I think everyone knows at this point that we are in a phased re-opening plan. What is not exact are the dates or time between phases, as they are subject to change by Jackson County. By the time you read this, I hope that we will successfully have exited Phase 1 on May 31 and we will be in Phase 2, which is generally much less restrictive than Phase 1. If this is so, then you have the ability to enjoy some time at the swimming pools or have a nice meal with your favorite beverage in the Argyle while seeing friends you may have not seen in several months. Hopefully, the children will be able to have fun outside in the play parks again in Phase 2. Even as I write this on May 18, I can see the community starting to rebound and re-open in a cautious, yet positive and determined way. As we get more information that relates to the activities of the Association from Jackson County Health Department, we will continue to quickly share with you via the email blast and Lakewood Facebook page. Let’s continue to hope for the best and enjoy the warm summer months ahead of us.

2O2O Boat Registration Stickers 2020 Boat Registration Stickers are available at the LPOA office. The stickers are $34.50 for a non-motorized and $88 for motorized boats. There is an additional $8 charge if you did not purchase your stickers for your previously registered watercraft before May 31, 2020 (which was the extended deadline). Did You Know?

Ash trees comprise about 14% of street trees in Missouri communities and over 21% of trees in urban parks. This number rises to around 30% in some parks and residential subdivisions, and Lakewood has its fair share, both on LPOA property and maybe in your yard. Recently, the LPOA Maintenance Department has removed several dying or dead ash trees from LPOA property due to infestation. Do you know why this is happening? The culprit is the Emerald Ash Borer Beetle. It is an exotic beetle originating from eastern Russia, northern China, Japan and Korea. It was first identified in the United States in Michigan in 2002, likely arriving in solid wood packaging material that originated from Asia. The larvae feed on and kill ash trees. It is an invasive pest that will eventually kill unprotected ash trees. The Emerald Ash Borer (EAB) is responsible for killing many of Lakewood’s ash trees.

How do I know if an ash tree has been infested by EAB? (exerts from the University of Missouri Extension Office)

The visual symptoms associated with Emerald Ash Borer infestations are nearly identical to those we often see on ash trees infested or infected by other ash pests and diseases. For example, crown dieback can result from multiple stressors including drought stress, soil compaction or verticillium, among others. Therefore, it is important to look for a combination of at least two or more symptoms or signs when trying to determine the presence of EAB in ash trees. • Crown dieback - Dieback of the upper and outer crown begins to occur after multiple years of EAB larval feeding. Trees begin to show dead branches throughout the canopy, beginning at the top. Larval feeding disrupts nutrient and water flow to the upper canopy, thus resulting in leaf loss. Foliage in the top of the tree might be thin and discolored. • Epicormic sprouting - Stressed trees will attempt to grow new branches and leaves where they still can. Trees might sucker excessively both at the base of the tree and on the trunk, often just below where the larvae are feeding. • Bark splits - Vertical splits in the bark are caused due to callus tissue that develops around larval galleries. Larval galleries can often be seen beneath bark splits. • Woodpecker feeding - Woodpeckers feed on EAB larvae located under the bark. Feeding is typically evident higher in the tree where the EAB prefers to attack first. Large numbers of larvae under the bark can lead to woodpecker damage that looks like strips of bark have been pulled off the tree. This is called flecking.

What can you do? • Keeping trees vigorous and healthy by proper pruning, mulching, watering and avoiding wounding helps them resist insect attacks. • Not bringing firewood from other states is one of the best ways to avoid bringing home unwanted tree pests. • It’s usually a good thing to plant a variety of tree species in your yard, on your street or in your community, however, at this time, it is advised not to plant any more ash trees until this beetle threat to nature is over. • No insecticides are 100% effective against Emerald Ash Borer attacks. In fact, some ash trees should not be treated. Annual surveys are being done to detect the arrival of the EAB by the Missouri Department of Natural Resources, Missouri Department of Conservation, Missouri Department of Agriculture and U.S. Forest Service at selected state parks, public and commercial campgrounds, and high-risk urban sites. Your LPOA keeps up on these surveys and latest research in order to help save our trees. Unfortunately, sometimes they must be removed to keep the pest from spreading.

City of Lee’s Summit Fire Codes The City of Lee’s Summit Fire Codes dictate that once explosives are present, Lakewood Boulevard, along the West Dam, will be closed to all traffic. Any foot, bicycle or vehicular traffic is strictly prohibited once the barricades are in place. Any violation of this ordinance will be strictly enforced due to the level of danger involved. Please plan your day according, as this section of road will be closed by mid-morning once the shooters begin the set up for the evening’s display. From that point forward, only staff and emergency personnel will be allowed to cross the barricades. Detour signs will be in place to help guide everyone around the restricted area. Fireworks will commence once the sun has set. After the display, the shooters’ area will be inspected by Lee’s Summit Fire Department, and any unspent explosives will be fired prior to cleanup. Once explosives are no longer present, we will open one lane of traffic while the shooters pack up their remaining equipment. Both lanes of Lakewood boulevard will reopen around midnight.

