The MFRC is here to support the unique parts of the military lifestyle. This includes deployments, joining a new community, and providing social and mental wellness services so that families can stay well and military members can focus on their mission. WHO WE ARE: Personnel Support Programs (PSP) in CFB Esquimalt is a dynamic organization encompassing a wide spectrum of responsibilities: Fitness, Sports, Recreation, Health Promotion, Sponsorship and Donation and Lookout Newspaper and Publishing House. It’s primary responsibilities are to “Serve those who Serve� by defining, assessing and providing fitness and sport’s needs, recreational needs, internal communication, health, well-being and overall quality of life for the military community.

Registration Information Registration for programs and/or services is important as we strive to provide quality programming. Registration helps us determine the number of participants to prepare for. Registration is on a firstcome first-served basis and, at times programs fill up, so register early. Programs/Events that have a fee attached to them require payment at the time of registration. Payment can be made by cash, debit or credit card (during normal business hours and/or online at www.cafconnection.ca/esquimalt).

Cancellation Policy If we cancel Full refunds are issued when the MFRC/ PSP cancels a program. Every effort is made to cancel courses in a timely manner (1-5 days prior to start date).

MFRC programs: Full refunds will be processed by contacting the MFRC at 250-363-2640 a minimum of 3 days prior to the program start date. PSP programs: Full refunds will be processed by contacting PSP at 250-363-1009 a minimum 2 weeks prior to the program start date. 50% refund will be issued one week prior to start of programming. Less than one week’s notice will be on a case by case basis. Please note cancellations after the required dates will be subject to approval and are subject to an administrative fee. Once a program has started, refunds will not be provided. Refunds for Club memberships will not be granted unless approval from club has been received. In the event of a medical/emergency circumstance prorated refunds may be

granted for programs with multiple sessions (i.e.; workshop series).

Refund Process

MFRC programs: If paid by credit card, the money is refunded back to your card. If paid with a debit card at the Signal Hill location, the amount can be refunded back to your debit card. If paid by cash or debit card at the CPAC location, a cheque will be issued. Please allow 2 weeks for processing. PSP programs: All refunds will be given back to the individual by the method they paid. If the payment was completed by cash we are able to refund directly to a debit card or you can request a cheque.

The facts about vaping ■ Courtesy of the Maple Leaf This past summer, news media began reporting on a series of acute and severe lung illnesses in the United States linked to the use of vaping products, and more recently vaping-related illnesses have been reported in Canada. While public health authorities are examining possible risk factors for these illnesses, the exact cause is still under investigation. Vaping devices come in many shapes and sizes and can have attractive flavours that appeal to youth. Some devices resemble small everyday items like USB sticks and pens. Vaping devices are known under a variety of names such as mods, vapes, sub-ohms, vape pens, e-hookahs, tank systems, electronic cigarettes / e-cigarettes, and electronic nicotine delivery systems (ENDS). E-cigarettes and vaping products are not harmless. By heating a liquid they produce an aerosol that may contain substances such as nicotine, cannabis, heavy metals, volatile organic compounds and some cancer-causing agents

which have negative effects on your health. Nicotine is a highly addictive substance, and while not all vaping products contain nicotine, the majority of them do and the levels of nicotine can vary widely. Youth are especially vulnerable to its negative effects, as nicotine can alter their brain development, memory and concentration and lead to nicotine addiction. Moreover, vaping can affect the respiratory and cardiovascular systems. Studies have shown increasing rates of vaping among youth, which is a major public health concern as it is linked to initiation of smoking in this population. Health Canada acknowledges that vaping is a less harmful option than smoking when vaping products are used to quit smoking tobacco. However, the effectiveness of vaping products as a smoking cessation aid is still being researched. People should keep in mind: • Vaping is not without risk.

