This month, as all is well in Lakewood, I will avail my page space to our legal counsel, Jonathan Zerr. In addition to serving the LPOA well, Jonathan is also City Attorney for Raymore, MO. The message is clear, If this can happen in close proximity to the Raintree Lake and Creekmore communities, It could also potentially, someday, happen across Lee’s Summit Road to the detriment of Lakewood.

At its most recent Board meeting, the LPOA Board of Directors received information from legal counsel regarding the current efforts of a private investor to develop a landfill along the southeastern boundary of Kansas City, Missouri. The proposed development sits entirely within the city limits of Kansas City and along the shared boundaries of Lee’s Summit and Raymore.

Landfills carry significant environmental, health and property value concerns which can impact communities and neighbors well beyond the boundaries of a municipality. The proposed landfill at this location could impact the residents of all surrounding communities, including those that live within the Creekmoor subdivision and the Raintree Lake subdivision. The proposed landfill could also affect the surrounding watershed which stretches as far north as Longview Lake.

Lee’s Summit, Raymore, Belton, Grandview, multiple school districts, interest groups and HOAs, are all taking active efforts to oppose the development of the landfill. For the affected political subdivisions, this includes the passage of resolutions calling for a regional approach with Kansas City and other communities to evaluate the need and location of future landfills. To date, Kansas City has not formally opposed a landfill at the suggested location.

This past week, Raymore availed itself of the

requirements of Section 260.205(9) RSMo which allows a municipality, whose border abuts a proposed landfill, to stop the Missouri Department of Natural Resources from issuing a permit for operation of said landfill within ½ mile of the shared border. Lee’s Summit may take similar action in the near future.

Raymore and Lee’s Summit are also actively seeking the passage of House Bill 909 and Senate Bill 590, currently being considered by the Missouri Legislature. If approved, this legislation would increase the distance a neighboring community could stop the issuance of a landfill permit to a full mile.

Though the current proposed landfill does not impact directly upon the Lakewood subdivision, or watershed, there is a shared boundary between Lakewood and Kansas City. To be clear, no one has threatened a landfill along this boundary. However, passage of HB 909 or SB 590 would allow Lee’s Summit to oppose any potential landfill development on the Kansas City side for up to a mile. The proponents of HB 909 and SB 590 believe that this will facilitate a regional discussion of any further need for additional landfills, and the location of any such landfills.

The foregoing details are being provided for informational and educational purposes only so that the members of the LPOA can be advised of the issue. The Articles of Incorporation limit the political involvement of the LPOA and the LPOA Board has not voted to take any position with regard to the proposed legislation, nor to expend any funds on the same. If this issue raises concern for you, the LPOA would invite you to research for yourself to determine if any particular course of action is warranted, including the contacting of your local legislators.

Happy March! I think we are all looking forward to Spring around the corner. As you look around your property, please be sure to check with staff before making any large changes to your home or landscaping. As HOA members we all have an obligation to be sure what we plan is in accordance with our Architectural Guidelines.

Now, back to history! I ended the article last month with the enormous amount of rain that brought us to full pool in 1977. If you look at the place where Woods Chapel Road becomes Gregory Boulevard you can see old Woods Chapel as it goes “under” the lake at the entrance to Sequoia by the West Lake marina and emerges at west side of the lake. Our lakes might have had a different configuration. Instead of having one dam near the blue water tower owned by Lee’s Summit, which is what the developers had in mind, two dams were required with a channel between them to ensure good hydrology design. When property was being purchased for the development, two owners did not want to sell. One of those is where the Landings is now and the other was a property below what is now the two dams. Since there were now two lakes, instead of one large one, the East Lake was to be used for water sports and skiing and the West Lake designated a “slow/ no wake” lake. In 1988, with the development of the East Lake, both lakes were designated “slow/no wake.”

In 1978 Farm and Home started the development of the Lakewood Oaks golf course and the homes around the front nine holes. A separate HOA was formed and called the East Lake Association. In 1985, at the request of the LPOA, Farm and Home agreed to merge the East Lake Association with the Lakewood Property Owners Association.

