M ay From the General Manager, Mark Reid While we are in this altered reality of the COVID 19 pandemic, we are all doing the best we can to stay safe while we await further direction from governing authorities. For the second month, I extend my hope that by the time you read this article around the first week in May there will be better, if not great, news regarding the outlook for the duration of this event. Staff is continuing to keep the Association’s engine running on virtually all cylinders. Our main focus this month is to get the pools and pool facilities in top shape for a planned and expected opening on Saturday, May 23. We monitor direction and statements from State and County officials daily, so we are not waiting until the last minute to prepare for the reopening of our community. With the seasonable cool weather and showers, we have experienced in April, some of the inconveniences of park closing and no rental boats were minimized. We are prepared to reopen parks and put rental pontoons into service the very day we get the word to reopen. This will also apply to food and beverage service and Clubhouse operations. Obviously, it’s a fool’s errand to try to predict, outguess, or pontificate about anything else at this moment of time. We continue to practice social distancing and CDC guidelines while we patiently await the return of our civil liberties that we all cherish so much. Thank you for staying classy Lakewood.

The safety and wellbeing of our membership, staff and board members is paramount in our decision making process throughout this period. Open Burning & Outdoor Fireplaces Each type of outdoor fire has a specific permitting process and requirements. Open burning is prohibited in the City of Lee’s Summit by ordinance but with an approved permit or when properly using a portable fireplace, burning may be allowed. A burning permit may be obtained by contacting Fire Prevention at 816.969.1300 during regular business hours Monday through Friday.

Portable Outdoor Fireplaces

These types of devices are commonly referred to as a chimenea, fire pit with a spark arrestor or outdoor fireplace. These fires are contained inside a device or under a metal mesh and are allowed without a permit when used in accordance with the manufacturer’s instructions. • A permit is not required. • Only seasoned firewood can be burned. Trash, lumber or yard waste is prohibited. • Fireplaces must be 15 feet from structures (such as homes) and combustible materials (IFC 307.4.3). • The fire must be constantly attended until it is extinguished. • At least one portable fire extinguisher with a minimum 4-A rating or other approved fire extinguishing equipment such as dirt, sand, water barrel, hose or water truck must be available for immediate utilization (IFC 307.5).

Recreational and Cooking Fires

These are open fires not contained inside a closed device and are commonly referred to as a campfire. The fire may be contained in a fire pit or in a ring of bricks or stones.

• A permit is required for each fire. The first permit requires a site visit from Fire Prevention. Subsequent permits can be obtained by phone. • Recreational fires must be 25 feet from structures (such as homes) and combustible materials (IFC 307.4.4). • These fires cannot be larger than three feet in diameter and two feet in height. • Only seasoned firewood can be burned. Trash, lumber and yard waste is prohibited.

Agricultural and Land Clearance Burning

This is the opening burning of brush and other vegetative waste on agriculturally zoned land and commercial land clearance projects. • A permit is required from the Fire Department and the Missouri Department of Natural Resources (MDNR). The site must be inspected and approved by the Fire Department and the permit application submitted to the MDNR office for final approval. The permit is for one year. • Brush piles must contain only vegetative waste. No trash or lumber. • Brush piles must be 600 feet away from any inhabitable structure, other than your own, unless an Air Curtain Destructor is used or waivers are obtained. The brush pile shall not be closer than 50 feet to any structure on the same property. • Burning is permitted between 7:00 a.m. and 5:00 p.m.

Lakewood 4th of July Fireworks The LPOA budget contains a fund for a Lakewood fireworks display. This pays for the contract for the display (including Lakewood 4th of July Fireworks shooter), LS Police Department stand-by, as required by LS Codes, and various miscellaneous items needed each year.

Open Burning & Outdoor Fireplaces Each type of outdoor fire has a specific permitting process and requirements. Open burning is prohibited in the City of Lee’s Summit by ordinance but with an approved permit or when properly using a portable fireplace, burning may be allowed. A burning permit may be obtained by contacting Fire Prevention at 816.969.1300 during regular business hours Monday through Friday.

