CO2 emissions and fuel consumption monitoring. Helping you comply with EU MRV and IMO DCS regulations
A V ITAL M E ASURE
Addressing the challenge of reducing global shipping’s carbon footprint. Shipping is the most efficient commercial mode of transport, but, as an industry, we have a responsibility to help reduce global carbon dioxide (CO2) emissions. Our current contribution to total world greenhouse gas emissions is around 3%. That may not sound like much, but in terms of environmental impact it’s the equivalent of a major developed economy – and the International Maritime Organisation’s (IMOs) Third Greenhouse Gas Study showed that this figure is expected to grow by up to 250% by 2050. The European Union (EU) and IMO have each introduced their own regulations to drive forward the process of reducing CO2 emissions from shipping. Both the EU’s monitoring, reporting and verification (MRV) regulation and the IMO data collection system (DCS) are based on collecting and analysing fuel consumption data; however, there are important differences in the types of information you need to collect, the submission deadlines and the responsible authorities. MRV applies only to ships trading into, out of and between EU ports (including Norway and Iceland), while DCS is mandatory to ships trading worldwide. You may potentially only need to comply with one regulation, it is however more likely you will need to comply with both to maintain your licence to operate.

Regulatory compliance against MRV and DCS requirements.
Although complying with the MRV and DCS regulations is mandatory, and there is guidance on how the required data should be collected, managed and reported, neither scheme specifies exactly how you should achieve compliance. It’s up to you as a shipowner or operator to determine which method you use to measure the fuel consumption and CO2 emissions for each ship in your fleet. With both regulations running on different timelines and taking differing approaches, you need to provide a monitoring plan for the MRV regulation and a SEEMP Part II for the DCS regulation. Where it’s practical and you decide it’s the best option for your business, our software will help

you streamline your approach to minimise the effort involved in developing and maintaining two plans. However, our flexible approach also allows you to address them independently if it is logical to do so. While the CO2 emissions and fuel oil consumption data reporting for MRV and DCS differ in terms of the content and the process of submission, our streamlined data exchange process for your compliance enables you to reduce the administrative burden. Additionally, our CO2 Verifier software gives visibility of your compliance status through structured access to plans, supporting data and certification.

Live updates. Real people
The power of co-creation
The CO2 Verifier is a powerful compliance management tool, allowing you to see at a glance what your status is and what needs doing, and ensure statutory documents are submitted on time.
The CO2 Verifier is a cloud-based application, which means you don’t need software installed on your ships or in your offices, and there are no separate licensing, maintenance, update, storage or security issues – they’re all handled at our end as part of our statutory verification services.
It’s based on a simple, intuitive dashboard interface that makes it easy to track the status of your monitoring plans and annual submissions for both MRV and DCS, removing any duplication of data. You’ll receive an instant email notification when you submit a document or if the status of a live submission changes. Plus, you can set up your own automatic reminders and alerts, helping to ensure you never miss a vital deadline. The system lets you view your plans and submissions from previous years, as well as from the current monitoring period. The dashboard requires a login, meaning you can be confident that your information is secure and confidential. As a ship or fleet manager, you can create additional accounts for your captains and other key personnel, as required.
Co-created with shipowners and operators, the CO2 Verifier requires no specialist IT knowledge or skills to use – if you can open a web browser or send an email, you can use this. Also, because it’s the same software on board the ship, in your office and at LR, the system works seamlessly from data submission to certification, and can be easily scaled up or down to suit your fleet size. We can also provide an option to co-create more efficiently by connecting with your reporting system using the Application Programming Interface, so we can integrate your data with our system automatically if requested.
But the CO2 Verifier is more than just a technological solution: it also gives you direct, personal connections to our technical experts through a comment function that allows you to get quick answers to technical queries, or conduct more in-depth discussions with our specialists.
An end to site visits
Safe, secure, confidential
As well as enabling the submission of electronic data, our CO2 Verifier allows you to scan and upload paper documents, such as bunker delivery notes, for remote verification. This removes the need for an assessor to carry out physical checks at your offices, saving you time and the unnecessary burden.
Both sets of regulations require you to submit commercially sensitive data for verification. Our CO2 Verifier is a cloud-based portal that lets you upload your data directly in a wide range of formats, including Microsoft Excel spreadsheets, documents and images. We can also integrate it with your own third-party reporting software, allowing you to submit data at the click of a button. It’s simple, fast, cost-effective and, crucially, far more secure than using emails. The system is designed to handle mass uploads if you’re managing compliance for a large fleet; you can submit data in batches, which the software then sorts out and references automatically using your ships’ unique IMO numbers.
