Silverdale Playcentre struggles to stay open on eve of 50-year jubilee Silverdale Playcentre will be 50 years old next year but its president, Sarah Abraham, fears that it may not reach that milestone. Just four families are currently enrolled at the centre, which almost went into recess at the end of Term 2. Four families is the minimum required to operate under Playcentre’s constitution. “We held a meeting with the president of the Association to decide whether to close the doors, or whether those
that remained were prepared to give their all to keep it open,” Sarah says. Sarah, who has three children at the Playcentre, says she is prepared to give her blood, sweat and tears. “We are so lucky with the facility we have and it would be really sad to close on the eve of 50 years in the community,” she says. All around the centre, which is at 19 Wainui Road, the suburbs of Silverdale and Millwater are rapidly growing and many local preschools on the Coast
are full, with waiting lists. Currently Whangaparaoa Playcentre has 28 families enrolled, and Red Beach has 25. The drop in numbers at Silverdale has only taken place within the year – previously it averaged around 10 families. Sarah says that initially they thought the problem could be that a parent or whanau member (including grandparents) must be involved; the sessions are parent-led, as Playcentre’s philosophy is that parents are a child’s
best first educators. “Having a stay-at-home parent is a luxury these days and families moving into the area may have both parents working – especially with the price of housing and the need for two incomes,” she says. In Term 3 they set up a Friday playgroup, for a gold coin donation, to introduce new families to the centre. “That helped to raise our profile – what we found was that lots

of people don’t even know we’re here,” Sarah says. Because sessions rely on parent volunteers, numbers fluctuate as children leave for school. This is a challenge for all Playcentres as they compete in the early childhood education sector. With numbers critically low at Silverdale, the North Shore Playcentre Association – umbrella organisation for 21 Playcentres from Devonport to Tomarata – has stepped in to provide support and help maintain the quality of the sessions. Kana Parr-Whalley is working closely with the group as support worker. She says Playcentre’s parent-led philosophy means that parents help each other to become more confident about raising children. Parents study NZQA-recognised programmes so they can run the sessions. “It’s education for the parents, as well as the kids,” Kana says. “Having young children can be isolating and talking with others at Playcentre you find out you’re not the only one.” Kana says a centre needs a minimum of 10 families to be on a stable footing. Only one in the Association’s area has closed in the last 10 years or more. Asked whether she thinks Silverdale Playcentre will survive, she is noncommittal. “It’s hard to say whether it can be turned around. Other Playcentres have hit a rough patch and I’ve seen them work through that and keep going. This facility has a lot of potential and we are trying hard here.”
Sarah was a Playcentre child. She says since she became a mum herself, she has made friends for life through Playcentre, but key for her is the philosophy of parent-led education. “The first five years go so fast and then your children are at school five days a week. So I want to play alongside them and teach them everything I know, while I have them with me. That time is so special and important to both children and parents.” This term will be make or break – a meeting will be held on September 20 at the Playcentre, 12.30pm, to consider its fate. Playcentre is a community-based early childhood education provider, which began in New Zealand. Japan has also introduced Playcentres. • The first Playcentre opened in Wellington in 1941 and there are now more than 470 around the country. • Children can attend Playcentre up to the age of six • Silverdale Playcentre occupies the building that was once Silverdale School. The building is owned by the Playcentre Association but the site belongs to Auckland Council • Each Playcentre sets its own fees, which are generally kept to affordable levels for local families. Silverdale charges $40 per term. As Playcentre is a licensed early childhood provider, members are able to use their 20 hours free allowance there.

Uncertain times for Coast Plaza Coast Plaza mall in Whangaparaoa was put on the market recently after negotiations for purchase by Tinline Properties fell through. The 3.25ha centre includes six large tenancies and 47 specialty stores. Currently around nine are vacant – nearly 17 percent. Latest figures from Barfoot & Thompson put retail vacancy rates for Whangaparaoa at four percent. One of the large Plaza tenancies was vacated by Number One Shoes three years ago and has been only temporarily filled with pop ups and markets. Recently the markets relocated to Whangaparaoa Hall after a dispute over public liability insurance. Buskers have also been moved on. Nick Jones of Stanmore Bay has been busking at the centre for three years. He says he was told in July that buskers were no longer wanted, and he hasn’t been back. Until recently, Oyster Management handled management of the complex. Its head of leasing, Vaughan Ludlam, says that there is no prohibition of buskers generally. “Any permission is managed with consideration to the interests of the tenants and customers of the centre,” he says. What is undeniable is the level of uncertainty felt by some of the centre’s store-owners. Firstly there is the question of what may happen if the site is sold – the deadline for offers was August 30.
The Coast Plaza owner spent $200,000 on an exterior upgrade at the end of last year but retailers in the complex say a lot more investment is needed.
Retailers are also troubled by the possibility that large tenants Farmers and Whitcoulls, and also Stevens, all owned by James Pascoe Group, might leave this summer to move to the centre that Farmers is building in Millwater. Retailers say they have heard from staff at those stores that they are relocating but James Pascoe’s management will give no comment when pressed by Hibiscus Matters. The store-owners, who do not wish to be identified, say that Coast Plaza’s owner, Greenwhale Holdings (sole director Shahin Kermani) has known that those anchor businesses could go for years and tenants just want some certainty. There are more immediate problems too. An air conditioning fault has seen temperatures as low as 7°C recorded in one part of the centre this winter; retailers say this has been ongoing since May. Customers have complained
and some businesses have provided blankets, while staff have had to wear scarves, jackets and beanies. Management of the complex changed on September 1 from Oyster Management to Colliers International. Vaughan Ludlam of Oyster told Hibiscus Matters on August 23 that the air conditioning will be fixed, in around four weeks. Colliers’ real estate management national director, Richard James, says that the company will conduct a full review of the management of the centre. “This will include a technical and service review of plant and equipment,” he says. Retailers say that there are many benefits to being in such a central position in a growing area and that investment in the facility will reap rewards. A lot therefore depends on whether it is sold and who buys it.

Apartments fail to get off plans For the second time, a planned apartment and retail block in Manly Village has fallen through before construction. The first plans to develop the site at 60–62 Rawhiti Road, in 2008 gained resource consent but it did not proceed. The resource consent was amended in 2013 and a new design, called Manly Ridge Apartments, was put before the public in July 2015 by developer Mark Pepers of Dairy Flat. The proposal was for a five-storey complex with eight retail shops, 24 two-bedroom apartments and two penthouses. Mr Pepers told Hibiscus Matters that 13 apartments, and all retail units, were sold off the plans. There were delays in submitting a building consent, which Mr Pepers said were caused by “the demand on professional services in the building industry”. Sources recently confirmed that the project will not proceed, with building costs a key factor. It has been an uncertain time for tenants operating businesses on the site – when they were given notice under their demolition clauses last year, several relocated, leaving empty shops. Tenants that remain are believed to be on a more secure footing and renovations to part of the building are planned.
RSA sticks to its guns as last minute offer surfaces Sale of its land at 20 Melia Place remains the rescue package of choice for the Hibiscus Coast Community RSA, which rejected an alternative offer at a meeting last month. The club is in debt and hopes that the cash injection gained by selling the land will help put its future on a more secure footing. An offer for 20 Melia Place, details of which are confidential until it goes unconditional later this month, was accepted recently by the committee after 94 percent of members voted to
sell the land, back in May. However, not long after that deal was announced by president Frank Coggan, another proposal was put to the vote at a meeting of members on August 27. The suggestion put forward by Chris and Gerard Peters involved transferring the RSA’s entire property to a Trust, of which the RSA would be the beneficiary. The property would be used over a 10-year period to obtain investment funds, with a minimum return guaranteed to the RSA of $500,000 per annum.

Committee member Brian Clay was key in getting the proposal put before members. He says it was about having a vision for the club’s future. Mr Clay says that selling land is not necessary and capital gained from the Peters’ proposal might have made his vision of developing the site into an RSA memorial park possible. A total of 163 people attended the meeting and 52 percent of them voted for the proposal: 66 percent was required for the idea to go ahead. President Frank Coggan says the
committee had already rejected it on legal advice. “There is some dissent among members, but we have a strong mandate for the land sale,” Mr Coggan says. “We are confident that the sale will be great news for all our members, who don’t want to lose our club. We believe that this agreement represents a turning point for the fortunes of our club and with all the other changes and developments we have in place, augers well for the future of our RSA.”

