Landmark Donation to Rebuild Timeball Station $1Million Dollars to Kick Start the Rebuild Dream
At the end of last year, the Lyttelton community very kindly took part in New Zealand Historic Places Trust survey to investigate interest in seeing the Timeball Station rebuilt in some form on its original site. The results were absolutely clear; 99% of the over 800 people the New Zealand Historic Places Trust spoke to wanted the Timeball reinstated on the Lyttelton skyline. And over the weekend the New Zealand Historic Places Trust released some fantastic news that Landmark Incorporated has become the ‘founder donor’ for the Lyttelton Timeball rebuild, and has presented a cheque for $1million to the New Zealand Historic Places Trust. Fundraising and other related project activities will NOT start for a good while yet; there is still much to do before the New Zealand Historic Places Trust can go out with a fundraising appeal. But this generous donation by Landmark Incorporated indicates that the Lyttelton Timeball rebuild can now become a reality David Chandler, President of Landmark Incorporated announced “We are extremely pleased to make this gift, from the people of Auckland to the people of Canterbury, knowing it will help to restore a significant landmark to an area that has lost so much of its heritage. Landmark Incorporated is a charitable organisation established in 1972 with the vision of preserving New Zealand’s heritage landmarks. “The focus of Landmark Incorporated has been on New Zealand’s heritage places and landmarks and the Timeball Station was one of New Zealand’s most significant places. It was a Category 1 Historic Place and one of just a handful of working Timeball Stations in the world, so along with having a clear place in the community’s heart, it was internationally significant. To be able to provide this gift, and help ensure the Timeball can rise again is strongly aligned with Landmark’s purpose”. New Zealand Historic Places Trust Chief Executive, Bruce Chapman, said the importance of this donation goes beyond its dollar value. “In a sense this donation is the most important one because it makes the project a reality. When the New Zealand Historic Places Trust sought the views of the Lyttelton community at the end of last year, the community gave the Trust a very clear message that some form of rebuild is important. Landmark’s vision and generosity means the rebuild project has a firm foundation”. Chairperson of the New Zealand Historic Places Trust Board, Shonagh Kenderdine, said that before the Landmark offer the organisation had been hoping to find a way reinstate the Timeball mechanism on Lyttelton’s skyline. “The Board has approved in principle the rebuild of the tower and reinstatement of the flag pole. The New Zealand Historic Places Trust is now exploring what else is feasible. The potential for a larger rebuild is there, which is exciting, but we are clear that regardless of what is the final outcome, this is just the start of an extended period of fundraising.” The New Zealand Historic Places Trust is currently undertaking a study to determine what would be the most appropriate structure both for the site and to meet the needs and hopes of the community. No decisions are expected until later this year. Mrs Kenderdine said the Timeball, like New Zealand’s other historic places, is an important reminder of our unique and complex history, and our global connections. “After the building was lost we had messages of sympathy and sorrow from people around the country, and around the world. Calling All Men Menz Shed for Lyttelton
The word is getting out there. A Menz shed is on the cards for Lyttelton. Having attempted to set up a group once before, Community House Trustee Fred Tunnicliffe and Manager Christine Wilson are determined to see if local men are interested in this idea. To really gauge interest this time round they have a more comprehensive advertising campaign to really find out what the men of Lyttelton think about this idea. Utilising their community contacts it seems to be working. Christine says “Flo McGregor has been popping leaflets in everyone’s mail boxes, the Lyttelton Harbour Review is promoting the concept, and locals are popping up posters in most community centres alerting men that if they want a shed it is just waiting for members”. Luckily for Lyttelton, Christine says that the community already has access to a venue to host the group. Caine Tauwhare from the Whakaraupo Carving Centre has agreed that the Lyttelton Menz Shed can operate from the Carving School at 30 Godley Quay. Now the only important ingredient is people, or more particularly, men. Christine and Fred say that the bottom line to open is ten willing participants. To date they have ten interested men so it appears a Menz Shed for Lyttelton will soon become a reality. However the advertising campaign has not run the full distance so they hope many more interested men will sign up. In case you are not familiar with the concept of a Menz Shed, it is a place where men can go to socialise, have a yarn, be creative, share ideas, share skills and spend time with other men while building things, and working on projects, for their community. It is a place to make guys feel good and give them a sense of purpose and a reason to get out into the community. The modern