As part of the Financial Reform Recovery and Enforcement Act, Farm and Home Savings was required to sell all undeveloped land in Lakewood and divest itself of the golf club. The club was sold to the golf members. The land around the “back nine” of the golf course was sold to developers, as well as what we now know as the Shores, the Forest, East Lake Village, Southpoint, the Enclave, and Lakewood Point Villas. The Chapel Ridge area was the last addition to Lakewood.

When I-470 was designed, a Lakewood Boulevard interchange was not planned. There was only a bridge for Lakewood Boulevard to go under the interstate. That is how it was when I moved here. Farm and Home paid the Missouri Department of Transportation to install a halfdiamond interchange with ramps to the north. MODOT added the lanes to the south a couple years later.

In the early years, what is now known as Lakewood Boulevard was 63rd Street. Farm and Home petitioned the City of Lee’s Summit to change the name prior to I-470 being built so the exit signage would read Lakewood Boulevard. In addition, what is now Dick Howser Drive was Channel Drive. Dick Howser was the manager of the Royals during the 1985 World Series and later died from brain cancer. Prior to Dick’s death, Dick and Nancy Howser were Lakewood residents. Bob Jones, Lakewood resident and Mayor of Lee’s Summit, asked the city to change the name to honor his friend.

I am sure many of you may have your own stories and memories of the history of Lakewood. Next month we will look at how far we have come.

The Lakewood Community Service Department is responsible for enforcing the rules, regulations and architectural guidelines for one of the Midwest’s largest homes associations.

The Lee’s Summit Police Department offers a House Watch to be used when you are out of town.

If you wish to be added to their House Watch List, please contact LSPD at 816-969-1700. Don’t forget to contact the LPOA Office at 816-373-4326 so they can notify Community Services to keep an extra eye on your property as well.

Mark Your Calendar for Lakewood Elections!

The LPOA Election Committee cordially encourages you to attend the 2023 Meet the Candidates Forum Wednesday, March 29 at 7:00 pm, Lakewood Oaks Clubhouse. Three (3) AT-LARGE positions will be filled by community-minded Lakewood neighbors who will each serve three years. These volunteers will devote time and energy as members of the 9-member board that guides the projects, programs, services, and financial oversight vital to maintaining and enhancing our Lakewood community. This board serves as the Board of Directors for both the Lakewood Property Owners Association and the Lakewood Holding Company (golf course).

All Lakewood property owners in good-standing can vote for three candidates to represent them on the Lakewood Board of Directors. Electronic voting will begin Tuesday April 4 through Monday, April 10. Voting will be tabulated and reported by Votenow.com.

The March 29 Candidates Forum is an opportunity to hear from each candidate prior to voting. Candidates will introduce themselves, sharing work and career focus, civic or professional board leadership experience, and previous Lakewood committee and/or activity involvement. Introductions will be followed by the Question & Answer component, allowing us to hear each candidate’s ideas and suggestions relevant to the important issues and opportunities facing our Lakewood community today and in the future. The Candidates Forum is an excellent opportunity to get to know your potential board members, and to hear how they would address issues of interest and concern to you, our Lakewood residents.

Please submit your questions to the Election Committee in writing no later than March 20. Questions may be emailed to nichole@lpoa.com or in person at the Lakewood Oaks Country Club Office. Submitted questions will be reviewed and organized by the Lakewood Election Committee, and presented by the Moderator in a format that helps ensure the forum flows smoothly. BLAST FROM THE PAST

Going Through Changes

Grace Albano, a 45 year-long resident to Lakewood—purchased her home in 1978, just 5 years after this neighborhood’s formation. When we spoke, she shared some insight into the history of the neighborhood and how things have changed.

Much of the neighborhood looked and felt different from today—streets were shorter or not even connected to the roads many of us take to get to work or school every day! The Lakes were also separated to begin with—West Lake was originally designated as a “No-Wake Lake” and East Lake did allow for wake: Grace recounts that they had one of the first pontoons on the lake, and how water skiing was a popular watersport for residents until the lakes were joined and deemed a No Wake Lake in 1988, to eliminate both sound pollution and preserve the shoreline from the wave action created by the boats.