Road worries
Whangaparaoa turnoff to Red Beach lights needs four lanes and a median lane urgently! Auckland Transport’s three lane, $1.2 million Suicide Lane is dangerous and unacceptable. This 3km section of road has four intersections and many private entrances turning off it. Rodney ratepayers pay Auckland Council more than $80 million annually and Council spends around $30 million in Rodney. We are going backwards! Whangaparaoa Rd and Beverley Rd intersection is a disaster, as is the entrance and exit from the New World shopping centre in Stanmore Bay. Obviously no planning was done for this heavy traffic area? Tindalls Bay hill has one of the steepest grades in the country and has continual traffic delays with heavy trucks grinding up the hill. Council spent $1.5 million realigning the top of this hill, but didn’t put in a passing lane. Another disaster! Gulf Harbour ferry parking is inadequate. Silverdale Park and Ride is soon to have an elaborate bus station. Who needs a bus station? We need more car parks. Come on Councillors – do something positive, get us a four-lane road from Red Beach lights to Whangaparaoa turnoff. Our rates can certainly pay for this project. Kim Hanna, Stanmore Bay (abridged)
Wetland wonders Earlier this year I moved to Army Bay, with our section overlooking the large trees in the Okoromai Wetland. I have been delighted with the birds using these trees and visiting our garden. We have a large family of California quail, a handsome male pheasant, kingfishers, chaffinchs, yellow hammers, tui, blackbirds, fantails, silver eyes, sparrows, spotted doves, minah birds, a flock of goldfinches, greenfinches, swifts/ swallows, kereru and the occasional pukeko. We also see heron flying around and roosting in the large trees and can see lots of black swans in Okoromai Bay. I am not an expert on the birdlife

Better planning needed We are pleased to read that Auckland Transport listened to the residents most affected by the introduction of the dynamic lanes on Whangaparaoa Rd, however the changes are still not enough (HM August 16). Not introducing the dynamic lanes in the morning is a sensible move, but to make it work there need to be three lanes between the Whangaparaoa Rd/ Hibiscus Coast Highway intersection and the motorway. This would entail widening the Silverdale/Weiti River Bridge, as well as much groundwork, at a no doubt exorbitant cost. But to improve the traffic flow, and justify the morning dynamic laning, surely this would be required? Adding another left turn lane at the Whangaparaoa Rd/ Hibiscus Coast Highway intersection is unlikely to help. Already by 7.30am, and sometimes earlier, the one lane turning from Whangaparaoa Road into the Hibiscus Coast Highway is practically at a standstill. This is due to merging traffic coming from Orewa and Millwater. AT suggests pedestrians walk to the nearest light controlled intersection. For some, this could be a 1km walk. Consider putting pedestrian crossings near the bus stops to help the pedestrians. Why are we doing all this? Council blunders and greed that’s why, for allowing continual growth in an area that does not have the infrastructure to sustain it. Get the infrastructure right first and then bring in the extra population. We believe that is called planning.

Privileged information I write in response to the article Jackson Rebukes Brash from same Orewa Stage (HM August 16). Willie Jackson is not keeping on top of current affairs if he thinks Maori groups are not receiving “special privileges”. Just this year, approximately 580 claims for varying levels of control of every inch of NZ’s coastline (including all of the Hibiscus Coast) have quietly been lodged. All associated legal expenses have to be paid for by the taxpayer. Meanwhile, other Kiwis wanting to defend their interests in the coast have to pay all costs themselves. The same situation applied to Auckland’s Unitary Plan. Staff included many totally unreasonable demands of the Independent Maori Statutory Board with no questions asked. It took a few civic-minded individuals paying over $100,000 to hire lawyers to prove that just the imposition of thousands of “Sites of Significance” (which impacted homeowners) were unsubstantiated and unjustified. Currently Auckland’s Local Boards are being “encouraged” to develop Relationship Agreements with each of the 19 Maori tribal groups in the region. These guidelines state that the tribal groups should be “prioritised as key governance stakeholders; should be engaged earlier than the general public; should have greater levels of shared decision-making power than other stakeholders; should be recognised as co-governors; and they should be empowered to propose the scope and extent of their own involvement”. Guess who’s paying? These are just a few examples of the “special privileges” being handed to tribal groups in NZ today. None of these opportunities for unelected, unaccountable power and control (paid for by taxpayers and ratepayers) are being offered to any other Kiwis. Fiona Mackenzie, Whangaparaoa (abridged)

It took seven locals and the fire brigade to get Odie the cat down from a large Phoenix palm tree in Orewa recently. Residents heard distressed meows coming from the tree, on the corner of Riverside Rd and Lakeside Drive on August 17. The cat had been missing for two days. After several unsuccessful rescue attempts, and as no-one had a big enough ladder, the fire brigade was called and a crew from Silverdale responded. The crew soon had the cat safely down and Odie – reportedly a little shaken and very hungry but otherwise in good health – was reunited with his happy owners.
Partnership praised Refreshing to see Willie Jackson talking about the need for a real partnership (HM August 16). This country in 2017 is multi-cultural, not bi-cultural, but Maori’s role as tangata whenua is unique and brings with it rights and responsibilities. I have been to a number of events at our local marae in Silverdale and there is a lot we can learn from their open, positive and supportive approach. It gives me hope that we can work together. Brash comments You recently reported on a speech by Labour candidate Willie Jackson in which he claimed that my speech to the Orewa Rotary Club in 2004 was a “cynical, manufactured, racial smear, calculated to twist the best egalitarian values of us as a people into a misdirected mob, with all the rationality of a lynch mob.” (HM August 16). He claimed it “sowed anger, fear and resentment”. He argued that it was quite false to claim, as I had done, that Maori had been given greater civil, political and democratic rights than any other New Zealander. Then how does he explain the Independent Maori Statutory Board, whose unelected members enjoy voting rights on most Auckland Council committees? Or the requirement imposed on all local governments to consult not just with their community but especially with its Maori members? Or the insistence in many Treaty settlements on co-governance between local government and local tribes? Or the massive funding – up to $412,000 per claim – provided by taxpayers to support claims for customary marine title over enormous tracts of the coastline? Or the lower corporate tax rate on Maori incorporations, and the zero tax rate applying to the businesses which have emerged from Treaty settlements? I stand by every word in my Orewa speech. No peace after Penlink There are those on the local board and on the Peninsula who are celebrating the developments on the Penlink project, and the potential of a 10 minute saving on your trip to and from the North Shore motorway car park. However, I would invite you to share a thought for those of us who will have to live with the massive negative effect of this road. If and when the road is complete, Stillwater residents, such as myself, will get the benefit of better access. But with that comes the loss of the peace and quiet which makes our village so
special. And imagine, if you can, the disruption during the construction process. Tree felling, earth movements, bridge building will be noisy and dusty for months on end. We have one road in and out of Stillwater and the intersection with Penlink will need slip roads and a flyover. Is that going to be achieved without horrendous consequences for our travel? Of course, the argument will be that it is for the greater good, but just remember, it is Stillwater’s eggs that are being broken for your omelette. Peter Wilson, Stillwater
Get onto the grass A short while back the long time mowing contractors were dumped for an Australian owned company in a move to “a more holistic approach”. I guess that can be interpreted as “not mowing the grass regularly” because all I see around the place is unmowed grass were it used to be regularly maintained and looked great. I live at Matakatia and I’ve never seen the park or beach front so unkempt. They can’t say it’s too wet, as the beach front is always mowable and the other night a car was doing donuts on the park and it didn’t get stuck! Anyway, like all these people who want to change tried and true, they have failed miserably. As for the Silverdale roundabouts – I drive all over Auckland and these are by far the most tragic looking of them all. This pile of rubbish greeted Dennis Payne when he visited his section in Stanmore Bay recently. He reported the issue to Auckland Council and the rubbish was taken away, but Dennis was also keen to do a little detective work. Among the items he found information that led to identification of the possible culprit, and passed this onto Council. “It will be interesting to see what they do with that information,” Dennis says. He is happy with the result, but disappointed in the actions of those who used the site where he will one day build his home as a dumping ground. Council’s waste solutions general manager, Parul Sood, says Council investigates every complaint. He says cleaning up illegally dumped waste costs ratepayers over $1 million annually. There are fines of up to $400 if an infringement notice is issued, or up to $30,000 on successful prosecution. If anyone sees illegal dumping taking place, contact Council immediately with information, including a vehicle registration if possible. The death of Alan Sayers last month, at the age of 101, was felt around the community. He lived by the motto Carpe Diem (seize the day) and was remarkable not just for being fit and healthy well into his 90s, but for being a World War II veteran, journalist and author of two books – Fred the Needle and Deadline. He was working on a third at the time of his death. Alan was a passionate advocate for Arkles Bay where he lived for more than 30 years. In his honour, a minute’s silence was observed at the beginning of Auckland Council’s August 24 meeting, and Cr John Watson read out a tribute. Alan’s family, which includes Rodney Cr Greg Sayers, says that his final days were very much as he wished. He remained at his home, passing away peacefully in the company of

