Aldermen approve increases for parking rates, hours By Terry Lane Staff Writer

The rates will mostly be the same, but paid parking hours will be longer this year for many spots near Wrightsville Beach, as the board of aldermen approved now parking rules for 2018 that usher in a number of changes. The changes will add one hour to both the beachside lots that have bathrooms and the onstreet parking on the beach roads of Wrightsville Beach. Parking at beach spaces will continue to start at 9 a.m., whether at the lots or in a parking space, but hours are extend

an hour for each area, pushing lot enforcement pack to 8 p.m. and beach parking spaces back until 7 p.m. The lots include: South Lumina Parking Lot (near the Oceanic Restaurant), East & West Salisbury Street Parking Lots (adjacent to Johnny Mercer’s Pier), North Lumina Parking Lot (“L” shaped lot) and the North Wrightsville Beach Parking Lot (adjacent to Shell Island). The board also raised the daily rate from $15 to $17, which aldermen would keep the daily rate in line with the increase in hours. The board also voted to remove some of the “old grey” meters,

and instead go exclusively with pay-by-phone parking, at parking spots on Waynick Boulevard spots between Sunset Avenue and Bellamy Street and on North Lumina Avenue street spots north of the Holiday Inn. The board also voted to add more paid parking spots on Causeway Drive that would allow for pay-by-phone parking or residential hanging tags, as well as remove a 20-foot section of parking near the entrance of Sea Path Condominiums. Wrightsville Beach surfer Bourgeois inducted into East Coast Surfing Hall of Fame By Terry Lane Staff Writer

Wrightsville Beach got its first entry into the East Coast Surfing Hall of Fame in January when Ben Bourgeois joined with a collection of idols, mentors, colleagues and friends. “I’m pretty young to be getting in there, so it’s kind of a shock,” said Bourgeois in a telephone call from the Dominican Republic. “I still feel like I have a lot to do and a lot to prove.” As the only North Carolina

surfer to ever make the ASP World Tour, Bourgeois said that East Coast surfers who make the tour generally find their way into the hall of fame. Bourgeois was inducted during the Jan. 25-27 Surf Expo show in Orlando, Fla. The 2018 class includes surf professionals who helped mold Bourgeois’ career, including his former coach for the World Surfing Games, Kevin Grondin of New Hampshire, and board shaper Bill Johnson of Florida, who built many of Bourgeois’

competition boards. All the guys that I got inducted with that night have helped me throughout my career,” Bourgeois said. “A lot of the people I look up to have already been inducted. The list is way too long to name them all.” By entering the hall of fame, Bourgeois joins surfers he has idolized throughout his career, namely Kelly Slater, as well as the Lopez and Hobgood brothers. n See SURFPage 2

Sidewalk, new parking lot among WB changes coming soon By Lena Moriarty Intern

With no sidewalk in the vicinity, Wrightsville Beach is planning for construction of a high visibility crosswalk near the corner of Parmele Boulevard and North Lumina Avenue will begin this spring. “The area serves a large segment of our year-round population,” said Town Manager Tim Owens. No sidewalk is currently present in the high-traffic area, Owens said, adding that the handicapped ramp does not currently meet

Department of Transportation specifications. To resolve safety concerns, low-cost sidewalks will be constructed on the Parmele Boulevard side while sidewalk installations will also be layered out on North Lumina Avenue to prevent pedestrians from cutting corners when crossing the street. “This facility would serve that whole community year round,” said Owens of the crosswalk. “It will allow pedestrians to cross much more safely.” Engineering firm SEPI quoted the cost of building at $70,000 with an exact estimate to be

submitted in late February, with construction expected to begin in April. In other town news:

Just an hour after sunrise in Wrightsville Beach, nearly 300 runners from the annual Valentine Run made their way around the Loop as the starting gun fired promptly at 8 a.m. on Saturday, Feb. 10, with more than 60 racing a new distance for the first time in the annual race’s history. Aaron Kolk, of Wilmington , won the first-ever men’s “Double Trouble” 15K run with a time of 48:54 while Peyton Thomas, also of Wilmington, was the second finisher and top woman in the distance, with a time of 52: 48. Both runners also won first place in the 5k and 10k challenges within their divisions. Justin Fischetti placed second in the men’s division with

The area in front of the two buildings is often used for overflow parking, especially during summer events at Wrightsville Beach Park. The town does not have a cost estimate, but the town has budgeted $40,000 to pave and construct this lot. The town is working with contractor Cape Fear Engineers to build the parking lot, with a construction start planned for spring of 2019. “We have a lot of activities here in Town Hall,” Town Manager Tim Owens said of the need for this new parking lot. “It will really benefit that whole area.” The parking lot will be accessible from both Bob Sawyer Drive and Gene Floyd Drive.

Public restrooms kept open for winter

A Wrightsville Beach public bathroom that was opened yearround beginning this winter is getting wide use during warmer days, as the board of aldermen will consider usage when contemplating whether to keep other bathrooms open all year. The public restroom at the Trolley Stop Mini Park between

Feb. 15 - Feb. 21, 2018 South Lumina Avenue and Waynick Boulevard was opened for use for visitors this winter after a vote by the board of aldermen on Oct. 5. The Trolley Stop public bathroom will now be one of three WB bathrooms open during the winter months. The Mercer’s public bathroom and the bathroom by the tennis courts will also remain open year-round. Depending on the amount of use the Trolley Stop bathroom receives will determine whether or not this becomes the permanent public bathroom schedule. Wrightsville Beach is seeing an influx of beachgoers as early as February some years when the weather brings warmer days, Owens said. The town’s aldermen are looking at issues over the the funding and upkeep of the restrooms during the winter months. The fixed costs to operate the four restrooms in the offseason total about $2,800 a month, said Bill Squires, Public Works Director. Keeping these restrooms open throughout the year will also require maintenance throughout the year, which poses another potential issue for the scheduling change. There are also some additional costs such as stocking and cleaning the facilities, Owens said, adding that as of this month, operations are running smoothly.

