Lyttelton Harbour Tree of Hope Donations for Families Please Let’s help our harbour communities shine this Christmas. It has been quite hard for many of us over the last three years. With all sorts of challenges and setbacks Teresa Cameron thought it would be a great idea to have a special Christmas tree for our community. “A tree to signal hope, resilience and strength for the year ahead for us all” she said. No doubt the New Year will bring new challenges for us all, so Teresa’s idea is to bring some love, joy, peace and kindness into our lives. This can start by this community donating Christmas presents under our first “Tree of Hope”. In her role at the Garage Sale Teresa has been working together with the Lyttelton Harbour TimeBank, Lyttelton Library, Community House, Lyttelton Harbour Information Centre and Project Lyttelton to make her dream a reality. The aim is we can all help our wider community by donating family gifts, non-perishable food items plus new and pre-loved items, wrapped or unwrapped under our Trees of Hope. Anything wrapped needs a tag, for example, present for a young boy, present for a family etc. The main tree will be located at the Lyttelton Library and a smaller version will be at the Lyttelton Harbour Information Centre.

Donations will be accepted from Monday December 2 until Friday December 20. Special boxes under the trees will also enable you to nominate a person or family who you think might need some Christmas cheer. Just fill in the cards with their name and address and post in the box under the tree. On December 20th all the community partners will meet and the gifts will be distributed based on the cards under the tree. Delivery will take place on Monday 23rd and Tuesday 24th. Lyttelton Main School Merger Update Town Site and Hill Site Designations The Appointed Board of Trustees of the Lyttelton Merged School would like to advise whanau/families where their children will be located from Term 2 of the 2014 school year. The new school will initially operate over two sites: the St Joseph’s site will be known as the ‘Town site’ and the Lyttelton West site will be known as the ‘Hill site’. The current Lyttelton Main site on Oxford Street will become a construction site from May 2014 and there will not be any children on site during the build. For the full update and confirmation of staffing for the new school, please refer to the latest newsletter in this copy of the Lyttelton Review.


Picture Tells a Thousand Words TimeBank Members Around the Harbour As we always know, all communities have the skills from within to create the things that they need.

Quite a while ago Margaret Jefferies was interested in getting some of our community assets mapped. This included a wide range of things from soil types, food growing places, skills, water and so on. TimeBank member Crile Drosher has been helping with these projects and he recently produced the first map highlighting where all the Lyttelton Harbour Timebank Members were located.

It is amazing looking at Crile’s maps to see how dense the network of members is! Every street in Lyttelton has people who are members of the TimeBank. Similarly there are many members in Corsair Bay and Cass Bay. As we go around the harbour members are also dispersed in each settlement with a growing cluster over in Diamond Harbour. The maps just give a great overview of how dense this network of people is. Take a good look. Maybe you didn’t realise you had other TimeBankers on your street. There are over 400 TimeBank households around the harbour and the network is still growing! No wonder the harbour communities are continuing to get stronger as we all get more and more opportunities to link with each other. Nestled into Crile’s maps he also shows where other TimeBanks are around the country and the world. In 2005 Lyttelton was the only TimeBank in the country and now look how many there are!

