on Regenerative Architectural Heritage, Systemic Urban Development & more Meaningful Futures

I am an Architect , specialised in the Conservation of the Architectural Heritage , working as a Technical Expert and Advisor for Living Future Europe [LFE].

For more than a year, I have been collaborating with the New European Bauhaus [NEB] team from the European Commission on behalf of LFE - a NEB partner, and independently, as external evaluator. Also, in October, 2022, I have joined the team of one the firsts NEB based Horizon Europe projects as a Technical Expert in urban renovation.

I am currently based in Amsterdam , having previously worked and lived in Paris, Brussels and London, and gathering a long experience as Cultural Manager in Romania, where, since 2006, I have been developing structured methods of bottom-up urban analysis aiming for the reactivation of the architectural heritage.

As an Architect for the Belgian Architecture Office ORIGIN - Architecture & Engineering’ specialised in the restoration of historical monuments, in 2018, I had the opportunity to work on a multitude of projects, tackling various philosophies of interventions, contextual problematics, scales of intervention, and development phases. This practical experience was part of my formal education in France, for the DSA post - master at ENSA Paris - Belleville. It also concluded a formative path that began in 2008 with my work experience as a junior architect at the Romanian - American Architecture Office, ‘Lauster & Radu’, followed by an internship in 2011 at ‘LAN Architecture’ in Paris. In 2020, I co-founded an architecture office in Bucharest, ALA Studio, in association with two other female colleagues.

As a Project Coordinator for the Rhabillage Association , between 2018 - 2019, I developed a multi-criteria urban analysis methodology for strategic local development based on cross-sectoral cooperation, ‘EDRAH - Economic Development in Relation to the Architectural Heritage’ , which was tested for the first time in Giurgiu [Ro] with the support of the Romanian Order of Architects and the Municipality of Giurgiu. A group of 18 international young heritage professionals and researchers, with interdisciplinary educational background documented the local heritage values and based on the on-site experience developed a regulation plan for the historical street connecting the city center to the main train station. This experience evolved from a volunteer based initiative that I launched in 2006 as a young Architecture student in Bucharest, the ‘Mourning Houses’ project and from the work on the concept book ‘RePAD. Rehabilitation_Patrimony Architecture Development’, that I have published in 2013.

Every now and then, I do independent research, such as ‘Bucharest, the little Paris?’ , that began in 2010 as a comparative urban analysis through photographic techniques and that later became a photography exhibition [2014], and an awarded scientific paper [2017]; or, the more recent challenge, ‘The theatres of Fellner & Helmer.

Subtle reflections on local specificities and identitary values’ , a project supported by the Austrian Embassy in Romania that started in 2020 and it is about to step into the spotlight in the later part of 2023 with a traveling exhibition and multi-media content on a dedicated platform.

From the volunteer based project in Bucharest, The Mourning Houses [2006] to the EU funded cross-sectoral international cooperation between more than 30 partners in 7 countries aiming for the sustainable urban rehabilitation of 7 lighthouse projects expected to be operative by 2025, it has always been a path for working on regenerating urban spaces and in an intercultural environment, which now comes in-line with this New European Bauhaus movement that I am so honoured, proud and grateful to be part of.

GRIRO - Historical Analysis of an industrial site - Bucharest, RO

The historic study for the GRIRO industrial site aims to gain a deeper understanding on the environmental conditions that determined the creation and the evolution of the urban structure, as well as the actual relation with the neighbouring areas. The research is meant to define a specific framework for preserving and repurposing the heritage values and traces in case of future transformations.

In the particular context of Romania, the historical fractures in the political game, added an extra layer of complexity in dismantling the stories in distinct components and separating values from parasitary and unauthentic traces. In the case of GRIRO, finding the proper balance between what is worth saving for future generations, what has to leave room for new heritage traces to be built and how these transgenerational stories are meant to weave together constitutes the foundational purpose of this research.

