The North Carolina Azalea Festival’s 2019 Queen Azalea is Briana Venskus, an actress and production assistant with a career in film production. She has spent 10 years building her career in film, while also becoming a strong voice for the LGBTQ community in the film industry. She grew up in Wilmington, NC and attended The University of North Carolina School of the Arts where her interest in drama soared to new heights. Venskus’ interest in acting
continued as she moved to Los Angeles, California and received a Bachelor of Fine Arts in acting from the California Institute of the Arts in 2009. While attending the Institute, she made her first screen debut in 2007’s Walk Hard: The Dewey Cox Story. During her time as an actress, Venskus also began her career in film production working behind the scenes as a production assistant on TV shows such as Dexter, True Blood, Bones, Happy Endings, and the widely known 2009 film, The Fast & the Furious. She continued to make appearances on screen with small or uncredited roles before playing her first major role as Precious in 2014’s Let’s Be Cops, which also starred Jake Johnson and
Damon Wayans Jr. from the popular TV series New Girl. Since then, she has played many recognizable roles in hit TV shows like Nashville and the Netflix original series Grace and Frankie. She appeared in the AMC’s The Walking Dead, you will as Beatrice, who appeared on the show from 2016 to 2018.

Town board rejects appeal for boat slips for Scotchman property By Terry Lane

Featuring wider sidewalks, more landscaping and additional handicapped parking, Wrightsville Beach residents got an early look at the planned upgrades for East and West Salisbury Street on Wednesday. Town officials held the presentation at Johnnie Mercer’s Pier, which helps fulfill a requirement for a parks and recreation trust fund grant that officials hope will add to the nearly $2 million already raised for the proposed “East and West Salisbury Street Ocean Access Project.” Town officials said they expect construction of the project to begin this fall, with a targeted completion date of May 1, 2020. Engineers from Paramounte Engineering presented the plan to an audience of about two dozen, mainly residents or neighbors of Salisbury Street. The centerpiece of the multi-million dollar project will be a new pavilion at East Salisbury Street by Johnnie Mercer’s Pier. But the renovations will stretch west all the way to before the Salisbury Street bridge, with upgraded landscaping and improved traffic flow that will make it less n See SALISBURY Page 2 confusing for visitors.
A quasi-judicial board upheld the ruling of Wrightsville Beach town staff that current zoning restrictions don’t allow the owner of the former Scotchman property to build a marina or dock on the property. The ruling follows the property owner’s 2018 withdrawal of plan to build a restaurant on the site after several neighbors raised concerns about the plans for the site before the town’s planning board. The Wrightsville Beach Board of Adjustment unanimously found that town staff was correct in ruling that the C-3 zoning classification for 100 W. Salisbury St. didn’t allow for WB Watermen, LLC, to build a nineslip dock into Lees Cut behind the property. Lawyers representing WB Watermen, owned by Reggie Barnes, argued that the zoning allowed for the property owner to build the boat slips “by right.” Tony Wilson, Wrightsville Beach planning
and parks director, said that a marina can be built in C-3 zoning, but only after winning a conditional use permit from the town’s board of aldermen. However, WB Watermen argued that the proposal was not technically a marina, but instead a pier, which could be built in P-1 zoning. While the land area of 100 W. Salisbury St. is zoned C-3, the waters of Lees Cut that border the property are zoned P-1. The hearing not only explored how a marina, or “boataminium,” is defined, but also what types of services can be offered to meet the definition, including what constitutes boat storage. For example, renderings of the proposed dock filed with the town showed water and electricity hook-ups for boats, something that wouldn’t be allowed if the property owners were trying to define the structure as a pier. Carolina Beach Inlet Dredging Project to begin in April New Hanover County is actively working with state partners and the U.S. Army Corps of Engineers to begin a dredging project in April for Carolina Beach Inlet to keep it clear and safe for navigation. The U.S. Coast Guard had expressed a concern that its vessel used to move buoys could not access and relocate the buoys, which aid navigation, until the inlet was dredged. New Hanover County staff are working with the
Corps of Engineers to coordinate a schedule for the dredging project and anticipate it will commence by mid-April. Following the project, the U.S. Coast Guard’s vessels will be able to move buoys to provide boaters safe guides through the inlet. The schedule should allay concerns that the Coast Guard would not provide navigational aids for the inlet. n See DREDGING Page 2

With Wrightsville Beach Elementary set to undergo a major restoration that will keep the school closed until 2020, the school will celebrate its history during an event on Monday, April 8 at 1 p.m.. The school is encouraging former staff and students to attend and has been posting historic WBS pictures on its social media feeds. Earlier on Monday, the school will hold its first-ever, school-wide beach sweep on Wrightsville Beach. The purpose of this event is to raise awareness among our students, families, and community to the impact of marine debris, particularly impact of devastating impact of plastic in our oceans. Approximately 400 students, staff, and parents will clean the beach from the Surf Club to the Yacht Club. The students will begin walking to the beach at 8:30 am and clean the beach until about 10:00, when we will all walk toward Birmingham Street. At this point, students will place student-made banners on the sand.

