Following up on Donors’ Pledges From 2015 until mid 2016 many delays have been encountered and there has been a slow-down in funding of pledges made at the Cairo Conference for Gaza Reconstruction. As a result, many of the planned interventions for 2015 have been delayed. The government will continue to follow up on donor pledges during 2016.

In full coordination with World Bank, the below figures show funding disbursement till July 31, 2016

Pledges and grants that are currently being pursued Grant from Kuwait (USD 200 million) Housing

Agriculture

2251 totally damaged housing units are expected to be rebuild.

Greenhouses: Beneficiaries first list prepared (106 beneficiaries)

USD 49 million spent out of USD 75 million allocated for housing sector.

Livestock: Beneficiaries first list prepared (223 beneficiaries) and sent to Kuwaiti Fund for approval

On-going construction reached 2065 housing units Fully reconstructed reached 292 housing units. 665 beneficiaries are nominated to receive their second and third installments. The list sent to Kuwaiti Fund. Local governance Initial approval obtained for proposed list containing 60 projects with total budget of USD 35 million Northern Governorate bid prepared and sent to Kuwaiti Fund for review. Gaza Governorate bid is under preparation.

Quarantine: following up with many parties regarding the Allocated Land where the Quarantine will be built and located. Water Designing the National Water Carrier is underway (Kuwait Gov. through this grant will cover around 43% of the total cost of the National Water Carrier) Education USD 3 million allocated to support the education sector.

Economic

NORG announced an RFP for local education institutions to apply for grants to rebuild their education destroyed/new facilities. Priorities will be given to institutions support vulnerable groups. i.e. people with disability, orphans, etc.

MoNE’s labs development project prepared. Waiting for Israeli side approval to announce the bid and equipment and materials can enter Gaza.

The technical committee that assigned to evaluate the proposals is preparing the final report with the recommendations to be sent to Kuwaiti Fund.

Other interventions in the economic sector are under identification and considerations

Health

Southern Governorate bid is under review (Khan Younis and Rafah).

USD 4 million allocated to support the health sector through constructing maternity hospital/ building at AlShifa Medical Complex. Project documents are under preparation. It is expected to finalize the preparation by March 2017. First draft of the project documents received.

Loan from Italy (EUR 15.5 million)

Grant from Turkey – Expected (USD 50 million)

The funding is coordinated with the Ministry of Public Works and Housing (MoPWH) in terms of setting priorities and beneficiaries’ selection.

Communications are taking place with Turkey through the Palestinian embassy in Turkey in order to accelerate receiving the expected grant.

Grant from UAE – Expected (USD 200 million) Continued coordination efforts with UN agencies in order to increase UAE grant up to USD 200 million. (Focus towards increasing Housing Sector share out of the grant).


Construction Materials The GRM system is functional again after partial operation due to restricted cement imports. The total number of requests for purchasing construction materials submitted under the Gaza Reconstruction Mechanism (GRM) by owners of damaged homes, as well as persons not impacted by the 2014 Gaza war, has surpassed 158,000.

Japanese government reallocated an amount of USD 1.5 million which was meant to support rehabilitation of 60 partially destroyed housing units to support constructing a football stadium in Rafah


Housing Sector Rental Subsidy & Cash Assistance Program

Over 11,850 families (about 65,000 individuals) remain displaced as a result of the 2014 conflict (7/2016 data). 1,081 non-refugee families received for the first 6 months but only 577 for the second six months – therefore there is still 504 who require in the second six months. 8,508 refugee families received cash for rent from Jan-Mar 2016 and 7,343 from Jan-June 2016. There is still an urgent gap in assistance for approximately 7,400 IDP families who have not received any support after end of June 2016 due to lack of funding and who require assistance for the remainder of the year. 300 families received caravans.

Energy/electricity sector recovery needs estimated at USD 238 million (DNA)

Palestinian Energy Authority (PEA) is aiming at providing a continous and stable supply of electricity to the citizens of Gaza. To achieve this PEA is implementing:

Operational solutions To stabilize electricity supply from different sources including the power plant, the Israeli side and the Egyptian side. Implement interventions leading to the rehabilitation of the high voltage network; maintenance and installation of transformers; and reconnecting all areas affected by the 2014 war with electricity.

Strategic Projects

National Carrier: with total budget of USD 140 million. USD 60 million have been secured by the State of Kuwait (43% of the total cost). Other donors are showing interest in funding this strategic project. Other projects: Waste water plants, the use of treated wastewater for irrigation and small desalination plants.

Qatar Charity grant USD 7 million will cover around 251 facilities in food, paper, aluminum and metal industries. New intervention with total amount of USD 7 million has been started. 200 facilities will benefit, including in the industrial, trading, services and tourism sectors. 1,200 job opportunities will be created.

Kuwait grant USD 8.6 million grant to businesses in the construction and wood sectors.

Other Grants USD 3.3 million funded by DFID and implementing by DAI (PMDP). Back to work initiative through support reconstruct the infrastructure of damaged business. USD 2.2 million ffunded and implemented by different agencies including IR, MoA, Premier Urgence through small scale projects to support farmers, women and other vulnerable groups.
