked compared to a dead one, thinking God did an “absolute perfect job in designing this being.” “I like trout more than I like fishing for them,” he says.
