Rapid investment in construction of publicly-owned renewable energy sources. The flat-topped hill - once a municipal dump - across the Mill Creek would be a site for solar power generation. Such a solar field could generate far more power than would be needed by the residents of Elmwood Place and could additionally serve the green industry that is situated in the currently vacant industrial sites.

Upgrading all existing buildings to be maximally energy efficient, electrified and connected to smart power grid. A process would be initiated where existing buildings are assessed and improvements would be recommended and performed: predominantly this would involve installation of new windows and improved insulation. As part of a green jobs program this would give decent well-payed employment to workers, including many transitioning from the fossil fuel and extraction industries.

Overhauling transportation systems - including clean, affordable, accessible public transportation Cincinnati once had a very robust electric streetcar system serving communities like Elmwood Place. Through rebuilding this system and connecting it with regional light-rail, residents could be freed from expensive reliance on individual vehicles. All residents would be within half a mile of a transit center located at a current site of a recycling plant.

Providing all people with access to affordable, safe and adequate housing Housing is a human right and urban density is one of the clear tools of reduced carbon consumption. Additionally, an increased population in Elmwood Place would facilitates a return of the individual and communal goods and services that once populated the main street. Like in Red Vienna and Vauban these housing units would combine not only decent individual dwellings, but shared communal spaces and resources. This housing could be situated in the swath of mostly vacant land surrounding what will be a regional rail line.

Water conservation will become increasingly vital in the coming years. Part of the project will be implementation of water catchment and storage systems. Additionally, as solar production becomes distributed across the built environment, solar production at the site of the former dump could be reduced to begin a process of remediation to the site and returning it to its original forested condition.