Supermarket Opening Delayed Due to be the first supermarket to open in East Christchurch since the February 2011 earthquake the Super Value in London Street, originally planned to be open this week, has been delayed by council consents. Rob and Cheryl De Thier have taken over the franchised store, after the Woolston Super Value they were operating was bought by Foodstuffs. For Rob, the reopening will be a full circle, as he worked as butchery manager at the Lyttelton grocery store in 1978. As the building is shared with the Wunderbar, there are changes that need to be made to meet new fire regulations before work can continue. Skate into Summer Lyttelton’s First Skate Jam Skate Jam is heading to Lyttelton on Friday 6 December. Come along to the old St Joseph's School site, 14 Winchester Street and join us for an evening of free skating and blading action. The event will kick off at 5.30pm for two hours with coaches from Cheapskates Skate Skool running free "learn to skate" sessions for those who are keen to give it a go. Even if you haven't got any wheels of your own there will be free skateboard and in-line skate hire available. There is something for all ages and abilities including a sausage sizzle and free bouncy castle and face painting. Everyone across the local community are invited to come along and enjoy this event. The Lyttelton Skate Jam is brought to you by the Lyttelton Mt Herbert Community Board, Cheapskates Skate Skool and the Christchurch City Council Recreation and Sport Unit. Tom has recently graduated his law degree at the University of Canterbury and is using the money he makes from his Christmas Cookies campaign to get overseas and do some exploring in Europe. Lyttelton Floatation Tank Initiative Hello Lyttelton. We are wanting to move to Lyttelton and establish a business that we are hoping the Lyttelton community would embrace and benefit from. This involves what is called a floatation tank. It is a tool that is utilised for deep relaxation and advanced meditation purposes. It is a fibre-glass tank, filled with a dense saline solution, so dense that somebody lying down will effortlessly float to the surface. The water is maintained at body temperature, and the tank (once the user closes the entrance and exit door), is completely dark and silent. This is the most sensory reduced environment available. The experience has been likened to that of a 'return to the womb' completely supportive and relaxing. There has been some incredible research into the benefits of use of the tank, including but not limited to: Deep relaxation; Increased creativity; Greater self-empowerment; as well as enabling deeper meditative states. This is a form of therapy which is quickly gaining momentum internationally. Although currently our tank is only one of two available in New Zealand, and the only one available in the South Island for public use. We are hoping someone in Lyttelton is interested in helping bring this venture to Lyttelton, namely through the provision of space, or may be able to advise on an appropriate and available rental property. The space to hold the tank needs to be rather specific. A garage on a concrete base that is available to be renovated for insulation would be ideal. The Appointed Board would like to advise whanau where their children will be located for terms 2,3 & 4 of the 2014 school year. The new school will initially operate over two sites; 1) The St Joseph’s site will be known as the ‘Town site’ and 2) The Lyttelton West site will be known as the ‘Hill site’. If your child is currently enrolled at Lyttelton Main School they will be located on the Town site for Terms 2,3 & 4 of the 2014 school year. This means if your child begins the year on the Lyttelton Main site they will need to relocate to the Town site for the beginning of Term 2. If your child is currently enrolled at Lyttelton West they will be located at the Hill site for the duration of the 2014 school year (no change in location for children). If your child is starting as a new entrant after 5 May 2014, they will be located at the Hill site. There will only be one new entrant class in the new school. Projected class numbers for the 2015 year suggest if your child is starting as a new entrant in the 2015 school year they will start school on the Town site. The current Lyttelton Main site on Oxford Street will become a construction site from May 2014 and there will not be any children on site during the build. While our intention is to minimise disruption for the children, please be assured that staff and children will be working together across sites to develop the culture of the new school and get to know each other before moving into the new buildings in Term 3 2015

What we are doing 

The road shoulder on Godley Quay, between Simeon Quay and Voelas Road was damaged in the earthquakes and needs to be repaired.

We will be repairing the bank and reinstating the road shoulder. Prior to this work commencing, we will be relocating the wastewater main in the road.

Due to the location of works, and machinery required to make the essential repairs, we will need to close Godley Quay, between Simeon Quay and Voelas Road. A detour will be in place during the work period, please follow on-site signage (refer map). Major works will commence from Wednesday 4 December 2013.

Minor investigation works will be undertaken on 27 and 28 November 2013. This includes locating underground services, surveying and site set-up. The road will remain open during this time.

Fuel tankers and vehicles accessing the fuel farm and businesses on Godley Quay will have right of way from Voelas Road into Brittan Terrace.


How this work could impact you Traffic Impacts: 

Godley Quay will be closed from Wednesday 4 December until 20 December 2013, and from 6 January 2014 until late February 2014. The road will be open to one way traffic over the Christmas/New Year period. An update will be sent prior to Christmas.

Temporary traffic management will be in place at the intersection of Brittan Terrace and Voelas Road during this work, to allow heavy vehicles exiting Godley Quay a free turn onto Brittan Terrace.