Well we have had some exciting news on the Penlink front over the last week or so (HM August 16). We have all been working hard to get a positive outcome but nothing is set in place yet. Even if Penlink was to be advanced and in the 2018-2028 ATAP list, we can’t wait that long for progress. With all the growth expected we need Penlink to start ASAP. The ATAP list put forward has initiatives that are extremely positive and we need to make sure that we can get them into a programme with some timelines. There are a number of candidates standing in Rodney and it is your opportunity to have a say as to who you think may deliver Penlink to our area sooner. As well as the Election Feature in this issue, there are candidates meetings so you can be fully informed before you vote. The Penlink Now Team is hosting one on September 10 (see What’s On p31 for details). The local board plan engagement was encouraging, with most people agreeing that the board is on the right track with their draft plan. Once again Penlink proved to be one of the most important issues particularly in the Hibiscus Coast area. So I urge you to be informed before placing your vote. Feedback from the draft local board plan consisted of 756 submissions from online, hard copy and email. In addition, 59 people gave feedback at engagement events and 13 pieces of feedback were received through Facebook. Most submitters who provided a written submission agreed or strongly agreed. Other common themes from submitters across the plan were: the importance of parking in and around town centres and at popular beaches and parks; improved travel times and more direct and better connected public transport options; communities want to be involved in any revitalisation projects. People were also very keen that multisport facilities progress, there is support for an all-weather football facility and improved lighting at Stanmore Bay and a request for an indoor sports facility at Silverdale to provide for growth. Further details on feedback and submissions is available on the council website. Next steps include the local board revising the plan before it is adopted in October. The final local board plan will be available on the council website in December. The Hibiscus and Bays Local Board members are having walk in/ drop in sessions for you to come and discuss any issues you may have. The next one will be at the Whangaparaoa Library on Tuesday, September 12 from 10am till 12noon. This is something new we are trialling so hope to see you there.

Aspiring candidates for the Rodney seat in Parliament will be up against it to try and unseat incumbent Mark Mitchell. At the 2014 election, Mr Mitchell beat his nearest rival, Labour candidate Eric Bolt, by more than 20,000 votes. Could this year’s Rodney Labour candidate, Marja Lubeck do better, given a resurgent Labour Party under the leadership of Jacinda Ardern?
Ms Lubeck admits her chances of actually taking Rodney are slim, though she has a sporting bet with Mr Bolt that she can get 20 percent more votes than him. But even if she misses out on Rodney, at 32 on the party list, she should still squeeze into Parliament on current polling. Altogether, six candidates will contest

Beth Houlbrooke ACT Prior to political life, I was self-employed for 25 years. In partnership with my former husband I have been a farmer and owned a number of successful small businesses. I’ve lived in the Warkworth area for 24 years and have two adult sons. I’m with ACT because I believe in individual freedom, choice, and personal responsibility. ACT’s vision is for a tolerant, civil, and compassionate society, where there is free speech, freedom of religion and freedom of association. It is also about smaller, smarter Government, the law applied equally to all citizens, lower taxes, fewer regulations and free markets. As the currently elected Rodney Local Board chair, I work diligently as a local representative. With just 1.2% of the Party Vote for ACT, I will provide an additional MP from Rodney in Parliament.
What is the biggest issue affecting Rodney? Underinvestment in infrastructure over many decades. And now with rapid growth we are not only trying to play catch-up, but need to fund our future infrastructure needs.
How will you and your party address local housing issues? Despite large tracts of land being visibly under the earthmovers, there is still a shortage of houses in Rodney, which is keeping prices and rentals high. The main constraint on building in Rodney is that the infrastructure is not ready. ACT would introduce a policy whereby 50 per cent of GST on construction was returned to Council to fund infrastructure. This would have the added effect of incentivising faster processing of applications. We would also allow developers to partner with councils, allowing a targeted rate to be applied to new properties to pay for their infrastructure over time. Currently, this mechanism
is only available to government or Council-run developments called Urban Development Authorities (UDAs). This would result in a lower upfront price tag, making entry more affordable.
Is Rodney being well served by the health system as the district expands? ACT proposes a restructure of the health governance model to make more efficient use of tax resources provided to the sector. As our population grows, more private health providers will set up shop to meet demand for GP services. ACT has always encouraged use of the private sector to take up slack in the public system, and in Warkworth particularly we have a ready-made facility that has been built from private funds, that is currently underutilised. If elected, I will support better partnering between the Rodney Surgical Centre and the Health Board, and collaboration with primary care providers.
Where do you stand on current levels of immigration? We need to make sure that immigration is delivering people who will be the right fit for us and who will help grow our economy and share our values. ACT says that if immigrants are peaceful, productive, respect our values and support themselves without using taxpayer funded social services, then they are welcome. We should accept refugees and index the quota to population.
What are the biggest environmental challenges? Water quality – ACT would introduce tradable water rights to incentivise efficient and responsible guardianship of water resources.
What is uppermost in your mind when it comes to local educational needs? Warkworth is going to need more schools with the
imminent growth. A private school would be welcome, as many are travelling out of the area to attend private schools already. That is something the government doesn’t need to get involved in, as demand will ensure supply. An alternative school, such as a partnership between private or social enterprise and government, such as a trades academy or agricultural school, may suit the needs of some of our younger people who are needing work skills, not planning further academic study. ACT’s education policy would allow further applications to establish partnership schools.
Are there any particular law and order issues you think need to be tackled? Domestic violence and youth crime are worrying. ACT would add non-fatal strangulation to the list of violent crimes someone can be convicted for under our Three Strikes policy for violent crime. We would also introduce a similar Three Strikes policy for burglary, where convicted burglars would be jailed for three years minimum, with no parole on their third offence. We would introduce incentives for prisoners to better themselves through education so that they can leave prison as productive members of society and be less likely to return.
Does your party support the building of the Penlink Road and bridge from Whangaparaoa peninsula to Redvale? Yes, absolutely. ACT supports Public Private Partnerships to build major infrastructure projects such as Penlink. We support road tolls and congestion charging to both pay off the cost of building Penlink, and to smooth out peaks and incentivise better utilisation of vehicles through ride sharing, and public transport. With an additional MP elected from Rodney, I can help ensure Penlink is prioritised for funding in the next Transport budget.

Mark Mitchell National
Mark serves as Rodney’s Member of Parliament, Minister of Defence and a Cabinet Minister. He attended Rosmini College in Takapuna and began his working life as a shepherd on Weiti Station. Mark went on to join the New Zealand Police, and enjoyed a career in the Police Dog Section and Armed Offenders Squad. Mark and his police dog Czar were stabbed with a samurai sword while stopping an armed offender outside a primary school. Czar made a full recovery and returned to duty. On leaving the police, Mark attended the Wharton Business School in the US and pursued an international business career. He formed a security and risk management company, based in the Middle East, specialising in hostage rescue and supply chain security. His company supported NGO’s, Governments and the UN in areas requiring humanitarian aid and relief. Mark is married to Peggy and they have a blended family of five children. When he is not working, he likes to spend time with friends and family at the Orewa Surf Lifesaving Club, where he is patron.
What is the biggest issue affecting Rodney? Our biggest issue is ensuring our investment into infrastructure and services keeps up with our strong growth. This is why I’ve made sure that important projects like the Puhoi to Warkworth Motorway and the Hill Street intersection are now approved, funded and underway. I am working hard to bring Penlink forward, and remain focused on delivering this critical project within the next three years. I am also ensuring our local police numbers are increasing. It’s important that our economy keeps growing so we can afford to continue to invest in the infrastructure our growing communities need. It’s easy to take this for granted, but requires constant work and policies
that don’t stifle progress.
How will you and your party address local housing issues? The biggest way to address affordability is through supply – we’ve got to build more houses, more quickly, and that’s exactly what is happening here. We’ve established local Special Housing Areas to free up land, and we’ve cut unhelpful red tape to make construction cheaper and quicker. On top of that, we’re helping younger people get on the property ladder with support for deposits through the KiwiSaver HomeStart initiatives. Underlying all of this are our unprecedented investments in the things we need to support this growth – things like housing infrastructure, ultrafast broadband, more roads, but also social services like more schools, healthcare, and police.
Is Rodney being well served by the health system as the district expands? The Waitemata DHB will receive an extra $53 million of new money this year, taking the DHB’s total funding to $1.558 billion for 2017/18. That’s an extra $482 million in funding over the last nine years, and at each Budget I’ve advocated massively for our area to secure this funding. I’m working with North Rodney and officials in Wellington to ensure they get their fair share too.
Where do you stand on immigration? We’ve made changes recently to responsibly manage immigration demand and better control the number and skill level of migrants. We’re making changes to temporary migration settings and we’ve also reduced the number of residency approvals. We’re also continuing to invest in training New Zealanders so they have the skills to do the work our growing economy needs so we don’t have to import skilled migrants.
What are the biggest environmental challenges? Water clean-up is a priority which is why the Government has announced a target of 90 per cent of New Zealand’s lakes and rivers to meet swimmable water quality standards by 2040. This will mean an additional 10,000km of swimmable rivers and lakes by 2040, or 400km a year.
What is uppermost in your mind when it comes to local educational needs? It’s ensuring we’re investing in our local schools to keep up and get ahead of growth. Education Minister Nikki Kaye has a huge Auckland growth project which is building more classrooms, new schools, and upgrading older ones. We’re also making sure kids are getting the skills they need to succeed in the future, through a $40 million injection into digital learning.
Are there any particular law and order issues you think need to be tackled? I will continue to work with and support our police in the fight against organised crime, gangs and the drug dealers that are manufacturing and dealing methamphetamine and other illegal drugs.
How will National ensure that there will be enough jobs in Rodney to match growth? We’ll keep to our clear economic plan which is lowering taxes and compliance costs on businesses, helping them sell their goods overseas, and training a workforce with the 21st century skills we need. We’ll also keep investing in the infrastructure and public services Rodney’s growing economy needs. Most significantly, this means more roads so people can get around more quickly, and businesses can keep their goods moving.