Renaat Braem died on January 31, 2001 in Essen. He was 90 years old. The Administration and Rectorate building of the Vrije Universiteit Brussel is its last major construction project. He wanted to pursue a synthesis of the arts in the building from a vision of the world based on free science.

In this phase of intervention, the project involves the work inside the building, to find the spatial fluidity proposed by the architect at the beginning of the design, a reflection that has never been realized. To better highlight the murals made by Braem and who are today protected, within the agency we have tried to open the spaces around the central core and to mix restoration interventions of the existing with contemporary footprints to better serve current activities, in the same spirit of identity proposed by the original architect.

The City Hall was built in 1887. Following a great fire that took place in 1911, the building of neo-Flemish stile needed major restoration work. On this occasion, the architectural structure was rebuilt identically, with the addition of an extension at the back. Only the front facade has been restored.

The historic monument that we inherited today needs interior restoration. There is no need for urgent measures, but rather for conservation. The most important challenge is to update the building to better accommodate the administration of the municipality and citizens - reorganize the workplace, rethink traffic flow management, increase energy efficiency, design zones for better welcoming people.

The Palais du Midi is one of the monumental buildings of Brussels that were designed to define the axis of the Grands Boulevards du Center at the time of the sanitation of the Senne at the end of the 19th century.

Built as a bazaar market, the large complex has had several uses over time and multiple transformations including reconfiguration of the roof and of the interior space . Today, the building is dedicated to educational activities, sports and commerce.

Dating from the ‘80s, with fragmented interventions that erased most of the original identitary traces, the single family residence from south France was in need of deep renovation works after the recent change in ownership.

The design concept involved the creation of a lounge and small studio on a lower level, a main living area and three bedrooms on the ground floor and the master-bedroom at the upper level. The two major challenges of the project were the functional reconfiguration of the sleeping areas, in order to assign dedicated bathrooms for each of the bedrooms and the reconstruction of two stairs providing safe access from the ground floor to the other sections of the building.

The terraced garden of this generous property from the south of France was in need of complex landscaping works after the recent change in ownership.

BIZETZ BRIDGE | HM | 1905 - Giurgiu, RO

Lead

At the time of its construction, the Bizetz Bridge was the first one in Europe with railway and car paths in an horisontally angled trajectory. Also, the particular construction system for the foundation of the structural walls was a novelty for that time as well. If, at the beginning of the 20th century, the construction of the Bizetz Bridge played an essential role in connecting the city of Giurgiu with the Danube for industrial and economic reasons, a century later, its role as a facilitator for local development remains the same, but on a different basis. It is hoped that the reactivation of the pedestrian bridge as a cultural landmark will generate an urban acupuncture effect on the southern side of Plantelor Alley, extending leisure activities towards the southern bank of the St. George Canal and the proximity areas. The proposed technical solution aims to restore the historical image of the metal structure by freeing it from various prefab concrete slabs and to enhance the traces of the historical railway path.

The proposed architectural conservation and restoration works involve minimal structural interventions, spatial recovery of the original Pump Room and restoration of the historic finishes according to the original techniques and materials. Energy efficiency mechanisms are set in place as well, such as the installation of a new roofing system with photovoltaic panels and energy efficient window systems.

The interior design concept is based on an in-situ co-creation workshop organized with local groups of children. This process consolidated the framework for a design solution that involved the creation of two distinct areas: a multifunctional space for cultural-educational activities and a specific path for the exhibition section in the area dominated by the active and historical technical equipments.

The MOURNING HOUSES project started in 2006 as a voluntary based initiative structured into two complementary components: the creation and development of an online archive of historically and architecturally valuable old degraded buildings in Romania and promoting this database to the local community as awarness on the status of the Romanian architectural heritage. In 2010, the inventory in Bucharest was completed, resulting in approximately 4,000 degraded, demolished or wiating to be demolished houses, historical monuments, buildings in protected areas, or simple constructions with architectural and historical value for the city. Developed in 2010, the NOT MOURNING HOUSES project involved the creation of an inventory of good practice models in the rehabilitation of the architectural heritage in Bucharest and the dissemination of the results in addition and complementarity to those from The Mourning Houses project in order to support other actions of information, education and deeper engagement of local community. At the time, in Bucharest, there were identified about 60 good rehabilitation examples and only 20 buildings that could stand as models of good practice.

