Harbor Island residents raise concerns over AT&T work near live oak trees By Lena Moriarty Intern
Residents of Live Oak Drive on Harbor Island raised concerns about contractors for AT&T last week after neighbors said that workers had drilled too close to the live oak trees that line the street. Several neighbors said that the contractors for AT&T weren’t following arborist recommendations and other conditions placed on the infrastructure upgrade project. Contractors are installing new cables throughout Wrightsville Beach as part of a project to bring new internet, video and phone services to the area. Some residents of the neighborhood said they worried what type of long-term effect the construction could have on the trees. The project involves
boring 36 inches underground under the live oak trees in the neighborhood to install hand holes and services. “A live oak tree does not put down deep roots, you’re taking the roots out on that side of the tree, and that’s a big deal in a hurricane area,” said neighborhood resident Colin Eagles. Town Manager Tim Owens said that contractors for AT&T were complying with the conditions laid out in an agreement discussed by the town’s board of aldermen on Jan. 11, though communications with the neighbors could have been better at the outset. There are several chances to celebrate Easter on Wrightsville Beach this weekend, with services scheduled in a handful of locations on Sunday, April 1. More than 1,000 people are expected to come to the Wrightsville Beach Community Sunrise Service, with six local churches participating in the ceremony that begins at 6:30 a.m. at the Oxford Street beach access, Access No. 19. Eagles is worried that the way the contractors are drilling may interfere with the live oak tree’s ability to take up nutrients, which could result in killing them. “Originally, I think that people didn’t quite understand what was going on as far as the project goes,” says Owens, “AT&T is upgrading internet capabilities in town and also giving customers additional services.” Another resident, former town mayor David Cignotti, said that contractors began meeting the conditions after residents raised concerns. “The scope of the work caught us off guard,” Cignotti said. “If there’s going to be major work going on, we need to know what to expect.” Owens had previously described AT&T’s expansion plans as “aggressive” during the Jan. 11 meeting, telling the board the company was anxious to begin work in the town to install new cables for its services. Owens said the project is anticipated to be finished within the next few months.

After speaking with the boy, Gilleece learned that he had used the money for food, but also discovered that the boy believed the ring to be a fake and tossed it, along with the rest of the wallet, into Banks Channel. The priority for the ring’s owner was return of the ring, Gilleece said, with
no questions asked about any missing cash. With that ring potentially on the bottom of the channel, Gilleece contacted Wrightsville Beach Diving, which operates custom dive charters out of the Bridge Tender Marina. At around noon on Friday, March 23, divers Chris Slog and Brett Garner broke the waters of Banks Channel around the public boat docks at Wynn Plaza. Getting better visibility at high tide, the divers took into account the boy’s description of where he threw the wallet, along with the patterns of the current, and searched. After about 40 minutes of diving, Slog said he spotted the wallet, but was unaware of the drama unfolding on the docks. “Sure enough, there it was,” Slog
Slog found the wallet, with cheers from onlookers erupting after the ring was found to still be inside. The boy said he did find the ring, but believed it to be fake, and because he worried that he could get caught from fingerprints on the wallet, he said he threw it in the channel after taking the money. “As soon as I found out the ring was real, I wanted to help get it back for her,” the boy said. While he did not intentionally take the ring, Wrightsville Beach police said that since he made no effort to return it, felony charges could have been levied. Being that he boy had no prior charges and was still a juvenile in the legal system, he qualified for the diversion program, which offers him an opportunity to avoid any charges on his permanent record. In the meantime, Gilleece has been helping the boy find both temporary and permanent housing, and the boy’s guardian is scheduled to come to Wilmington to visit him this weekend.

WPD crime lab receives international accreditation
ANAB, an international
accrediting agency for testing and calibration labs, recently renewed the ASCLD/LABInternational accreditation of the Wilmington Police Department Crime Laboratory in the Field of Forensic Science Testing. To be accredited, agencies must meet more than 260 international and supplemental standards and undergo on-site and off-site assessments. The accreditation lasts for four years and requires annual reviews. WPD received its accreditation in the disciplines of drug chemistry and toxicology. This important recognition demonstrates WPD’s commitment to providing the citizens of Wilmington premier service in all we do.