Menz Shed is an updated version of the backyard shed that has long been a part of Kiwi culture. Menz Sheds are springing up all around New Zealand. If you looked inside one you might see blokes restoring furniture, restoring bicycles for a local school, making bird houses, fixing a lawn mower, or making a piece of furniture for home. You might also see a few young men working with the older men learning new skills and learning something about life. You might also see tea-bags and coffee cups! Christine says that when the advertising campaign is over the first step for the Lyttelton Menz Shed will be to get all the interested men together, have a meeting and decide how they want the shed to operate. Sheds operate differently from community to community. Who knows maybe this shed will become a community shed once the blokes have got things sorted. Decisions will need to be made about what extra equipment they need, when they are open and what sort of jobs they would like to do. Already ideas are flooding in. This one came from the TimeBank: Lyttelton Main School needs some untreated garden planters for their school kitchen garden and a properly fenced chicken run. Then London Street vacant blocks need more seating, and the Youth Centre would like to be connected for skills sharing and fundraising and so it goes. Fred says ”there are real synergies between many Lyttelton Community Groups and the Menz Shed. It’s not a pie in the sky concept. This will be something really positive for the men in this town”. Lyttelton Harbour Festival of Lights Winter Highlight Returns
The Lyttelton Harbour Festival of Lights runs over four days, 20th – 23rd June, with the spectacular street party on Friday 21 June from 5.30pm. The programme encompasses music events, dance, kapa haka, workshops, circus, food and wine, documentary and feature film, art exhibitions and, of course, the brilliant Lyttelton Port of Christchurch Fireworks display. This year, the festival boasts a jam-packed programme with a wide variety of events in Lyttelton and Diamond Harbour. Once again, the Lyttelton Harbour Festival of Lights offers a great opportunity to show-case Lyttelton's much-loved and much-prized local musicians. But the festival is much, much more than that. Come over for a night of wine tasting, storytelling and a light and sound exhibition on Thursday 20th June. Enjoy live music and great food and drink any night of the festival at one of Lyttelton's wonderful venues – Tommy Chang's, Freeman's Dining Room, Roots Restaurant, the Wunderbar or the Porthole. The event is managed by Project Lyttelton, which also runs [amongst other projects] the Lyttelton Farmers Market, Community Garden and New Zealand’s first Time Bank. Project Lyttelton is strongly focused on sustainability and community building. Festival-goers are encouraged to use public transport and adopt the festival’s Zero Waste approach, by taking any non-recyclable rubbish home. Coffee Culture Supports Festival of Lights Supporting the Festival with Three Neat Events
As the festival gets closer the Lyttelton Harbour Review will slowly roll out the events programme. First up local business supporter Coffee Culture is planning a series of events between Thursday June 20 and Sunday June 23. To get us into the festival mood, Coffee Culture will launch their activities at 6.00pm on opening night, Thursday June 20th. To be held in the Cafe, Coffee Culture are hosting a coffee workshop. Learn about where the coffee beans come from, how they are roasted, what the different bean types are, and learn about the blends. There is so much more to coffee than meets the eye and Coffee Culture head office expert Quentin will be there to answer all your questions. This will be a hands on workshop and you will get some blind tastings to test your taste buds. Following the coffee workshop at 7.00pm Rewi Couch transforms the evening into a Story Telling space. Hear his wonderful cultural stories. Emily and Samira hope he will inspire residents to participate as well. There are so many tales about Lyttelton that should be told. If you know a good Lyttelton Story Teller encourage them to get involved. There are so many old tales that are talked about and they would really love to have someone tell them. Emily and Samira are focusing on the beginning and the end of the Festival. Their last event follows on from last year’s successful film evening in London Street. Some may remember the movie screened on the Coffee Culture building and sitting watching in the lovely screened off picket fence half street? The cars that drove past wondering what the heck these people were doing sitting out in the cold on a wintry evening. Well to continue the tradition this years film will be Peter Jackson’s “The Frightners”. How Lyttelton can you get? Filmed in Lyttelton this iconic comedy horror film is a must to see. Bring your bean bags, chairs, hats, coats, scarves and hot water bottles for a night not to be missed. These neat events will be free courtesy of Emily and Samira, the local franchise owners of Lyttelton Coffee Culture, who say “we just want to thank Lyttelton for looking after us since opening”. Lyttelton Master Plan Implementation Update No.4 May 2013
Welcome to the fourth of Christchurch City Council’s regular progress updates on Lyttelton Master Plan implementation.
