Planning board delays vote on restaurant for former “Scotchman” location By Terry Lane Staff Writer

While everyone agreed that the Wrightsville Beach structure that was once a convenience store is now an eyesore, neighbors said the proposal to turn the building into a restaurant would bring in too much traffic and too much drinking, prompting the town’s planning board to delay a decision on the project

at the “Scotchman” lot at 100 W. Salisbury St. The delay came at the request of the developers of the proposed “South Seas” restaurant after nearly a dozen residents spoke at the Wrightsville Beach Planning Board meeting on Tuesday evening. At the suggestion of the board, attorney Matthew Nichols said the developers would like a opportunity to present the project again to

the board, with more focus on areas that raised concerns. The town’s planning board will again open the public hearing on April 3, offering residents a new chance to offer their feedback on the project. The project will also have to be approved by the town’s board of aldermen following the planning board vote. n See RESTAURANT Page 2

State police charge Wrightsville Beach man with drug trafficking By Terry Lane Staff Writer

The Wrightsville Beach man charged with 20 felony drug counts made his first appearance in a Craven County count on Friday and was later released on bail, officials said on Friday, March 2. Thomas Jason Popkin, 39, of 17 Coral Drive, Apt. A, was charged with ten counts each of trafficking in heroin or opium and obtaining a controlled substance by forgery or fraud by the North Carolina State Bureau of Investigation. In a case initiated out of Craven County, the SBI’s Diversion and Environmental Crimes Unit charged Popkin with filling prescriptions for 520 10 mg oxycodone pills and 130 15 mg oxycodone pills, according to SBI communications officer Patty McQuillan. Popkin filled fraudulent or forged prescriptions in Craven, Onslow and Pender counties, she said. North Carolina’s statutes allow for different categories of

there, the palm fronds have been gone for several weeks. But they weren’t stolen, rather, caretakers of the island are working on getting the fronds repaired, after a long winter created some damage, leading the fronds to wain. “We have to replace them every ten years or so, depending on the weather,” said Dorothy Crumpton, one of the unofficial caretakers of the shoal-turnedisland in the Intracoastal Waterway near the mouth of Lees Cut. “We try to keep them as pristine as can be.” Crumpton, who serves along with William David Salling and Brooke Watkins among the lead caretakers for the island, said that the fronds will be back on the island’s tree in time for the

unofficial start of the summer party. “There are a group of volunteers and people who care about it who work to preserve the island,” she said. The group gave the island another unofficial name, The Diminishing Republic, and sell hats, t-shirts, koozies and other accessories bearing a logo featuring the tree, along with its other signature landmark, the parking meter. The tides give the island its name, as it reappears for a few hours during every low tide. The palm tree has been on the island for about 20 years, Crumpton said, and was at first real. The U.S. Coast Guard located a few of the containers and continues efforts to locate the remaining lost containers with fly-overs using C-130 military aircrafts, said Petty Officer third class Ronald Hodges, a public affairs specialist for the U.S. Coast Guard District 5. “The containers are pretty much in a straight line going southbound,” said Hodges, “the most northern one was approximately 42 miles from the incident, and the most southbound one was approximately 55 miles from the incident.” The main concern among conservationists and coastal residents is whether the containers house hazardous materials which might negatively influence the environment or humans. While officials are not certain of the contents in every container, they do believe only one contains a hazardous material called sulfuric acid. Sulfuric acid is a chemical most commonly used in fertilizer. It is a colorless, oily liquid which is corrosive to metals and tissue, according to Pub Chem, an open chemistry database online. This

So far, officials have not reported any leakage or release of debris into the water from these containers, but they urge mariners to use extreme caution because the containers have been found floating between one to five feet above the water’s surface. Hitting a container of this magnitude can cause serious damage to a vessel and any passengers on it. “If you are travelling through that area, it’s advised that you take it easy and keep your eyes open,” Hodges said. Mariners and coastal residents are advised to keep watch for the containers floating in the water, or that might wash up on shore. Anyone who might find a container or any other floating debris, should contact the U.S. Coast Guard immediately. Mariners should stay tuned to the VHF radio channels 16 and 22 for the latest broadcast alerts about this issue.

