From the General Manager, Mark Reid With the exception of our members who are wintering in warm climates, the rest of us are doing a great job toughing out another Missouri winter. We have already had our fair share of ice, and with this moist air pattern, we are surely destined for more snow. Our Maintenance crew has done well under tough conditions this year. The road salt we put down works by lowering the freezing point of water via a process called freezing point depression. The freezing point of the water is lowered once the salt is added, the salt makes it more difficult for water to freeze. A 10% salt solution freezes at 20 degrees Fahrenheit and a 20% solution freezes at 2 degrees Fahrenheit. The key is, there has to be at least a tiny bit of water on the road for freezing point depression to work. If the roads are dry and the Lakewood Maintenance simply puts down road salt, it likely won’t make much of a difference if frozen precipitation accumulates on the road surface. Until warmer temperatures or

sunlight can create some moisture to mix with the salt, the frozen precipitation will become compacted by road traffic. Our snow plows will remove most of the snow, but the hard packed snow will remain until it melts off. Lakewood does not have the sophisticated and expensive equipment, like MODOT and the City of Lee’s Summit, to pre-treat roads with a brine solution (a mixture of salt and water) when ice and snow is forecast. But pre-treating with a brine solution can help ice from ever forming, and will help reduce the amount of road salt trucks will need to spread to de-ice later. This is why highways and main arterial roads are generally in better shape than Lakewood roads early on after a storm. We use the winter months to be productive in planning the Lakewood Improvement Projects, issuing contracts and procuring materials so that we can maximize the

Marsha Alexander

LSR7 voters to cast ballots April 7 on no tax rate increase bond issue to address student safety, enrollment capacity and future-ready learning and more

Lakewood Artist of the Month

M

Written by Jane Rohling, Lee’s Summit R-7 Public Relations Department

arsha Alexander is another of Lakewood’s fine artists. Her art will be on exhibit in the Argyle Gallery during the months of March and April.

Marsha grew up in Marshville, North Carolina. Last fall, the Marshville Museum hosted a month long art exhibition featuring Marsha and her sister, Jill Griffin’s, artwork. Several of Marsha’s paintings depicted structures that reflected a history of the small southern community. Marsha has taught art and design in K-12 as well as at the undergraduate and graduate levels. She retired from the University of Missouri Extension in 2016 after 34 years as a faculty member. Marsha became interested in drawing and painting at age six, encouraged by her supportive parents and a special grandmother who was an accomplished artist. Her art has focused on natural landscapes and architecture and she has painted in a variety of mediums. During the last

few years she has concentrated on oil painting. Marsha has utilized several of the landscapes surrounding the lakes of Lakewood in her most recent paintings. One of Marsha’s favorite activities is “plein air” or outdoor painting. She particularly enjoys joining her Lakewood friends for outdoor group paint sessions. Some of the paintings inspired by these outings can be seen in the current exhibit. Marsha said, “My three youngest grandchildren live nearby and take art lessons from me. We utilize many different types of medium. Watercolor is by far their favorite. Starting children at a very young age to experience art really enhances both their creativity and self-confidence.” Be sure to stop by the Clubhouse to see the fine art of Marsha Alexander and have dinner with your neighbors in the Argyle.

In 2018, Lee’s Summit R-7 Schools began a collaborative process to examine the district’s future capacity needs and imagine the classrooms and schools students and staff need to thrive. “As a district, we worked with the community to examine not only short-term solutions such as boundaries,” Interim Superintendent Emily Miller says, “but long-range options that would impact instructional facilities and programs.” This fall, the district’s Citizens’ Advisory Committee used enrollment projections, financial analysis and stakeholder feedback collected over 18 months to recommend facility projects the Board of Education should consider in the future. What emerged is a $224 million no tax rate increase bond issue that was approved by the Board of Education in January and will be considered by voters on April 7, 2020. The bond issue includes major renovations at Lee’s Summit High School, a new fourth middle school to help facilitate the

district’s sixth grade to middle school transition, renovations at the district’s existing middle schools, a Mason Elementary expansion, a second early education center, high school stadium improvements related to maintenance and safety, a softball/baseball complex for Lee’s Summit High and additional safety and security upgrades for all schools. The renovations, additions and other facility improvements in the bond issue address safety, parity and capacity in the district and would not impact the district’s debt service tax rate.