Event director Penny Millis said that attendance was strong again, with shaggers coming from as far as Maryland, Georgia and Tennessee. “It’s great to bring it back to where it all started,” said Millis, noting the dance’s local roots to New Hanover County. Hope Abounds has hosted the East Coast Shag Classic Fundraising Events for nearly 10 years, and utilizes all profits from the event to help fund programs within their organization to help newly diagnosed cancer patients navigate their journey to healing. Women of Hope and A Kids Hope are both programs of Hope Abounds, Inc. which has dedicated itself to enhancing the lives of women, children and teen cancer patients along with their families. Hope Abounds provides support services for educational opportunities, patient advocacy and financial assistance. Millis said the shagging community enjoys the annual event because of the opportunity it offers to give back. “The shagging community is all about helping others,” Millis said.

Former NBA Player to talk improving youth sports

Cucalorus Film Foundation to Receive $20,000 Grant from the National Endowment for the Arts

The YMCA of Southeastern North Carolina has invited former NBA player, Bob Bigelow to Wilmington to talk to coaches, parents, and volunteers involved with youth sports. Bob Bigelow is one of the foremost lecturers in the county regarding the needs of children in youth sports, and using common-sense approaches to meet those needs. Today, over 35 million children ages 4 through 14 participate in some form of organized youth sports. Yet, over 70% of kids drop out by age 13 — missing opportunities for socialization, character development, exercise and fun. While kids do migrate to other activities as they get older, the number one reason children drop out is pressure from adults, and no longer finding their sports experiences fun. In this educational, challenging, motivational and humorous talk, Bob Bigelow offers a better understanding of what our kids really want and need from their sports activities, and a solution that helps them remain children at play. AREA BRIEFS Cape Fear Sail & Power sets boating course The Cape Fear Sail and Power Squadron’s will hold its America’s Boating Course Feb. 24-25. The course is one day of classroom instruction followed by a private four-hour on-the-water teaching cruise in partnership with Wilmington Water Tours. The classroom instruction is fast paced and fun and will be held on Feb. 24 at Cape Fear Community College and addresses basic navigation, rules of the road, docking, trailering, anchoring, radio communications, safety gear and more. Then, on Feb. 25, students will take a cruise down the Cape Fear River into the Intracoastal Waterway and back where dolphins and freighters are often spotted. The cruise enhances topics covered in class and adds discussions on chart reading, tides, currents, and weather. Certified instructors with years of boating experience and local knowledge teach the course. In addition, the class satisfies the North Carolina boating education requirements enacted in 2010. Wilmington Police Department accepting applications for Citizens’ Police Academy The Wilmington Police Department is now accepting applications for the Citizens’ Police Academy slated to begin March 5. The academy is a free, six week interactive class where members of the public can get an inside look at WPD. Attendees will learn about the different units, like SWAT, K-9 and crime prevention, that work together to help make WPD a success. The class will meet every Monday in March, with the exception of the last week of the month. The class for the last week of March will meet Thursday. We will host one class in April. Class will meet 6 p.m.-8:30 p.m. The academy will conclude with a graduation dinner on April 9. Participants are allowed two absences. Public Hearing on proposed Industrial Incentive Grant City Council will hold a public hearing at its next meeting, Tuesday, Feb. 20 on a proposed industrial investment grant to the National Gypsum Company. The proposed grant is to assist National Gypsum in the redevelopment of their shuttered Sunnyvale Drive facility and to promote private investment and high-paying jobs in the city. If approved, the grant could be as high as $46,000.00 per year, for a total of five years, not to exceed $230,000. National Gypsum is considering a minimum of $25 million in capital improvements, and 51 new jobs with an average salary of at least $57,000 at the Wilmington facility. In partnership with the Wilmington Business Development, New Hanover County is considering a similar incentive.

Dispersion is replaced by integration. “Either-or” must give way to “and.” —Wassily Kandinsky Like trying to describe a color with words, a painter reaches for what is hard to make real. Like color, a painting can seem to be more than one thing. Kandinsky praised the capacity for “thought in two simultaneous directions.” The way in which a painter wrestles with issues is hard to pin down. There is no ever-reliable solution. A painting depends not just on the painter, but also on the imagination and willingness of the viewer. The paintings are of time, intimate and incremental. As light passes through a window, across a wall, the movement is tracked, its warmth, refusing the easy, snapshot logic of a single moment. Other paintings begin with memories of specific places, but as the work develops, the places widen. Neither here nor there (or And) uses color and gesture simultaneously to suggest and negate space, light, narrative, engaging — and perhaps antagonizing — an instinct for recognition. The show will be comprised of up to two works from each artist (10-12 works) ranging in size from two to eight feet. Each piece will hang on the wall.

YMCA’s Cape Fear Aquatics Club Has 18 Swimmers Qualify For North Carolina State Championships The YMCA of Southeastern North Carolina’s Cape Fear Aquatic Club is excited to send 18 of their swimmers to the North Carolina State Championships. Cape Fear Aquatic Club will have 8 swimmers attend the NCS Senior State Championships February 15-18th (ages 15 and older) in Cary, NC and 10 swimmers competing in the NCS Age Group State Championships February 22nd-25th (ages 14 & under) in Charlotte, NC. The Y is very proud of the hard work and dedication these swimmers have put in to get to where they are today.