Traffic exiting Voelas Road from Godley Quay into Brittan Terrace will have right of way. Traffic travelling on Brittan Terrace will need to give way to traffic exiting Voelas Road into Brittan Terrace.

There will be no exit from Cressy Terrace into Brittan Terrace, and from the north west side of Voelas Road into Brittan Terrace. Please follow suggested detour. Residents accessing Cressy Terrace will need to follow the detour via Simeon Quay and Voelas Road. (Refer map).

Resident access to properties in Godley Quay will be maintained throughout most of the work. Please follow on-site signage. We will notify you directly prior to any restrictions. Look out for a notice in your letterbox.

For those periods when no vehicle access to your property may be available, please park outside the immediate area of the work site.

On street parking will be affected in the immediate work area. Cones will indicate where parking will not be available. Be on the look out for changed traffic conditions and drive to these conditions.

General Impacts:  Works will take place between 7.00am and 6.00pm,

Monday to Friday with some possible Saturday work.  We will be using construction machinery, concrete saws,

compacting machines and other pieces of equipment as part of this work.  Works may result in increased dust, noise and vibration.

This will be monitored and managed accordingly.  During work hours, let us know if you need help to carry

things from your car. We are happy to help.  Your rubbish and recycling collection will remain

unchanged. Please place your bins, during the works, in your regular spot by 5pm the night before collection. 

Safety is our number one priority—safety is your responsibility too. Please keep children and pets at a safe distance.

Port Hills Rock Stabilisation

Sugarloaf Reserve – Mitchells/Gilpins Tracks – 5 - 20 December 2013 Rock stabilisation work will be carried out at the Sugarloaf Reserve, Port Hills, Christchurch during the weeks within these dates. The work involves treating unstable boulders, outcrops and bluffs on several sites. You may hear the sound of explosives and drilling during this time. Please note that the track is currently closed to members of the public and other unauthorised personnel, and this will continue during this time. Due to the multiple hazards that are present on this site, we may have some “exclusion zones” around the individual work sites. GEOTECHNICAL Question

Answer

I have a property in a Class I area that I want to rent out, am I able to go ahead with my plans?

The level of risk to people’s lives has not been assessed to the extent needed for the Council to make any changes to where people can live. Two more GNS Science reports in coming months will provide more detail around the risk to people’s lives and whether it is “tolerable” or “intolerable”. These reports will be used to inform policy around the management of those risks. If a home has not been issued with a section 124 (s124) notice, it is up to the property owner to decide if they wish to live there or not. If you are unsure you could engage a building professional, such as a structural engineer to check your property.

My property is in a Class I area; I need to move forward with repairs to my retaining wall. What is the Council position on this, and should we wait until April when the stage two and three reports are available before we do anything?

There is currently nothing to stop people from engaging a geotechnical engineer to look at an engineering solution for construction work. However, in a practical sense, the reality for most people in Class I areas is that it will be April 2014 before we will know and understand the full picture of the risks associated with mass movement in these areas.

GNS Science’s technical data wasn’t included in the report, when will it be publically available?

The GNS Science Stage One Report, and subsequent reports in the series, will be available on the Council website at www.ccc.govt.nz/porthillsgeotech The Council holds detailed investigation data that requires a specialist to interpret it. If a consultant or specialist you are working with requires this data, we can make it available to them on request in line with Council policy. GNS Science geotechnical work for these reports includes investigations at individual sites; however, the data informs a much larger, area-wide story. This information is not a substitute for site-specific investigations that looks at a site in much more detail and may include a wider range of geotechnical methodologies and investigations.

If properties remain in the intolerable risk category (following the future development of a life risk model for Class I areas), what will happen? Is it possible there will be pockets of Class I land that can’t be built or lived on?

Following the completion of investigations, the Council, in conjunction with GNS Science, will produce risk maps – these will be used to make recommendations about where people can build and live.

I have accepted a settlement for my home, what will happen if my land is deemed an intolerable life risk and I can’t rebuild on it?