The closures will be in place between 9 a.m. and 3 p.m., Monday through Thursday, through March 22. N.C. Department of Transportation crews will be inspecting the bridge lift span. The Federal Highway Administration requires all bridges to be inspected once every two years. Regular inspections help the department identify whether a bridge needs maintenance and repair. If inspectors find a safety concern, the bridge will be repaired or closed immediately until the repairs can be made. If necessary, weight restrictions will be placed on a bridge. The department will not keep a bridge open if it is

determined to be unsafe. Motorists are also advised to use caution while traveling through the work zone and expect possible delays. Coast Guard Cutter Diligence returns to Wilmington after successful drug-interdiction patrol The crew of Coast Guard Cutter Diligence returned to Wilmington from a successful 65-day counter-drug patrol in the Eastern Pacific today. The crew interdicted four high speed suspected smuggling vessels, detained 13 suspected drug traffickers and seized approximately 2,850 kilograms of cocaine, worth an estimated $90 million. In addition to conducting law enforcement activities, the Diligence crew crossed into the southern hemisphere, a historic first for many crew members.

The equator crossing is a major milestone for mariners and is celebrated with a formal ceremony. During their patrol, the crew also spotted and rescued three sea turtles entangled in debris and nets. The crew freed the turtles and released them back into the wild unharmed. “I am extremely pleased with the professionalism, dedication, and success of Diligence’s crew,” said Cmdr. Rob Mohr, the cutter’s commanding officer. “The crew remarkably adapted to the dynamic operational tempo and superbly responded to reports of suspect vessels at all hours of the day and night. Their tremendous efforts prevented nearly three tons of cocaine from entering the U.S. I am overwhelmed with pride to serve alongside this phenomenal crew.” Overall surveillance and countersmuggling patrols in the Eastern Pacific Ocean and Caribbean are coordinated by Joint Interagency Task Force (JIATF) South, a national task force headquartered in Florida that executes detection and monitoring of illicit trafficking across all domains. The law enforcement phase of the counter-drug mission in the Eastern Pacific occurs under the tactical control of the Eleventh Coast Guard District in Alameda, California. New Hanover County Schools Offers Students Opportunities To Participate In Safety Initiatives In light of the recent tragedy in Parkland, Florida, New Hanover County Schools is launching two new innovative initiatives to support students and help them express their concerns about this tragedy and school safety. The first initiative is an anti-violence campaign called, My 17, and the second one is called, See Something, Say Something. NHCS has been working on alternatives for students to participate in during the upcoming planned walkouts that would help keep them in the classroom, though still allow for them to voice their concerns, their opinions, and express their support for the victims of the recent shootings. My 17 The NHCS Student Support Services team has created and organized the MY 17 Campaign for the high schools to implement for student participation. My 17 is intended to give NHCS high

school students an opportunity to voice their concerns about school violence on March 14. On that day, high schools will dedicate 20 minutes to hear students speak about bullying, harassment, school violence and school safety. They will also have the opportunity to write an essay or create a poster, poem or song titled “Safer.” Winning entries will be featured on the district’s website. MY 17 is a great opportunity for students to be heard and reflect on how they feel their schools can be safer,” Superintendent Dr. Tim Markley stated. “We are being proactive about having conversations with our students and creating a learning opportunity for them. This gives our students a voice in their own safety. Their voices are important and we need to listen to them.” See Something, Say Something The See Something, Say

Something Campaign is designed to build awareness about dangerous acts that may be shared with individuals or on social media. It is designed to empower students with information on recognizing inappropriate conduct by peers and adults and encourage the reporting of bullying and harassment. A series of class discussions along with a marketing campaign will help deliver the program to students. Some examples of when students would be encouraged to see something and say something: • A classmate is feeling sad. • Someone is forcing you to do something. • You see or hear something unusual. • You or someone you know is being hurt. • Someone is doing something dangerous.