Tracey Martin New Zealand First Tracey Martin describes her years working as a credit controller, helping clients to create and implement plans to free them from debt, as some of her most rewarding work and this gave her the passion to seek to remove student debt. Tracey is the author of NZ First’s Up Front Investment Tertiary Policy, which shifts students from a financial debt to a skill debt. She was elected as a NZ First list MP based in Warkworth in 2011. For two Parliaments, Tracey has been a member of the Education and Science Select Committee, as well as working on bills at the Social Services Select Committee and the Justice and Electoral Select Committee. Tracey had her member’s bill – the Social Services (Orphans and Unsupported Children’s Clothing Allowance) Amendment Bill – drawn from the ballot in 2013. The bill passed with unanimous support at all stages and is now law. Passionate about youth employment, Tracey worked with local businesses and schools to create the Business Linked Internship Scheme. Her Warkworth parliamentary office has also initiated a ‘free’ book store for children and the “Days for Girls” projects in this area.

NZ First will drastically cut our level of immigration until we are able to house, educate, employ and care for the current New Zealand population
For North Rodney, it is the Supercity: lower service levels, lack of public transport, rising house and rental prices, access to social and government services. Lack of post-secondary education opportunities for local young people. Roading, both rural maintenance and improvements and semi-urban issues, such as the Hill Street intersection and Penlink. Lack of 24-hour medical care, single crewing of ambulances and the need to travel to north or west Auckland to gain day surgery. Many of these concerns are under local government control, but have been created by central government. Rodney needs a brave MP. A
How will you and your party address local housing issues? NZ First’s housing policy will be released in full in the next few weeks, but part of it will be the creation of Kiwi Build, which will sell residential sections on the basis of long-term agreements (up to 25 years) to first home buyers on a cost recovery basis, with low interest rates and other terms and conditions to make home ownership financially possible for the widest possible range of income groups.
Is Rodney being well served by the health system as the district expands? Rodney is not well served. In the north, we lack 24hour medical attention, we have single crewing of ambulances often and long trips for day surgery.
Where do you stand on immigration?

This expansion is informed by the Ministry’s own reports. NZ First has adopted the Business Linked Internship Scheme, first trialled in Warkworth in 2013. This scheme connects those 60 per cent of local young people who have achieved at college, but are not yet sure about the career they wish to pursue, with local businesses to gain in-work qualifications and on-the-job experience.
Are there any particular law and order issues you think need to be tackled? In conversations with local police, the rise of ‘P’ use and availability is a major concern. This addiction leads on to crime to sustain the habit. NZ First is committed to 1800 more front line police and dual staff rural stations.
How will NZ First ensure that there will be enough jobs in Rodney to match growth?
What are the biggest environmental challenges?
I have hosted ambassadors from several of our trading partners. Showcasing small, niche local businesses with potential. NZ has been built on small to medium businesses, they will always remain a core of our economy, but given an opportunity I believe we can do much more locally.
Access to quality drinking water in some areas, with well diggers telling us that they are having to drill deeper and deeper for non-contaminated water. The Mahurangi River is under extreme pressure, and the Sanderson bore is yet to fully come on line. Inundation from sea level rise as climate change continues to affect this and weather patterns. Protection of our special areas and the flora and
NZ First Transport Policy specifically mentions Hill Street and Penlink as priority projects. After more than 20 years of conversation, we need action not more talk. NZ First is committed to taking whatever action is required to get these projects completed asap.

Marja Lubeck Labour Marja Lubeck describes herself as hard-working, and is an experienced negotiator. She says she would be a strong advocate for Rodney in Parliament and will be dedicated to improving the lives of every person in the electorate. Many New Zealanders cannot make ends meet no matter how many hours they put in and there should be fair policies that allow hard-working people to get ahead, she says. As a qualified lawyer and the lead advocate in negotiations with the airlines that operate out of New Zealand, Marja has settled many large-scale collective agreements for hardworking people. Marja believes this election is about priorities, and New Zealand needs to deal with inequality, the housing crisis and the underfunding in crucial areas like health, education and infrastructure. There is a clear choice for voters. A choice between fairness and inclusion or deepening inequality and division. Marja is a proud New Zealander and a proud immigrant. She arrived in New Zealand in 1989 and has lived in Rodney since 2006 with her husband Shane and son Max. She urges voters to vote for fairness, hope, optimism and a New Zealand where everyone shares in prosperity.
What is the biggest issue facing Rodney?
Labour will reverse the $1.7billion cuts to our healthcare system. Increased funding to DHBs will help provide north Rodney with better access to 24hour medical (emergency) care and local day surgeries.
Where do you stand on immigration? I migrated here in 1989 from Holland and fell in love with the Kiwi way of life, but Auckland is bursting at the seams. Infrastructure has not kept up with the growth and we need a breather. Labour will reduce net migration levels and focus on skilled immigrants, while improving the infrastructure and training more New Zealanders to fill skills shortages.
What are the environmental challenges and how will you address them? Especially in northern Rodney, water quality is a major concern. With the Mahurangi River running through our beautiful Rodney town of Warkworth, it is so important for us to preserve its health and make sure that our kids can continue to enjoy it. Labour will set strong nationwide freshwater quality standards. Our National Policy Statement will put a halt to our worsening water quality and restore our rivers and lakes to a swimmable condition.
What is uppermost in your mind when it comes to local educational needs?
Labour will crack down on speculators, spur the construction of affordable homes and provide support for those in need (improve rental standards, stop the state house sell off ).
Labour will provide students with a school leavers’ toolkit – a programme that will complement our school curriculum to give our kids the opportunity to develop the practical skills (like a driver’s licence, budgeting skills, first aid) they need to thrive in their adult lives. Add to this the three years free postsecondary school education and we are setting our kids up to be the best they can be.

NZ has experienced a sharp spike in crime – since August 2014, burglaries are up 32 percent, assaults are up 8 percent, thefts are up 3 percent, and robberies are up a staggering 66 percent. Labour will restore the funding to our police force and hire an additional 1000 police to ensure that our communities are safer.
How will Labour ensure that there will be enough jobs in Rodney to match growth? Labour has established the Future of Work Commission to look at the changing nature of work and develop plans and policies to meet the challenges that come with that change: new models of business, more apprenticeships, opportunities for retraining for new jobs, so that we have sustainable, fulfilling and well-paid employment in the coming decades.
Does your party support the building of the Penlink Rd and bridge from Whangaparaoa Peninsula to Redvale? Labour supports investment to give residents of Whangaparaoa better transport options and reduce congestion. Within six months of taking office, Labour will review the weightings of the proposed roading and public transport projects in Auckland and assess the difference it will make. Labour are open to the prospect of funding the Penlink Rd and bridge through a PPP. It is so important to the development of the Hibiscus Coast and surrounding areas – easing the congestion as well as providing a second road off the Peninsula. Labour will make more funding available in the Regional Transport Funding, for transport projects of regional importance by doubling the funding range of $70m-$140m to $140m-$280m.

