Perante as fragilidades das instituições no interior do País, a UTAD tem de ser reconhecida como uma instituição indispensável ao desenvolvimento de toda uma região e, por isso, no quadro de uma política do território equilibrada, faz todo o sentido que seja objeto de políticas de discriminação positiva por parte dos poderes públicos.

O trabalho desenvolvido nos últimos 40 anos assim o justifica.

Na qualidade de Presidente do Conselho Geral da Universidade, presto a minha homenagem a todos os que serviram a UTAD desde a sua fundação.

Universidade de Trás-os-Montes e Alto Douro, enquanto herdeira do Instituto Politécnico de Vila Real e do Instituto Universitário de Trás-os-Montes e Alto Douro, comemora 40 anos de ensino superior no Interior Norte, envolvendo um programa de homenagem a todos os que contribuíram para a sua afirmação, desde o momento fundador.

O historial de prestígio alcançado leva-nos a acreditar que o empenho, o trabalho, a criatividade e a força de vontade da academia, permitirão reforçar a presença da Universidade na Cidade, na Região e no País, enquanto motor de mudança do paradigma de desenvolvimento económico e social de Portugal, e gerar uma crescente articulação com instituições congéneres de todo o mundo.

As instituições de ensino superior do “arco do interior” devem continuar a ser âncoras de fixação de população e alavancas de criação de emprego, assumindo o seu papel na diminuição das assimetrias regionais, de modo a que as forças centrípetas se sobreponham às centrífugas e, assim, se alcance um desenvolvimento regional mais equilibrado.

ithout strong public institutions, a region or a country can hardly be classified as developed. UTAD, which in 2014 celebrates 40 years of existence, is much more than a Higher Education Institution.

Given the fragilities of the institutions in the country’s inland, UTAD must be recognized as essential to the development of an entire region and, as such, as part of a balanced territorial policy.

It makes sense that it is the subject of positive discrimination policies by public authorities.

The work of the past 40 years justifies this. As President of the General Council of the University, I pay tribute to all those who have served UTAD since its establishment.

he University of Trás-os-Montes and Alto Douro, as heir to the Polytechnic Institute of Vila Real and the University Institute of Trás-os-Montes and Alto Douro, celebrates 40 years of higher education in the Northern Interior, involving a tribute program to all who contributed to its assertion since the founding moment.

The history of prestige obtained, leads us to believe that the commitment, work, creativity and willpower of the academy will reinforce the presence of the University in the city, the region and the country as an instrument for change of the Portuguese economic and social development paradigm, and generate a growing connection with similar institutions around the world.

Higher Education Institutions of the “inland arc” should continue to be anchors for rooting the population and levers for job creation, assuming their role in reducing regional disparities, so that the centripetal forces override the centrifugal ones and thus reach a more balanced regional development.

em instituições públicas fortes dificilmente uma Região, ou um País, podem ser classificados como desenvolvidos. A UTAD, que em 2014 comemora 40 anos de existência, é muito mais do que uma instituição de ensino superior.

PLANEAMENTO E ESTRATÉGIA

PLANNING AND STRATEGY A CAMINHO DE UMA ECO-UNIVERSIDADE O Plano Estratégico da UTAD para o quadriénio 2013-2017 foi aprovado por unanimidade pelo Conselho Geral, a 29 de Novembro de 2013. Este Plano foi construído através de uma dinâmica de envolvimento da Academia, com o contributo ativo de um Grupo de Missão onde estiveram representadas as Escolas, os Serviços e os Estudantes. Foram realizadas Assembleias de Escola, reuniões com estudantes, funcionários e atores externos, uma reunião plenária e foi disponibilizada uma plataforma de participação via web.

A visão da UTAD para 2013-2017, condensada no termo A CAMINHO DE UMA ECO-UNIVERSIDADE, traduz um desígnio e uma ambição de diferenciação: uma Universidade como ecossistema de unidades integradas (numa lógica multidisciplinar/interdisciplinar), num Eco Campus – o campus verde que nos distingue - comprometida com o desenvolvimento sustentável e apoiando a busca de respostas para os grandes desafios de hoje, de amanhã e em rede com a Região, o País e o Mundo.

O Eco Campus será um dos projetos emblemáticos dos próximos anos. A UTAD pretende ser um laboratório vivo para a concretização dos desafios que as novas metas preconizam, desde o consumo eficiente de energia, à produção de energia renovável e à redução de emissões de gases de efeito de estufa. Pretende também ser um laboratório para o desenvolvimento e aplicação de soluções inteligentes ao serviço do cidadão, nas mais variadas vertentes com que o mesmo se depara no seu dia-a-dia.

O projeto, que será acompanhado por um Grupo de Missão, implica a transformação do comportamento dos utilizadores do campus, através da interação entre este e com os sistemas de gestão inteligente dos edifícios e demais espaços. Os utilizadores eco-conscientes serão capacitados com informação em tempo real e com orientações que conduzam à eficiência no uso de energia e de água, bem como à redução da produção de resíduos.

TOWARDS AN ECO-UNIVERSITY UTAD’s Strategic Plan 2013-2017 was unanimously approved by the General Council on November 29th, 2013. This Plan was developed through an Academy involvement dynamic and a Taskforce where the Schools, the Services, and the Students were represented. Meetings were conducted with students, staff and external actors, and a plenary meeting took place. A participation platform was also made available online.

The Eco Campus will be one of the flagship projects of the coming years. UTAD intends to be a living laboratory for the realization of the challenges that new aims advocate, from the efficient use of energy, to the production of renewable energy and decrease in emissions of greenhouse gases. It also aims to be a laboratory for the development and implementation of intelligent solutions in the service of citizens, in the various dimensions which they comes across in their day-to-day life.

The project, which will be accompanied by a Taskforce, implies the transformation of user behaviour on campus, through the interaction between users and the intelligent management systems of buildings and other spaces. The eco-conscious users will be empowered with real-time information and guidance, leading to the efficient use of energy and water, as well as a reduction in the production of waste.

UTAD’s vision for 2013-2017, condensed in the phrase TOWARDS AN ECO-UNIVERSITY, translates a strategy and a differentiation ambition: a University as an ecosystem of integrated units (in a multidisciplinary/interdisciplinary logic) in an Eco Campus – the green campus that sets us apart – committed to sustainable development and supporting the search for answers to the great challenges of today and tomorrow, networking with the region, the country and the world.

INVESTIGAÇÃO

NOVOS DESAFIOS financiamento das Unidades de I&D, motivados, por um lado, pelos fortes constrangimentos orçamentais, e por outro, pelo enquadramento em políticas europeias comuns de investigação, nomeadamente ao nível dos objetivos definidos no programa Horizonte 2020, levaram à necessidade de uma mudança do paradigma da política de investigação na UTAD. A necessidade de promover a procura de fontes de financiamento de I&D emergentes, bem como o início do processo de avaliação das Unidades de I&D, levado a cabo pela Fundação para a Ciên­cia e Tecnologia (FCT), motivou a realização de uma análise cuidada da rede de Unidades de I&D da Universidade e à reorganização da mesma.

Com este desiderato, procedeu-se ao levantamento das Unidades de I&D de suporte à oferta educativa ao nível do 3º ciclo e ao levantamento da participação de investigadores doutorados da UTAD em Unidades de I&D de outras Instituições de Ensi-

Neste âmbito, e no estrito cumprimento do Despacho RT – 77/2013, iniciou-se um processo de reorganização da estrutura de investigação na Universidade, como forma de promover a fixação da massa crítica em Unidades de I&D da UTAD ou em Polos de Unidades de I&D de outras IES, devidamente reconhecidas pela UTAD. Esta reorganização resultou no reconhecimento, por parte da UTAD, de nove Polos de Unidades de I&D externas, bem como na integração de 149 investigadores doutorados, dispersos em Unidades de I&D externas e em Unidades ou Polos de I&D da UTAD. Com base nesta reorganização das Unidades de I&D e reintegração dos docentes em tempo integral na UTAD, foram criadas as condições de sustentabilidade no que se refere às necessidades de acreditação da oferta formativa ao nível dos cursos de 1º, 2º e, principalmente, de 3º ciclos.

NEW CHALLENGES During the year 2013, we have witnessed new challenges in terms of R&D Units funding. These were motivated first by severe budgetary constraints, and secondly by the framework of common European research policies, particularly as regards the objectives defined in the 2020 Horizon Programme, and have led to the need for a paradigm shift in UTAD’s research policy.

The need to promote the search for emerging sources of funding for R&D, as well as the beginning of the process of R&D Units evaluation, conducted by the Foundation for Science and Technology (FCT), motivated a careful analysis of the University’s R&D

BOOSTING COOPERATION In the last year, the International Relations and Mobility Office (GRIM), as the structure that coordinates and promotes Internationalization actions, invested in a policy of expansion to the emerging markets and furthered bilateral relations with African countries and the Iberian-American network.

