Education board chairman ousted as general election field set By Hannah Leyva Contributing Writer

Current New Hanover Board of Education Chairman Ed Higgins lost his bid for re-election in a crowded field of Republican candidates in Tuesday’s primary election. Higgins finished fifth out of seven candidates behind newcomer Bill Rivenbark, who topped the race with over 18 percent of the votes cast, and incumbents Bruce Shell, Don Hayes, and Janice Cavenaugh. Only the top four vote getters move on to November’s election, where they will be up against four Democrats vying for the same number of open seats on the education board. In the Democratic primary for the New Hanover County Board

of Commissioners, former county commissioner Julia OlsonBoseman and incumbent Rob Zapple were the top two finishers. They will face Republicans Skip Watkins, an incumbent, and Eric Lytle in November for two open seats. Ted Davis, Jr., who has represented North Carolina House of Representatives District 19 (which includes Wrightsville Beach) since 2012, easily won his Republican primary contest. He will be up against Democrat Marcia Morgan and Libertarian David Perry in November. In North Carolina House District 20, which includes Landfall and the Mayfaire area, Leslie Cohen narrowly beat out fellow Democrat Gary Shipman in their primary. Cohen will try to unseat incumbent Holly Grange,

a Republican. There was one primary race for a state senate seat in District 08, which includes a small part of downtown Wilmington. Two Libertarians, Anthony Mascolo and Randy Crow, tied with one vote each in New Hanover County. Including votes from Brunswick and Bladen counties, Mascolo won the race and will face Democrat David W. Sink, Jr. and incumbent Bill Rabon, a Republican. In the Democratic primary for United States House of Representatives District 07, which includes all of New Hanover County, Kyle Horton handily won over Grayson Parker. Continuing a years-old tradition, the 2018 Wrightsville Beach Ocean Rescue team was announced Monday, May 3. The initial roster was posted at the Wrightsville Beach Fire Department this morning filling more than 30 full time and 30 part time positions for the 2018 summer season. The final list will be released in the next few weeks after candidates complete CPR, First Responder and Rescue training programs.

“I’m really excited about the squad this year,” commented Parker Galloway. A full-time firefighter in Pender Country, Galloway is returning for his second year on the team. “We had a really strong turn out from the EMT community and with a lot of veterans returning, the team should be as strong as ever.” Led by Ocean Rescue Director Dave Baker and Lifeguard Cap. Proposed Military Cutoff development The Avenue approved by Wilmington Planning Commission By Hannah Leyva Contributing Writer

A proposed large-scale mixed-used development on 44.1 acres of land on Military Cutoff Road called The Avenue was approved by Wilmington’s Planning Commission at their May 2 meeting. The project will build 525 apartments, a 231-room hotel, 140,700 sq. ft. of office space, 115,000 sq. ft. of retail space, and 16,000 sq. ft. of restaurant space on the land between McCumber Station Rd. and Arboretum Dr. It would also include over 2,000 parking spaces. Currently, a 62-unit mobile home park and three commercial buildings sit on the land. The Avenue was first brought to the city last year, but developers The Carroll Companies withdrew the application amid concerns over traffic. That stretch of Military Cutoff Road, which sits not far south from the thoroughfare’s busy intersections with Gordon Road and Market Street, is already operating with an “F” grade, the lowest score possible given by the North Carolina Department of Transportation. Traffic was still the main reason for opposition from the many neighbors and residents who spoke

during the public hearing portion of the planning commission meeting. They cited the road’s current status and opposed adding more cars to a road that is already severely over capacity. After a lengthy public comment portion, the 7-member commission had a chance to address some of those concerns and ask questions of the developers and their representatives, as well as staff involved with the project application. While acknowledging that there were still several issues that needed to be addressed, more than one of the commissioners said they felt “comfortable” or “satisfied” with the explanations given to them regarding the mitigation of traffic. “There’s always a lot of apprehension about something like this,” said commission member Bruce McGuire. “When the project gets built and all is said and done, usually most people are happy with it.” Despite a murmur of disapproval from the crowd following that comment, the commission eventually voted 6 – 1 to approve the development with some additional conditions. Commission member Jeannie Lyle was the lone dissenting vote. It will next go before the Wilmington City Council for approval and could be on the agenda for the June 5 meeting.

