Introduction In May 2002, after a large public consultation exercise and extensive feasibility work on six possible routes, the City and County Councils agreed to progress the design of two tram routes to Clifton via Wilford and to Chilwell via QMC and Beeston.
This consultation is a very important stage and it is vital that you take the opportunity to comment. If the Councils and then the Government, following a Public Inquiry, approve the tram routes then these designs will be used as a template to build the system. It is therefore important that you have your say on the proposals now, whatever your views on the project as a whole.
Since then, the City and County Councils have carried out significant further development work and have submitted a case for funding to Central Government. Importantly, the outline design has now been developed, which forms the basis of this consultation. The designs include a more detailed consideration of the tram alignment including road layouts, potential stop locations, parking and loading provision, landscaping and ways of screening the tram and providing for any lost trees and vegetation.

Beeston Town Centre In order to produce these designs the team have carried out a considerable amount of preparatory work including ground investigations, engineering studies and environmental surveys, as well as taking account of economic and planning considerations. This information will also be used to inform the Environmental Statement, which would be submitted as part of any Transport and Works Act Order (TWAO) application to Government and become publicly accessible.
In this booklet we are seeking comments on the detail of the route between Broxtowe College and Middle Street (shown below). In addition, three alignment options for the route through Beeston Town Centre have been considered, with a preferred alignment identified along Styring Street. Pages 10-11 summarise the three options for Beeston Town Centre and we are also seeking your views on these options.

The Broxtowe College tram stop would be located to the front of the college entrance and high quality paving would be used to define the stop and to match with the paving on the surrounding footway and that of Chilwell Road and High Road. The stop would include CCTV, real-time information displays, and passenger help buttons. Deterrent paving would also be used to prevent other vehicles and pedestrians from accessing this part of the tramway.

A new signalised junction would bring it on to High Road which the tram would share with other vehicles. The tram would continue travelling northeast towards Beeston Town Centre. Cycle facilities will also be provided.
To achieve the new junction and loading bays it would be necessary to acquire some land on either side of High Road. Some bus stops may need to be relocated to safe and convenient locations.

The tram alignment along Chilwell Road has been carefully designed to maintain and strengthen the prospects of the retail and commercial area and to look attractive to residents and shoppers.
• Major environmental improvements including high quality paving and tree and shrub planting. A new amenity area would be created, providing a focal point for Chilwell Road and improving the pedestrian environment. • The addition of a new tram stop in the central area to encourage people to visit the retail area and other community facilities. The stop would include CCTV, real-time information displays, and passenger help buttons. • A potential new commercial development area at Ellis Grove. • The provision of two new off street car parks, parking bays on side roads and loading bays for businesses. By relocating parking and loading away from the main carriageway traffic will be helped to move freely and safety will be improved for pedestrians. It would be necessary to close the Collin Street access to Chilwell Road and to make Ellis Grove into a one-way street. To achieve these changes property acquisition is required on the south side of Chilwell Road. Some bus stops may need to be relocated to safe and convenient locations. A financial assistance package is being considered to support traders in Chilwell Road/High Road during the construction period.

Beeston Town Centre - Route Options Beeston Town Centre Three alternative route options have been considered for the tram to operate through Beeston Town Centre. The options have been investigated in detail and the text below summarises the main points to note about each route. The three options are shown on the map. Please give us your views on the options. Proposed route The work that has been undertaken for these three routes suggests that the Styring Street option would perform better than the alternatives.

The junction of Middle Street, Chilwell Road and Devonshire Avenue will be signalised with pedestrian facilities provided. The right turn movement from Middle Street onto Chilwell Road (towards the Town Centre) will be banned. There will be some tree loss in this area and replacement planting could be carried out on adjacent private land with consent.

To assist traffic flow in the area, the section of Chilwell Road between Devonshire Avenue and The Square will be pedestrianised, with access for trams and service vehicles only. High quality paving and environmental improvements will significantly enhance this area making an attractive extension to the pedestrianised core of the town centre.

The road link between Chilwell Road and Foster Avenue will be closed to general traffic with access for service vehicles only. An alternative access to the existing car park and other properties including the Catholic Church, Library and Round Hill School, will be provided by creating an access along Commercial Avenue from Wollaton Road. Commercial Road will need to be widened and this will require some property acquisition.

From Chilwell Road the tramway would turn southeast and run through onto Styring Street. This would require the acquisition of a number of units in The Square shopping precinct.

The Beeston Town Centre tram stop would be located in the centre of the retail area with good access to The Square and good interchange with Beeston bus station. The tram stop would include passenger shelters, real-time information boards, CCTV and passenger help buttons, which link to the CCTV system when pressed.
Beeston Town Centre redevelopment The prospect of a tram route through Beeston has coincided with an increase in interest from other organisations in the commercial development of the Town Centre. An outline planning application for a major retail store east of Station Road on the former Shaw and Marvin site was recently approved by Broxtowe Borough Council. There is also consideration being given to a new development opportunity to the west of Station Road which could include the potential replacement of the bus station and multi-storey car park and the redevelopment of The Square shopping precinct, part of which is affected by the NET proposals. Any such proposals are being carefully considered by the NET promoters, Broxtowe Borough Council as local planning authority and Nottinghamshire County Council as local transport authority. Mobility Management Action Area The County Council is undertaking a wider transport study in Beeston looking at a series of local improvements including high quality public transport, cycling and walking links and traffic management measures. These measures will be appropriate regardless of whether the tram route is developed. Emerging proposals will be the subject of a separate consultation exercise in the next few months.
The urban design in this area, including tree planting, will be further developed as part of any future redevelopment of the town centre.

Impacts on the traffic network in the Beeston Area

Potential impacts on the traffic network. A series of additional studies have been carried out to examine the potential traffic impacts on the wider road network, were NET to operate through the Beeston area. The most notable impacts arise in the morning peak where tram priority could lead to an increase in queuing traffic along Bye Pass Road and High Road on the approach to the new Broxtowe College junction. A significant proportion of this traffic is destined for areas beyond Beeston and is currently using the route through Chilwell Road and Beeston Town Centre as an alternative to the main road route along Queens Road. As such, a package of traffic management measures are proposed, which could include junction improvements on Queens Road and bus lanes on Bye Pass Road, to divert an appropriate level of traffic from Chilwell Road to Queens Road in the morning peak. This will reduce the potential for congestion and provide bus priority on the approach to Chilwell Road.

As a result of this consultation, the plans could be amended and the limits of land interest shown in any Transport and Works Act Order (TWAO) application may therefore differ from those shown in this booklet.

After any amendments have been made, the Councils will both meet in full session to consider an application for a TWAO to Government. A TWAO would give the Councils the powers necessary to build and operate the proposed tramways to Clifton via Wilford and Chilwell via QMC and Beeston.

We expect an independent Public Inquiry to take place, probably in 2004, where any application for a TWAO would be considered and in which all interested people could participate. The Inquiry would be advertised in good time, when the dates are known.
