TEAM-BUILDING

Series of sports activities highlighting the values of teamwork and sportsmanship await the Rover Scouts. Participants will surely enjoy the fun under the heat of the sun!

opening today NO LESS than the Vice President of the Republic of the Philippines and the President of the Boy Scouts of the Philippines will headline the kick-off of the Eastern Mindanao Region-Regional Rover Moot today in Tagum City. Vice President Jejomar C. Binay will serve as Guest of Honor and Speaker during the opening program of the said event which will be held in the sprawling Energy Park in Barangay Apokon, Tagum City. The Vice President is expected to address an estimated 3000 rover scouts who are gathered in VP BINAY/PAGE 3

Scouting: Education for Life The mission of Scouting is to contribute to the education of young and old people through a value system based the scout oath and scout law to help build a better world, where people are self-fulfilled as individuals and play a constructive role in society. It is a voluntary, non-political, educational movement for people to develop their full emotional, intellectual, physical, social and spiritual potentials as individuals, as citizens, and as members of their local, national and international communites. The scouting movement invested in a process of non-formal education through a specific value system. It helps boys and girls to become the principal agents of their development as committed, responsible, self-reliant and supportive persons. Thus, scouting serves as an effective avenue for values formation, responsible citizenship and community-building. Among other things, the movement helps promote sustainable development and developmental model that balances the material, environmental, social and spiritual. Furthermore, it achieves youth empowerment, advocates learning by doing, cultivates lifelong values, skills and capabilities. Scouts make a voluntary commitment to abide by an ethical code of behavior. The principles that rule a scout’s life can be grouped in three categories: duty to God, duty to others and duty to self. With the nonformal education it advocates, the scouting movement is a social force that promotes a culture of peace and forms its members to make a constructive contribution to their communities. Greetings of Tagum, Tagumpay! In behalf of the warm and friendly people of Tagum, I welcome all the Rover Scouts from the different parts of Eastern Mindanao gathered for the Regional Rover Moot. For four days, this city will become a melting pot of scouts who will carry the message of brotherhood, goodwill and peace. More than this, the line-up of activities slated for this event will magnify the unique role that scouts are playing in this ever-changing world. We have infused activities which aim to promote responsible citizenship and leadership. Throughout the fun-filled Rover Moot, we expect to engrave among you the ideals of scouting and lead you to realize your role in the the unique task of nationbuilding. ‘SCOUTING CAPITAL’ Mayor Allan L. Rellon is banking on the scouting movement as an effective avenue for characterbuilding and citizenship training of the Tagumeño youth, thus fueling his desire to revive the spirit of scouting in the city. This was emphasized by the local chief executive during the blessing and inauguration of the new office of the Tagum City Associate Council of the Boy Scouts of the Philippines that is situated in Freedom Park last August 10, 2013. Rellon, who also served as the council chairman of BSP Tagum, said the emergence of a scouting office that is appropriately situated in the heart of the city, where many youngsters convene every afternoon or during weekends, would be a perfect opportunity for them to appreciate the benefits of the scouting movement. Vice President and BSP National President Jejomar Binay, represented by the movement’s secretary general Atty. Wendel Avisado, extended his congratulations to the council for coming up in full shape. “With the inauguration of your new office, you can now fully plan ahead

and move forward in a very purposive and deliberate passion,” the vice president said in his prepared remarks read by Atty. Avisado. With this in mind, Tagum City is poised to become the next scouting capital in Mindanao or even in the entire country. Calling the movement as an “antidote” to the undesirable actions of some youth like the proliferation of gangs and even drugs, the mayor stressed the need for intensifying the activities so as to create a more disciplined, patriotic, Godloving and God-fearing society of scouts. In an interview, the mayor said the council will now focus on hyping-up the activities intended for the scouts as well as to find ways to integrate them to assist in the government’s programs on environment, security and traffic as part of their training. Meanwhile, Rellon congratulated the official contingent of the city to the recently-concluded Eastern Mindanao Regional Jamboree held at Makilala, North Cotabato where the team was adjudged second runner up and first runner up in the fancy drill competition for both boy scouts and senior scouts section, respectively. The participants of this activity hail from Bukidnon, South Cotabato, Davao City, Compostela Valley, Agusan, Davao del Sur, Camiguin, Sultan Kudarat, Cagayan de Oro City, Sarangani, Cotabato, Surigao del Norte, Davao Oriental, Surigao del Sur, Agusan del Sur, General Santos City, Misamis Oriental and Davao del Norte. Himself a true-blooded scout, Vice President Binay is expected to inspire the rover scouts gathered in Tagum to live up to the ideals of scouting as stated in the scout oath and the scout law. The country’s second powerful man will be introduced by the BSP Senior Vice President and Acting Secretary General Atty. Wendel Avisado. Other dignitaries who will join the vice president are Governor Rodolfo P. del Rosario of Davao del Norte, Tagum City Mayor Allan L.