Two days before a fundraiser on its behalf, the great horned owl rescued in Wrightsville Beach in February was euthanized at the local animal shelter. But Amelia Mason, director of the Skywatch Bird Rescue in Castle Hayne, said that the $1,000 raised at the Friday, May 4 fundraiser in Wrightsville Beach will still go to the construction of a great horned owl sanctuary at the facility, as other great horned owls are expected to be relocated there. Fleeing car escapes WB police A car that lead Wrightsville Beach on a high speed chase on Monday, May 4 escaped before police could stop the car. tools to help raise the funds. Skywatch Bird Rescue already has 14 owls, including one great horned owl, with another great horned owl expected to be transported to the center from Cumberland County.

The North Carolina Coastal Federation and partners are hosting an open house featuring the Lower Cape Fear River Blueprint and recent research on GenX and other unregulated compounds. The free event is at the UNCW Center for Marine Science on Tuesday, May 22, 4-7 p.m. The Lower Cape Fear River Blueprint and plans will be unveiled to the public, who will have a chance to ask questions and learn more about the restoration plans for the region. Starting at 5 p.m. will be three 30-minute presentations. Tracy Skrabal, coastal scientist and regional manager for the federation’s Wrightsville Beach office, will introduce the Blueprint and outline its strategies and focus areas. Faculty from UNCW’s Department of Chemistry and Biochemistry will provide an update on current research on GenX compounds in

The Coast Guard rescued five people from the water approximately 15 miles east of Cape Fear Tuesday. One of the individuals from the 48-foot boat contacted Coast Guard Sector North Carolina watchstanders at 5:15 p.m. and reported that their boat was taking on water and all five of them were entering the water. They also activated an emergency position indicating radio beacon to help rescuers locate them. Sector North Carolina watchstanders issued an urgent marine information broadcast and launched a boat crew on a Station Wrightsville Beach 45-foot Response Boat — Medium and an aircrew on an Air Station Elizabeth City MH-60 Jayhawk helicopter to respond. The Coast Guard boat crew found all five people, wearing life jackets, clinging to the

The city has approximately four miles of brick streets, some of which have been covered over with asphalt as utility and other repairs have occurred time. Wrightsville Beach firefighters attend memorial service Two Wrightsville Beach fire chiefs and three volunteer firefighters traveled to Raleigh on Saturday, May 5 for the annual North Carolina Fallen Firefighters Memorial Day. The firefighters were there to honor Lt. Robert Wynn, who died in the Dec. 6, 1981 Hanover Seaside Club building fire, the department’s only lineof-duty death. Traveling with the group this year was retired chief Everett Ward, who led the department at the time of the fire. “Only North Carolina fire departments who had a line of duty death are invited to attend with the whole purpose of showing support and showing the families that they are not alone.” said Wrightsville Beach Fire Chief Glen Rogers.

N.C. Coastal Federation installs series of stormwater retrofits in New Hanover County The projects in Wrightsville Beach and Wilmington are funded by the North Carolina Clean Water Management Trust Fund and the Environmental Protection Agency The North Carolina Coastal Federation is working with the Town of Wrightsville Beach, the City of Wilmington and community partners to implement projects that will reduce the volume of polluted stormwater runoff affecting these neighboring coastal communities. These projects are funded by the North Carolina Clean Water Management Trust Fund (CWMTF) and the Environmental Protection Agency Section 319 grant program. The projects are part of a communitywide commitment to implement the Bradley and Hewletts Creek Watershed restoration plan, an approved blueprint for cleaning up the coastal watersheds in New Hanover County. These projects protect waterways from stormwater runoff, which is the top polluter of coastal creeks, rivers and sounds. The series of stormwater retrofit projects throughout the county includes two sites where impervious paving was replaced by permeable paving at a public parking lot and at Hanover Seaside Club, both in Wrightsville Beach. These sites are both documented sources of polluted stormwater runoff along Banks Channel. These projects, which move runoff

through soil to be filtered and cleaned rather than directing it to Banks Channel, were funded by CWMTF. These projects consist of two interconnected strategies. The first was replacing part of the public parking lot pavement with permeable pavement in November 2017. The permeable pavement infiltrates polluted surface runoff from public streets and a portion of the existing parking lot. The second strategy, completed in April 2018, disconnected multiple street and parking lot drains from stormwater outfall pipes along Banks Channel and redirected them so that runoff moving through the permeable pavement enters an engineered infiltration system located beneath the existing parking lot. Rather than allowing runoff to flow into Banks Channel, this system redirects runoff into the ground to be filtered. “These projects continue our commitment to cleaning up the recreational waters surrounding Wrightsville Beach,” said Tracy Skrabal, coastal scientist at the federation’s Wrightsville Beach office. “With commitment from partners such as Blockade Runner Beach Resort, the Town of Wrightsville Beach and Hanover Seaside Club, we are demonstrating successful and relatively cost-effective methods to retrofit these developed areas and better protect the water quality of these swimming and fishing waters.” Construction is also underway to install permeable pavers at the New Hanover County Arboretum and Waterman’s Brewing