Brittany Owens The Opportunites Party I was born, raised and educated on the North Shore, but have now settled in Warkworth. Growing up, like so many other children that don’t fit the standard pigeon hole system, I needed extra schooling assistance so as not to ‘slip through the cracks’. I was immediately attracted to The Opportunities Party’s education policy, which focuses on providing more time for teaching and less for testing. I recently decided to move out of the sales and financial industry to launch a start-up conservation project called The Big CleanUp for our coastlines, reserves, birds and marine life. I strongly support TOP’s environment policies, particularly our long-term goal of giving the environment rights within a written constitution. I’m passionate about looking after our environment and believe it only takes one person to initiate change. This can be through educating your peers, siblings, children and family around you – to hold a high standard of respect for our land. I’m a grounded and passionate person wanting to make New Zealand a smarter, cleaner, safer country now, and for the generations to come. It is time we pulled our heads out of the sand and tackled issues that threaten to undermine our society and our environment. Let’s do better.
How will you and your party address local housing issues? TOP recognises that we have a massive housing issue NZ-wide, and our children are in danger of being locked out of the housing market. TOP’s Tax Fair Reform Policy will stabilise house prices until our wages can catch up, over time making housing much more affordable for all.
Is Rodney being well served by the health system as the district expands? ? No, a growing population is putting stress on our health system, which has been proportionally under-
funded. We need to be smarter about healthcare, putting more emphasis on prevention instead of treatment. Let’s start preventing our health issues, not being the ambulance at the bottom of the cliff.
Where do you stand on immigration? TOP’s Immigration policy is that migrants are welcome so long as they help lift the living standards of all New Zealanders. Unfortunately, our housing, health and education systems have not been able to keep pace with the increased demand from population growth. For that reason, we favour a reduced amount of immigration by only accepting highly skilled migrants in areas we have a real skill shortage.
What are the biggest environmental challenges and how will you address them? Our marine life makes up 80 percent of our biodiversity, but over the last two generations we’ve seen it decline hugely. I recognised this recently when visiting Goat Island marine reserve at Leigh. This is a ‘no take’ zone and, compared with other areas, it is obvious the impact fishing and environmental degradation has had. TOP plans to change this by investing back into our oceans, rivers and lakes. This will be paid for by our ‘polluter pays’ policy and a levy on all tourists.
What is uppermost in your mind when it comes to local educational needs? TOP’s education policy focuses on getting us out of the 20th century, looking more at soft skills, more on teaching and less on testing. Our education system needs to be tailored to our future generations’ needs. We need to make sure our children have the skills to thrive in a changing world.
Are there any particular law and order issues you think need to be tackled? My biggest concern is the pace our prison numbers are growing. We have the second highest prison population per capita in the western world, behind only the United States. Each prison bed costs

How will TOP ensure that there will be enough jobs in Rodney to match growth? TOP’s Tax Policy will incentivise investment in businesses and help create jobs. Currently New Zealanders predominately invest in housing due to the tax-free returns. All other investments are taxed, but property is not. TOP will place a tax on assets, revenue collected will be returned to salary and wage earners by cutting income tax. 80 percent of New Zealanders will either be unaffected or pay less tax overall. As all investments are now taxed equally, more Kiwis will invest in businesses, probably their own, instead of property. Businesses will find the capital they desperately need and this will help create jobs.
Parties vie for party vote
Interest in this year’s general election appears to be high on the Hibiscus Coast, judging from the numbers attending local candidates’ meetings. Around 50 people attended an evening hosted by the Hibiscus Coast and Warkworth branches of Forest and Bird and well over 100 packed into St John’s Catholic Church hall for the meeting hosted by Hibiscus Coast Grey Power. Key concerns raised by those at the meetings were social and environmental ones – including clean rivers, affordable housing, climate change, student debt, poverty and immigration. With the focus on the party vote, there were some ‘ring-ins’ for local candidates at meetings. All the candidates were given a fair hearing at both meetings, with several people taking notes at the Grey Power event. There is another chance to hear the candidates’ policies and ask questions on September 10 when the Penlink Now team hosts a meeting in Manly (see What’s On, p31 for details).

Unlocking business land Planning for the development of future business areas in Silverdale West and Dairy Flat is expected to begin before the end of this year. Auckland Council’s structure plans are the first step in considering how and when Future Urban zoned land should be made available for development and this month Council’s Planning Committee pushed the start button for development of structure plans for Silverdale West and Dairy Flat business land. The development of these plans is taking place earlier than originally proposed, due to development pressure and community concern over

growth directions. There will be public consultation along the way, and the structure plans are expected to be in place in early 2019. Once structure plans are finalised, the next step is to ensure that infrastructure funding is in place and plan changes to the Auckland Unitary Plan are prepared to change the current future urban zones to urban zones allowing development. The Future Urban Land Supply Strategy, adopted last month, identifies the Silverdale West/Dairy Flat business area as being development ready between 2018-2022.

Auckland Transport has applied for resource consent to squeeze in 127 more car parks at the Silverdale park ‘n’ ride. The additional parks are to be created within the footprint of the existing site, on the left hand side of the main car park. This will bring the total number of parks, when construction is finished, to 611. Construction of the busway station is expected to start next January and the estimated completion date for the whole project is now October next year. A line of “safe hit posts” is to be erected between opposing lanes on Hibiscus Coast Highway, as pictured, to prevent drivers making U-turns. Drivers are making U-turns on the highway, just north of Whangaparaoa Rd intersection, to beat the queue turning right into Whangaparaoa Rd. The drivers then make a left hand turn into Whangaparaoa Rd. Auckland Transport says those U-turns are a safety risk. There has been a chemist in Manly Village for 40 years, and in that time it has had just three owners. Current owner, pharmacist Tania Adams, says this is because of its position right in the middle of a local shopping centre and the strong community support it has always enjoyed. Tania remembers the day in December 2004 when she bought the pharmacy – mainly because it was just before she had her first baby. “It was such a rarity to see it come up for sale that I had to grab it, although the timing wasn’t ideal,” Tania says. Barbara and Ian Eckford opened the chemist in Manly Village in 1977. At the time, it was adjacent to a garden centre and there was one part-time doctor upstairs in the building on the corner of Rawhiti Rd and Beach Road. Barbara remembers a fire in a linen/gift store in 1979, which damaged their building – they moved the pharmacy onto its current site after repairs. In 1990/91 the Eckfords bought what had been a bookshop/stationer next door and knocked the hole in the wall between the two. Grant Bai, now chief executive of Green Cross Health, bought the pharmacy in 1995 and sold it to Tania nine years later. Tania has seen the village develop from having bookstores, shoe shops and interior design outlets, to become more of a service centre as well as having a lot of cafés and restaurants. “It’s the kind of place where you pop

in on your way home,” she says. Manly Medical Centre has grown substantially and with it the pharmacy, which opened a second outlet within the medical centre a few years ago. Tania says that the kinds of services that pharmacies offer have also changed. When she bought it, photo services were a big portion of the business, taking in rolls of film and sending them off for processing. That eventually downsized to a photo booth and now even that is gone. Among the latest services are measuring INR levels for patients taking Warfarin, along with natural health options and the robotic pill dispenser known as Robbie. “One thing that hasn’t changed is the great community around here,” Tania says. “We get to know lots of our customers over many years.” Doesn’t look as though Unichem Manly will come up for sale again anytime soon.

Property values dip, but trend is still upward Residential property values in Rodney continue to rise, despite a 1.5% fall in the last three months.
The latest monthly QV House Price Index released on August 31 shows that the average current property value in Rodney is $945,934, which is nearly nine per cent higher than a year ago. In Kaipara, the current average value is $513,954, up 20% on a year ago. Nationwide, residential property values for August increased be nearly five per cent over the past year, the slowest annual rate since August 2012. Values rose by 1.2% over the past three months and the nationwide average value is now $641,648. This is nearly 55% above the previous market peak of late 2007. When adjusted for inflation the nationwide annual increase drops slightly to 3% and values are now 29% above the 2007 peak. Residential property values across the Auckland region increased 2.8% year on year which is the slowest annual rate of growth since October 2011. The average value for the Auckland region is now $1,041,957 and values are now on average 90% higher than the previous peak of
2007. When adjusted for inflation, values rose one percent over the past year and are 59% above the 2007 peak.
QV national spokesperson Andrea Rush says although quarterly value growth has dropped across the Auckland and Wellington regions, values rose in most other parts of the North Island including Hamilton and Tauranga. “Value growth is particularly strong in the Hawkes Bay, South Wairarapa and Masterton markets which continue to benefit from those moving out of Auckland and Wellington looking for more affordable housing and better lifestyle,” Ms Rush says. “A lack of listings over winter, LVR restrictions and stricter lending criteria by retails banks have led to a 30 per cent drop in market activity and sales volumes compared to the same time last year,” she says.
Winter slow-down
Ms Rush says general elections also traditionally compound any annual winter slow-down in the housing market due to uncertainty caused by potential policy changes so it’s likely this is also a factor in the subdued sales activity.
“In Auckland new sub-divisions previously popular with speculators including those from China have also recently seen lower demand and discounted sales prices.
“It’s possible the crack-down by the Chinese Government on the amount of capital allowed to leave the country may be a factor as it’s now much harder for new migrants or foreign buyers from China to get their cash out to purchase property. “It’s likely the annual spring upturn in the market may be slower to arrive given the pending election but with the underlying drivers of a lack of supply and high net migration particularly in Auckland still remaining, it’s possible that values may begin to rise again more steadily in the new year.” Values have dropped in some parts of Auckland over the past three months including north Rodney down 3.2%.
Strong sales
QV Auckland registered valuer James Steele says strong sales for well-maintained homes in good locations are still being achieved. However, sales prices have dropped in some other areas compared to what was being
achieved during 2016, particularly in outer suburbs. “Lower demand for new builds in larger subdivisions in areas such as Flat Bush and Albany has seen asking prices discounted particularly in areas where speculators were previously active,” Mr Steele says.
“In the first home buyer market, homes under $750,000 are in high demand and buyers appear not so concerned with the location of the property as long as it’s in their price range. “However, many first home buyers are still finding it challenging to get finance with many deals still falling over due to a buyers not being able to get finance approved. “There are also reports of vendors having to be more accommodating and flexible with their terms and conditions for buyers in order for sales to go through with some offering longer settlement periods or rent to buy options. “Movers are also being affected by difficulties getting finance in particular with banks being more hesitant in providing finance for renovations or bridging requirements.”