In the framework of mobility, we reinforced our participation in activities managed by the National Agency, and with the exception of the Consortia, GRIM/UTAD was involved in all types of decentralized actions. Beyond the LLP-Erasmus programme, we applied to the EILC (Erasmus Intensive Language Courses) and for the first time obtained funding. GRIM also supported the implementation of an Erasmus Intensive Programme (IP EuROPAWild), in articulation with the Universitá Degli Studi di Napoli Frederico II, Italy and the Universidad de Léon, Spain.

In 2013 we obtained the ECHE (Erasmus Charter for Higher Education), valid in the scope of the ERASMUS+ Programme.

Its approval was a necessary condition to obtain funding for the next EU Framework Programmes (2014/2020). Overall, in what concerns mobility, we ascertained that internationalization le­ vels increased in relation to previous years. Outstandingly we renewed 578 bilateral agreements with European universities under the LLP-Erasmus Programme.

The reinforcement of cooperation with emerging and IberianAmerican network countries was evident in the internationalization actions that took place in 2013. Following institutional contacts promoted by UTAD, an entourage from the Rector’s Office joined the delegation from the Ministry of Education and Science (MEC) to the People’s Republic of China. This program involved several Higher Education Institutions, research centres and Portuguese companies. In Latin America UTAD was repre-

sented in Uruguay in meetings with the External Relations Minister and several heads of winemaking associations. Likewise, the university was present at the XVI Euro-American Congress of Human Motricity at the Autonomous University of Chihuahua, Mexico. Regarding African countries, the mission to Cape Verde allowed us to assess collaboration needs, and officialised the integration of the Cape Verde University as UTAD’s partner in new applications to European Union programmes.

The NAFSA Conference in the USA is worth mentioning, as well as the Study in Portugal Program which is a partnership between the Fulbright Commission, the Luso-American Foundation (FLAD), the Council of Rectors of Portuguese Universities (CRUP), Turismo de Portugal and the Agency for Investment and Foreign Trade of Portugal (AICEP). This program aims at the dissemination of competitive advantages of Portuguese universities among American students.

Finally, within the framework of bilateral cooperation, GRIM promoted the signature of 32 new Collaboration Protocols with national and foreign HEIs.

Reinventámos os jogos sem fronteiras e chamámos-lhe “FUN UTAD”. Fizemos em casa os Campeonatos Nacionais Universitários (CNU’s) e imprimimos as nossas cores com um título.

2013 was a year of celebrations, but also a year of innovation and conquests! We innovated in the field of culture and entrepreneurship and we were even more ambitious in sport. We reinvented games without borders and we called it “FUN UTAD”. We had the National University Championships (CNU’s) at UTAD and conquered a title.

CONSELHO GERAL A 19 de abril de 2013 tomaram posse os membros cooptados do Conselho Geral da UTAD. Após este ato, decorreu a eleição para presidente deste órgão, tendo sido eleito, pelos 23 membros do Conselho Geral, José Albino da Silva Peneda. O presidente é uma das personalidades mais influentes na vida económica, social e política dos nossos dias e desempenha atualmente o cargo de presidente do Conselho Económico e Social.

António Miguel de Morais Taborda Barreto foi professor de Sociologia na Faculdade de Ciências Sociais e Humanas da ULHT e na Faculdade de Direito da Universidade Nova de Lisboa, tendo feito parte da Comissão Instaladora desta última. Foi também membro do Conselho de Administração do Instituto Nacional de Estatística.

Em 2009 assumiu a presidência do Conselho de Administração da Fundação Francisco Manuel dos Santos, onde criou o portal de informação estatística Pordata. Autor de vasta bibliografia, dedicou a sua investigação aos temas da emigração, socialismo e reforma agrária, evolução da sociedade portuguesa, indicadores sociais, justiça, regionalização, Estado e Administração Pública, Estado Providência, comportamentos políticos e retrato da região do Entre Douro e Minho. A 8 de Junho de 2012 foi agraciado com a Grã-Cruz da Ordem Militar de Cristo.

Fernando Bianchi de Aguiar é licenciado em Agronomia (ISA/ UL), Doutorado em Engenharia Rural (UTAD), Agregado em Engenharia Agronómica (ISA/UL). Atualmente é Director do Desenvolvimento Agronómico da Unidade de Biocombustíveis da GALP ENERGIA. Foi docente, durante 35 anos, no ISA/UTL, IPVR, IUTAD e UTAD. Foi Membro da Comissão Instaladora e do Conselho Administrativo do IPVR (4 anos). Abandonou a carreira em 2010 como Professor Associado com agregação; foi Secretário de Estado do Desenvolvimento Rural no XV Governo Constitucional da República (2002 a 2004); foi Coordenador da candidatura do “Alto Douro Vinhateiro” a património mundial da UNESCO (1999 a 2001); de 1991 a 1997 foi Presidente da Direcção do Instituto do Vinho do Porto. Desempenhou funções em organismos fora do país como Presidente eleito do Office International de la Vigne et du Vin (OIV), em Paris; Presidente do Conselho TécnicoCientífico do Centre de Recherches, d’Études et de Valorisation de la Viticulture de Montagne (CERVIM); e Presidente da Association Universitaire Internationale du Vin et des Produits de la Vigne (AUIV), em Paris.

José Albino da Silva Peneda ocupou diversos cargos em governos portugueses, tendo sido Ministro do Emprego e da Segurança Social nos XI e XII Governos Constitucionais. A 8 de Junho de 2010 foi agraciado com a Grã-Cruz da Ordem do Infante D. Henrique. É presidente, reeleito no dia 14 de Outubro de 2011, do Conselho Económico e Social (CES). Foi o presidente da Comissão Organizadora do Dia de Portugal, em 2013. É presidente do Conselho Geral da UTAD desde Abril de 2013.

Luís Rochartre Álvares é engenheiro Florestal pela UTAD, pós graduado pela Stanford Graduate School of Business e Harvard Business School em Sustentabilidade. Secretário-geral da Empordef (SGPS), SA e CEO da Defloc, SA. Presidente da CT 145 – Gestão Florestal Sustentável – IPQ/ICNF, membro do Conselho Consultivo do PEFC Portugal, membro da Comissão de Resolução de Conflitos do FSC Portugal, membro do Comité Sustentabilidade do Lide Portugal. Professor Convidado do IDEFE/ISEG-UL. Pedro Manuel Gonçalves Lourtie é Licenciado pelo IST e Ph.D pela Universidade de Manchester. Diretor da ISTPress. Vogal da Administração do Observatório da Língua Portuguesa. Presidente do Conselho Geral do Instituto Politécnico de Leiria. Em Cabo Verde apoiou a criação da Universidade pública e foi consultor do Governo para o Ensino Superior; em Angola participou na Política Nacional de Ciência, Tecnologia e Inovação e no Plano Nacional de Formação de Quadros; em Bolonha, colaborou na Declaração e preparou o relatório para Praga. Foi Diretor-Geral e Secretário de Estado do Ensino Superior.

Sérgio Figueiredo lidera a Fundação EDP desde Março de 2007; é coordenador mundial do Programa de Voluntariado EDP; lidera o Projeto Sustentabilidade e Envolvimento Comunidades Locais nas regiões das novas barragens da EDP. Desde Março 2012 é membro executivo do Conselho de Administração da EDP Produção.

No Grupo integra ainda os Comités de Gestão de Inovação, de Gestão de Recursos Humanos, de Sustentabilidade e Ambiente da “holding” EDP e é membro do Conselho Estratégico do Instituto EDP Brasil. É vogal do Conselho de Administração da Hidroeléctrica do Guadiana; Membro de Direcção da ADRVT – Agência de Desenvolvimento Regional do Vale do Tua. É Vogal da Direcção da EPIS – Empresários Pela Inclusão Social. É Presidente do Conselho Fiscal do GRACE – Grupo de Reflexão e Apoio à Cidadania Empresarial. É Presidente do Conselho Fiscal da Trienal de Arquitetura de Lisboa. Durante 19 anos foi jornalista na área de economia. Foi diretor no Diário Económico e no Jornal de Negócios; teve programas semanais na RTP e na SIC Notícias. Foi também colunista em vários órgãos de comunicação impressos e comentador em diversas rádios. Foi distinguido como “Jornalista do ano” pela Casa da Imprensa (2000) e obteve o “Prémio Carreira de Jornalismo Económico” pelo Investor Relations Awards da Deloitte (2006).

GENERAL COUNCIL On April 19th, 2013, the co-opted members of the General Council of UTAD took possession of their responsibilities. Afterwards, the election for president was held, and José Albino Silva Peneda was voted by the 23 members of the General Council. The President is one of the most influential personalities in the economic, social and political life and currently is the President of the Economic and Social Council.