What has been happening: Progress to date on actions from the Lyttelton Master Plan by both the Council and community-based project leaders includes: M4 London Street Public Realm Enhancements and Public Event Opportunities One of the focuses of this action is investigating and implementing ways to improve the functionality of London St for public events, including closing it routinely on Saturdays for the Lyttelton Farmers’ Market. While this has been achieved by Project Lyttelton and the Lyttelton Harbour Business Association through CERA as a recovery initiative, various compliance issues still need resolving to allow a seamless transition of this location from a temporary to a permanent one beyond expiry of the trial period. Work to identify how this can be done has started. M6 Access to and from Lyttelton The Council’s draft Three Year Plan schedules $105 million for fixing the ‘lifeline’ route through Sumner to Lyttelton. Of this, around $30 million is identified for the repair of Sumner Road. This funding has been subject to submissions. Assuming it is confirmed in late June, this major project will take at least 18 months to complete once started. N1 A New Civic Square Following the community meeting on 17 April 2013 to further develop the locations, look and feel of the square’s features, the Council’s landscape architects prepared and presented three draft design concepts to a panel of six local design professionals [selected by the Lyttelton/Mt Herbert Community Board] on 14 May 2013, for peer review on behalf of the community. The draft design concepts were generally well received, along with useful feedback as to how to further refine them. The resulting two draft design concepts were reported to the Community Board on 23 May 2013, in anticipation of the final phase of community consultation [refer over page] to determine the final recommended design concept. This is expected to be considered by the Community Board on 22 August 2013. N4 Head to Head Walkway The Lyttelton Mt Herbert Community Board’s application for funding from the Capital Endowment Fund – Special One-off Project Scheme to prepare and launch a map and brochures promoting the existing sections of this walkway was successful. N5 Temporary landscapes The seven transitional projects on the civic square site have either been completed or are close to completion, some with help from community members [including in one delightful case their dog see www.facebook.com/LyttelPeople]. Community feedback on these will be sought in tandem with the final phase of community consultation on the design of the square itself [refer over page].
What is happening now: Work in progress includes: M2 Heads of Agreement to Facilitate Resolution of Port and Inner Harbour Waterfront Access-Related Issues Work has started on preparation of the Lyttelton Access Statement, a priority project identified in the Greater Christchurch Transport Statement and draft Land Use Recovery Plan, which will also achieve Action M2. This Statement will focus on establishing reliable, resilient access to the Port of Lyttelton and identifying appropriate access to the waterfront for the Lyttelton community and visitors. It is expected to be completed around October 2013. Community engagement will occur in due course. C9 Emergency Preparedness: Work continues on the draft Lyttelton Harbour Community Response Plan. With the public workshops finished, the steering group has begun interviewing key stakeholders, with the aim being to finalise the plan by the end of June 2013 if possible. What is coming up: Watch out for further information or action on the following: N1 A New Civic Square Two draft design concepts have now been developed and the transitional projects on the civic square site will be completed by 30 May 2013. To help the Council’s project team prepare a final design concept for the square for approval by the Lyttelton Mt Herbert Community Board, you will be able to have your say by lodging a submission, information about which will be made available shortly. N2 Pool Garden Off-Season Access C1 Improved Utilisation of the Lyttelton Recreation Centre The Lyttelton Mt Herbert Community Board is hosting a community meeting from 6.00pm – 7.00pm on Wednesday, 5 June in the School Hall at Lyttelton Main School, Oxford Street, to inform the community of the status of these facilities and seek community feedback on the repair or rebuild options and their costs. This will help inform their recommendations to Facilities Rebuild. B1 Rebuild and Recovery-Supportive Amendments to the Banks Peninsula District Plan A number of the recommendations in the draft Land Use Recovery Plan [LURP] prepared by Environment Canterbury have identified the need to bring forward the District Plan review, including to give effect to suburban centre master plans and to update design guidelines. As a result, the Council agreed on 24 April 2013 to commence the District Plan review [the vehicle for these amendments], starting in July 2013. While certain logistical decisions have still yet to be made, work on earthquake -recovery driven aspects of the review is expected to be completed and given effect to within twelve months through the Canterbury Earthquake Recovery Act.