Tell us about your background and experience I grew up listening to ‘the lingo’ through my father and grandfather who started United Real Estate and doing subdivisions in the area. I also spent a lot of my childhood sitting in their office in Warkworth after school, and it was here that I remember I loved watching the ‘hustle and bustle’ of real estate! From Warkworth I went to boarding school at Diocesan School for Girls for five years until I went to Canterbury University to study a degree Mass Communications. After University I spent six years living in New York, London and then Cardiff, where I met such an amazing variety of people and made some life-long friends. What motivated you to move into real estate? After returning to Warkworth after living overseas, I came back to live in the area to move in with my new flatmates, Mum and Dad. During this time I saw the effect local development was having on the area, and how much the area had progressed. I felt it was exciting times for the district – new employment opportunities, new housing, and there were all sorts of walks of life coming into the area. It was a great thing to come home to. So Dad and I had a chat, and he said if I pulled my weight and made him cups of tea each day, I was allowed to join the family team at United! Once I entered real estate, I was also overwhelmed by people popping in to say hello, however they were very encouraging and supportive about a younger face entering the industry. How will your previous experience benefit your practice of real estate? Growing up in the area has been a huge asset to selling real estate locally, and this combined with the contacts I have made through my years of travel has enabled me to build a great database of people, a lot of whom want to live in the area.
What special or added services do you offer to buyers and sellers? The reach of New Zealand Sotheby’s International Realty is an amazing thing to be able to tap into for buyers and sellers alike. We aren’t franchised, so our national and international team all work together on matching people with properties. It’s a big change coming from a small family business, but it’s exciting all the same. What do you like about living in Warkworth? I grew up on a farm in Matakana and from there we moved to Sandspit Road in 1989, where my parents still live. I love the different facets of attraction to the area - beaches, vineyards, boat ramps and my favourite place, the Puhoi Cheese Factory. I’m always very proud to take my friends that are visiting out for the day, as we have so much choice of things to do. What do you enjoy doing in your spare time? I like to try my hand at fishing as often as I can, however the success rates definitely vary! Working such varied hours means most of my spare time is spent with family and friends, road trips when possible, and going for walks to slim down the family dog, Fat Archie. What’s been a career highlight for you? It was a great moment when we were approached by a local family to sell their Omaha property, of which had been sold to them by my grandfather forty years ago!

Filling bellies on the Coast A service that provides free meals for families who are going through tough times is starting up on the Hibiscus Coast and its branch coordinator suspects that there will be plenty of demand. Kelly Paddison of Hatfields Beach has been working with the North Shore branch of Bellyful for around a year and is branch coordinator for the fledgling Bellyful Hibiscus Coast. She has two young children and runs a Plunket coffee group; she discovered Bellyful while looking for resources for local families to tap into. The organisation is a not-for-profit charitable trust. Its volunteers cook and deliver free meals to families with newborns, and families with young children where there is serious illness in the immediate family. Referrals come from health professionals, community organisations or friends and family. Last year 3900 families were referred to Bellyful for help and a total of 17,800 meals were delivered by around 400 volunteers. The Hibiscus Coast group will be the 20th, and the most northern – reaching as far as Puhoi. Batches of macaroni and cheese, lasagne and spaghetti Bolognese are cooked by volunteers at regular Cookathons in non-domestic kitchens such as in marae, schools or churches. These are frozen and distributed by delivery volunteers. Initial recruitment of volunteers for various roles has gone well but more

are needed. Some initial funding has been secured but Kelly says that between now and November, when she hopes the first Hibiscus Coast Cookathon will take place, around $1000 needs to be raised, and kitchens and freezer/storage locations found. She says sponsorship would also be welcome – such as a local supermarket that can offer the group a good deal on ingredients. Kelly says the need for this kind of help has grown as families move away from their support networks. She says volunteers get a lot of ‘warm fuzzies’ in supplying such a welcome service. “A few meals can be a sanity saver if you have small children or babies and you’re going through a rough patch. Growing constraints on cats The role of cats, including the domestic moggy, as killers of native wildlife is increasingly an issue raised with Auckland Council, resulting in new proposals for managing them in areas of high biodiversity. The proposals include trapping cats in those areas and treating them as pests if they are not microchipped. Council’s Environmental Advisory Manager, Dr Imogen Bassett, says that Council’s discussion document, which went out in 2015 as a precursor to its draft Regional Pest Management Plan review, did not even mention cats. “However, cats were the species most submitted on by the public, with the majority asking Council to protect biodiversity from the impact of unowned cats,” Dr Bassett says. She says Council regularly receives calls and emails on the same topic. Cats are in the draft review, which went before the Hibiscus & Bays Local Board last month for feedback. The draft suggests redefining ‘pest cat’ so that rangers can recognise pets versus feral, or unowned/stray cats – something Dr Bassett says is otherwise very difficult to do. Microchipping is put forward as a way to achieve this. “Microchipping would provide council staff and cat owners with more certainty,” Dr Bassett says. “We would work closely with communities to make sure they are aware of cat control taking place. Cat control is already undertaken within Shakespear Open Sanctuary’s pest proof fence, but Dr Bassett says that it’s possible this could be extended

to other areas such as Eave’s Bush in Orewa and the Weiti River shellbanks. “The biodiversity team has identified sites which are of particularly high biodiversity value. At each of these sites, staff will assess what the particular threats are to native species, with a view to managing those threats.” Dr Bassett says that Whangaparaoa is a regional hotspot for native lizards, and with Tiritiri Matangi and Shakespear nearby, native habitats in this part of the region are important for threatened native birds as their populations start to recover and expand out from these sanctuaries. “For this reason, cat owners in the Hibiscus Coast have an especially important contribution to make in protecting native species through responsible pet ownership.” The draft Regional Pest Management plan will be released for public consultation early next year, around February or March, before it is adopted by Council.
Cat-free covenants grow
Environmentalists are claiming a victory after independent commissioners directed that cats be excluded from the proposed Grand View Estate subdivision, which is adjacent to DOC’s Nukumea Scenic Reserve. The reserve is a major habitat for the at-risk, ground nesting fern bird. In their decision released last month, commissioners came down on the side of evidence from Forest & Bird’s ecologist, Dr Margaret Stanley, which showed that few people keep cats indoors, and that relatively large numbers of cats are found wandering through bush reserves, where they can inflict damage on native wildlife. A spokesperson for Hibiscus Coast Forest & Bird says that this important decision shows that it’s possible for big development projects to be good neighbours to wildlife. Other cat-free developments in the area are Sunny Heights, off West Hoe Heights in Orewa and the Weiti Bay development in Stillwater.

Shock arrival at clinic There is a new weapon in the arsenal of physiotherapists at Kinetics in Whangaparaoa, with the recent arrival of a shockwave therapy machine. Kinetics owner, physiotherapist David Cooper, bought the machine (nicknamed R2-D2) for the practice after using one at Millenium Institute for 18 months. He was impressed by the results it can achieve for patients, including Breakers basketballers and NZ athletics teams he worked with. He says shockwave therapy has been particularly successful in dealing with stubborn problems including tennis elbow, jumper’s knee, plantar fasciitis (heel spur syndrome) and frozen shoulder. Shockwave is an adaptation of a system originally used by surgeons, at much higher intensity, to blow kidney stones apart. The unit used in physiotherapy is a compressor with computerized settings to adjust the pressure. Air is forced from the compressor into an applicator, sending a metal projectile within the hand piece back and forwards; this produces a pressure wave. The nozzle of the gun-like applicator is placed onto the affected part, sending a pulse into the area. David says while it can be “reasonably uncomfortable” for patients, it is an invaluable tool for improving chronic conditions. A case study that David wrote up this

year showed how a 26-year-old builder was able to get back to work in just six weeks after shockwave treatment for frozen shoulder – a problem that can take up to two years to resolve. David says that as far as he knows, the $20,000 machine is the only one on the Coast – he understands that around five clinics in Auckland have one.