António Miguel de Morais Taborda Barreto was a Sociology Professor at the Faculty of Social and Human Sciences of ULHT and Universidade Nova de Lisboa’s Law School, having been a member of the latter’s Installation Commission. He was also a member of the Board of Directors of the National Institute of Statistics. In 2009 he became chairman of the Board of Directors of Francisco Manuel dos Santos Foundation, where he created the statistical information portal Pordata. Author of an extensive bibliography, he devoted his research to the themes of emigration, socialism and agrarian reform, evolution of Portuguese society, social indicators, justice, regionalization, State and Public Administration, the welfare state, political behaviours and portrayal of the Entre Douro e Minho region. On June 8th 2012 he was awarded the Grand Cross of the Military Order of Christ.

Fernando Bianchi de Aguiar holds a Degree in Agronomy (ISA / UL), a PhD in Rural Engineering (UTAD) and a Tenure in Agricultural Engineering (ISA / UL). He is currently Director of Agronomic Development of Biofuels Units for GALP ENERGIA. He taught for 35 years at the ISA/UTL, IPVR, IUTAD and UTAD. He abandoned his career in 2010 as Tenured Associate Professor; was Secretary of State for Rural Development in the XV Constitutional Government of the Republic (2002-2004); was Coordinator for the application of the “Alto Douro Wine Region” to the UNESCO World Heritage (1999-2001); from 1991 to 1997 was President of the Board of the Institute of Port Wine. He was a member of the Foundation Committee and the Administrative Board of IPVR (4 years).

He played roles in organizations outside the country as elected President of the OIV (Office International de la Vigne et du Vin), in Paris; was Chairman of the Scientific-Technical Council of the Centre de Recherches, d’ Études et de Valorisation de la Viticulture de Montagne (CERVIM) and President of the Association Internationale Universitaire du Vin et des Produits de la Vigne (AUIV) in Paris.

Sérgio Figueiredo leads the EDP Foundation since March 2007; he is global coordinator of the EDP Volunteer Program; leads the Sustainability and Local Communities Involvement Project in the areas of new EDP dams. Since March 2012 he has been an executive member of the EDP Production’s Board of Directors. Within the Group, he is also a part of the Innovation Management, Human Resources, Sustainability and the Environment management committees of the EDP holding, and is a member of the Strategic Council of the EDP Brazil Institute. He is member of the Hydro Guadiana Board of Directors, Member of the ADRVT - Regional Development Agency for the Tua Valley. He is a member of the Board of EPIS - Entrepreneurs for Social Inclusion and Chairman of the Supervisory Board of GRACE - Reflection and support Group for Corporate Citizenship. He is Chairman of the Lisbon Architecture Triennial Audit Committee. For 19 years he was a journalist in the field of economy. He was director in the Diário Económico and the Jornal de Negócios; he made weekly appearances in RTP and SIC Notícias and was also a columnist in various print media and commentator on several radio stations. He was distinguished as “Journalist of the Year” by the House of Press (2000) and was awarded the “Career Award for Economic Journalism” by Deloitte Investor Relations Awards (2006).

DOUTORAMENTO HONORIS CAUSA LUÍS VALENTE DE OLIVEIRA

Decorreu a 14 de junho de 2013, na Aula Magna da UTAD, a cerimónia de atribuição do título Doutor Honoris causa a Luís Valente de Oliveira. Figura destacada da vida pública nacional, é conhecido pelos cargos que exerceu ao longo de mais de quatro décadas, como Presidente da Comissão de Coordenação da Região do Norte, Ministro da Educação e Investigação Científica, Ministro do Planeamento e Administração do Território e Ministro das Obras Públicas, Transportes e Habitação, entre muitos outros.

A cerimónia de atribuição contou com intervenções do Reitor, Carlos Alberto Sequeira, de Nuno Tavares Moreira, Arlindo Cunha e do homenageado. Sua Excelência, o Presidente da República, marcou presença através de uma mensagem lida por um representante da sua Casa Civil, na qual elogia a Universidade pela justa homenagem prestada a um homem que “soube como poucos pensar Portugal”.

O elogio coube ao padrinho do doutorando, Arlindo Cunha, reputado académico e ex-ministro da Agricultura, que testemunhou, pela sua experiência pessoal, os traços fundamentais do perfil de Luis Valente de Oliveira e a sua luta persistente pelo desenvolvimento regional.

O homenageado agradeceu o título de Doutor Honoris causa à UTAD, destacou o afeto pessoal e a sua ligação profissional à Região de Trás-os-Montes, iniciada em 1972, aquando da elaboração do IV Plano de Fomento, onde se desenharam as linhas para o futuro da Região. Lembrou também o Programa de Desenvolvimento Rural Integrado de Trás-os-Montes (PDRITM), com os apoios do Banco Mundial, que permitiu à UTAD desenvolver e consolidar muitos dos seus projetos de investigação. Aproveitou ainda para enaltecer o trabalho de uma geração de autarcas da Região com quem trabalhou.

DOCTOR HONORIS CAUSA LUÍS VALENTE DE OLIVEIRA

The Ceremony for the Award of Doctor Honoris causa to Luis Valente de Oliveira was held on June 14th, 2013, at UTAD’s Aula Magna.

Luis Valente de Oliveira is a leading figure in the national public life, known by the positions he held for over four decades as chairman of the Steering Committee of the Northern Region, Minister for Education and Scientific Research, Minister for Planning and Territorial Administration and Minister for Public Works, Transport and Housing, among many others.

The award ceremony included speeches by the Rector, Carlos Alberto Sequeira, Nuno Tavares Moreira, Arlindo Cunha and the honouree.

His Excellency, the President of the Republic, was present in a message read by a representative of his Staff, in which he praised the University for the just homage to a man who “knew how to think Portugal like few can”.

The protocol praise fell to the doctoral candidate’s godfather, Arlindo Cunha, distinguished academic and former Minister of Agriculture, who testified by his personal experience the essential features of Luis Valente de Oliveira’s profile, and his persistent struggle for regional development.

Luis Valente de Oliveira thanked the title of Doctor Honoris causa to UTAD, highlighting the personal affection and professional connection to the region of Trás-os-Montes, started in 1972, when preparing the IV Development Plan, where the lines for the future of the region were drawn. He also recalled the Integrated Trás-os-Montes Rural Development Programme (PDRITM), which had support from the World Bank and allowed UTAD to develop and consolidate many of its research projects. He also took the opportunity to praise the work of a generation of mayors in the Region with whom he worked.

EQUIPA REITORAL TOMADA DE POSSE

Com a presença do Ministro da Educação e Ciência, Nuno Crato, e perante centenas de convidados, tomou posse no dia 29 de julho de 2013, na Aula Magna da UTAD, o novo Reitor, António Fontainhas Fernandes, a respetiva Equipa Reitoral e a Administradora da instituição. A sessão solene contou com intervenções do Reitor cessante, Carlos Alberto Sequeira, do Presidente da Associação Académica, Sérgio Martinho, do Presidente do Conselho Geral, José da Silva Peneda, do Reitor empossado e do Ministro da Educação e Ciência.

No seu discurso, o novo Reitor, António Fontainhas Fernandes, reforçou o compromisso na aposta num ensino de qualidade e fortemente ligado ao mercado de trabalho e na afirmação da Universidade no desenvolvimento da região e do país. Defendeu para as universidades um papel determinante “na recuperação económica e na redução dos desequilíbrios socioeconómicos e intrarregionais do país”, reclamou um apoio efetivo que as reconheça como “âncoras de fixação de população e de criação de emprego”. Afirmou ainda que as instituições de ensino superior que se localizam em regiões de baixa densidade “não devem ser consideradas como um problema, mas antes como uma oportunidade para a construção de um Portugal mais coeso, mais inclusivo e mais solidário”.

Na sua intervenção, o Ministro Nuno Crato reconheceu o apoio ao novo reitor, quer pela Academia, quer pela comunidade, e salientou a sua competência como fator positivo “perante os grandes desafios que a UTAD, tal como o país, têm pela frente”. Desafios que “vão ter de ser enfrentados com o poder da ciência, com o poder da cultura, da investigação, da formação dos nossos jovens”, pelo que “as nossas universidades e a educação em geral são o bem mais precioso em que o país tem de apostar”.

In his speech the new Rector, António Fernandes Fontainhas, reinforced his commitment to support quality education tightly linked to the labour market, and the affirmation of the University in the development of the region and the country. He advocated a key role for universities “in the economic recovery and reduction of socioeconomic and intra-regional imbalances in the country” and backed an effective support to recognize them as “anchors for the rooting of population and job creation”. He further stated that Higher Education Institutions located in regions of low population density “should not be regarded as a problem but as an opportunity to build a more cohesive, more inclusive and more supportive Portugal”.

In his remarks, the Minister Nuno Crato acknowledged the Academy and the community’s support to the new Rector, and stressed his competence as a positive factor “before the great challenges that lie ahead for UTAD, as for the country”. Challenges “will have to be faced with the power of science, with the power of culture, research, training of our young people,” by which “our universities and education in general are the most precious commodity the country has to bet on”.