• Non-smokers, people who are pregnant and young people should not vape. • People who vape should seek support to quit. • People who use vaping products are advised to avoid any products from illegal or unregulated sources and should never modify vaping products or add any substances to these products that are not intended by the manufacturer. • While the cause of severe pulmonary illnesses related to vaping is still under investigation, legal products are not considered risk free. • Individuals who use vaping products should monitor themselves for signs of respiratory illness and seek medical attention if they develop symptoms such as cough, shortness of breath and chest pain. MFRC EXPANDS DIGITAL REACH WITH

Military Lifestyle Podcast ■Peter Mallett, Staff Writer A new podcast titled The Military Lifestyle focusing on the lifestyle facing today’s military members and their families is available on your smartphone, tablet or computer. The first episode of a 14 episode first season debuted Oct. 9 and are being produced by the Esquimalt Military Family Resource Centre (MFRC) with the help of local company Organized Sound Productions. The podcast will build on the Esquimalt MFRC’s digital presence following the launch of its Deployment App in 2017. “We are excited to offer a new way for people to experience and interact with the MFRC,� said Jon Chabun, MFRC Esquimalt Communications and Marketing Coordinator. Chabun will host the program and says creating the podcast was about meeting people where they live. The organization has seen how community members often live, stay connected and keep organized through their smart phones.

“People are busy and military families are increasing living everywhere,� said Chabun. “You don’t have to worry about registering and getting to a workshop. You can download it, listen to it offline, on your schedule. We really hope to reach people that might not traditionally come through our doors or who don’t have the time to get to a workshop at the MFRC.� Areas of discussion on The Military Lifestyle include deployments, postings, and transitions through interview with experts from their respective fields here at the base and across Greater Victoria. The first episode looks at preparing couples for deployment with MFRC Deployment coordinator Sandra Pinard. Other episodes include an interview with military anthropologist Dr. Anne Irwin, who will discuss the challenges facing military personnel transitioning from the military to the civilian world, while another will focus on looking for work in a new community. Chabun says the MFRC is open to suggestions for future topics of the podcast.

Funding for season one of the podcast is being made available through a grant to the MFRC from the non-profit True Patriot Love Foundation. The original idea for the podcast can be traced back to a discussion at a MFRC meeting on technology in June 2018. The idea received positive feedback from MFRC staff members when it was first proposed and just over a year later it is ready to take flight. People can subscribe for free through popular platforms such as Apple Podcasts, Google Podcasts, Spotify or Stitcher by using the key search words MFRC and The Military Lifestyle. Wellness Wednesdays Join us for an informal discussion around various mindful topics with the challenges of military deployments in mind. Each session will include a short guided meditation and an informal learning opportunity. Become a vital part of a successful deployment by getting involved as a Family Network Volunteer. Enhance your group facilitation skills, provide information and support to your fellow military families, and gain experience with communications and organizing special events. You will need to commit approximately six hours per month. The MFRC is currently seeking volunteers for several networks as well as general office volunteers. Extra volunteers are always needed to assist with activities, communications and planning.

Come receive an overview of the MFRC, learn more about the volunteer application process, and learn the requirements for volunteering in the military family community. Birthday Parties BOOK your party with PSP Recreation Book your child/youth’s next Birthday Party with PSP Recreation. We offer a number of theme parties to choose from. Most of our Parties take place on Saturday or Sunday, however, there are a few parties with flexibility. Check out the variety of themed parties available! PLEASE NOTE: Our Birthday Parties take place at CPAC on Saturdays and Sundays from 1:00-3:00pm, 3:30-5:30pm, or 6:00-8:00pm. Contact us at 250-363-1009 to organize your party. The MFRC is inviting parents or caregivers and their children (up to the age of 6) to join us for an hour of healthy breakfast snacks, great stories and interactive songs. Each family group will receive a book to take home with them. Each session is free but you must pre-register for each of the eight events between September and June. Imagination Library Funded by donations, this program enhances literacy and develops resilience in children as they experience the challenges of the military lifestyle. Finding child care while a military member is away can be a challenge.. Free on-site child care is available too deployment program participants iff the military member is deployed. It is also available if the military memmber is attending a deployment workkshop with their partner. Requests must be made at least seven days in advance by calling the MFRC at 250-363-2640. Parents should provide a healthy snack and drink for their child.

