President’s Message Hello and welcome to the 2019 Colorado Broadband and Communications Conference! It is your participation that makes this one of the premier events of the year. Thank you! The Colorado Communications and Utility Alliance’s (CCUA) year-around efforts focus on technology policy, rights-of way issues, broadband deployment and communication practices. We are proud to offer our members timely information and aid in advocacy for local authorities. Together in an affiliation with the Colorado Municipal League and as the Colorado Chapter of the National Association of Telecommunication Officers and Advisors (NATOA) we serve as a model of the positive collaboration local jurisdictions can enjoy when working together with our industry partners to achieve the best results for residents, regulators and retail providers. We think you’ll find today’s sessions interesting and informative, as well as highly useful to your own important daily work. Welcome: Alan DeLollis, CCUA President, City & County of Denver Welcome to CBCcon 2019! Alan believes collaboration, information and education can accomplish great things. Alan has over 30 years of experience writing, producing and programming for TV, and has worked on numerous telecom issues during that time. He is currently Telecommunications, Legislative and TV Communications Manager with the City and County of Denver’s Marketing and Media Services. Speaker: Brian Roberts, NATOA President, City & County of San Francisco Brian the Policy Advisor with the City and County of San Francisco’s Department of Technology, where he advises the City’s Chief Information Officer on connectivity and information technology policy. He has worked for the past 20 years as the City’s lead on a variety of initiatives, including broadband planning, State and Federal regulatory and legislative analysis, securing and managing broadband grants, negotiating right-of-way and fiber agreements, and overseeing community media agreements. Speaker: Mayor Debbie Brinkman, City of Littleton Mayor Brinkman is committed to Littleton’s economic development and has been a leader in the efforts to support smart development, business growth and visioning the city’s future. She is a voice for open space, water flows in the South Platte River, and trail safety.

In 2017, the Colorado General Assembly passed legislation creating some limits in local government control over small cell wireless facilities in the public rights-of-way. Fourteen months later, the Federal Communications Commission adopted its own new rules which stated both that it preempted almost nothing in any of the state small cell laws, but then went on to adopt multiple provisions directly in conflict with Colorado’s legislation. This session will suggest various ways local governments can best comply with the Federal and State regulatory landscape, assert the regulatory control still available to preserve the aesthetics of our communities, and will also describe what one Colorado city is doing to manage small cell deployment as it navigates the legal hurdles.
