From Glacier to Burning Man Ben Thompson, WCFD 19 fire chief, looks back on 40 years with Glacier Fire & Rescue By Brent Lindquist brent@lyndentribune.com
GLACIER — Running a fire department in a place as remote and rural as Glacier comes with a unique set of challenges, and Ben Thompson has been there through almost all of them. Thompson didn’t volunteer exactly from the start of Whatcom County Fire Protection District 19 Station 96 in 1976, but he did help build the fire hall. He worked as a carpenter back then when the department was formed and the local improvement district installed fire hydrants. The station was created in 1976 or 1977, Thompson said, and he started there in 1978.
Originally from Portland, Thompson, now the station’s chief, first found his way up the Mt. Baker Highway to Glacier on alpine mountaineering trips. “I came up here to go climbing, and I went back into the Pickets (Range of the North Cascades),” Thompson said. “I came out and stopped in at the little bar at Graham’s and wound up marrying the waitress. And we stayed here.” Thompson is set to retire next year; he said he wanted to make it to 40 years before hanging up his helmet. In those 40 years, Thompson has seen the world of firefighting change in a variety of ways, and the fire station at Glacier has had to evolve through all of them. “We are, by area, I think, the smallest fire district in the county,” he said. “But our service area is the largest in the county.” The population is growing in and around Glacier, and the lifestyles of the people living there don’t always mesh well with be-

(Brent Lindquist/Lynden Tribune) ing a volunteer firefighter. “We need to provide some form of incentive because the people who live in the mountains play in the mountains,” Thompson said. “That’s why they’re here. They’re either skiing or snowmobiling or mountain biking or into whitewater, or doing some form of climbing, whether it’s actual alpine mountaineering or rock-climbing of some kind. They tend to be, when they’re not working, out engaged in some activity. We need to recognize that and look into ways to keep them engaged with training and keep them engaged with a sense of community service, and then also to hopefully provide them with a small financial incentive.” The department seeks to provide such incentive via a property-tax levy increase set to appear on the Nov. 6 general election ballot. If approved, the
levy rate would increase from its current $0.53 per $1,000 of assessed property value to $0.84 per $1,000. The levy will help provide some small compensation for volunteers in order to keep them around to respond to calls when they might otherwise not be available to do so. Keeping volunteers around and keeping them trained are both important tasks for the department, especially with the east-county’s growing population of both residents and visitors each year. “We have to keep people well-trained to meet the requirements and obligations, and you have to properly serve your community. It’s not just, ‘Hey let’s hang around the fire house and run out when the bell goes off.’ Most of what we do is medical and rescue, related to motor vehicle accidents on the high-
way. The community is getting more densely populated.” Even at 84 cents, the Glacier levy would be far lower than others around Whatcom County. Thompson said most fire departments are running levies around $1.20 per $1,000. The low levy amount means a great deal of frugality. “Financially, we’ve been very frugal,” Thompson said. “We put a third of our revenue into reserves every year, and we make capital purchases with cash. We’ve got a good fleet of vehicles, and we keep the fire hall in good shape. We spend as much money as we can afford on training and equipping the volunteers. Our basic drive here is that volunteers can safely deploy and use the resources of the fire department to aid the community.” See Glacier on C3

Thompson said Fire District 19 gets a lot of help from Fire District 14 based in Kendall. “We have great mutual-aid partners in District 14,” he said. As he plans for his retirement from the station next year, there’s a lot that Thompson looks back on fondly. He helped write a large portion of what has been adopted as the Whatcom Medic One program, along with Tom Fields, former North Whatcom Fire and Rescue chief. Working in the fire service has taken him to some decidedly strange places as well. In the summer of 1999, when he was between construction jobs, Thompson visited Burning Man, the eclectic cultural event that takes place each year in the Black Rock Desert of Nevada. People come from all over the world to take part in the annual creation of a temporary city that serves as the setting of an experiment in community and art. While walking one night, he bumped into a fire truck and subsequently learned that a fire department was in place at the event. The late Neil Carlberg encouraged Thompson to join the fire department, and he did so. That experience has led to many different personal connections across the country, some of whom Thompson has brought up to Whatcom County to lead trainings. He is now uniquely set up to lead trainings in nontraditional applications of incident management systems, as Burning Man is about as nontraditional as you can get. Thompson said he has enjoyed the experience of working out of Glacier Fire & Rescue, and that he has enjoyed seeing the department evolve over the years. “To be able to be in the fire department and to be able to serve your community is a great reward,” he said. “I’m really proud of the fact that I’ve been able to be here so long and see this department grow.”

LYNDEN — Kate Limbaugh and Kat Stewart are stepping into lasting roles with the Lynden Fire Department. Both previously served in volunteer firefighter positions in Whatcom County. These new appointments mean full-time employment for both. Kat Stewart Katherine Stewart grew up in Clear Lake, Washington, and relocated to Whatcom to attend Bellingham Technical College. Her firefighting experience
began as work for the National Park Service, doing maintenance and eventually wildland firefighting. “It made me feel pretty good when you had isolated a fire so that it saved someone’s ranch, somebody’s home,” Stewart said. “People were so grateful for that.” Stewart then worked as a machinist for BP for eight years. After she took a hiatus to raise her family, she decided her return to the workforce would mean going back to firefighting. She did this as a volunteer for Whatcom County Fire District 7 in the Ferndale area, starting in 2015. “I decided since I had wanted to do this kind of work to just go ahead and see if can get back into it through volunteering. Through volunteering I realized I couldn’t live without this job — I had to do it,” she said. It was the community involvement facet, as well as the daily problem solving, that cre-
ated her fondness for the work, she said. “It’s very challenging and I like that aspect of it,” Stewart said. “I don’t mind getting dirty and getting outside and being athletic. I thought it was the absolute perfect career for me.” Kate Limbaugh Limbaugh’s path to the fire force was sparked when she volunteered to be a patient for a search-and-rescue training. She enjoyed the atmosphere, she said, and when she relocated to Lynden from El Paso, Texas, she learned of the volunteer firefighter opportunities. When the application period for volunteering opened in 2016, she applied. She was selected and this year she was made fulltime and left her job in the field of sales. She also has prior experience as a corporate pilot. “I really wanted to take my skills to the next level and do
more in the community,” Limbaugh said on her transition to full-time. “I felt like I had more to give.” She enjoys the camaraderie of her fire-house family. “We’re a really tight-knit family down here,” she said. Limbaugh recalls that when she first began volunteering in Lynden, she learned that she too had a place at the department. “I remember being a brandnew volunteer coming in here, looking at my captain and thinking ‘Wow, how am I ever going to be able to do what you do?’” Limbaugh said. But her worries were put to ease. She was told that everyone has a purpose in the station. “Together we make a great team,” she was told. “It put me at ease and was a great example at how everyone is an asset … and how welcoming of a family we really are,” she said.

For routine business calls or inquiries about Fire, Medical or Law Enforcement matters. When you have non-emergency business such as: Billing information for ambulance service that you have received. How to obtain burning permits For general inquiries or follow-up information regarding law enforcement matters that have already been reported.