It's Boating Time Again - Rent a Lakewood Pontoon! Lakewood’s two pontoon boats are now available for residents to rent. They are available for 2-hour blocks on weekdays and 4-hour blocks on weekends and holidays. All-day rentals are available on weekdays only (excluding holidays). The boats can only be rented 30 days in advance at the earliest. Community Services staff will sanitize the pontoons’ commonly used surfaces before each rental. Renter will be advised to follow CDC guidelines for COVID-19 safety at the time of rental. The maximum number of people on a rental boat is ten (10). Rental Fees $250 damage deposit (charged to your account) Weekdays (Monday – Thursday) $26.50/hour Weekends (Friday – Sunday) $47.50/hour Holidays - $58.50/hour All-day retails (8:00 a.m. - 10:00 p.m.) – only available Monday – Thursday $184.00 To reserve one, call 816.373.4326. Hometown Heroes By Debbie Kilgore

On April 28, 2020, most of the Lakewood Forest neighbors were out on their decks waiting for the Air Force Fly Over honoring medical professionals during the COVID-19 crisis. Our next door neighbors, Justin and Heather Eslick and their kids were one of those families on their deck. About 10:15 a.m., my husband, Jim Kilgore, took one step onto our back deck, and the deck collapsed, flying across the concrete patio into the yard. He fell flat on his back onto the concrete below. At this second, Justin and Heather Eslick quickly responded by running across their back yard to his side. Please remember that this was during the COVID-19 crisis, but Justin immediately determined Jim was non-responsive and yelled to his wife to call 911 and that he was starting to perform CPR.

Heather’s quick action got the ambulance there within a few minutes, while she also assisted Justin. After a couple of minutes, my husband regained consciousness. The ambulances and emergency personnel arrived and quickly transported him to a Level 4 Trauma at Centerpoint Medical Center. Jim spent 10 days in the hospital with a badly broken C4 cervical break in his neck, 5 broken ribs, and 4 broken vertebrae in his back. On May 7, he left the hospital able to walk into his house on his own and has only healing to do at this time. He is very thankful to the Eslicks for saving his life and considers them to be Hometown Heroes. Our family will be forever grateful to them. It is neighbors like this who make us glad we live in Lakewood!

Friendly reminders Summer is in full swing, and we wanted to share a few rule and regulation reminders. (Detailed information can be found at lpoa.com, Members Area, Documents, Governing Documents, Rules and Regulations.)

Use of Amenities All LPOA residents using the common area amenities must have their LPOA ID with them at all times – this rule will be enforced for residents age six (6) and over – with the exception of children who are accompanied by a parent who carries his/her LPOA ID. There will be zero tolerance for use of any amenity by any resident who cannot produce their ID card when requested. If the individual does not have a valid and current ID, they will be unable to use the amenity – this includes the playgrounds, tennis courts, basketball courts, volleyball courts, beach, pools, and lakes and/or ponds. Guests must always be accompanied by a member of the association when using any LPOA owned property or amenities. No alcohol or tobacco use by minors will be permitted at any time on LPOA common ground.

Launching a Boat

To launch a boat on Lakewood’s lakes, the craft and trailer are inspected for proper registration and for invasive species such as Zebra Mussels. Staff requests that every watercraft be “Clean, Drained and Dried” to properly perform inspection. Failure of inspection will result in a quarantine period to be determined by staff. If you have been on any other lake, it is important that you drain the boat, live wells, bait buckets, etc. prior to leaving that lake. You should then power wash your watercraft using 140-degree water and completely dry it before attempting to launch on a Lakewood lake. Attempting to circumvent this rule carries a penalty of $5,000 and automatic suspension of amenity privileges. As you are probably aware, other local lakes have severe problems with Zebra Mussels, and it takes all of us to keep Lakewood lakes clear of these invasive species.

Curfew Lakewood has a curfew of 10:00 p.m. on weekdays and midnight on weekends for anyone under 18, unless they are accompanied by someone 21 or older. Citations and points are issued for curfew violations, so please make sure your family members are aware of this rule.


Jumping from Rock Outcroppings Jumping from, the rock outcroppings around the West Lake shoreline is prohibited by your Rules and Regulations. Violators are subject to penalties of a $50 citation and six points due to the dangerous nature of this activity. An accumulation of 12 points results in suspension of amenity privileges, so it is important that every family is aware of the consequences and children are educated. Each location is clearly marked with signage.

Swimming in the Lakes Swimming on the Lakewood lakes shall be restricted to areas within 50 feet of the shore, a dock, boat, or watercraft. No swimming shall be permitted in the channel between the East Lake and the West Lake, and no jumping or diving from the channel bridge on Dick Howser Drive. Violation will result in assessment of six (6) points and a minimum fine of $100.