The Stage One Report gives a preliminary hazard classification (Class I, II and III). It is simply too early to say what may or may not happen regarding future decisions.

How will Class I land be managed in the future?

Through the work we have done on the Stage One Report we are building up a picture of the extent and nature of mass movement areas in the Port Hills. Future reports – stages two and three – will add to the knowledge we already have. Once we have a clearer picture, we will be in a position to look at recommendations around mitigation measures.

The Council has been investigating slope stability in the Port Hills since late 2011, why weren’t we told? The Government’s investigations have been going on and now there is another thing for us to deal with.

From late 2011 the Council began investigating cracks and other damage that suggested there has been mass movement where rock and/or soil have moved down a slope. This work has been – and continues to be – very complicated and time consuming. We have now reached a point where we have a sound body of knowledge about the preliminary status of these areas of mass movement that we can share with affected residents.

Will we get answers about the status of our properties in April?

By April we expect to have received the stage two and three reports. These will need to be considered by the full Council who will then direct staff about their expectations around the development of policy for properties in Class I, II and III areas.

Are the stage two and three reports site-specific?

These reports are area-specific, as is the Stage One Report.

Will GNS Science continue drilling?

At this stage all the drilling for Class I areas is complete, however there is a very small chance that further drilling may be required in one or more of these areas. Drilling may be required in the Class II and Class III areas as part of the Stage 4 Report (a case study on two of the toe slump features). If further drilling is required, affected residents will be contacted and works advise notices will be distributed to let people know.

You mention areas may change in size, will this happen in April or before? Will properties outside the areas be drawn into a class?

It is possible some areas will change in size. We are taking a cautious approach at this early stage so, in some cases, the area a property sits within is more likely to move from a Class I area to a II and from a Class II to a III, rather than the other direction.

It is possible a small number of properties may reach the intolerable life risk threshold. The Stage One Report gives us a preliminary classification for Class I, II and III areas – it is simply too early to say what may or may not happen regarding future decisions.

We had hoped to release this information at the same time as the Government’s zoning review but unfortunately the announcement was delayed due to the recent court action. The Government’s zoning review relates to rockfall/boulder roll and cliff collapse hazards. The Council’s GNS Science Report is about slope stability.

We will work to keep affected residents informed of progress as we move toward the April date.


INSURANCE Question

What are the insurance companies and EQC’s response to the information in this report?

EQC are committed to settling Port Hills land claims by Christmas 2103, and are happy to continue to settle with affected Port Hills residents.

Will the information in this report mean insurance premiums will increase?

IAG need to consider the information in the Stage One Report and what this means for our customers. There are always factors that arise that need to be considered and each case will be considered on an individual basis. However, at this stage we don’t anticipate any major changes in premiums as a result of these GNS Science Stage One Report findings.

For new builds in Class I areas will insurance companies take on new policies?

From IAG’s perspective, this is unlikely until the completion of stage two and three reports.

IAG want a safe and sustainable solution for clients. We want to consider the information in the Stage One Report, and what further reports might mean for affected Port Hills residents. Please come and talk to us.

THE GOVERNMENT’S PORT HILLS ZONING REVIEW Question

The CERA red zone offer expires in March 2014, and the GNS Science stage two and three reports are not expected to be finalised until April 2014. Will the red zone offer be extended to allow people to take the stage two and three report findings into account when making their decisions?

The Government’s zoning review relates to rockfall/boulder roll and cliff collapse hazards. The Council’s GNS Science Stage One Report is about slope stability. CERA is working with property owners, and if there is a need to extend their offer period it will be considered in due course.


EMERGENCY RESPONSE Question

Will the work Fulton Hogan is doing on repairs to Main Road cause complications for the mass movement area around The Brae/St Andrews Hill? And, is work on Main Road now going to be held up?