A nossa responsabilidade é do tamanho da nossa ambição e do nosso compromisso com o país, sobretudo com o país mais frágil, que tanto precisa de nós, e com o país futuro, que depende, e muito, da educação, da ciência e do conhecimento. É com esta visão, com esta ambição, que devemos recusar duas das narrativas mais medíocres que marcam a nossa História e que estão na origem de grande parte das nossas dificuldades presentes. A primeira narrativa, que vem desde sempre, é a queixa sobre o excesso de doutores, de bacharéis, de diplomados… o país não aguenta tanta despesa com tanto canudo! Esta queixa vai adquirindo diferentes roupagens ao longo dos tempos, mas traduz sempre uma reticência, uma dúvida, uma desconfiança em relação à cultura e à educação superior. Recentemente, a queixa é ainda maior, devido aos níveis de desemprego dos jovens universitários. É um problema gravíssimo. Mas é preciso dizer que os jovens universitários estão, apesar de tudo, bem melhor do que os outros. E é preciso repetir que ainda estamos muito longe da média europeia do ponto de vista das qualificações superiores.

Que país queremos? O país dos mínimos, do “ler, escrever e contar”, da “4.ª classe que vale mais do que uma licenciatura”, do “sapateiro não queiras subir acima da tua chinela”, do “contenta-te com o que tens”, pobres, remediados, mas felizes? É com um

A very special word for students, who represent yearly renovation, the handing over of a testimony, the transformation of the past into future, which is the true essence of a university.

Of all that I’ve learnt as the Rector of Universidade de Lisboa, maybe the most important thing was that institutions are reformed looking out and not in, looking at the country and not at themselves. When they turn inside they are held hostage by self-justifying speeches that end up leaving everything as it was. The best moments of the University are the moments of aperture, of “disinterest”, in the better sense of the term, of a larger interest, an interest beyond ourselves and our immediate conveniences. This is the energy that is asked today of universities, in these “heavy times”, of crisis and irresponsibility, that lead to the collapse of many institutions of the national and international economic and political world. When so many institutions failed, universities can’t fail. Our responsibility is the size of our ambition and our commitment to the country, especially with the more fragile country, which needs us so much, and the future country which depends greatly on education, science and knowledge. It’s with this vision, this ambition that we should refuse two of the most mediocre narratives that have marked our History, and which are in the origin of a great part of our present difficulties. The first narrative,

which has always been, is the complaint about the surplus of doctors, bachelors, graduates... the country cannot stand spending so much on so many diplomas! This complaint has acquired different guises over the years, but it always reflects a reticence, a doubt, a distrust of culture and higher education.

Recently the complaint is even bigger, due to the unemployment levels of young university students. It is a most serious problem.

But it must be said that young university students are much better off than the others. And it is necessary to repeat that we are yet very far from the European average in terms of higher qualifications. Which country do we want? The country of minimums, of “reading, writing and counting”, of the “4th grade that is worth more than an undergraduate degree”, of “Shoemaker you shouldn’t want to rise above your slipper”, of “settle for what you’ve got”, poor, mended but happy? Is this the kind of country we want to go through the XXI century with? Or have we finally realised, once and for all (a hundred years too late, but once and for all), that the only way of the future for Portugal requires education, culture, higher level qualifications, and universities?

The second narrative explains why we began to drift away from culture and science. In the voices of many – and even of many we grew accustomed to admire – we were born to be intermediaries, merchants, to connect cultures and continents, but not to produce, and even less to create science, knowledge or technology.

That would be a thing for others, for those people of the North, more organized, more capable of a consistent effort, of systematic

and it would do us no good to be concerned, because the scientific or technologic novelties would get here someday. And so we grew distant from the great scientific and cultural centres, reduced by our own fault to a “Portuguese character”, which would be different from other peoples. And so the pit between us and Europe grew.

Our future depends on the rejection of these two narratives. I believe none of us is willing to go back, to Portugal’s past. The most important challenge of our generation is to demonstrate that the country is not doomed to be what it was during a large part of the XIX and XX centuries, and that it can be “something else”. Now, after the expansion of higher education, after the consolidation of scientific structures, we must put training and knowledge to the service of a new organization of society, economy and labour. This is the great challenge of universities. To cope successfully, universities need a deep renovation, need to acquire “critical mass”, to build organization and decision making models that turn them outwards, to the country.

Allow me the boldness, maybe the folly, of attempting to outline, in four words, the changes which seem to me indispensable in university space.

The first word is autonomy. It has been one of my major battles, because the bureaucracy in which we live today hinders universities, and especially pushes them to their traditional missions.

Bureaucracy doesn’t work well with the unknown, with the no­ velty, and turns the more dynamic initiatives that exist within universities into hell. When it comes to teaching and paying salaries, everything is easy. But when it comes to opening up universities, to launching scientific or technological innovation programs, or to linking the economic and social life, or to internationalization ... everything is complicated, it becomes a hell, leading to the discouragement and demoralization of many of our best.

The second word is worth (the worth of the diploma, of the course, of the training). The concept of “employability” is equivocal and leaves much to be desired. But we must be aware of the relevance of the training, the social and professional value of diplomas. It is necessary to put an end to many courses, absurd and abstruse, whose creation was made possible by internal decision logics, without regard for the interests of the students and the country. Our training offer is totally disorganized and incoherent.

I see only one solution: to begin again from scratch, rethinking everything from the beginning, building, top to bottom, a new courses’ architecture.

The third word is mobility. It is one of the great problems of Portuguese society, of our family and social structures, of our life and work habits. It is also one of the great problems of the Portuguese university. On the one hand, there are the teachers who tend to settle and make their career within the same university. On the other hand, there are the students who tend to be recruited primarily in their own region. The transformation of universities into “regional institutions” with little of the world, a phenomenon that occurs even in cities like Lisbon or Oporto, is an error of serious consequences. Some of the major U.S. public universities, the “Land-Grant Universities,” are hundreds of miles away from large cities and are great universities in the world and not in their re-

gions. We have a different reality, it’s clear that we do, but that is not why our ambitions should be lesser.

My last word is cooperation. It is another of our great difficulties in administration, in economy and also in the university. The higher education network must be redesigned, courageously, in a country that is a whole, and not just a narrow coastline. We must earnestly question the current binary system, which is anything but “binary”, and which has closed each subsystem within itself. I am favourable to the idea of a university that has within itself a plurality of training (academic, polytechnic, professional), that respects the identity of these trainings but within the same academic space. I support the aggregation of institutions, through sensible and intelligent ways, so that universities may acquire “critical mass” and a greater capacity to intervene in social and economic life.

Portugal possesses everything it needs to develop like a “normal European country”. Normal? Yes, normal. It seems strange, it seems little, but it is a lot, it is a very great deal. I confess to you that I’m tired of the specificities and exceptionalisms, of the rhetoric – sometimes grand and sometimes fatalistic, with which we have justified, decade after decade, our inadequacies.

Portugal has everything it needs to be a “normal country”. It has a long history and relationships in all continents, a unique geographical position and a culture of many centuries. Here we speak one of the leading languages in the world, have a very favourable climate, land and an immense sea, and a tradition of tolerance and hospitality. And Portugal today has a highly qualified generation, and good science and education levels, and it has security and freedom, and important infrastructure and communication networks, and an administration which has improved greatly in recent decades.

Portugal has everything to break free, once and for all, from this feeling of fragility that has haunted us for so long. We can’t always be dependent on what is outside, whether outside is the colonies, or emigration, or Europe, or the loans, or any other deception. This has been our drama for very long, to always depend on “foreign resources”, from outside, instead of investing in our territory and our production capabilities. But today we have the conditions, which we didn’t have in the past, to connect knowledge to territory and thus promote a country that is independently introduced into networks and global spaces.

At the university, we have to take responsibility for change. As Bernardino Machado said, “may no College stay on its academic grounds”, may no University close itself within its doors. That is what we need freedom for. The freedom of critical thinking. The freedom of building alternatives. That free freedom which António Ramos Rosa spoke of. Because universities are no longer just universities (in the traditional sense of the word). They are spaces of science, of creation, of knowledge. They are spaces of technology, of economic and business initiatives. They are spaces of presence and participation in the life of the city, of the society. They are core institutions for raising Portugal.

I end as I began: the best of universities lies within change, in creation, in their ability to renew themselves and thus renew society. This is our duty, this is our obligation. Today we cannot fail.

We must live up to our responsibilities and help to fulfil the future Portugal.

I ENCONTRO DE REDES DE APOIO AO EMPREENDEDORISMO O I Encontro de Redes de Apoio ao Empreendedorismo decorreu a 19 de novembro de 2013, no Teatro de Vila Real e contou com a presença do Ministro-Adjunto e do Desenvolvimento Regional, Miguel Poiares Maduro. Este encontro pretendeu reunir, pela primeira vez, várias estruturas de apoio ao empreendedorismo a nível nacional.

