Following up on Donors’ Pledge 2015 and so far till mid of 2016 encountered many delays and a slow-down in funding of pledges made at the Cairo Conference for Gaza Reconstruction. As a result, many of the planned interventions for 2015 have been delayed. The government will continue to follow up on donor pledges during 2016.

In full coordination with World Bank, the below figures are showing funding disbursement till April 12, 2016

Pledges and grants that are currently being pursued Grant from Kuwait (USD 200 million) Housing

Agriculture

2,254 totally destroyed housing unit are expected to be rebuild.

Greenhouses Intervention: Beneficiaries’ lists are prepared. Documents are under review.

1,704 received the first installment (50%) 550 new beneficiaries are nominated in the final list (expected).

Livestock Intervention: Beneficiaries’ lists are prepared. Documents are under review. Quarantine Project: Building design is underway.

Local governance Initial approval obtained for proposed projects list containing 60 projects with total budget of USD 35 million.

Water Designing the National Water Carrier is underway. Education

Tender document preparation process for Gaza North infrastructure interventions is ready. Tendering is in process.

USD 3 million is assigned to support the education sector.

Economic

Call for proposals will be out soon.

Ministry labs development bids are under reviewing now.

Health

List of damaged facilities in Wood and Construction sectors is finalized.

USD 4 million is assigned to support the health sector through reconstruction of Al Shifa hospital maternity building (building design is underway)

Grant from Turkey – Expected (USD 50 million)

The funding is coordinated with the Ministry of Public Works and Housing (MoPWH) in terms of setting priorities and beneficiaries’ selection.

Communications are taking place with Turkey through the Palestinian embassy in Turkey in order to accelerate receiving the expected grant.

Grant from UAE – Expected (USD 200 million) Continued coordination efforts with UN agencies in order to increase UAE grant up to USD 200 million. (Focus towards increasing Housing Sector share out of the grant).


Construction Materials The GRM system is functional again after partial operation due to restricted cement imports. The total number of requests for purchasing construction materials submitted under the Gaza Reconstruction Mechanism (GRM) by owners of damaged homes, as well as persons not impacted by the 2014 Gaza war, has surpassed 156,000.

Rental Subsidy & Cash Assistance Program Over 11,850 families (about 65,000 individuals) remain displaced as a result of the 2014 conflict. 1,081 non-refugee families received for the first 6 months but only 577 for the second six months therefore there is still 504 who require in the second six months 8,508 refugee families received cash for rent from Jan-Mar 2016 and 7,343 from Jan-June 2016. There is still an urgent gap in assistance for approx. 7,500 IDP families who have not received any support after end of June 2016 due to lack of funding and who require assistance for the remainder of the year. About 300 families are still living in caravans.

Electricity Sector The electricity sector damage as a result of 2014 war was

Palestinian Energy Authority (PEA) is aiming at providing a continous and stable supply of electricity to the citizens of Gaza. To achieve this PEA is implementing:

Operational solutions To stabilize electricity supply from different sources including the power plant, the Israeli side and the Egyptian side. Implement interventions leading to the rehabilitation of the high voltage network; maintenance and installation of transformers; and reconnecting all areas affected by the 2014 war with electricity.

Sustainable/strategic solutions To find lasting solutions to the problem of electricity in Gaza, including main power plant gas pipeline, increasing the capacity of the plant and finding additional sources of electricity.

National Carrier: with total budget of USD 140 million. USD 60 million have been secured by the State of Kuwait (43% of the total cost). Other donors are showing interest in funding this strategic project. Other projects: Waste water plants, the use of treated wastewater for irrigation and small desalination plants.
