What is the problem?


Mayor’s Proposals • Bring the implementation of the central London Ultra Low Emission Zone (ULEZ) forward by one year to 2019 • Expanding the ULEZ beyond central London in 2020 • Introducing a new Emissions Surcharge from 2017 for the most polluting vehicles entering central London • Giving TfL the go-ahead to start looking at a diesel scrappage scheme as part of a wider national scheme run by the government • Keeping Londoners better informed and alerted when pollution is at its worst • Making sure TfL leads by example by cleaning up its bus fleet and buying only hybrid or zero emission double-decker buses from 2018.

Expanding the ULEZ beyond central London in 2020 What area (e.g. CCZ, inner, LEZ) of London should be covered by a ULEZ, if at all? • •

UELZ standards are not implemented everywhere in London. There is significant air pollution in outer London, and ULEZ boundaries need to reflect this. The Mayor proposed that the boundaries be extended to the North and South The boundaries should reach further, Circuits. Is this extensive enough? Many they need to be London-wide. boroughs in outer London with high pollution levels are still not within these boundaries. Implementing a T-charge is not the best solution to air pollution, but we need to start with an array of options including ULEZ, T-charge, and vehicle bans. People who can afford to pay the T-charge will just pay. We should ban vehicles instead.

Do you agree or disagree that the Emissions Surcharge should operate between 07:00 – 18:00, Monday to Friday?

Construction company deliveries often happen before 07:00, so the hours for the Emissions Surcharge should be extended.


Introducing a new Emissions Surcharge from 2017 for the most polluting vehicles entering central London Who gets discounts on the new Emissions Surcharge? Blue badge holders, residents, recovery vehicles, and NHS vehicles are suggested to be exempt from the new Emissions Surcharge. What will Emissions Surcharge revenue be used for? Will revenue be used to fund the scrappage scheme? These are questions we still need clear answers to. Some suggestions are using the money to improve cycling infrastructure.

Do you think that residents should receive a 90% discount from the Emissions Surcharge? Do you agree or disagree that vehicles with nine or more seats such as buses and coaches should also pay the Emissions Surcharge?


Discussion & Conclusions

Although emergency service vehicles should be exempt from Emissions Surcharge, they still need to be held accountable to integrate cleaner, more efficient vehicles.

Set a date for implementation of electric delivery vehicles (electric barges on the Thames).