The GNS Science information will be used by the Port Hills Lifelines and Key Routes Project* team to work out strategies for ensuring vital transport connection to the eastern suburbs and the Port of Lyttelton is maintained. SCIRT has not been advised of anything that would delay/influence the Main Road three laning project which Fulton Hogan is now working on. Work has started on the seawall; wastewater repair and road reconstruction are both scheduled to begin in 2014. Road reconstruction and total project will be completed in mid-2015. The anticipated traffic impacts on Main Road consist of lane shifts and reduced width. Later in the project in 2014 it may be necessary to have some small lane closures at the entrance/exit from The Brae, Te Awakura Terrace and St Andrews Hills Road. The traffic management plans for these intersections will be planned and approved in accordance with other SCIRT projects/works in the area and the community will be advised well in advance. *The ‘Port Hills Lifelines and Key Routes’ study reviewed a number of key routes around the Port Hills. Main Road was considered to be a lifeline route as it provides a vital transport connection to the eastern suburbs and the port of Lyttelton for overweight and over-dimension loads. It also carries vital water, sewer, power, phone and other services. The purpose of this project is to make sure that route is secure and remains usable in the event of a future significant earthquake or other event.

BUILDING CONSENT Question

My property is in a Class I area. I have a building consent and construction is about to get underway. What does the information about Class I areas mean for my building project?

The Building Act 2004 has been put in place to protect people; and buildings must demonstrate compliance with the construction requirements in the Act.

I am a couple of weeks away from submitting my designs for a building consent and my property is in a Class I area. Will the Council now hold up my building consent – do I need to wait until after April 2014?

The reality for most people in Class I areas is that it will be April 2014, when we have the stage two and three reports, before we will know and understand the full picture of the risks associated with mass movement in these Class I areas. People in Class I areas are entitled to pursue a building consent, but are required to demonstrate compliance with the Building Code before they can be issued with a consent. Until these reports are available it will be difficult to demonstrate compliance with the Building Code. Any application for building or resource consent will be treated on a case-by-case basis. As with all properties in the Port Hills, Class I, II and III areas will need a site-specific geotechnical report for a rebuild or foundation repair, if the development requires a building and/or resource consent. A geotechnical consultant could use information from the Council’s GNS Science Stage One Report, along with site-specific geotechnical information, to make decisions on rebuild or repair options. For customers who have already progressed through the design and consenting phase and are now in a Class I area, the Council strongly recommends your engineer reviews the findings in the Stage One Report and considers how this information impacts on the foundation design for your building.

Why isn’t the Council advising people in Class I areas not to apply for a building consent?

Under the Building Act 2004, the Council is not able to stop people from submitting a design for a building or resource consent. However, the reality for most people in Class I areas is that it will be April 2014, when we have the stage two and three reports, before we will know and understand the full picture of the risks associated with mass movement in these Class I areas. We will work with an applicant’s design team to give the best advice we can based on the level of information we have from this GNS Science Stage One Report. We are looking at the status of consents that have been issued for Class I areas and will be contacting owners.

What is the Council doing about water run-off problems on earthquake-damaged hillside land?

Following the 22 February 2011 earthquake, many mains were broken – releasing water for more than 12 hours and creating damage to the land and infrastructure. The Stronger Christchurch Infrastructure Rebuild Team (SCIRT) is working through a repair horizontal infrastructure programme. What about loess run-off on a private driveway, who is responsible for managing this?

Managing issues such as water run-off on private property is the responsibility of the property owner. However, if run-off is causing a nuisance and you think it is coming from another property, we suggest you firstly discuss this with the property owner concerned. If you continue to experience run-off issues, please contact the Council’s enforcement team on 914 8999 or 0800 800 169.

For people whose property may end up in a possible, future intolerable life risk Class I area, what are the things that need to be addressed, such as building consent?

The GNS Science Stage One Report gives us a preliminary understanding of mass movement areas in the Port Hills. We need to complete further reports – stages two and three – and consider their findings in order to make any recommendations. At this stage, building consents for Class I areas will be looked at on a case-by-case basis. If a customer’s design team can demonstrate how the project/design will comply with the Building Code with the current information available, a consent will be issued. The reality for most people in Class I areas is that it will be April 2014 before we will know and understand the full picture of the risks associated with mass movement in these areas.