Promovido pela Rede EmpreenDouro e sob a organização da UTAD, do Instituto Politécnico de Bragança (IPB), da Estrutura Missão Douro/CCDRN, do IAPMEI, da Agência para o Desenvolvimento e Coesão (ex-IFDR) – Programa Valorizar, do NERVIR e do NERBA, o encontro foi um espaço de troca de experiências entre diversos organismos ligados ao apoio e promoção do empreendedorismo existentes no país, nomeadamente na Região do Douro, confrontada com enormes desafios em termos da empregabilidade das suas gentes, das dinâmicas económicas indispensáveis à sua sustentabilidade. Pretendeu ainda perceber o que correu bem, os estrangulamentos encontrados e equacionar, em conjunto, as prioridades que devem ser acauteladas no âmbito do próximo Quadro Comunitário de Apoio, a vigorar entre o período 2014 -2020.

Participaram no encontro Start-ups, Associações, Empresas, Agentes Económicos, Universidades e Institutos Politécnicos que desenvolvem iniciativas de promoção de atitudes e projetos de empreendedorismo, quer ao nível educativo, quer no apoio à concretização de ideias ou organização de concursos. Neste encontro favoreceu-se a interação entre participantes, convidados, entidades e empreendedores para a partilha das suas expectativas, dificuldades e saberes.

I MEETING OF ENTREPRENEURSHIP SUPPORT NETWORKS The I Meeting of Entrepreneurship Support Networks took place on November 19th, 2013, in the Vila Real Theatre and was attended by the Deputy Minister for Regional Development, Miguel Poiares Maduro. This meeting aimed to bring together, for the first time, several structures to support entrepreneurship nationwide.

Sponsored by the EmpreenDouro Network and under the organization of the University of Trás-os-Montes and Alto Douro (UTAD), the Polytechnic Institute of Bragança (IPB), the Douro Mission Structure/CCDRN, the IAPMEI, the Agency for Development and Cohesion (ex IFDR) - Enhance program, NERVIR and NERBA – the meeting was a forum for exchange of experiences among different organisms in the country committed to the support and promotion of entrepreneurship, particularly in the Douro Region, which is confronted with huge challenges in terms of employabi­ lity of its people and the indispensable dynamics for sustainable economy. The meeting was also a chance to understand what went well and the bottlenecks encountered, and together equate a discussion on the priorities that must be seized within the next Community Support Framework, in the period 2014 -2020.

This meeting favoured the interaction between participants, guests, entities and entrepreneurs for sharing their expectations, difficulties and knowledge.

DIA ABERTO Decorreu a 13 de março a 12ª edição do Dia Aberto, uma iniciativa que pretende dar a conhecer aos alunos do ensino secundário a oferta de formativa da UTAD, proporcionando-lhes a participação em atividades ligadas às áreas de intervenção de ensino e de investigação. Nesta edição participaram cerca de 900 alunos da região norte, maioritariamente dos distritos de Braga, Bragança, Porto e Vila Real.

As 62 atividades disponíveis transformaram a UTAD num imenso campus de descoberta, conhecimento e saber que, através de experiências laboratoriais, exposições, jogos, filmes, visitas guiadas, permitiram um contacto mais próximo e profundo com as suas áreas de eleição, como o ambiente, a ecologia, a vida selvagem, a energia do sol, os oceanos ou os mundos virtuais, a robótica, a genética, a biologia ou a mineralogia, a comunicação, a multimédia, o mundo das línguas, entre outras.

OPEN DAY The 12th edition of the Open Day, an initiative that aims to acquaint secondary school students with the formative offer at UTAD, providing them with the opportunity to participate in activities related to UTAD’s areas of teaching and research, was held on March 13th. This edition was attended by approximately 900 students from the northern region, mainly from the districts of Braga, Bragança, Porto and Vila Real.

The 62 activities available turned UTAD into a huge campus for discovery and knowledge that, through laboratory experiments, exhibitions, games, movies and tours, allowed the students a closer and deeper contact with their areas of choice, such as environment, ecology, wildlife, energy from the sun, oceans, virtual worlds, robotics, genetics, biology and mineralogy, communication, media, the world of languages, among others.

Nos dias 21 e 22 de março de 2013, a Câmara Municipal de Vila Real e a UTAD organizaram o primeiro “Fórum da Biodiversidade: Que estratégias para o futuro?”, que reuniu um conjunto significativo de especialistas em diversas áreas do conhecimento. Fauna, flora, habitats, estratégias para o futuro, envolvimento da população, ordenamento do território, desertificação do interior, agricultura biológica, desenvolvimento rural e regional, foram alguns dos temas abordados, com um objetivo principal: potenciar a biodiversidade como uma ferramenta central para o desenvolvimento do território.

A UTAD, a autarquia local e a sociedade civil têm já em marcha uma série de projetos a implementar para criar valor através da biodiversidade, como biopercursos, turismo de natureza, ecoturismo de base comunitária, entre outras iniciativas que valorizam Vila Real como destino da biodiversidade. Recorde-se ainda que o Programa desenvolvido por Vila Real na área da biodiversidade foi distinguido pela Associação Internacional de Cidades Educadoras como uma das cinco melhores experiências ambientais que estão a ser desenvolvidas em todo o mundo, nas cidades de ­Barcelona (Espanha), Munique (Alemanha), Sorocaba (Brasil) e ­Changwon (Coreia do Sul).

BIODIVERSITY FORUM VILA REAL IS THE CITY OF THE FUTURE

On March 21st and 22nd 2013, the Municipality of Vila Real and UTAD organized the first “Biodiversity Forum: What Strategies for the Future”, which brought together a significant number of experts in various fields of knowledge. Fauna, flora, habitats, strategies for the future, community involvement, territory organisation, desertification of the interior, organic farming, rural and regional development, were among the topics discussed, centred on a main objective: to enhance biodiversity as a central tool for the development of the territory.

UTAD, the local authorities and civil society have already set in motion a series of projects to be implemented in order to create value through biodiversity, such as bioroutes, nature tourism, community-based ecotourism, among other initiatives that value Vila Real as a destination for Biodiversity. The program developed by Vila Real in the area of biodiversity was recognized by the International Association of Educating Cities as one of the top five environmental experiences that are being developed around the world, including the cities of Barcelona (Spain), Munich (Germany), Sorocaba (Brazil) and Changwon (South Korea).

OLIMPÍADAS DE QUÍMICA No dia 13 de Abril realizou-se na UTAD mais uma edição das semifinais das Olimpíadas de Química Júnior. Esta iniciativa, destinada aos alunos dos 8º e 9º anos do ensino básico, insere-se num programa da Sociedade Portuguesa de Química e visa divulgar a Química como ciência experimental e promover o ensino e a aprendizagem desta ciência. O evento foi organizado pelo Departamento de Química da UTAD e reuniu 25 equipas, num total de 75 alunos de escolas de vários concelhos da Região Norte. As provas consistiram na resolução de questões baseadas em observações e manipulações de experiências adequadas aos curricula dos 8º e 9º anos de escolaridade.

Como vem sendo habitual, decorreu paralelamente um Workshop de Gastronomia Molecular, destinado aos professores acompanhantes das equipas participantes das Olimpíadas, e que contou com a colaboração de vários alunos do 2º Ciclo em Biotecnologia de Qualidade Alimentar.

CHEMISTRY OLYMPICS On April 13th, another edition of the semi-finals of the Junior Chemistry Olympics was held at UTAD. This initiative, aimed at students of the 8th and 9th grades of basic education, is part of a Portuguese Society of Chemistry program and aims to endorse chemistry as an experimental science and promote the teaching and learning of this science. The event was organized by UTAD’s Chemistry Department and put together 25 teams, with a total of 75 students from schools of various districts of the Northern Region. The tests consisted in solving questions based on observations and manipulations of experiments appropriate to the 8th and 9th years of schooling curricula.

As usual, a workshop in Molecular Gastronomy was held, intended for the participating Olympic teams’ teachers, which relied on the collaboration of several students of the 2nd Cycle of Biotechnology in Food Quality.

MATUTAD: MAIS DE 1000 ALUNOS A “TREINAR” MATEMÁTICA

O Departamento de Matemática da Universidade de Trás-os-Montes e Alto Douro (UTAD) desenvolveu um jogo de computador destinado aos alunos do 3.º Ciclo do Ensino Básico, designado matUTAD. Este programa encontra-se acessível on-line, a partir do endereço­ http://matutad.utad.pt, e permite uma aprendizagem lúdica da Matemática de acordo com os conteúdos programáticos do referido ciclo de estudos. Pretende-se com este projeto contribuir para incentivar a aprendizagem da Matemática.

O Departamento de Matemática, com a colaboração dos Departamentos de Engenharias, de Geologia e de Desporto, assim como do Agrupamento de Escolas Diogo Cão, organizou a 10ª Edição do concurso anual do matUTAD a 25 de maio de 2013, tendo nele participado cerca de 1000 alunos.