Children’s Deployment Workshops Help your young child adjust to a parent being away on deployment. Kids interact with other children who are going through the same experience. These workshops will help validate your child’s feelings about deployment. Register your child by calling the Military Family Resource Centre at 250-363-2640. Space is limited, please register your child in advance. Naval and Military Museum launches new website CFB Esquimalt Naval and Military Museum has just launched a dynamic new version of its informative website at www.navalandmilitarymuseum.org It features new content, new resources for researchers, and a brand new look and feel. This is the third iteration of the museum site, which is now in its 19th year. During that period, millions of people have visited the website to learn about the history and heritage of the naval presence on Canada’s West Coast, and of the military on Southern Vancouver Island. The latest rollout of the site follows months of intensive effort by Ardent West Creative Directors Denis Eve and Olivia Hernandez, in cooperation with the museum’s webmaster and exhibit designer, Clare Sharpe. Sharpe has worked on the museum’s online presence consistently since 2000,

when the first website for CFB Esquimalt Naval and Military Museum was designed by volunteer Wayne Lidstone. In 2013, the site was redesigned again, by Joseph Kotopski, a graduate student from Q College, and served the museum well for several years. Sharpe is delighted with the Mark III reorganization and redevelopment of the site, and says its usefulness has already been demonstrated: “We’re getting a strong positive response to the new site, in just a few short days of going live. The fact that it now includes effective contact forms and artifact donation forms is enabling museum staff to communicate well with our visitors and potential donors, and has enhanced our accessibility.” The fact that the site has been fully optimized for mobile devices, with a strong and engaging visual aesthetic, is

another big plus. “Obviously, the look and feel of the website is very important, and we love its style, appearance and layout,” Sharpe commented. She notes that the old web site, being from the era it was, “was at best mobile friendly-ish.” But the new website is completely responsive in layout and design for all potential platforms and devices. All images and pdf downloads are organized, named and presented in a significantly improved user-friendly manner to enhance the experience of the users and to maximize their searchability on Google. In addition, the navigational structure and architecture ensures that users will find it much easier to retrieve content and documentation relevant to their interests. “We believe it’s a major step forward in sharing our museum and archives with a wider online community,” says Sharpe.

MFRC UNVEILS BEVERAGE CONTAINER

Donation Bin ■ Peter Mallett, Staff Writer It’s big, its blue and it needs some bottles and cans from you. A new community donation bin for returnable beverage containers at the CANEX Expressmart in Colwood has been established to benefit the Esquimalt Military Family Resource Centre (MFRC). Recycling firm The Bottle Depot donated a bin and has agreed to collect and sort the drink containers on behalf of the MFRC, with 50 per cent of proceeds going to the non-profit organization’s Deployment Respite Childcare. “It is wonderful to be involved in this latest project with the MFRC because Bottle Depot is all about connecting with the community and that is what are always striving to do,” said Kelly Gorman, Operations Manager at Bottle Depot. Each bin holds approximately 1,000 beverage containers, which she said can be worth approximately $100. Lisa Church, MFRC Community Engagement Manager, says the unique fundraising initiative couldn’t have happened without the help of CANEX Esquimalt manager Sara Johnson. “This is a wonderful community partnership that will assist the MFRC with desperately needed cash to help run its deployment programs,” said Church. The MFRC is an approved drop off site for the Fleet Mail Office for Units with published mail dates or for any land based deployment outside of Canada. Military Family ID Card It takes just 10 minutes to get this valuable ID card. The card is available to all regular and reserve military family members age 10 years and up. Use it to access base services such as the Naden Athletic Centre, to access Dockyard and Colwood by vehicle for pickups and drop-offs, and to receive discounts from local businesses. The CAF member must be present to sign the card at the time of issue and present their MPRR. The MFID is available at Signal Hill MFRC and CPAC MFRC.

Each session will include a short guided meditation and an informal learning opportunity. Social and Mental Wellness Resources and Services Emergency Family Plan You need to plan ahead for the unexpected. If something happened to an at-home family member during a deployment, you need to have a workable emergency family plan. The MFRC can help you develop your plan, look at ways to build your support system and may be able to provide some assistance upon assessment.

Extra Support Needs The Esquimalt MFRC offers one-to-one support for Canadian Armed Forces families with a family member with extra needs. We can work with you to: • navigate the complex needs, education, mental health, and health care systems • advocate for services • develop a support plan for persons with complex needs • create a family care and support plan for upcoming deployments • find services for caregivers supporting aging family members or a family member with health concerns • prepare for a posting in or out of Greater Victoria • Need assistance? Short-term Counselling Individuals, couples and families can access short-term counselling sessions at the MFRC in a confidential atmosphere of support. Registered social workers provide support with stress, relationship issues, parenting challenges, the military lifestyle plus much more. The MFRC also provides quality referrals to outside counselling resources and specialized support services. Call 250-363-2640 for details.