Grace’s home sits right across from Bramble Trail, where the first three houses on the street were model homes. She told me that though her and her husband did not purchase the lot and pick the home that was to be built on it, the home had just been constructed and its previous owners bought and sold it before even moving in—Grace’s particular build was one of two houses in Lakewood by Josh Rider, who did not build again in Lakewood after that.

She reminisced about Lakewood in its early years. Where residents traded convenience and closeness to the rest of the surrounding city;

they had seclusion, surrounded by undeveloped land where she recalls walking and seeing wildlife. While deer, foxes, waterfowl and more can still be found around the neighborhood, they are forced to intersect with residential streets and yards, for better or worse!

One thing that has stayed the same, which Grace recalls from years past, is the neighborhood block parties. Neighbors from their entire street would get together, potluck style—these gatherings formed a stronger community bond and created lasting memories. Though Block Parties never really went out of style, there’s certainly been a marked resurgence in Lakewood in the last few years—not just for gathering’s sake, but some with a philanthropic purpose. Costumed Tennis contests were another memorable event from Grace’s time in Lakewood as well.

One thing Grace suggests that new residents do is perhaps not surprising to readers—she urges newcomers to try whatever they can, join clubs and get to know your neighbors—even if that is just stopping to talk to your neighbors when you see them on the street. With many changes over the years, it is a comfort to know that a warm and friendly community can always be found.

Lakewood Crime Fighter Publishes Second Book

A place to present artists of all kinds and mediums

Lakewood resident David True retired in 2013 from an exciting, sometimes dangerous, career in investigation and law enforcement. David (Dave to his friends) started out as an Army Explosives Ordnance Disposal Specialist; spent several years in St. Louis law enforcement; 26 years with the ATF; and another 13 years with Yellow/Roadway Corporation as a corporate security manager. He has pursued and investigated criminals throughout Missouri, with the purpose of being certain the “bad guys” were eventually locked away.

Outlaws and Mobsters – A Missouri History of Twentieth Century Crimes and Criminals was a detailed compilation of many high-profile criminal cases with ties to Missouri.

Dave’s most recent book, Mystery of the Six Crosses, is a masterful account of one of the most famous crimes in the Kansas City area, an explosion that killed six Kansas City firefighters in November 1988. For eight years and three months, Dave led the ATF investigation, along with the Kansas City Police Department, until it was solved and justice was served for the victims and their families. In his book, Dave details how the firemen were killed by two intentionally-set arson fires that resulted in a massive explosion and how his team of investigators pursued the truth that led to the killers’ trial and conviction.

Dave and his wife Kathy raised their family (Justin and Lauren) in Lakewood, moving here in 1976 and building a second home in 1988. They love the community for all the amenities, location, and the friendliest neighbors.

Dave is still teaching and holding training workshops on security issues, but now devotes much of his time to research and writing. His first book, Gangsters,

Yvonne Burbach, President of Wings of LoveINC. is aptly known as “The Bird Lady.” She is a horticulturist and rainforest photojournalist who has trekked through rainforests in nearly 20 countries. To keep with her goal of educating the public on conservation and protection of our avian relatives, Yvonne will give a live demonstration of her singing and performing birds, including a large eagle owl, and a few famous birds who have been featured on America’s Got Talent, Jay Leno and Pet Stars.

Barre class size and space is limited because we use chairs for stability which take up a lot of room so check with Cathy prior to attending to confirm availability. While Barre requires reservations, spots are often open but please first check by calling or texting 816-305-0632 or email lakewoodpilatesclub3@gmail.com. Friday PIYO does not use chairs and is walk in. For all classes multiple modifications are cued so everybody from beginners to advanced benefit. Signed waivers are required prior to attending first session.

Stitchers Club

The Lakewood Stitchers Club meets the second Thursday of each month in a residential home, from 1:00 - 4:00 p.m. Feel free to bring your knitting, crocheting, needlework, or other portable craft. Join us in a neighborly chat, while seeing all the creative ideas. If you would like to learn to knit, crochet, or learn any other needleart, we are happy to provide personal instruction as well. Starting on Thursday April 6, the LPOA Tennis Committee is sponsoring “drop in tennis” at the Clubhouse tennis courts, starting at 6:00 p.m. We will have pickup matches and instruction (if requested). This is an opportunity to get out and enjoy the spring.