Support service seeks support A recent plea for help on Facebook highlighted the work that Victim Support does within the community. The post, which was put up at the request of Victim Support, described an elderly man who had been burgled. One of the items taken was the digital camera that he loves using to take photos of his dog. A family who saw the post provided him with a new camera. The Victim Support team, located at Whangaparaoa Police station, was thrilled with that outcome. The staff and volunteers there deal with tragedy and trauma every day. Service coordinator Cindy Kawana says whether it’s a handbag stolen in the street, a house fire, burglary or fatal motor accident, they help people pick up the pieces and move forward with their lives. The team is separate from Police but works closely with them and covers the whole of the Hibiscus Coast and Rodney. There are two paid roles and
around 13 volunteers. Ideally, Cindy says they need at least 20 volunteers to reduce the number of shifts that each person has to take on. A drive to recruit more volunteers has just begun and Cindy says in particular they are looking for men. “Victims are often men, and there are also the fathers, brothers or sons of victims,” she says. “They relate to other men in a very different way so the more male support workers we can get the better.” Training is provided. The volunteers’ involvement may be anything from a single phone call with a person in crisis, to ongoing support that lasts for years. The team will be out and about in the community from now until October telling people about the service and selling tickets for a national Victim Support fundraising raffle with a car as first prize. More than 90 people gathered to celebrate Rebus Club Orewa’s 30th birthday, with lunch on August 21. The club started in 1987 as a men only group called the Probus Club of Orewa. They opened the group up to women in 2008 and the first women member was Marlene Harwood. This year the club was affiliated to Rebus NZ. A travelling Antique Fair will visit Orewa this weekend and as well as selling their wares, stallholders are raising money for Alzheimers NZ. The fair is run by the Antique Charitable Trust, which tours the country holding more than 20 fairs a year and always partnering with charities or schools. This is second time that the fair has come to Orewa. Stallholders Marie and Nick Turtle have been involved for around seven years. They know the Hibiscus Coast well, having owned furnishing and curio shops in Silverdale and Orewa. Around seven stallholders will take
part in the fair, offering a wide range of items including linen, china, silverware, jewellery and tools for sale. The event is at the Orewa Community Centre, Orewa Square on September 9 and 10, from 10am–5pm on Saturday and 10am–4pm on Sunday. All proceeds from the gold coin entry donation go to Alzheimers NZ.
Lodge makes finals
Whangaparaoa Lodge in Little Manly, owned by Troy Clarry, is a finalist in Hospitality NZ’s Awards for Excellence. Mr Clarry says just making the final three from motels throughout the country is a huge achievement. The winners will be announced at the annual awards dinner on October 19 in Wellington.

Two railway carriages have had an interesting ‘retirement’, serving as a home, playground, party venue, hay barn and picturesque, quirky addition to a property in Dairy Flat. The D class passenger cars, built by English Electric, with a cab for the driver at each end, ran on a Wellington passenger line in the early 1950s. Both were retired and brought to Dairy Flat in 1993 by the property’s previous owner – a train enthusiast. Railway tracks were lifted onto the site, and the carriages set down on top of these. After a conversion that included electricity, carpets, a bathroom, kitchen and laundry, they became the family home until a house was built. The carriages are not insulated and the current owners, who store hay in them, say they must have been freezing
in winter and stifling in summer. Over the years the carriages, which are now rusty and lichen covered, but still have many original features, have been an exciting place for young children to play and have sleepovers and parties. When the lights at the front of the train were switched on, the beams shone across the rural valley as far as Silverdale. The carriages have also featured in a television advertisement and were so popular with passers-by that the owners of the property had to put up a gate to prevent people wandering up their driveway to take a closer look. There are believed to be just 12 such trailer cars left in existence. The Dairy Flat property, complete with trains, is up for sale, and is being marketed by Michael Guy at Bayleys Orewa.

End of an era as Orewa Menswear closes A lifestyle change, a bit of downsizing and less traffic to contend with are the key reasons why Tim Green is closing the doors of Orewa Menswear and moving to Ruakaka. Although another menswear store will open in its place, there is no doubt that this is the end of an era. There has been an Orewa Menswear store in the town since the early 1960s. It was started by the Johnsons to serve the surrounding rural community, changed hands a couple of times and Tim’s father Cliff bought it from the Bradleys in 1976. Tim worked there after school, eventually taking over ownership. He will hand the keys to new owners Berlin Clothing at the end of October and the store will gain a new name, Berlin Clothing for Men. Tim says menswear shops used to sell everything from pajamas, socks and underwear to hats, suits and ties but over the years specialisation became essential to staying in business. “There is huge competition from large companies like The Warehouse and Farmers, as well as online,” Tim says. “We can’t buy things like underwear and socks for the prices they sell them at. So when I took over Orewa Menswear I looked for the kind of quality brands that those stores don’t stock.” He says personal service, listening to customers and knowing the kinds of items they are looking for is what sets small businesses like his apart. “We’ve got a lot of loyal customers – some have been with us since Dad’s day and have come in quite upset that we’re leaving.” He says the reason that menswear stores are not as ubiquitous as those that sell women’s fashion is that “women love shopping”. “If it wasn’t for ladies, we wouldn’t be in business! They are the chief buyers of men’s clothes.” Although he admits that losing the deal to supply Orewa College’s uniforms in 2014, after doing so for around 30 years, was a big blow, Tim says that

the business adapted and moved on. It also survived global downturns, increasingly high rents and lack of parking for customers. Orewa Menswear was a true “mum and dad” business, with Tim’s wife Robyn playing a key role, including taking care of the books. Store manager, Janice Sapsworth, has been there since Tim took over 14 years ago and will continue to manage the store for Berlin Clothing. Tim says that none of the couple’s four children are interested in taking over the store, so he elected to sell up and purchase a menswear business in Whangarei. In doing so, Tim and Robyn will live closer to family and enjoy a more relaxed life – although he will not be retiring “any time soon”. He says they have loved living in Orewa, where he and Robyn were involved with the surf club since they were in their teens, and were also part of the local business association Destination Orewa Beach for more than 10 years. “You don’t make a million dollars out of this kind of business, but it’s a way of life,” Tim says. “I still really enjoy the customer contact.” Orewa Menswear will close on October 28.

This summer, why not throw away the gas barbecue and try the American “low and slow” method where meat is cooked at low temperatures over many hours in barbecues fuelled by charcoal or wood chips? This can be done on a range of barbecues, including an offset smoker where a separate firebox provides heat and smoke to a cooking chamber via a connecting pipe. Be warned though, it’s easy to become fanatical about it. At a recent Jack Daniel’s National Barbecue Championship event, Duncan Anderson of Matakana was part of a team that spent 16 hours cooking on a smoker in the wind and rain in order to deliver perfectly prepared pork shoulder, pork ribs, chicken and beef brisket. “You pretty much have to attend to the meat all night. Team members did the work in shifts, catching some sleep in a horse float when they were off duty,” he says. Duncan maintains the effort is well worth it, producing juicy, beautifully flavoured and tender meat. But he says the end result is just one part of the hobby’s appeal. Another is the cooking process itself. “Standing around the smoker with a beer in your hand, monitoring the fire – it’s boy’s own stuff,” he says.

Online safety advice While so much is positive about today’s technology, the risk of harm has also increased. Now, more than ever, access to content that is violent or pornographic has become easy and we are seeing the effects of this in our work with young people here on the Hibiscus Coast. So often we see the attitude towards pornography, in particular, is that it is “harmless” and that watching it is just part of a young person growing up. However, there is plenty of research to show that this is not the case and that, for some, it can even be addictive. Some of the adverse effects of watching a lot of pornographic content that we are seeing in young people include: poor mental health, including anxiety and depression, more aggression and less intimacy in romantic relationships and an increase in sexual violence and abuse. In our work at CYC we hear of young people being asked to send nude photos through online platforms to one another. Because it seems as though this is ‘the normal thing to do’, so many young people oblige, not realising that those pictures could be used for bullying and manipulation purposes. We are also encountering cases where young people have got together to watch porn, in groups, with their friends. The question is – how do we keep our young people safe from patterns of destructive behaviour and inappropriate content in a technological world? How can you set up your family for the best chance of success in having loving and lasting relationships? Here are a few key tips: Promote conversations with your young people – often these are topics that are awkward to talk about, but it is essential to build trust and have these conversations. Don’t shame or shut down conversations, irrelevant of what you feel is right or wrong. The most powerful thing you can do as a parent is to ensure that your young person feels safe to talk with you honestly. • Create some device safety rules that the family agrees on, such as no devices after a certain time at night. Once you’re in bed, have all devices in the lounge. • You can get software on both modem and devices to help lockdown devices from being able to access pornographic material. Helping hand for older men No apologies for returning to the issue of mental health as it constitutes about 15 percent of my workload and is still severely under-resourced, given the scale of the problem. The recent focus on youth suicide has been entirely appropriate but there is also an alarming trend in self-harm in older men, and as my practice ages I am privy to some really distressing stories of hopelessness in this age group. What is happening to older men that causes them to want to take their own lives? Nobody knows the answer and of course every situation is individual so I can only contribute some personal opinions. Studies show a consistent link between functional disability and suicidal tendencies. It is possible that men, in particular, struggle with decreased activity and “uselessness”. If their identity has been defined by what they do, then losing that function can damage selfesteem and meaning. Whereas women might be protected by their capacity to have relationships not necessarily based on function, men often need to be doing something to connect with others. The loss of the activity may mean the loss of the friendship as well. If you add in a decline in mobility and independence, and possibly loss of a partner, there can be lot to adjust to. In addition, the males of my generation and older are often not able to express their emotional needs or know how to meet them. If you went to the “suck it up” school of psychological development, it’s a bit hard to flat out admit that you need help. This contrasts with the ‘millennials’ who will rock up to a consultation and tell me not only what their mental health diagnosis is but also what medication I should give them! I like to discuss with older men the rough developmental idea of “learning, earning and returning”. This says that we spend the first third of our lives learning – ie, training in a career and other skills. Then the second third earning, necessarily, to establish a social and economic base. And then, if all goes well, older men and women can move into a stage of “returning”. This means becoming a resource of experience, wisdom and support to the next generations. As physical energy and capability wane, as they will, there is still the opportunity to engage with others in a way which is meaningful and rewarding. So older guys, don’t give up. An author who began writing books to give his English students material they would engage in, presented to Snells Beach School students last month. David Riley, aged 51 from Mangere, visits a number of schools to teach children the value of reading and show them his series of books. “I was working as an English teacher at Tangaroa College and when I took my students to the library there was nothing they wanted to read,” David says. “That inspired me to write books involving real life characters that they looked up to and would want to read about.” David released his first book Steppin’ with Benji Marshall in 2009, but had always wanted to be a writer. “Since I was 13 I wanted to write a book, but I didn’t believe in myself for a long time. I was really inspired by Barry Crump and I hope my books

