From the General Manager, Mark Reid I am writing this on March 17 in order to meet our production deadline. It is with full knowledge that most anything I write today will not be relevant as you read this around the 1st of April. Your Association is in the same state as all of our members and we are taking it one day at a time. It is my greatest hope that when you read this the relevant information will be that we have collectively worked together and we are on the backside of the curve for COVID-19. We will be following all guidelines and monitoring coronavirus.gov for relevant information. As mandates come from governing authorities, we will follow those as well. The Association will continue to operate from an administrative level throughout this period of time. The amount of services we ultimately provide are determined on a day-to-day basis, as staffing and supply levels vary and in accordance with the governing authorities. Although the Argyle and Banquet services are closed until further notice, the Golf Course will remain open, and we are utilizing the Pub as packaged food, created in our kitchen, and carry out operations are available to serve our golf patrons and community members who call and order carry out. Golf is still a healthy activity where groups of 10 or less are out in wide open spaces. It is also a great form of stress relief. Please remember that Lakewood members have six rounds a year per family at the posted greens fees. Now is a great time to use them and get out and have some fun. As we all know, this too shall come to pass, and we will move on to the upside of our great country with a stronger sense of unity, knowledge and understanding as we were truly all in this together.

2020 Boat Registration Stickers are available at the LPOA office. The stickers are $34.50 for non-motorized and $88 for motorized boats. There is an additional $8 charge if you do not purchase your stickers for your previously-registered watercraft before May 1, 2020. There is a $21 fee if you would like for staff to attach your stickers for you.

2020 Boat Registration Stickers are available at the LPOA office. The stickers are $34.50 for non-motorized and $88 for motorized boats. There is an additional $8 charge if you do not purchase your stickers for your previously-registered watercraft before May 1, 2020. Did You Know? There’s a lot of history behind Lakewood that many residents have never heard.

How it All Started Creation of the Development Lakewood began as a joint venture between Farm & Home Savings (F & H) of Nevada, Missouri, as the lender, and Astro Building Corporation (Astro) as the developer, and incorporated in 1973. Astro was the partnership of Paul Roberts and Wilmer Andes. They were also developing the Raintree subdivision in south Lee’s Summit at the same time. The first Declaration of Covenants, Conditions and Restrictions (deed restrictions for a piece of ground being developed) (DCC&Rs) were recorded in July of 1971 on Lots 1-292. DCC&Rs for Lots 293-630 were recorded in December of 1972. The LPOA was incorporated in 1973. Since a number of lots had been sold prior to this date, they were given special exempt status from the LPOA since they could not be governed by the By-Laws or forced to pay assessments, until such time that the home was sold to a new owner.

About the Lakes When Paul Roberts was acquiring the land now known as Lakewood, there were two parcels that the owners refused to sell. One homeowner refused to sell her home located between the two dams in what is now known as The Landings. The second parcel was a worm farm. This farm sat at the bottom at the point that juts out between the two dams. The inability to acquire this land changed Lakewood a tremendous amount. Instead of having one dam near the large blue water tank on Maybrook, two dams had to be constructed. In addi-

tion, and to ensure a good hydrology design for the lakes, a channel between the two lakes had to be made. The lakes were initially designed with the West Lake as the slow/no-wake lake, and the East Lake was the fast lake that allowed skiing, until 1988 when F & H recorded documents to make the East Lake a no-wake lake. In mid-September 1976, the lakes were still 10-11 feet below full pool, with no functional boat docks at the time. On Sunday, September 11, 1977, there was a rather large rainfall that brought the lakes up about 2.5 feet. Around Monday, September 12 (the same night as the Plaza flood), the Lakewood area received almost 16 inches of rain in a four-hour period. The lakes not only were full, but were also close to three feet above full pool. For the record, full pool elevation for the lakes is 858.0 feet at the East lake inlet. The spillway at the west end of the west dam is 859.0 feet, and the depression at the east end of the east dam is 863.0 feet. The water has been over the west spillway on a number of occasions, but has never been full enough to go out of the east emergency spillway. The dams are kept full from normal rainfall and a large watershed area. There are approximately 100 million gallons of water per foot in these lakes. At the deepest point, the water is close to 90 feet deep. A number of small ponds were put in the watershed as siltation ponds to keep major amounts of silt out of the big lakes. F & H installed the docks and built the parking lots and

ramps, as we now know them, on the East and West lakes in 1978. Since then, the LPOA has made some additions to the docks.

About the Homes The first homes were constructed in 1974 with the second phase annexed and developed in 1975, with Lots 631 to 712. Other early annexations included The Lakeshore Condos (Sequoia) added in 1973; the Lakewood Bay Townhomes (Bayview) added in 1974; and the original Landings Townhomes were added in 1975. F & H bought out Astro’s share of the project in November of 1976. They assumed full control of the development at that time, including control of the LPOA Board of Directors. With this, they inherited a sizeable amount of debt, over 75% of Lakewood that was still to be developed and many homes that were in various phases of construction that builders could not complete. F & H was forced to finish them. In the end they chose to continue developing Lakewood as an upscale development. They retained the services of J. H. McNaughton, a very successful developer partner from Houston, to consult with their local development team. The end result was the building of the Lakewood Oaks Golf Club, which the development team thought would take pressure from the lakes and add another amenity to attract home buyers, along with the development of the homes around the front nine of the golf course known as Fairway Homes Village Section One and The Village Shops. F & H brought in four builders to establish a builder program, and F & H no longer sold lots directly to individuals. The four builders were Neighbors, Masterson, Acuff and Hodges. The first model homes were on Lacewood Court. From the beginning until mid-1978, F & H controlled the LPOA and funded all the deficits. In mid-1978, F & H

grew weary of dealing with the LPOA and a lot of resident unrest and decided to turn over 100% control of the LPOA to the residents. F & H later formed the East Lake Association to minimize LPOA involvement. Work was started on the Lakewood Oaks Golf Course in mid-1977. The architect for the golf course was B. Jay Rivere of Houston, Texas. The golf course opened for play in July of 1979, adding a beautiful amenity to the community. In 1978, F & H started the development around the “front nine” of the golf course, and called it Fairway Homes Village, Section One. The East Lake Association was formed as the HOA. Also, in 1978, the first new lots were developed around the West Lake, known as West Lake Village. East Lake was first developed in 1986.

Divestiture of Lakewood and Lakewood Oaks In 1985, and at the request of the LPOA, F & H agreed to merge the East Lake Association and the LPOA with the LPOA becoming the survivor corporation. As part of the Financial Institutions Reform, Recovery, and Enforcement Act (FIRREA), F & H was directed to sell all the undeveloped land in Lakewood, and divest itself of the Club. This had to be done by December 31, 1992. The undeveloped land comprising the “back nine” of the golf club was sold to Don Julian and Bob Morrissey in 1991. The Club was sold to the members. The rest of the land was sold to either Julian and Morrissey (The Shores), Koehler Building Corp (The Forest) or Longhorn Asset Management of Dallas, Texas (East Lake Village, South Pointe, The Enclave and the Lakewood Pointe Villas). This history was prepared by Jay Copeland, and these are exerts from his report. Warmer weather brings folks outdoors. Lakewood is a very active community with walkers, joggers, golfers, bicyclists and kids on and near our roads. Please remember to brake at stop signs and look carefully before proceeding. Obey the speed limits. All residential streets are 25 mph, except where posted otherwise. We want everyone to have a safe summer.

Your LPOA maintenance staff is excited to see the spring like weather and have the opportunity to get a jump start on preparations for the warm weather seasons ahead.