Cape Fear Habitat will be participating in a nationwide Women Build week orchestrated through Cape Fear Habitat for Humanity International. UNCW Announces New Master’s Program in Film Studies A new master’s program in film studies is scheduled to begin in the fall semester of 2019, the university announced today. At its March meeting held on the UNCW campus, the UNC Board of Governors approved the new program, which will be the only M.A. in film studies program in the state. The program is designed to provide students with comprehensive knowledge of the field, teaching skills from filmmaking and critical thinking to research and publishing. Students will graduate with a strong foundation for careers as educators, journalists, researchers, film professionals, curators, and preservation and arts managers. National occupational and industry projections from the Bureau of Labor Statistics suggest industry growth and increased job opportunities within the field, and current enrollment trends indicate that there is a great deal of student interest in this area of study. “Student demand for film studies in North Carolina is evidenced in part by the popularity of the undergraduate program at UNCW,” said Mariana Johnson, film studies chair and associate professor. “With 330 students drawn from various states and countries, film studies is a vibrant and growing
department at UNCW.” UNCW will offer students training that is distinct from other film studies M.A. programs nationally. Unlike other programs, the M.A. at UNCW will require that students take courses in film production. These applied learning experiences will prepare students for an even wider range of jobs that require knowledge of all aspects of media content production. In 2015, an M.F.A. in filmmaking was approved for implementation, and the new master’s program in film studies will work as an excellent complement, sharing essential resources and offering a unique opportunity for cross-program participation. Fostering collaborative campus partnerships and enhanced applied learning opportunities are key objectives of the university’s Strategic Plan. The wo graduate programs have been designed to work in collaboration to maximize learning and career opportunities. Curriculum will offer workshop-style courses in film production as well as selected critical studies courses and an applied learning experience, all of which will be available to both M.A. and M.F.A. students in the department.
Cybersecurity Pilot Program for Veterans a Success in First Run Apprenticeships help connect disabled vets with a new career
Raleigh, N.C. – Disabled veterans are getting access to skills and experience in the growing field of cybersecurity thanks to a unique partnership between state government, the tech sector and community colleges. T h e D i s a b l e d Ve t e r a n s Cybersecurity Apprenticeship program is a collaboration between the Department of Information Technology (DIT) and other state agencies; ISG, a Raleigh-based IT firm specializing in cybersecurity; and educational organizations in the state, including Wake Technical Community College and other community colleges. Only disabled veterans who are honorably discharged from service qualify to participate. More than 200,000 members of the US military return to civilian life each year with 20,000 of them in North Carolina alone. Getting used to civilian life after a career in the military can prove difficult, especially for those who sustained service-related disabilities. The pilot program gives soldiers a new way to serve their country. Five apprentices work eighthour days Monday through Thursday, guided by mentors in their work. On Friday, the apprentices meet for training at ISG in Raleigh. They receive regular salary and benefits, and by the time they graduate from
the program in October, they will be eligible to take the examination for and obtain a CISSP – Certified Information System Security Professional Associate certification. The two-year, $500,000 pilot program is in its second year. “When I was selected for this program, it said to me, ‘Thank you for your service’ on a whole different level. It didn’t just thank me for my service, it thanked my family for the sacrifice that they made…. I really feel like the state is giving back. This is the thanks for my service, and now I am able to take care of my family,” said Vicky Steward, a retired first sergeant in the U.S. Army. Steward was injured almost 22 years ago

ISG has a job placement program in place to ensure that all of the participants are employed after they complete their training, said Maria Thompson, DIT’s chief risk officer. RALEIGH – The North Carolina Governor’s Highway Safety Program, in partnership with state and local law enforcement, is holding the annual Speed a Little. Lose a Lot. campaign, which runs from today through Sunday, April 1. The campaign reminds drivers that there is no reason to speed because the consequences could be more than just getting a ticket. The intensified enforcement effort against speeding drivers underscores the severity of the problem across our state’s roads. Too many lives are lost each year in speeding-related crashes. In North Carolina it was the cause of 336 fatalities and 17,466 crashes in 2017. Officers will stop and ticket anyone caught speeding. “Speeding-related crashes and fatalities are totally preventable, and we will do everything we can to slow down drivers,” said Mark Ezzell, director of the Governor’s Highway Safety Program. “It is our goal to make our roads safe and this campaign’s focus is help save lives by educating and removing reckless drivers from our roadways. During last year’s anti-speed campaign, which ran from March 13-23, 2017, there were 33 fatalities, including seven speed-related deaths. Speeding was a contributing factor in 23 percent of all fatal crashes in North Carolina last year, which was a two percent decrease over the previous year. In 2017, nearly 23 percent of all speeding-related traffic fatalities in North Carolina occurred on local roads -- where the posted speed limits were 55 miles per hour or under. The Speed a Little. Lose a Lot. campaign complements the NC Vision Zero initiative, which aims to save lives on North Carolina roadways. The goal is to reach zero traffic-related fatalities through coordinated agency-to-agency efforts that help reduce risky driving behaviors by changing the overall traffic safety culture. No loss of life is acceptable.

Airlie Gardens Announces Concert Series Line-up for 2018 Airlie Gardens has unveiled its slate of musical performers for the 2018 Summer Concert Series. The concert season will kick off Friday, May 18 with reggae from Signal Fire and then resume the traditional schedule of the first and third Fridays of the month from June through September. Off-site parking for the concerts will be at the New Hanover County Government Center, located at 230 Government Center Drive. Parking will be on the west side of the building that faces College Road, on the opposite end from the bowling alley. Free shuttles to Airlie start running at 5 p.m. On-site parking at Airlie Gardens is by permit only. “We have a great lineup of bands this year, with a mix of genres that will appeal to a variety of musical tastes,” said New Hanover County Parks and Gardens Director Tara Duckworth. “We look forward to
the return of our seasoned concert-goers and invite new faces to join in the festivities.” The schedule includes returning acts that most regulars now expect and demand, including L Shape Lot – winner of Encore Magazine’s Best Local Band, Bibis Ellison, and Jack Jack 180. Back by popular demand, the Wilmington Big Band will help celebrate our nation’s birthday on Friday, July 6. In addition, guests will have the chance to experience several new bands like Machine Gun, Massive Grass and The Dung Beatles. The schedule concludes with one of the premier beach music bands in the state – Jim Quick and The Coastline. Airlie’s Summer Concert Series has grown to become a staple of summer fun in New Hanover County. According to Duckworth, “Every year the concert series grows, proving to us that families still value spreading