Seahawks Power Past Towson in CAA Opener UNCW Sports

Mustaches for Kids delivers record totals, expands reach By Terry Lane Staff Writer

On Thursday, Feb. 22, the Mustaches for Kids charitable organization distributed the money raised during its 2017 campaign, which ended in early December, to 12 local charities that focus on children’s welfare. The charity raises funds through pledges on participants who grow mustaches throughout the month of November. The 2017 campaign r a i s e d $48,000, the highest amount ever for the chari t y, w h i c h allowed organizers to expand the number of recipient charities from eight to 12. The charities included Dreams

of Wilmington, an organization that provides young people with free literary, visual and performing arts programs. “This will allow some children to have a creative life available to them,” said the programs executive director Matt Carvin. “They will be able to turn clay into a sculpture or a blank canvas into a painting.” Adam Keen, an o rg a n i z e r w i t h Mustaches for Kids, said the support from some corporate partners like MegaCorp Logistics and Live Oak Bank helped the charity grow this year, with companies like MegaCorp encouraging employees to grow mustaches. “They didn’t just donate financially, they helped grow our numbers,” Keen said. “That’s a big part of why were were able to increase our totals this year.” While mainly a Wrightsville Beach charity, the organization expanded to Carolina Beach this year, with Kevin Murphy recruiting about 20 people in that town to participate. Murphy

had participated before, but the drive from Carolina Beach for the weekly ‘stache meetings was too far. “ W e became a benefactor of the charity, but decided to start a chapter down there,” said Murphy, who also works with the “Ocean Love” charity that takes children and adults with disabilities on surf adventures. Several recipients of were at Waterman’s Brewing for “Stachegiving Day” on Feb. 22, including: Louise Hicks of Communities in Schools; Hailey Sink of Access of Wilmington/ Miracle League; Linsey Honaker of the Camp Schreiber Foundation, and Angie Hill of the Brigade Boys and Girls Club.

PHILADELPHIA, Pennsylvania – Redshirt senior forward Jenny DeGraaf scored 15 points and sophomore guard Lacey Suggs added 14 points as eighth-seeded UNCW advanced to the quarterfinals of the Colonial Athletic Association Women’s Basketball Championship with a 58-47 victory over ninth-seeded Towson at the Daskalakis Athletic Center on Wednesday afternoon. The Seahawks, who earned their second win over the Tigers in seven days, upped their record to 12-18. Towson, meanwhile, has its season end with a 9-21 record after losing its seventh game in a row. DeGraaf, who scored in double figures for the sixth consecutive game, converted 11-of-13 free throws in addition to a 2-for-5 effort from the field while adding a team-high eight rebounds. Cape Fear Men’s Basketball Wins Thriller and Advances in Region 10 Tournament Nick Denton Cape Fear Community College

Cape Fear men’s basketball defeated Denmark Technical College, 66-65, in the first round of

the Region 10 conference tournament. Three Sea Devils scored in double figures, including Kwe Parker, who had a team high 13 points, along with 12 points from Zaqwaun Matthews, and 11 from Eric Fox. While it was a close game, head coach Ryan Mantlo was only worried about advancing to the next round. “At this time it is all about surviving and advancing. I’m very proud of the grit we showed tonight,” said coach Mantlo. Cape Fear improves to 19-11 on the season. With the win, they advance to the Region 10 conference semifinals in Pinehurst, NC, to face off against top seeded Spartanburg Methodist. The two teams split the season series with Spartanburg beating Cape Fear at home, 81-78, and Cape Fear winning most recently on the road, 70-68. The game is scheduled for Friday, March 9th, at 4:00 p.m.