Sailing club seeks more storage Sir Russell Coutts and Harold Bennett, now at the helm of Manly Sailing Club (HM August 2), are focused on making sailing available to more people, strengthening the junior sailing programme and bringing more national and international events to Manly Beach. The junior sailing programme has engaged a full time manager and coach, Aaron Hume-Merry (previously the position was part time). Registrations for the programme are currently at 89 kids. Sir Russell says his goal is to quadruple that number by 2020. The club will host the O’pen Bic World Championships at the end of next year and Sir Russell says this is just the start of what he hopes will eventually be a calendar of national and international events. He also hopes that the club can provide a hub for other marine sports such as sea kayaking and paddleboarding. Even before this growth occurs, Vice Commodore Harold Bennett says the club has outgrown its clubrooms, especially when it comes to boat storage facilities. The scoop on scallops September heralds the beginning of scallop season in our region and some reports suggest some of the traditional beds are not as well stocked as we have seen in the past. However, scallops do move around and establish new beds all the time. Traditional beds like Tiri, Iris Shoal (Kawau) and the Mahurangi should be ok but the bed outside South Cove (Kawau), The Noises and at Motuketekete seem to be smaller. Diving is of course the ecologically friendly method of collecting these tasty shellfish. Divers may take a limit for up to two people who assist by operating the boat and, when a trip is extended over more than one day, a quota may be taken for each day. But like all shellfish and crayfish, the catch must be kept in a state which can be measured when taken ashore – in other words in the shell. The fishers must also be able to satisfy a fisheries inspector that the different bags were taken on different days. Scallops are found in harbours and on sand or mud bottoms out to about 50m deep. Like most other sea creatures, scallops start life as a free-swimming embryo, but after about 48 hours they attach themselves to a rock or structure on the bottom where they live until reaching a few millimetres in size, when they drop to the seabed. Like all bi-valves they are filter feeders, sitting on, or just under, the sand with their shells slightly open, straining water to extract plankton. Some people get into trouble with the fisheries inspectors because they do not realise that scallops have to be measured and counted as they are brought on board, or in the case of divers, on the seabed. In extreme cases, a boat may be forfeited. Occasionally scallops are washed ashore in a storm and they may be collected but the rules in terms of size and numbers still apply. Snapper are occasionally found to have scallops in their stomachs, which have been crushed in the shell by their powerful jaws so perhaps trying your luck around dawn and dusk at this time of year and near a scallop bed could produce good results. Typically we are looking out for work ups as the spring snapper move in but early season these can be short sporadic events and frustrating to chase down. Watch the area between Tiri and Kawau in about 40–50m at this time of year as the big male fish move in to establish home for spring. For those fishing closer in then softbaits cast into the shallows will work. New Penny has been a good colour. Try to keep the noise down though as the fish can be easily spooked. Bait fishers should be doing pretty well in close to shore too with a good steady berley trail and a selection of baits. Fresh or frozen mackerel is a good choice along with bonito and bullet tuna. Again keep the noise down and be prepared to sit it out for a few hours and you should do pretty well.

recreation – will arrive at the club this month and another double-handed boat, fresh off the production line, has also been ordered. Mr Bennett says that space is already tight with 20 Bics in a container and six boats and a tractor in the basement. He says that the club’s leased area extends a further five metres into the reserve, but they are not able to utilise that space as a stormwater pipe runs beneath that land. Offsite storage would also be an option, Mr Bennett says. Sir Russell and Mr Bennett are discussing some ideas with Auckland Council and say that the staff are supportive. Meanwhile the interior is undergoing refurbishment, starting with the kitchen and lounge area.

Stillwater Boat Club’s fishing committee has come up with a new competition, to be held on September 16, that provides fishers who purchase a ticket with a rod and reel to use for the event. The rod and reel can be picked up from Fishing Direct after ticket purchase. Organisers say there could be some “unusual” categories in the competition, as well as the usual – biggest/heaviest snapper, kahawai, gurnard and so on. Prizes include rod and reel sets and spot prizes. Tickets $45 from the boat club or email admin@swbc.co.nz.

Students flick switch on electric vehicle racing Students at Whangaparaoa College have designed and built two electric vehicles and say that the process has taught them a lot, including how to source materials on a limited budget and welding skills. However, there is no doubt that the driving force behind their enthusiasm is the chance to race against other students in the EVolocity Auckland regional finals next month. This is the first year that Auckland schools have been invited to be part of the EVolocity programme, which is about inspiring students in the fields of engineering, design and sustainable technology. The programme has been running since 2014. Students design and build an electric vehicle with 2–4 wheels, which they race in a range of competitions including a drag race, street circuit and economy run. All teams use the same, 12-volt battery and kit of components and getting the best performance out of these has been a focus for the Whangaparaoa College students. Advice from mechanical engineer Tom Lynch of Monocrane helped them unlock the most power from the battery, so they can go as fast as possible even if it’s only for a short time. The two Whangaparaoa College teams, one from Year 12 and one Year 13, began designing their vehicles in term one and are now close to completing their builds. Both teams used recycled bikes supplied by the local Police. The Year 12 team has gone for two wheels,
while the Year 13s are working on a four-wheeled go-kart design. Tweaking things to keep weight down and increase acceleration have been a focus as they begin to test drive the vehicles around the school. The Auckland regional finals are in mid-October and winners will have the opportunity to compete at the Nationals in Christchurch in December.

Netballers break through to North Harbour final Whangaparaoa College’s senior netball team has broken through sport’s equivalent of a “glass ceiling”, becoming the first Hibiscus Coast team to make the finals of North Harbour Netball’s college premier grade, where they finished as runners-up. Last year they came third in the same grade. To get to the finals, Whangaparaoa’s Senior Team 1 competed against far bigger Auckland schools such as Rangitoto and Westlake, losing only one game this season – against the winners of the grade, Carmel College. Whangaparaoa won most of its games by significant margins. Whangaparaoa supporters turned up in large numbers to the final, on August 26 at the North Harbour Netball centre, wearing the team’s blue colours. One came in a whale costume
– a whale tail is on the college’s logo. The game was live streamed on Facebook, and Whangaparaoa supporters who couldn’t be there – family, friends and former coaches – watched it from afar, including from the South of France, Rarotonga and Wellington airport. Despite being down by five goals at one stage, Whangaparaoa fought back strongly but eventually lost the game by one point – 22-23. Speaking at a function after the game, acting principal Graeme Williams said that the college is extremely proud of the team, which has performed consistently to a high level due to their skill, dedication and willingness to keep learning. “This was our first top level North Shore final as a college and they can be delighted with their approach to the game, their ‘never say die’ attitude and their great sportsmanship when

Good sport wins praise from Raiders Good sportsmanship was the key to seven-year-old Kellan Turrell of Manly winning the opportunity to represent the Raiders at the NZ Warriors last home game of the season. Kellan, who goes to Stanmore Bay School, was chosen out of all the teams, U7–U16, for the club’s Best and Fairest Player award after his coaches sang his praises. Coaches Beccs Hini and Mark Maloney said that Kellan, who is in
his second season with the Raiders, displays the Warriors values such as humility, loyalty, courage and passion for the game as well as being a naturally gifted player. At the game at Mt Smart Stadium on August 27, Kellan and his father Greg received a season ticket to next year’s games and a bag of Warriors merchandise. Kellan lined up on the pitch before the game with other young players to receive his medal.
His mother Rachelle says although he loves playing rugby league, Kellan wasn’t a big fan of watching it on TV or going to games but that match, which the Warriors lost to the Manly Sea Eagles, 22–21 in golden point, has changed all that. “Both him and his brother Rylan are big fans now,” she says. “We are so proud of Kellan and would like to thank the coaches who have given so much to the boys this season.”