Strongest Families Social workers/counsellors can make a referral to “Strongest Families� on behalf of families who want to acquire parenting assistance. Supports are available for children/youth ages 13-17 who require strategies to address anxiety and behavioural issues. Additional supports can also be provided to address concerns associated with aspects of the military lifestyle. Parents can access more support through coaching by telephone. Call the MFRC and ask for the intake phone line for more information.

Parenting Programs Kids Have Stress Too This interactive workshop focuses on the important role of parents and caregivers in helping young children learn to manage stress. The child’s ability to cope with stress in the early years has consequences for physical and emotional health throughout life. Veterans Veteran Family Program The MFRC’s mandate now includes support to medicallyreleased veterans, medically-releasing CAF members, and their families as they transition to post-service life. There is no formal registration for this program. If you need support, call the Veteran Family Program Coordinator at the Esquimalt MFRC at 250-363-2640. There are a variety of services to meet your unique needs: • One-to-one support navigating the civilian health care, employment, and mental health systems • Help finding appropriate community resources for yourself and your family members • Transition programs and workshops • Short-term counselling and social work services

Transition Programs and Resources Financial Planning Workshops To support transitioning members and their families, SISIP offers a financial planning workshop to help individuals and families plan their finances as they approach their release and prepare for their transition to post-service life. Topics may include tax planning, CAF pensions, investments, insurance coverage, and disability awards.

Mental Health First Aid In support of the Veteran Community, a customized version of the Mental Health First Aid course is available for members of the Veteran Community. Mental Health First Aid is the assistance provided to a person who is experiencing a mental health concern or who is in a mental health crisis. Members of the Veteran Community will receive this training at no cost. This course teaches participants to understand, identify, and respond to signs of mental health and substance use concerns. Seats are limited and registration will be on a first-come, first-serve basis.

Transitions Book Military families experience many changes in their lives from relocations to deployments to the transition out of the military. The Transitions book will teach you about the stages of transition and help you to learn how to effectively work through those changes. Veteran Family Journal The Veteran Family Journal is a tool designed to assist medically releasing CAF members, medically released Veterans, and their families to make a successful transition from military life to civilian life. This tool can help you and your family identify your unique needs and plan for the future. HEALTH PROMOTION Strengthening the Forces offers Health Promotion Programs designed to assist Canadian Forces members, their spouses, and civilian employees to take control of their health and wellbeing. Maintaining a high level of health improves ones ability to perform effectively and safely on CF operations, and contributes to a higher quality of life for everyone. All Health Promotion Programs are free of charge and open to CF members (regular and reserve), their spouses, and civilian employees (Public and Non-Public).

Programs *Creating an Addictions Free Workplace: Supervisor’s Training (Mite 117733) This program is designed specifically for the Canadian Forces and for personnel in leadership positions (MS and above). The course is designed to assist leaders to promote an addiction free culture in their workplace. Participants learn about substance misuse, warning signs, effective interviewing skills, active listening skills, enabling, and how to challenge and change unhealthy workplace cultures. January 13 (8:30 am – 4:00 pm) AND January 17 (8:30 am – 12 noon) (course includes both sessions)

Sports Formation Sports Esquimalt Formation Sports organizes sports teams, leagues, and tournaments from the Formation/Base level to international competition. Cock of the Walk (COTW) The Formation Cock of the Walk program is a program that has grown to include both fleet and base units. The base units and fleet units will compete in a variety of sports to obtain points throughout the year. Your unit Sports Rep will be provided a schedule of events. Formation Teams (CFB Esquimalt Tritons) Esquimalt Formation Sports teams are comprised of Canadian Armed Forces (CAF) members that are Regular Force or Class A, B or C Reserve Force and belong to CFB Esquimalt in full capacity or are Attached Posted here. The Tritons represent CFB Esquimalt at Canada West Regional Championships for various sports, and if they win at the Canada West Regional Championship move on to represent Canada West Region at the National Championships. PSP Fitness Classes Aqua-Fit Get moving with a 45 minute, moderate level aquatic workout to improve strength, flexibility, and stamina. Work on core stability while getting an excellent cardio and strength workout. This class uses aqua-jogger belts, foam dumbbells and pool noodles for a lowimpact, high-energy workout.