Esta atividade culminou com a entrega de prémios às Equipas (de alunos) vencedoras e às Escolas melhor classificados no jogo, assim como às equipas vencedoras das modalidades desportivas que também são premiadas. Nos três últimos anos letivos participaram mais de 3000 alunos de cerca de 30 escolas (EB 2,3 e ES/3) das regiões de Trás-os-Montes e Alto Douro, Beira Alta e Douro Litoral.

MATUTAD: OVER 1000 STUDENTS “TRAINING” MATH

The Mathematics Department of UTAD has developed a ­computer game for students of the 3rd cycle of basic­ education, named matUTAD. This program is accessible online from http://matutad.utad.pt, and allows a playful learning of mathematics according to the syllabus of that study cycle. The aim of this project is to encourage the learning of mathematics.

The Mathematics Department, in collaboration with the Engineering, Geology and Sport Departments, as well as the Diogo Cão School Group, organized the 10th edition of the annual matUTAD contest on May 25th, 2013, which involved about 1000 students.

This activity culminated with the presentation of prizes to the winning teams (students) and schools ranked best in the matUTAD game, as well as to the winning sports teams that are also given awards.

Over the past three school years, more than 3000 students from about 30 schools (EB 2,3 and ES/3) of the regions of Trás-os-Montes and Alto Douro, Beira and Douro Litoral have attended this initiative.

A UTAD recebeu mais de 260 jovens que participaram na segunda edição Universidade Júnior. Os jovens vieram de todo o país para se integrarem num programa recheado de atividades pedagógicas e lúdicas durante a semana de 1 a 5 de julho. Sob o lema “Verão, que a UTAD é Vossa”, a Universidade dos mais novos tem como objetivos auxiliar os estudantes que pretendem ingressar no ensino superior a escolher uma área de estudo e proporcionar também a possibilidade de umas férias diferentes, em contacto com a natureza.

Em 2014, realiza-se a 3ª edição da Universidade Júnior, entre os dias 30 de junho e 4 de julho, sob o lema “UTAD, um Jardim de Oportunidades”, que aproveitará as comemorações dos 40 anos do ensino superior em Vila Real para sensibilizar os participantes para a importância da Universidade no desenvolvimento científico e cultural da região.

JUNIOR UNIVERSITY “IN THE SUMMER UTAD IS YOURS”

UTAD received more than 260 youngsters who participated in the second edition of the Junior University. Young people came from all over the country to integrate a program packed with educational and recreational activities during the week of the 1st to the 5th July, 2013. Under the slogan “In the Summer UTAD is yours”, the University for the Youngsters aims to assist students who plan to enrol into higher education in choosing an area of studies and also provide the possibility of a different holiday in contact with nature.

In 2014, the 3rd edition of Junior University will take place between June 30th and July 4th, under the motto “UTAD, a Garden of Opportunities”, which will take advantage of the celebrations of 40 years of higher education in Vila Real to educate participants on the importance of this institution in the scientific and cultural development of the region.

NO VERÃO HÁ CIÊNCIA NA UTAD! Durante os meses de Junho a Setembro, em parceria com a Agência Nacional para a Cultura Científica e Tecnológica – Ciência Viva – a UTAD desenvolveu diversas atividades integradas nas ações do Ciência Viva, destinadas a públicos de todas as idades, que englobaram a Ocupação Científica de Jovens nas Férias (OCJF) e a Ciência Viva no Verão (que engloba a Biologia, a Geologia, a Engenharia, a Astronomia, os Faróis e os Castelos).

Em 2013 a UTAD apresentou nove ações de Geologia no Verão e Astronomia no Verão, englobadas na rubrica Ciência Viva no Verão, e apresentou ainda 37 ofertas de estágios, que receberam 64 estudantes dos 10º, 11º e 12º anos de escolaridade.

Os estágios das ações OCJF foram propostos pelo Centro de Ciência Animal e Veterinária (CECAV), Centro de Investigação e de Tecnologias Agro-Ambientais e Biológicas (CITAB), Departamento de Biologia e Ambiente (DEBA), Departamento de Ciências Veterinárias (DCV), Departamento de Física (DF), Departamento de Genética e Biotecnologia (DGB), Departamento de Geo­logia (DG) e Departamento de Zootecnia (DZ).

IN THE SUMMER THERE IS SCIENCE AT UTAD! From June to September, in partnership with the National Agency for Scientific and Technological Culture – Live Science – UTAD developed several activities integrated in the Live Science actions aimed at audiences of all ages, which included the Youth Scientific Occupation on Holidays (OCJF) and Live Science in the Summer (which includes Biology, Geology, Engineering, Astronomy, Lighthouses and Castles).

In 2013, UTAD organized nine Geology and Astronomy in the summer actions, incorporated under the heading Live Science in the summer, and also offered 37 internships, which received 64 students from the 10th, 11th and 12th grades.

The actions of Live Science in the Summer were proposed by the Geology Department and the Centre for Astronomy UTAD. The internships in OCJF actions were proposed by the Centre for Animal Science and Veterinary (CECAV), Agro-Environmental and Biological Technologies Research Centre (CITAB), Biology and Environment Department (DEBA), Veterinary Sciences Department (CVD), Physics Department (FD), Genetics and Biotechnology Department (DGB), Geology Department (DG) and Animal Science Department (DZ).

LABORATÓRIO JOAQUIM QUELHAS DOS SANTOS LABORATORY As renovadas instalações do Laboratório de Solos e Plantas da UTAD, agora designado por Laboratório Joaquim Quelhas dos Santos, foram inauguradas a 13 de dezembro, na presença do Secretário de Estado da Alimentação e da Investigação Agroalimentar, Nuno Vieira e Brito, e do homenageado, Prof. Joaquim Quelhas dos Santos. A remodelação efetuada, financiada pelo QREN/ON2, procurou o reequipamento do laboratório no sentido da automação e robotização, de modo a aumentar a eficiência e qualidade das análises efetuadas.

Esta unidade de I&D, existente desde 1979, dedicada aos domínios Agrário e Ambiental, bem como à sua interface, tem como objetivo principal o apoio laboratorial a projetos e contratos nacionais e internacionais de investigação aplicada, desenvolvidos quer pelos diversos Departamentos e Centros de Investigação da UTAD, quer por outras Instituições de Investigação ou por Entidades Privadas em colaboração com a UTAD. Neste sentido, têm desenvolvido trabalho neste Laboratório, diversos alunos de cursos de Mestrado e Doutoramento, bem como bolseiros de Investigação.

Aproveitando a infraestrutura existente e a par das atividades de I&D, o Laboratório presta, também, um serviço de análises de amostras de solos e plantas e aconselhamento de planos e de fertilização dirigido a Associações de Agricultores, a empresas do Sector Agroquímico e Agricultores individuais. No âmbito desta atividade foram realizadas, no ano de 2013, análises a cerca de 10 mil amostras de solos e 2 mil amostras de plantas.

The renovated facilities of the Laboratory of Soil Science and Plants, now designated Laboratory Joaquim Quelhas dos Santos, were inaugurated on December 13th, in the presence of the Secretary of State for Food and Agrifood Research, Nuno Vieira e Brito, and the honouree, Prof. Joaquim Quelhas dos Santos. The remodelling done was funded by QREN/ON2, and sought to reequip the laboratory towards automation and robotics in order to increase efficiency and quality of the analyses performed.

This R&D unit exists since 1979 and is devoted to the Agra­rian and Environmental fields, as well as their interface, and aims at laboratory support to projects and national and international contracts for applied research, carried out both by the various Departments and Research Centres of UTAD and by other Research Institutions or Private Entities in collaboration with UTAD. In this sense, many students in masters and doctoral courses as well as research fellows have developed work in this laboratory.

Harnessing the existing infrastructure and the R&D activities, the Laboratory also provides a service for analysis of samples of soil and plants, as well as counselling regarding plans and fertilization directed at Farmers Associations, companies in the Agrochemical Sector and individual farmers. Within this activity, analysis of approximately 10,000 soil samples and 2,000 samples of plants were performed in 2013.

O YED já levou cerca de 240 alunos e 11 professores de cinco escolas secundárias de Vila Real a participarem em atividades para a democracia, num ambiente de jogo virtual.

YED PROJECT UTAD has launched the Project Young Europeans for Democracy (YED), which aims at training young people for active participation as citizens of Europe. The Portuguese Chestnut Association (RefCast) was established.

The founding members are of individual or collective nature, belong to the public and private sector and the various sectors of the chestnut production and trade chain. UTAD has been involved in this partnership from the outset, and is one of the founding asso­ ciates and current headquarters of RefCast.