Coastal Federation Coastal Stewardship Scholarship Application deadline is April 15 The Coastal Federation Coastal Stewardship Scholarship is a $1,000 scholarship per student in recognition of outstanding dedication to our coastal environment. Requirements: This scholarship is open to graduating high school seniors in one of North Carolina’s 20 coastal counties to help offset education expenses at the college or university of the student’s choice, including community colleges. Coastal counties include: Beaufort, Bertie, Brunswick, Camden, Carteret, Chowan, Craven, Currituck, Dare, Gates, Hertford, Hyde, New Hanover, Onslow, Pamlico, Pasquotank, Pender, Perquimans, Tyrrell, and Washington. Students must have a minimum GPA of 3.0 to qualify. GPAs will be verified. Evaluation: This award will be made by the Coastal Federation’s Scholarship Committee based on the following evaluation criteria: • GPA of 3.0 or higher • Past environmental accomplishments • Future environmental plans • Community involvement and volunteerism • Personal interest in the coastal environment • Special need for the scholarship • Personal reference Essay answers may be up to 250 words. The project will feature two live oak trees at the West end of Salisbury Street to “set the stage” for visitors after they cross the bridge. While there will be several trees as part of the landscaping, those are the only two live oaks, with the other trees being breeds that don’t grow as high, including redbud and bronze loquat trees. The project will also feature a hedge that will border the parking spaces, shrouding the headlights of cars that park there. Overall, the project will add seven parking spaces to the parking lot, including adding three new handicapped parking spots on West Salisbury Street. Overall, the project will make add more ramps and wider sidewalks, making it more handicapped accessible. Sidewalks on West Salisbury Street will
be eight feet wide, while the sidewalks on East Salisbury will be as wide as 10 feet in some places, making it easier for joggers to navigate pedestrian traffic. There will be no break in the sidewalk, allowing them to stretch all the way to the beach. Spaces were added after engineers put all parking spots at a consistent angle of 60 degrees, as opposed to the current set up which has parking spots at 30, 45 and 60-degree angles. The project won’t make significant changes to the traffic pattern. Traffic on Lagoon Street will still be one-way and a left turn from the North Lumina Avenue onto East Salisbury Street will still be prohibited. Bike racks will be added to the park on West Salisbury Street and there will be an assortment of benches on the sidewalk. The project will also feature “seatwalls,” an 18-inch high wall that
will also provide seating. The ocean access park on East Salisbury Street will feature a sundial and provide a space for historical information about the town. Additionally, the turn around area there will be 40-feet wide, allowing for as many as three cars to be side-by-side for drop off and pick up at the beach. In some cases, homeowners may see their fences and landscaping affected by the plan, as some are located on the town’s right-of-way. Wrightsville Beach resident Jim Chaffins said that the project will likely mean he’ll have to dig up the asparagus ferns in front of his West Salisbury Street house. However, he said that “We understand that they are on town property,” he said. “But the plan looks great. I think it’s going to work out very nicely.”

would allow for a restaurant to be built on the site of the Scotchman, a derelict building that hasn’t been occupied in more than a decade. In addition to turning the building into a restaurant, the proposal would have seen a nine-slip dock build on the property. With plans for the restaurant on hold, Barnes said he wanted to build the boat-slip part of the project to capitalize on the demand for boat storage in Wrightsville Beach. Barnes told the board that the boat slip service wouldn’t require employees or services. “There’s such a demand for boat storage that would could rent the slips without the hookups,” Barnes said. However, the board determined that the even if the structure was determined to be a pier, it would still have to touch C-3 zoning, requiring the conditional use permit. The board of adjustment is a quasi-judicial board where witnesses can be cross-examined by attorneys. With its ruling issued, WB Watermen now has the option to challenge the results in court. After the hearing, Barnes said he wasn’t sure if he would challenge the ruling, adding that he was working to find a way to get the best utility out of the property.
New Hanover County and state partners have provided a total of $1,020,000 that is in the U.S. Army Corps of Engineers coffers for dredging the inlet once a vessel becomes available. “This is not a funding issue,” said Jonathan Barfield Jr., chairman of the New Hanover County Board of Commissioners. “The issue was one of timing involving dredging vessels and the Coast Guard’s capacity to safely relocate the inlet’s buoys.” Channel surveys in 2019 show water depths in Carolina Beach Inlet channel are less than four feet in some areas, prompting the Coast Guard to remove aids to navigation that may mislead mariners. On April 1, 2019, the Coast Guard will begin to temporarily discontinue 10 navigational aids in the inlet. The Army Corps of Engineers provided recent surveys, which expose significant shoaling between Buoy 1 (LLNR 30265) and Buoy 9 (LLNR 30305). The buoys are intended to mark safe areas of passage with known depths. Leaving the buoys in place may lead mariners through an unsafe route. Boaters who choose to transit the inlet without buoys, do so at their own risk. “The safety of mariners is our first priority,” said Cmdr. Heather Stratton, chief of prevention for Sector North Carolina. “Right now, the waterway is unsafe to navigate due to extreme shoaling and currents. Once it is safe to navigate the channel, we will reestablish the aids to navigation.”