Bootcamp A combination of cardiovascular, core, and muscular strength/endurance work are mixed for a high intensity class. These classes change each week with emphasis on different components of fitness. All levels welcome. Come prepared to work indoors or outdoors.

FORCE PT Practice and receive feedback on training methods, evaluation protocols, and techniques for different components of the FORCE test. Depending on the day, the staff will work to get your heart pumping, shock your core, and/or assist you in some active recovery.

FORCE Familiarization This drop-in test will run you through an unofficial FORCE test where you are able to track your progress by having each test component evaluated by a PSP Fitness Staff. All participants welcome.

Sore and Restore Come and explore varied stretching techniques, focusing on increasing full body strength and flexibility. A great complement to any fitness training routine.

Spin Cycle your way to better health with motivating instruction and music. You control the intensity of the class through tension adjustments. Please bring a small towel and a water bottle.

PSP Reconditioning Rehabilitation for Performance (R4P) serves Canadian Armed Forces (CAF) members that have sustained a musculoskeletal injury and require a period of reconditioning in order to be optimally prepared to safely return to full operational military duties. R4P consists of movement-based exercise programs for the specific body areas of: Spine; Upper-Quadrant; and Lower-Quadrant, and utilizes appropriate components of mobility, flexibility, endurance, stability, strength, power, balance, proprioception, speed, and agility training. The R4P programs are movement-based and designed to deliver functional challenges specific to the CAF. R4P ensures that all injured CAF personnel are provided the time, opportunity, equipment, and programming necessary to improve. Referrals to R4P can only be made by a physiotherapist. If you’re interested in participating in this program, please talk to your health care provider.

CFSA CFSA Winter Activities Come and join the Canadian Forces Sailing Association! We offer many opportunities for kids, adults and families to get out and have fun on the water! Joining the club is easy and inexpensive, and half year rates are now in effect. You can go to our website www.cfsaesq.ca or send an e-mail to our membership committee membership@cfsaesq.ca When you join you gain access to a sailing club with fleets of sailing dinghies, a SONAR 23 Sport boat and an active racing programme – not to overlook the most active all ranks mess/clubhouse on the base. Our Junior Race Team practices throughout the fall and spring, participating in regattas around BC, the Pacific Northwest and North America. Junior sailors have typically attended our CANSail camps and are between 8-19 years of age. They can compete in Optimist, Club 420 and Laser class dinghies. Junior Sailors are members of the club and are welcome to practice and compete with club boats as part of the organised race team practices or as self-organised dropin practices. The first regattas of the New Year start in February and our Spring Season begins in early April with professional coaches and some eager sailors that make the team a fun and social environment.

This can be a great way to learn about sailing, join a crew and meet people who are passionate about the sport of sailing. The club has a policy of “leave no one on the dock” on club race day. Our website has the racing schedule and the Fleet Captain is always willing to answer questions and play matchmaker between new-crew and skippers. It gives families easy and fun access to marine parks and islands that most people will never see or visit. Moorage is available to members at our docks and we have a lively cruising fleet that helps members expand their cruising skills with organised cruises and planning sessions. A camp designed for little sailors wanting to familiarize themselves with salt water, sea life, and sailing. Focused on fun, and being comfortable, and safe on the water and docks. Opti Wet feet is a one week course. Classes run from 8:30am to 4pm Monday to Friday

Sailors develop their racing skills and work towards their CANSAil 5 and 6. They finesse their boat handling and boat speed as well as gaining theory knowledge. Evening classes for Sail Canada accredited CANSail basic sailing skills. This is a four week course taught on Tuesday and Thursday evenings from 5:30pm to 8:30pm. Intro to Keelboating

Evening classes to introduce adults to the world of keelboating. No certifications are given out but there is an extensive cirriculum including navigation, mooring, rigging and fundamental sailing skills. This is an adult class for the beginner sailor or those with limited sailing experience to learn in on the Sonar sailing boats. This is a four week course taught on Monday and Wednesday evenings from 5:30pm to 8:30pm.