INSUCESSO E ABANDONO ESCOLARES EM ANÁLISE

SCHOOL FAILURE AND DROPOUT IN ANALYSIS

No âmbito de uma parceria entre a Faculdade de Psicologia e Ciências da Educação da UP, a UTAD e a Fundação da Faculdade de Ciências da UL, está em desenvolvimento o projeto “Trabalhar em rede em educação? Discursos e estratégias do poder autárquico em torno do insucesso e abandono escolares”. Financiado pela FCT, o projeto centra-se no envolvimento das autarquias no combate ao insucesso e abandono escolares, e envolve 25 autarquias em 13 distritos. A investigação baseia-se na análise documental e em entrevistas semiestruturadas.

As part of a partnership between the Faculty of Psychology and Educational Sciences of Porto University, UTAD and the University of Lisbon Science Foundation, the project “Using networks in education? Discourses and strategies of local government around school failure and dropout” is being developed. Funded by the Foundation for Science and Technology (FCT), the project focuses on the involvement of local authorities in combating school failure and dropout and it involves 25 municipalities in 13 districts.

The methodology is based on documentary analysis and semistructured interviews.

CREATION OF THE TRÁS-OS-MONTES AND ALTO DOURO CENTRE FOR STUDIES AND RESEARCH ON SECURITY AND DEFENCE [2]

O CEISDTAD foi criado no auditório municipal de Sabrosa e tem como instituições base a Câmara Municipal de Sabrosa, o Exército Português e a UTAD. O âmbito de ação é o estudo da guerra irregular em ambiente tecnologicamente sofisticado e o Centro ficará sediado em Sabrosa. À UTAD caberá um papel importante na investigação, divulgação científica, formação e respetiva certificação.

O CEISDTAD’s base institutions are UTAD, the Portuguese Army and the Municipality of Sabrosa. The scope of this centre, which will be based in Sabrosa, is the study of irregular warfare in technologically sophisticated environment. UTAD will have an important role in research, science communication, training and respective certification.

2013 saw the opening of the Assistive Technologies Loan Bank (BETA) of UTAD, during an exhibition called “Yes, I Can”, organized by the Rehabilitation Engineering and Accessibility Center (CERTIC) and Course. The BETA, under the responsibility of CERTIC/UTAD, offers approximately 450 products to support people with disabilities and seniors in the areas of mobility, housing, personal care, communication and information, recreation and leisure, therapy and training.

Realizou-se na UTAD o 3º TICDay para debater assuntos profissionais e académicos na área das tecnologias da informação e comunicação. Tendo como tema a Inteligência Artificial, o evento contou com a presença da Microsoft, Critical Software, IT Grow e Altran, entre outras. Os temas abordados procuraram dar uma visão combinada de aspectos teóricos e técnicos relacionados com a inteligência artificial, nomeadamente o seu passado, presente e futuro, a vida artificial, a resolução de problemas complexos ou o Cloud Computing.

The 3rd TICDay was held at UTAD to debate professional and academic issues in the area of information and communication technologies. On the subject of Artificial Intelligence, the event was attended by Microsoft, Critical Software, IT Grow and Altran, among other companies. The topics covered attempted to convey a combined view of the theoretical and technical aspects of artificial intelligence, including its past, present and future, artificial life, solving complex problems and Cloud Computing.

Lady Jane Renfrew, Felow do Lucy Cavendish College, da Universidade de Cambridge, foi a convidada de honra e doou às instituições organizadoras uma considerável parte da sua bi­ blioteca privada, que abarca mais de 150 anos de conhecimentos e investigação nos campos da arqueologia, pré-história, história, botânica e biologia.

The first international meeting received national and international experts with research on Paleoclimate, Paleobotany, Paleoecology, Palynology, Archaeozoology, Geology, Ethnobotany and Popular Knowledge and Environmental Law. Lady Jane Renfrew, Fellow of the Lucy Cavendish College at Cambridge University, was the guest of honour and donated a considerable part of her private library, spanning over 150 years of knowledge and research in the fields of archaeology, prehistory, history, botany and biology, to the organizing institutions.

Realizou-se mais uma edição do ciclo de conferências TURCHAVES, este ano subordinado ao tema “15 anos a lecionar turismo em Chaves”. As conferências focaram a relação entre a formação e as vias profissionais preferenciais. Assim, 15 anos após a criação do curso, 15 antigos alunos, profissionais em subáreas turísticas diversas, foram convidados a intervir, partilhando algo da sua história de vida e sobre a relação mutável entre o ensino do turismo e o exercício da profissão.

In 2013, another edition of the TURCHAVES Conference Cycle was held under the theme “15 years teaching Tourism in Chaves”.

The conference focused on the relationship between training and preferred career paths. In this edition, 15 years after the creation of the course, 15 former students, professionals in various tourism sub-areas, were invited to speak, sharing something of their life story and about the changing relationship between the teaching of tourism and the actual profession.

Realizado em Vila Real e Bragança, o 7º Congresso Florestal Nacional, com o tema “Florestas – Conhecimento e Inovação”, foi uma organização da Sociedade Portuguesa de Ciências Florestais (SPCF), da UTAD e da Escola Superior Agrária de Bragança (ESA-IPB). Neste congresso foi apresentado o estudo sobre o setor florestal realizado pela AIFF – Associação para a Competitividade da Indústria da Fileira Florestal.

Held in Vila Real and Bragança, the 7th National Forest Congress, under the theme “Forests – Knowledge and Innovation” was organized by the Portuguese Forestry Society (SPCF), UTAD and the Bragança School of Agriculture (ESA-IPB). In this Congress, a study about the forest sector was presented, which was conducted

by AIFF – Association for the Competitiveness of the Forestry Industry.

Um grupo de docentes e duas alunas dos mestrados em Medicina Veterinária e Comunicação e Multimédia, criaram um Atlas de Anatomia Patológica Veterinária online (http://atlas-ap.utad.pt).

Este atlas pretende revolucionar a forma de lecionar e aprender Anatomia Patológica e ainda ser uma ponte entre o mundo académico e a realidade profissional, já que os médicos veterinários têm aqui um espaço para partilhar casos peculiares.

Teachers and students of the Master courses in Veterinarian Medicine and Communication and Multimedia, created an online Veterinarian Pathological Anatomy Atlas (http://atlas-ap.utad.pt).

This Atlas intends to revolutionize the way Pathology is taught and learnt, and also be a bridge between academia and the professional reality, since there is a space for Veterinarians to share peculiar cases.

PRODUTORA DA CALIFÓRNIA PREMEIA ALUNOS DA UTAD A NPG Productions, Califórnia, concedeu como prémio a Isabel Lima e Vítor Santos, alunos da Licenciatura em Comunicação e Multimédia, um estágio para colaboração na série documental “Portuguese in Califórnia”. O projeto utilizou as redes sociais para conhecer, divulgar e envolver as comunidades portuguesas na realização de um documentário bilingue que pretende capturar o contributo dos portugueses e lusodescendentes para a Califórnia dos dias de hoje. É transmitido nos Estados Unidos, Portugal (Continente e Açores) e em mais de uma dezena de países com presença portuguesa.

CALIFORNIA PRODUCER AWARDS UTAD STUDENTS NPG Productions, California, awarded Isabel Lima and Vítor Santos, Students of the Bachelor in Communication and Multimedia, an internship for their collaboration in the documentary series “The Portuguese in California”. The project used social media to get to know, disseminate and involve the Portuguese communities in directing a bilingual documentary, which intends to present the contribution of the Portuguese and Portuguese descendants to today’s California. The documentary was broadcast in the USA, Portugal (mainland, Azores and Madeira) and other countries with Portuguese presence.

Na sequência do desafio lançado pelo novo Reitor, António Fontainhas Fernandes, os estudantes levaram a cabo várias atividades de integração com características solidárias e ênfase social. Recolha de fundos, no âmbito de atividades de teatro de rua, recolha de lixo no campus e na cidade, venda de artigos manufaturados pelos estudantes, foram algumas das atividades.

Os fundos recolhidos foram entregues a várias instituições locais. Pretendeu-se também instituir um sistema de tutoria aos estudantes do 1º ano, para efeitos de integração e desincentivadoras da praxe tradicional.

In the wake of the challenge set by the new Rector, António Fernandes Fontainhas, students have undertaken several integration activities with solidary features and a social focus. Collecting funds through Street Theatre, collecting trash on campus and in the city and selling articles manufactured by the students were some of the activities that took place. The funds were delivered to several local institutions. It was also an intention to establish a tutoring system for the integration of 1st year students, which would be discouraging of the traditional Praxe practices.

ANTHROPOLOGY CONGRESS IN UTAD

O V Congresso da Associação Portuguesa de Antropologia, realizado em Vila Real, juntou cerca de 500 antropólogos de vários países. O congresso incluiu sessões plenárias, mostra de filme etnográfico e 57 painéis temáticos sobre a antropologia contemporânea, discutindo-se saúde, migrações, política, sistemas financeiros, património, identidades, entre outros assuntos. Na avaliação, muito positiva, dos participantes foram destacados dois aspetos: a vitalidade da antropologia feita em Portugal e no espaço luso-brasileiro e as condições excepcionais do Campus da UTAD.

