Floods in riverside areas Floods are defined as overflowing water in different types of soil, mainly caused by episodes of heavy rain. Global warming turns these phenomena more violent and frequent, exposing entire populations to vulnerable conditions due to river overflows. The risk depends not only on the presenting of the events, but also on the pre-existing conditions that influence the scale of the disaster and also on the possibility of returning to the pre-flood situation.

Public space as an aproach The problems that are triggered after a flood, make public space a fundamental resource to be able to overcome the catastrophe and respond to the need for contact, exchange and social contention. Through generating situations of participation and citizen cooperation, where different opinions are heard and problems are discussed, these spaces have the potential to generate a parallel reconstruction through social resilience.
Regions affected by floods
Paraná River, Santa Elena, Argentina This essay takes Santa Elena as a prototypical model for riverside areas, in Entre Ríos, Argentina. Its characteristics make it a place with a tendency to suffer frequent flooding. The building is located on the coast of the Paraná River to fulfill its role as a landmark that stands out in the landscape.

Accessibility
Energy and water self-sufficiency: With a tower that has a turbine in direct contact with water, it generates ecological energy through the use of river currents to supply the building. The same infrastructure, has a tank that collects water in rainy seasons and absorbs from the river in dry seasons. All water is treated by phyto purification before supplying the building.
Social quality space: In emergency situations the interior space is designed to directly influence the mood of people. Wide and protected spaces, which open outwards, allow constant exchanges between people to strengthen their bond with the community.
Material efficiency: The materials used are based on a sustainability approach that takes into account the economy and the entire life cycle. Concrete is the main material for its ability to withstand extreme conditions, low maintenance and great durability, followed by Kiri wood, which has great strength and protection against external agents.