What can I do: The Lyttelton Master Plan provides a community-agreed vision and framework within which the Council, organisations and individuals can make decisions that contribute towards Lyttelton’s rebuild and recovery. Contractor Van Hits Lyttelton House A contractor's van rolled down a steep road and became airborne before crashing through the roof of a Lyttelton house late last week. Kyle Zegermann had been "testing strops" and was putting his gear back into his van at the top of Ticehurst Terrace when it began rolling backwards down the hill. "I was in the back and it started rolling, and I just got out," he said. Zegermann watched the van career down the narrow road, hit a car and turn it 180 degrees before heading straight for 26 Ticehurst Terrace. The van scraped a neighbour's car, before it became airborne for "four or five metres" and landed on top of the house, which is below the road, embedding itself in the kitchen. Greg Perano was in the room next to the kitchen, when the van collided with his house. He said the bathroom was "completely gone" and the kitchen was partly destroyed and there was a hole in the bedroom. "As per Cantabrians, initially I thought it was an earthquake and then I thought this can't be an earthquake, then I looked out the window and saw the van," he said. "But no-one was hurt and that's the main thing." Woolston fire station officer Ralph Moore said crews were called to the scene about 1.30pm, and they understood the van's handbrake had failed. Moore said it was lucky the van had not done more damage. "There's a lot more hill below. If it got some more speed up it could have done a lot more destruction. Fuel Trucks Seek Permanent Tunnel Pass Thanks, But No Thanks Approach to Re-Opening Evans Pass from Fuel Companies
BP New Zealand and Z Energy say the earthquakes have highlighted the vulnerability of Christchurch's fuel supply chain, and authorities need to take urgent action to improve its resilience. Addressing the Christchurch City Council's earthquake forum today, BP national terminal manager Warren Bolger said the situation was causing ''significant investment uncertainty'' among fuel companies. Before the quakes, most fuel coming into Christchurch arrived through the Port of Lyttelton and was then taken by tanker across Evans Pass or piped through Mobil's pipeline, which runs from Lyttelton to Woolston. But the Mobil pipeline, which was damaged in the quakes and was temporarily unusable, can now take only certain grades of fuel. Evans Pass is still closed and requires at least $30 million of work to take it back up to pre-quake standards. The NZ Transport Agency [NZTA] has allowed the companies to take fuel through the Lyttelton tunnel at night, under strict conditions, but has signalled that arrangement will end when Evans Pass reopens. Bolger told councillors that fuel companies would be reluctant to use Evans Pass once it was reopened because it was difficult to navigate and an undesirable route for the transportation of dangerous goods. ''There is no appetite for putting trucks across that sort of road,'' he said. Trucks could not use Dyers Pass because it was too steep, and Gebbies Pass was also problematic because it had no shoulder and lots of tight bends. Bolger said the fuel companies' clear preference was to continue being able to use the road tunnel. It comes as no surprise that the Christchurch City Council has little understanding of the different world that this volcanic island town is to their flat city.
