Preliminary Remarks On behalf of the European Liberal Forum, dimap communications has conducted a study in five European countries in cooperation with TNS Infratest and Infratest dimap. The aim of the study was to identify the attitude of the populations of these countries towards basic liberal positions. About 1,000 eligible voters each were interviewed in Poland, Hungary, Bulgaria, Austria and the Czech Republic. The exact field times are listed in the annex under "Methodology". This report analyses the results and interprets them graphically. As far as possible, liberal positions are rendered in blue and non-liberal positions in red in the present graphics. A more detailed description of the methodology as well as the questionnaire the survey was based on can be found in the annex.

Poland

1.

Relevance of Social Values

The polish people consistently rate key values of a modern European society as important. A rating of not very important or not important at all was only made by a small group of people, which, in two cases – the European unification and the global free trade – barely reached two-digits. The differentiation along the rating is rather stated between very and fairly important. Three aspects are rated very important by the overall majority. Firstly, the Civil Rights with 62%, followed by Tolerance with 55% and a strong and competitive economy with 50%. As predominantly (48%) very relevant was also a society that is free from discrimination based on religion, sexual preference, gender or ethnicity. The ratings of very important and fairly important for the value solidarity are almost balanced at 46 and 47%. Concerning the individual responsibility, the rating fairly important prevails. Last in the value scale are the European Unification and the global free market, which were rated very important by 38% and 31%, every second Polish citizen rated them as fairly important. The Relation between State and Economy

Concerning the relationship between state and economy, the Polish population predominantly relies on a leading role of the government. Every second citizen stated that a strong state that guarantees social security is more important than private property, while 40% stated that private property and a functioning rule of law are fundamental for a free democracy. The majority, 49 percent, also assigns the responsibility for a stable price structure to the state. The opposite position, that only a functioning market is capable of regulating prices, was taken by 43%. Even more diverged are the opinions when asking about the overall economic situation of the country. Almost two thirds of the Polish population believes that only a solid national economic policy could guarantee the well being of all. Only 30% put more trust into the abilities of the free market system. A similar relation is revealed when asking about the responsibility of employment creation. Three of ten Poles believe that only a strong corporate sector could provide enough employment. 60% believe the government has to ensure adequate job offers, if the corporate sector fails in that matter.

Freedom, equality and security

Freedom and equality are both important values that play key roles in society that are difficult to be realized at the same time and therefore are likely to interfere with each other. When asking about which one to choose if only one is possible a majority of 58% decided for freedom. A minority of 34% of the Polish people would prefer equality. Freedom or Equality

In an even more decided manner, the Polish population stands up for restricting government authority to ensure their privacy. Three of four Poles (76%) are of the opinion that it is only their personal right to decide about access to their private data, even if a better crime protection would be impeded by this.

Only 17% would provide unrestricted access to their personal data for the government to ensure a higher level of protection for the public benefit. A high degree of skepticism is noticeable when asking whether people act responsibly regarding their civil rights and liberty. Almost every second citizen, 48%, believes that people use their right of freedom constructively and responsibly if the government only provides a legal framework in which society may act. However, 41% stated that people tend to abuse this privilege of freedom, with the consequence that a strong, i.e. a more regulating, government is inevitable.

Party of Civil Rights and Individual Responsibility

The Polish population sees primarily one political force in the array of political parties that stands up for civil rights and tolerance. 30% named the Platforma Obywatelska Rzeczypospolitej Polskiej in that context. Only half that number, 13 per cent, see the party Prawo i Sprawiedliwosc as the one standing up for civil rights. All other parties play a rather insignificant role here. Almost half of the people (47%) cannot or do not want to see one party in their country as being specifically representative for civil rights and tolerance. When asking about individual responsibility and entrepreneurship, the two parties are named as well, with widely the same ratings.

Party Preferences

The political party Platforma Obywatelska Rzeczypospolitej Polskiej enjoys most sympathies within the Polish population. When asking about the preferred party, 31% named that group. The party Prawo i Sprawiedliwosc came in second place with 16%. Other parties are only mentioned by a small group of people. A striking fact is that every third Pole wasn’t able to name any party whatsoever because they preferred none over the other.

Hungary

Relevance of Social Values

When asking about social values, the Hungarian population votes a strong and competitive economy in first place. This value was rated very important by 72% and fairly important by 24% of the Hungarian people. Civil rights, tolerance and solidarity are each rated as being very relevant for a well functioning, modern European society by more than 60%. Absolute majorities are also reached for the values ‘society without discrimination’ and ‘individual responsibility’. The values ‘European unification’ and ‘global free market’ appear with a comparatively lower relevance, although they are still rated fairly important by a great majority. Only these two values reach two-digit-numbers in the ratings of not very important and not important at all.