Since 2014, architecture became an optional class for the 3rd and 4th grade kids in public schools in Romania. One hour per week, children are taught about the basic principles in architecture and design. Architects and teachers, together, organise interactive activities, a fun learning alternative to the traditional educational system.

Beside this long term commitment, occasionally, presentations and workshops complete this refreshing learning experience.

The Romanian Union of Architects Municipality of Bucharest

A cultural project that creates public access for archive documents by digitizing the inventory of more than 2000 files from the National Archives, Bucharest Department - from 1830-1960, collected and organized by the historian C. Mucenic and over 100 historical studies for various Romanian historical monuments.

The dedicated website of the project was created having in mind the idea of generating a friendly and accessible platform. By creating an online database, we have tried to extend this thread further, to develop a practical work tool for researchers, architects, students of different specialisations, but that can also be a simple website for a resident in Bucharest, curious to discover what happened on his/her street before.

The main objectives were articulated in a bi-directional approach aiming, on the one hand, to make the available cultural fund accessible through the latest generation of digital technologies, and on the other hand, to empower a new generation of IT specialists, working in the design area of digital products and services, with a focus on the museum sector.

A series of interdisciplinary workshops was organized with the participation of 5 high-schoolers from the region and 3 students selected through a national call, for photographing 300 of the most representative artefacts and their DocPat registration. 30 of them were 3D scanned and 4 digital twins were created for the distinct museum buildings. One transmedia storytelling strategy was developed.

Following the practical activities developed within Bucium Summer University, 84 heritage objects were identified, houses, water mills, blacksmith workshops, traditional bread ovens, churches and crucifixes. The study involved morphological constructive analysis, photographic documentation, GPS location, for 10 of which were completed surveys also. All information has been sinthetized in the first notebook Bucium Rural Heritage Repertory. The editorial project involves an introductory text, a list of all the identified items and a set of 46 drawings for deep study of the 10 of them.

Initiated in 2010, as a comparative urban analysis through photographic techniques, the project emerged into a transdisciplinary methodology in order to create a strong documented support for a deep research on local cultural identity. The innovative nature of the work results from the complex approach on the issued matter, the mix between a rather technical and urban study and an artistic vision, free and even playful at once. Built on a systematic and structured analysis, the results to be shown are presented in a formal way, graphic and of complex composition. Based on the case study of Bucharest versus Paris, the aim of the paper is to support a critical debate on the limits of cultural transfers and their power to change ideas at urban scale and to make room for a better understanding of the cross-border dimension of heritage and the role of cultural particularisation in the globalisation process.

The Mourning Houses project

In May 2006, 24 panels of 6sqm were placed in seven of the busiest metro stations in Bucharest, presenting heritage buildings in decay with a personal message addressed to the viewers. The awareness event was the first addressing the fragile state of the local heritage to the general public in Bucharest.

Under the curatorship of the french architect and photographer Ferrante Ferranti, the exhibition aimed to use the contemporary perspective over the actual state of Bucharest’s heritage through the lens of 8 photographers as awareness concerning the consequences of the local architectural decline.

The documentary is part of the RePAD project, launched in late 2013 and presents, through the lens of 7 interviews, a number of mechanisms by which a city can approach an integrated development strategy.

The film presents the formative path followed by the art historian Cezara Mucenic, the Phd obtained under “special” conditions during the difficult times of communism in the 1970s80s and her historical studies as an expert in historical monuments.

The research process is based on 11 on-site visits, in Iasi, Oradea, Cluj Napoca, Timisoara, Zagreb, Rijeka, Varazdin, Budapest, Graz and Vienna, and 36 interviews with people connected to the F&H theatre life.