The V Portuguese Anthropology Association Congress, held in Vila Real, gathered approximately 500 Anthropologists from several countries. The Congress included plenary sessions, the viewing of an ethnographic film and 57 thematic panels on contemporary anthropology, where health, migrations, politics, financial systems, patrimony and identities were discussed, among other subjects.

With a very positive evaluation, two aspects were highlighted: the vitality of anthropology in Portugal and in the luso-brazilian space, and the remarkable conditions of the UTAD Campus.

OUTUBROOCTOBER NOVEL DOCTORAL DEGREE PROMISES MORE QUALITY OF FOOD [10]

O novo ciclo de estudos resulta de uma parceria entre o CITAB, o CQVR, e as Universidades do Minho, Wageningen e Politécnica de Valência. 2013 marca o lançamento da primeira edição do Curso de Doutoramento Internacional (PhD) AgriChains, que tem como objetivo desenvolver cadeias de produção sustentáveis e melhorar a qualidade dos alimentos hortícolas. O PhD Cadeias de Produção Agrícola – da mesa ao campo, “vem preencher uma lacuna, com uma nova abordagem em relação às cadeias de produção agrícola: é o consumidor final que decide quais as caraterísticas dos produtos que pretende, mediante a intervenção em todo o processo de produção”, salienta o mentor e Diretor do Curso, Eduardo Rosa.

The new study cycle is the result of a partnership between CITAB, CQVR and the Minho and Wageningen Universities and Valência Polytechnic. 2013 marks the launch of the first edition of the AgriChains International PhD, which intends to develop sustainable production chains and improve the quality of horticultural products. The AgriChains International PhD – From the Table to the Field, “has filled a gap, with a new approach to agricultural production chains: it is the final consumer who decides which characteristics of the product they want, by intervening in the whole production process”, stresses the Course mentor and Director, Eduardo Rosa.

O Grupo Novo Rock (GNR) plantou e deu o seu nome a uma árvore da coleção “As idades do Homem”. Desta forma irá contribuir para a divulgação, preservação e engrandecimento do JBUTAD. Inserido num dos campus universitários mais belos do país, o JBUTAD é um dos maiores jardins botânicos da Europa, onde um vasto conjunto de informação, sobre as quase 1000 espécies vivas existentes no Jardim, está acessível através de etiquetas ­visuais QRCode (códigos visuais) e mapas de realidade aumentada.

The Grupo Novo Rock (GNR) members have planted and lent their name to a tree in the “Ages of Man” collection. This will contribute to the dissemination, preservation and grandeur of the JBUTAD. Inserted into one of the most beautiful campuses in the country, JBUTAD is one of the largest botanical gardens in Europe, where a wide range of information on nearly 1,000 living species existing in the Garden, is accessible through QRCode visual labels (visual codes) and augmented reality maps.

FILIPE PINTO’S “PLANETA LIMPO” (CLEAN PLANET) PRESENTED AT UTAD [12]

O novo projeto de Filipe Pinto pretende chamar atenção para as questões ambientais. Licenciado em Engenharia Florestal pela UTAD, o músico apresentou o livro e o jogo digital, onde a personagem principal é inspirada no Filipe Pinto e, ao longo de quatro capítulos, são abordados os temas Água, Reciclagem, Floresta e Solos de uma “forma divertida e pedagógica”. O autor pretende “sensibilizar as crianças para a adoção de comportamentos mais responsáveis, do ponto de vista da proteção ambiental”.

Filipe Pinto’s new project intends to bring attention to environmental issues. Graduated in Forestry by UTAD, the musician presented the book and the digital game in which the main character is inspired on himself. Throughout four chapters, Water, Recycling, Forest and Soils are approached in a “fun and pedagogic way”.

The author intends to “sensitize children towards the adoption of more responsible behaviours from an environment protection point of view”

RIOS FESTIVAL

A 2ª edição do RIOS – Festival Internacional de Cinema Documental e Transmedia foi dedicada à RIA DE AVEIRO e pretendeu explorar e divulgar as potencialidades estéticas ligadas ao rio, tornando-o num espaço privilegiado de criação cinematográfica no âmbito documental. A Cidade de Vila Real tornou-se um ponto de encontro cinematográfico internacional. Os grandes vencedores pertencem à Sérvia, Croácia, Brasil e Portugal.

The 2nd Edition of RIOS – International Documental and Transmedia International Festival was devoted to the RIA DE AVEIRO and intended to explore and promote the aesthetic potentialities linked to the river, turning it into a privileged space for environment related cinematographic documentary creation. The city of Vila Real became a meeting space for international filmmaking.

The main winners belong to Serbia, Croatia, Brazil and Portugal.

A UTAD está a desenvolver estudos para a produção de blocos de betão leve à base de granulado de caroço da espiga de milho.

Estas técnicas inovadoras e ecológicas, assentam na aplicação de materiais orgânicos e naturais. Este material de construção é mais amigo do ambiente do que um bloco de betão tradicional já que o agregado leve utilizado no fabrico (o caroço da espiga de milho) é um resíduo agrícola que substitui a argila expandida, que é um produto industrial.

UTAD is developing studies for the production of lightweight concrete blocks based on ground corn cob core. These innovative and eco-friendly techniques are centred on the application of organic and natural materials. This building material is more environmentally friendly than a traditional concrete block, since the lightweight aggregate used in manufacture (the core of the cob) is an agricultural residue that replaces the expanded clay, which is an industrial product.

A tecnologia BioCombus permite a valorização energética dos resíduos e efluentes dos lagares de azeite.

This technology was distinguished by the Altran Foundation for Innovation with its annual award for choice of the most innovative international project. Of the 20 technologies nominated, the four best were selected, including UTAD’s BioCombus, developed by João Claro. The BioCombus Technology allows energy recovery from the waste and effluents of olive oil presses.

EUROPEAN PROJECT ENHANCES THE LEGUMINOUS MARKET [14]

UTAD e CITAB coordenam o projeto Eurolegume, cujo objetivo é aumentar a produção de leguminosas em Portugal e na Europa, e que poderá impulsionar os setores agrícola e industrial em dezenas de milhões de euros. “Entre 80 a 90 por cento das leguminosas secas consumidas em Portugal são importadas. Com este projeto, poderemos vir a reduzir a importação de leguminosas e de produtos derivados em cerca de 20%, o que se poderá traduzir numa poupança na balança comercial na ordem dos 10 milhões de euros”, estima o coordenador do projeto, Eduardo Rosa.

UTAD and CITAB coordinate the Eurolegume project, which intends to increase the production of leguminous plants in Portugal and in Europe, and could boost the agricultural and industrial sectors in tens of millions of euros. “Between 80 and 90 percent of leguminous plants consumed in Portugal are imported. With this project, we may reduce the leguminous plants and derived pro­ ducts import by about 20%, which can translate into savings in the trade scale of around 10 million euros”, estimated the project coordinator, Eduardo Rosa.

INVESTIGAÇÃO AGROALIMENTAR QUE FUTURO? [15] A UTAD promoveu um debate sobre a investigação no setor agroa­ limentar num fórum que contou com cerca de 200 participantes.

Marcaram presença representantes de relevantes entidades nacionais e da Galiza, que analisaram as prioridades de Investigação & Desenvolvimento e Inovação da agricultura, florestas, e das indústrias agroalimentares e florestais. Neste encontro esteve presente o Secretário de Estado Estado da Alimentação e da Investigação Agroalimentar, que inaugurou o recente “Laboratório de Solos e Plantas Joaquim Quelhas dos Santos” e encerrou o encontro.

A set of seven olive trees, one with 2450 years, inserted in a Monsaraz hotel unit, were certified by UTAD in partnership with “Oliveiras Milenares” company. The scientific method applied in dating was created at UTAD by José Luis Louzada and Pacheco Marques, researchers from the Forestry and Landscape Architecture Department, and has served as a basis to the dating of some of the oldest trees in the country.

AGRIFOOD INVESTIGATION: WHICH FUTURE? [15] UTAD promoted a debate on agrifood research in a forum attended by about 200 participants. Also in attendance were relevant national and Galician authorities’ representatives who analysed the Research & Development and Innovation priorities of agriculture, forestry and agrifood and forestry industries. This meeting was attended by the Secretary of State of Food and Agrifood Research, who inaugurated the recent “Joaquim Quelhas dos Santos Laboratory of Soils and Plants” and closed the meeting.

Um conjunto de sete oliveiras, uma delas com 2450 anos, localizadas numa unidade hoteleira de Monsaraz, foram certificadas pela UTAD, em parceria com a empresa “Oliveiras Milenares”. O método científico aplicado na datação foi criado na UTAD por José Luís Louzada e Pacheco Marques, investigadores do Departamento de Ciências Florestais e Arquitetura Paisagista, e tem servido de base, à datação de algumas das mais antigas árvores do país.