The Relation between State and Economy

Despite calling a strong and competitive economy very important, a majority of the Hungarian people like to pass essential economic questions along to the state. More than half of the people, 54 percent, believe that a strong state, providing social security, is more important than a guarantee for private property and a state of law. Two thirds of the Hungarian people (65%) think that a solid national commercial policy is the best guarantee for a good overall economic situation. Only a third sets its trust into the free market system. The same picture reveals for the question concerning the responsibility for employment. Three of ten Hungarians are convicted that only a strong corporate sector is capable to provide enough employment. In contrast, twice as many people believe that only the government is capable of ensuring and providing enough employment and job offers. Concerning the price stability, a majority of 55% believes that it is the states duty to assure stable prices, whereas 41% believe that only a functioning market could properly regulate the prices.

From the point of view of the Hungarian people only one party in the country stands for civil rights and tolerance: 39 per cent named the party FIDESZ. The socialist party MSZP trails behind with only 10% of the votes. Other groups do not play a significant role.

Czech Republic

Relevance of Social Values

The Czechs believe that civil rights and tolerance are key values for a functioning, modern European society. These values were voted by 65% and 60% respectively as being very important. Absolute majorities were reached for a strong and competitive economy and solidarity being very important. Less than half of the population shares the view that individual responsibility and a society without discrimination are key values for a modern society. Both aspects are rated fairly important by 37% of the voters. Percentages in the two-digit range for this question were reached for the answers not very important and not important at all. An even lower esteem is shown for the values ‘global free market’ and especially ‘European unification’. Still, they are shared by majorities that voted them as being very important and fairly important.

Regarding price stability, opinions close to the government side and those distant from the government side balance out at 44 and 46%. Concerning the overall economic situation, a majority of 54% puts its trust into to the government and its commercial policy. A smaller number of 39% believes that a well functioning market guarantees economic wealth. Asked about the employment, 57% of the Czechs believe that primarily the government should ensure sufficient employment if the corporate sector is unable to do so. A similar result is revealed when citizens are asked whether or not they are willing to provide unrestricted access to their personal data so that crimes can be prevented and security increased. A majority of 63 per cent voted for the freedom to decide about access to their personal data and only 28% voted security over freedom.

The outcome of this question shows an interesting relation between the age of the voter and the answer given. The younger the citizen, the more they underline the importance of freedom, whereas older citizens are more likely to vote for security. Regarding the question whether people use their freedom responsibly or if they rather abuse this right, the Czech population is split in two even groups. 46% of the Czechs believe that the government may only provide a legal framework in which society can act. At the same time, 46% affirm the need for a strong state, preventing the abuse of these freedom rights. The latter opinion is largely held by citizens over the age of 55 years.

From the point of view of 22% of the Czech people, the party CSSD stands up for the values civil rights and tolerance, whereas 15% believe that the party ODS does this best. Other parties do not play big roles in this context. Votes for them reach only singledigit percentages. Every third Czech was not able to name a party that represents civil rights and tolerance at all.

When questioned about individual responsibility and entrepreneurship, both parties are named again, although with different competence values. ODS was voted up front with 40%, followed by the CSSD with only 15%. Again, other parties take marginal positions in this ranking. The Relevance of Social Values

When asked about social values, the Bulgarian population votes a strong and competitive economy in first place. This value was rated very important by 70% and fairly important by 22%. Civil rights and tolerance were rated with 69% and 63% respectively as being very relevant for a well functioning and modern European society. Absolute majorities also voted for the values ‘society without discrimination’, ‘individual responsibility’, ‘solidarity’ and ‘European unification’ as being very important.

Again, every second citizen sees the government in charge of providing a stable price structure. A large minority of 40% believes that only a well functioning market can ensure a stable price structure. Also, in the opinion of a minority of 30%, only a functioning market is capable of ensuring the economical well-being of the country. A large majority believes that only the government’s commercial policy is crucial for the overall economic situation. Similar numbers are reached when asking about the provision of employment. A small number of 33% primarily trusts the free market system, whereas the majority of 56% believes it is the government’s job to ensure and provide for sufficient employment.

Four more values reach absolute majorities of more than 60%: Tolerance (67%), a strong and competitive economy (63%), solidarity (63%) and individual responsibility (62%). Citizens showed differentiated attitudes in regard to their rights of freedom. A majority of 55% of the Austrian people believe that freedom is primarily used wisely and with responsibility and that a legal framework provided by the government is restriction enough. An abusive use of rights is seen by 41%. This positive view is also shared by citizens in Poland, although the gap between the positive and the negative opinions is far smaller. In the Czech Republic and Hungary, votes are split in half, whereas people in Bulgaria are skeptical and rather see the danger of fellow citizens abusing their rights of freedom and therefore ask for a strong and regulating government.