Company, both of which are in Wilmington. The permeable paving projects at the arboretum and Waterman’s Brewing are funded by an EPA Section 319 grant to install a series of at least 10 stormwater projects in the Bradley and Hewletts Creek watersheds. These projects are in the City of Wilmington and focus on Bradley Creek. The arboretum project began earlier this year and will be completed by summer. The Waterman’s Brewing project began last week. Additionally, the federation received another EPA 319 grant for reducing runoff in Wilmington’s Shandy Point neighborhood, which is a lowdensity development adjacent to the Intracoastal Waterway. Existing stormwater drains will be disconnected from outfall pipes and redirected to an innovative storage chamber and infiltration pipe system, similar to the technique used at Hanover Seaside Club. Redirecting the pipe from waterways will reduce the volume of stormwater runoff from the neighborhood by an estimated 80 percent per year. “Restoring water quality in targeted coastal watersheds is a major priority for the federation,” said Lauren Kolodij, deputy director of the federation. “If we want to continue to harvest oysters or simply swim in these coastal waters, we have to make a commitment to reduce the polluted runoff that is affecting them.” For more information about these projects, please contact the federation at 252-393-8185.

NCDOT TO HOST A PUBLIC MEETING IN MAY FOR PROPOSED INTERSECTION IMPROVEMENTS AT U.S. 17 BUSINESS AND DOCK STREET WILMINGTON, NEW HANOVER COUNTY STIP Project No. W-5601DH The N.C. Department of Transportation is proposing to make improvements to the intersection of U.S. 17 and Dock Street. Improvements include extending the existing median on U.S. 17 Business at Dock Street through the intersection. Included in the project is the addition of a crosswalk on U.S. 17 with a pedestrian refuge in the median, adding extend curb (bulb-outs) on all four corners on Dock Street, and landscaping of the intersection around the curb ramp areas. A public meeting to present information on the proposal and obtain feedback will be held Monday, May 21, 2018 in the Council Chambers at Wilmington City Hall located at 102 N. 3rd Street in Wilmington. Interested citizens may attend at any time between 5:00 p.m. and 7:00 p.m. Please note that no presentation will be made. NCDOT representatives will display maps and be available to answer questions and receive comments. Comments and information received will be taken into consideration as work on the project develops. The Ocean Rescue Team staffs our lifeguard stands from 10 a.m. to 5 p.m., 7 days per week from Memorial Day to Labor Day. “Our team staffs 13 lifeguard

stands, and we also patrol the beach strand with all-terrain vehicles and a personal watercraft,” commented Baker. “We want people to be safe - talk to the lifeguards, swim in front of life guard stands as much as possible, and most importantly, if you don’t know how to swim, stay out of the ocean,” he added

Owens said that Wrightsville Beach Ocean Rescue had nearly 70 prospective lifeguards try out, including several veterans aiming to return to the squad. “We had some great candidates, I’m really happy with the team we selected,” Owens said.

Time is now for bonito and Spanish mackerel anglers By Rick Bennett Rod Man Guide Service

This past week saw warm temps and some favorable winds. Water temps are around 67 and the fish are pretty darn thick. Bonito and Spanish lovers need to get on the water now. Now here’s my report: INSHORE: Still dealing with a little weed on the very low tides, but persistence will get you some fish. Reds, black drum and some sheepshead have been biting shrimp. The pinfish are starting to show, so shrimp will not be a viable bait source for much longer. Have to go to cut bait or live bait (saw some small menhaden in the waterway this weekend.) Best tide has been the falling tide. NEAR SHORE: As mentioned, bonito and Spanish mackerel are around from the beach out

five miles. Early morning seems to be best. Jigging your favorite soon or trolling deep divers or clarkspoons should get you some fish. Some blues are mixed in with the others. OFFSHORE: More of the above with some early kings mixed in to make things interesting. GULF STREAM: Main bite is mahi. A few wahoo were caught along with some blackfin tuna. UPCOMING: As the winds settle down and the water gets warmer, look for an explosion in fishing. The flounder bite will get started for real very soon. Near shore fishing will be hot with Spanish mackerel and the king mackerel bite getting better and better.