Portable Outdoor Fireplaces

These types of devices are commonly referred to as a chimenea, fire pit with a spark arrestor or outdoor fireplace. These fires are contained inside a device or under a metal mesh and are allowed without a permit when used in accordance with the manufacturer’s instructions. • A permit is not required. • Only seasoned firewood can be burned. Trash, lumber or yard waste is prohibited. • Fireplaces must be 15 feet from structures (such as homes) and combustible materials (IFC 307.4.3). • The fire must be constantly attended until it is extinguished. • At least one portable fire extinguisher with a minimum 4-A rating or other approved fire extinguishing equipment such as dirt, sand, water barrel, hose or water truck must be available for immediate utilization (IFC 307.5).

Recreational and Cooking Fires

These are open fires not contained inside a closed device and are commonly referred to as a campfire. The fire may be contained in a fire pit or in a ring of bricks or stones.

• A permit is required for each fire. The first permit requires a site visit from Fire Prevention. Subsequent permits can be obtained by phone. • Recreational fires must be 25 feet from structures (such as homes) and combustible materials (IFC 307.4.4). • These fires cannot be larger than three feet in diameter and two feet in height. • Only seasoned firewood can be burned. Trash, lumber and yard waste is prohibited.

Agricultural and Land Clearance Burning

This is the opening burning of brush and other vegetative waste on agriculturally zoned land and commercial land clearance projects. • A permit is required from the Fire Department and the Missouri Department of Natural Resources (MDNR). The site must be inspected and approved by the Fire Department and the permit application submitted to the MDNR office for final approval. The permit is for one year. • Brush piles must contain only vegetative waste. No trash or lumber. • Brush piles must be 600 feet away from any inhabitable structure, other than your own, unless an Air Curtain Destructor is used or waivers are obtained. The brush pile shall not be closer than 50 feet to any structure on the same property. • Burning is permitted between 7:00 a.m. and 5:00 p.m.

4th of July LPOA Pontoon Boat Rentals Between now and the deadline of 5:00 p.m., Wednesday, June 3, 2020, anyone who wishes to rent a pontoon boat for the 4th of July this year will be required to enter a random drawing. You can come to the LPOA Administrative Office and enter your name into the lottery or call the office at 816.373.4326 and ask to be entered. On June 4, 2020, we will have two “hats”. One will contain the name of members who entered to rent a boat. The other will contain time slots available for that day. Staff will randomly draw a name and then a coinciding time slot. Members will be notified and will have 48 hours to have a signed Lease Agreement executed. No exceptions will be made to this timeframe. After 48 hours, another name will be pulled from the hat. This will continue until all contracts have been executed. In the event COVID 19 precautionary procedures restrict the rental of boats on July 4, the reservations will be cancelled and not rescheduled. We will keep you posted. If you have any questions, please don’t hesitate to contact me.

Golf Carts As the weather is getting warmer, we often get calls regarding the use of golf carts on city streets and sidewalks, unless they are golf course carts crossing the road at designated crossing points. Lee’s Summit City Ordinance prohibits their operation on any street, highway, sidewalk or any other public property. They are also prohibited on private property unless the owner or occupant of that property has given permission for their operation. For any further questions regarding the ordinance, please contact the Lee’s Summit Police Department.

Don't be Outfoxed The red foxes and their kits in Lakewood are beautiful and fun to watch, but these nocturnal creatures are venturing out more during the daytime. This is due to the variety of small animals, such as rabbits, mice, wild birds and insects, available for them to eat. They also munch on fruits and plants, and occasionally are being fed by folks in our neighborhood. Since small dogs and cats can also fall prey to foxes, it is suggested that we don’t feed and invite them on our property. Remember, these are wild animals, not pets.

• Lakewood Resource Directory listings are $10 a line, per month, and available by contacting kathy@lpoa.com. • Open to Lakewood residents only. • All charges will be made to your member’s account, on a monthly basis. • New listings need to be emailed to kathy@lpoa.com by the 15th of the month prior to when you want it to appear in the magazine. • Your listing will run until you notify us to discontinue publishing. • Should you decide to discontinue your listing, contact kathy@lpoa.com by the 15th of the month prior to when you want it to stop. (Example: If you ran a November listing and don’t want it to run in December, notify us by November 15.) If notified after the 15th, your listing will run one more month and your account will be charged.