Man charged in shooting death of dog

On Tuesday, April 2nd, 2019, Wilmington Fire Department units were dispatched to reported structure fire at 608 S. College Road at 6:31pm. Crews arrived on-scene to a working structure fire of an abandoned multiresidential complex, showing heavy black smoke. First arriving companies immediately established a water supply, initiated a primary and subsequent secondary search of the structure, while a defensive aerial operation was simultaneously deployed. Primary and secondary searches confirmed that the building was clear. The operation was completed in a defensive mode for rapid extinguishment and prevention of fire extension to adjacent structures. Scene was cleared by the last unit at 8:55pm in the evening. The incident is currently under investigation. The Wilmington Police Department is working with Wilmington Fire Department to investigate the structure fire at 608 S College Road. Investigators determined the fire to be suspicious in nature. USO entertains at WB Coast Guard Station The USO of North Carolina is hosted a cookout and special performance with the USO Show Troupe on Wednesday, April 3 at U.S. Coast Guard Station Wrightsville Beach. The cookout is for a group of Coast Guard members that will be volunteering for continued cleanup on the base after the hurricane. The event is an extension of the USO of North Carolina’s support of Navy Week taking place April 1-7 in Wilmington. The USO of North Carolina is a nonprofit organization that strengthens America’s military service members by connecting them to family, home and country.
Rouzer Announces Youth Leadership Conference In Wilmington Congressman David Rouzer will be hosting a youth leadership conference for high school juniors in the 7th Congressional District on Monday, April 8, 2019. The 7th Congressional District Youth Leadership and Entrepreneurial Conference provides two juniors from each high school an opportunity to meet with entrepreneurial leaders, discuss ways to achieve entrepreneurial success and develop the necessary personal and professional skills to achieve goals. A bridge on eastbound Interstate I-140 at the Cedar Hill Road exit will remain closed while N.C. Department of Transportation engineers and a contractor perform immediate maintenance this week. The best alternative route directs drivers to take exit five for U.S. 74/76 East to U.S. 421 North and then back to I-140 East. Westbound lanes of I-140 will remain open for the duration of the repairs. Transportation officials anticipate the eastbound lanes to reopen later this week. First, equipment and materials must be delivered to the site, then repairs will be conducted and the interstate will reopen following a safety review. “The safest action we can take is to close the bridge and make the necessary repairs as quickly and safely as possible,” Division 3 Engineer Karen Collette said. “A contractor and our bridge team have done a nice job of developing a solution that will serve drivers for years to come.” This temporary closure provides an opportunity for bridge teams to assess additional locations on the bridge. On Saturday night, an NCDOT employee noticed an unusual bump on the bridge and took action for the safety of motorists resulting in the closure. An inspection on Sunday revealed a shift in sole plates between two of four girders. The inspection also found that structural elements including the cap, columns and foundation are sound. The repair plan calls for shifting the sole plates back into place.
Cape Fear Realtors Meet with Elected Officials in Raleigh Cape Fear Realtors sent a delegation of over two dozen Realtors, Leadership Team, and staff to Raleigh earlier this week as part of NC Realtors Legislative Day. On March 27th, a “Realtors Rally Bus” departed from Cape Fear Realtors office in Wilmington to rendezvous with CFR Leadership and Staff in Raleigh, NC. First on the agenda was a Legislative Briefing and Rally that featured Senate President Pro Tempore Phil Berger, Speaker of the House Tim Moore, and House Minority Leader Representative Darren Jackson. The NC General Assembly leadership members were asked about real estate issues as well as the 2019 legislative calendar. The Rally was followed by back to back and sometimes double-booked meetings with area legislators including: Representative Holly Grange (NC-20), Representative Carson Smith (NC-16), Senator Harper Peterson (NC-9), Representative Deb Butler (NC-18), and Representative Ted Davis (NC-19). CFR members covered various topics with the legislators including private road maintenance agreements, association health plans, and historic preservation tax credits. “It serves as a great opportunity to take our advocacy efforts directly to the ‘hill’ on behalf of our members and the clients we represent,” said Sherri Pridgen, 2019 Cape Fear Realtors President.