Opti Basic (7-12 years)

CANSail accredited introduction to Opti sailing. The program introduces children to sailing in a fun, safe environment. With two sailors per boat, children work on the basics of sailing in a comfortable, fun, and enjoyable atmosphere. Opti Basic is a one week course. Classes run from 8:30am to 4pm Monday to Friday Opti Advanced (10-14 years with Opti Basic completed)

CANSail accredited continuation and development of the Opti basic program. Sailors learn to "single hand" and sail by themselves! Young sailors gain independence as their Opti Basic skills develop and more advanced skills are gradually introduced. Opti Advanced is a one week course. Classes run from 8:30am to 4pm Monday to Friday Opti Fast (10-14 years with Opti Advanced completed or on the Race Team)

CANSail accredited continuation and development of the Opti Advanced program. Sailors build on their racing skills and work towards their CANSail 4! They improve their knowledge of sailing and racing and develop their confidence as sailors. Opti Fast is a one week course. Classes run from 8:30am to 4pm Monday to Friday

Youth CANSail Programs (11-16 years old) Youth Basic

Basic sailing course for new sailors or those with limited sailing experience. Sailors will learn the fundamentals and be introduced to the sport of sailing through on the water games and activities. The course includes safety, crewing, steering, and seamanship. This is a two week course running Monday to Friday, 8:30am to 4pm.

Adult CANSail Advanced (Pre-req: CANSail Basic or White Sail III)

Advanced sailing skills for those who have completed CANSail Basic or the traditional White Sail III courses. Sailors will work on refining skills in heavier winds, work on boat handling, and will be introduced to the concepts of right of way and reading the wind and waves among other skills. This is a 3 week course to be taught over the weekend: Saturday and Sunday 9am to 4pm.

Before and After Supervision We know that summer camps often cause conflicts with work, so we offer a way to drop your kids off early and stay a little while after class. Games and other on-shore activities keep kids busy as well as few small learning opportunities while hanging out with an instructor. If you are interested in this please email us a week before your course or talk to the Head Instructor on the first morning during registration

What to Expect Expect to go sailing on your first day and every day, rain or shine. The weather can be varied on the water so please come prepared with a hat, sunscreen, wind-breaker, change of clothes, towel, lunch, snacks and plenty of drinking water. Only close-toed shoes are allowed on the docks and in the boats. Safety (i.e. bike) helmets are required for all students under 16, unless a waiver is signed by the parent. We have a few helmets available but you are encouraged to send your child with their own that fits them and they are comfortable with. PFD’s are supplied, but feel free to bring your own. A Parent/Guardian must attend the first class to sign necessary waivers.

This club boasts one of CFB Esquimalt’s largest memberships with over 570 people! This club purchases corporate memberships at local golf courses and provides reduced green fees to its members. CLUBS Model Railroad Club The model Railway Club started as an N Scale (1/160) NTRAK modular layout in December 1997. Currently the NTRAK layout is 30 plus feet by 40 plus feet. These modules are continuously updated as new techniques and experiences are gained including Digital Command Control (DCC) systems. The N Scale layout is currently completing conversion to DCC but this does not preclude DC locomotives from being run on the layout. The HO Scale (1/87) modular layout is also 30 plus by 40 plus feet and has completed conversion to DCC. Again this does not preclude DC locomotives from enjoying the wonders of the layout. Some of these modules depict logging operations, mining operations and a locomotive servicing facility. Both of these layouts have been on public display and have won multiple awards as “Best Operating Layout”, “Favourite Operating Layout”; and “Best Module” at train shows in Victoria and Nanaimo. Our layout at “Christmas in the Village” is the perennial

favourite display at the Saanich Historical Artefacts Society Christmas presentation. The Club actively participates each year in the Victoria Train Show, Westshore Town Centre Hobby Show, Nanaimo Regional Train Show, Esquimalt Buccaneer Days, MARPAC Expo and the West Coast Welcome. All Active or retired military members, DND and other Government employees are welcome and invited to join the CFB Esquimalt Model Railway Club. We also are allowed limited numbers of others who do not meet the previously noted requirements as well as junior members providing the parent is an active member. The Club currently meets every Wednesday from 1300-1630 hours and Saturday mornings from 0830-1200 hours in the basement of Building 1031 Work Point Barracks.
