trike 3 for our Mayor Oscar “Oca” Malapitan leading our beloved city to claim the Seal of Good Governance for CY 2017 from Department of Local Government (DILG), garnering the highest assessment for award in the fields of Good Financial Housekeeping, Disaster Preparedness, Social Protection, Peace and Order, Business Friendliness, and Competitiveness, Environmental Management, Tourism, Culture and the Arts.

A

cash award of 2.4 million pesos was also given by DILG which was personally received by Mayor Oca Malapitan last March 05, 2018 during the flag raising ceremonies at Caloocan City Hall.

ewly inaugurated City Hall of Caloocan City is an 8-storey building located at 8th Street, corner 8th Ave., Grace Park, Caloocan City, where all the city’s services was continued starting December 19, 2017.

he new city hall complex houses commercial businesses like McDonalds, Popop’s Pares, 7-11, Syudad and Icebergs with soon too open businesses like Starbucks, Mandarin Sky and Anytime Fitness.

n April 27, 2018 at 6 in the morning, Barangay 15 hosted the 4th Station of the “Way of the Cross” organized by the Philippine National Police Caloocan lead by COP Sr. Sup. Jemar Mondequillo followed by the 1st station of the “Senakulo sa Daan” at 8:00 am organized by the Cultural Affairs & Tourism Office of Caloocan.

ometime late 3:00 pm, the 5th Barangay Pabasa was started with the help of ACER Volunteers chaired by Joseph Santos. Our deepest gratitude to all those who donated and helped their time and effort.

a nagdaan Barangay 15 Senior Citizen General Assembly na ginanap noong December 9, 2017 sa Baello Building ay napagpasiyahan ng may 70 kasapi ng Association na dumalo sa nasabing pagpupulong na magkaroon pa ng mas malalim na pagkakaugnayan ang mga kasapi ng senior citizens ng Barangay 15.

augnay nito ay napagkayarian sa nasabing pagpupulong na ang mga kasapi ng Association ay magbibigay ng P50 na membership fee at Php 20.00 na butaw buwan-buwan. Ang magbabayad ng monthly dues ng one time para sa buong taon ay magbabayad lamang ng Php 200.00 (may bawas na Php 40.00). Sa ngayon, ay mayroon ng 51 kasapi ang nagbayad na ng membership fee at ang halagang nalikom as of March 13, 2018 ay umabot na sa Php 8,690.00 na nasa pag-iingat ng ating Treasurer.

ng mga nalilikom na halaga ay ilalaan para makatulong sa pamilya ng mga kasapi na “pinagpapahinga” na ng Panginoon at kung mayroon sapat na pondo ay maari rin magamit para makatulong sa pagbili ng gamot o hospitalization ng mga kasapi na “talagang nangangailangan”. Ang mga patakaran tungkol dito ay kasalukuyan binabalangkas ng mga officers ng Association. Siempre naman, ang mga nagbayad lamang ng membership fee at nagbibigay ng butaw ang maaaring tumanggap ng mga benepisyong nabanggit. Inaasahan ng Sanggunian Barangay at ng Association na marami pang mga senior citizen ng Barangay 15 ang makikilahok sa makabuluhang gawing ito.

FEDERALISMO ATING ALAMIN Ano ang FEDERALISMO? Ito ay isang sistema ng gobyerno kung saan ang kapangyarihan, pondo, at programa ay ibinabahagi sa mga pamahalaang pangrehiyon at panlokal  Mas malawak ang kapangyarihan at mas malaki ang pondo ng mga rehiyon at lokal na pamahalaan 

Ano ang anyo ng FEDERALISMO sa Pilipinas?   

Ang pamamahala ng bansa ay hahatiin sa pamahalaang pambansa at panrehiyon. Magkakaroon ng mga rehiyon na may kaniya-kaniyang ehekutibo, lehislatibo, at hudikatura. Lahat ng pamahalaang lokal (lalawigan, lungsod at bayan) ay mananatili, pero sila ay magiging kabilang na sa regional o state government.

Ano ang mangyayari sa pambansang pamahalaan? 

Mananatili ang pambansang pamahalaan subalit ang ilan sa mga kapangyarihan nito ay ibabahagi sa mga rehiyon sang-ayon sa iisang Konstitusyon.

Ano ang mangyayari sa mga rehiyon?

Habang magkakaroon pa ng mas malalim na diskusyon tungkol sa paghahatian ng mga kapangyarihan at pondo at ito’y pagdedesisyonan pa ng lilikha ng bagong konstitusyon, maaari silang magpatupad ng sarili nilang mga programa at lumikha ng sarili nilang kita.  Ang mga mas mahirap na rehiyon at lokal na pamahalaan ay makakakuha ng karagdagang pondo mula sa pamahalaang pambansa, sa pamamagitan ng isang “equalization fund” o subsidy program, para makatulong sa kanila. 

Ano ang mangyayari sa mga pamahalaang lokal?

Ang mga pamahalaang lokal ay mananatili sa anyong nakasaad sa Local Government Code, ngunit may karagdagang tungkulin at pondo.  Sa kasalukuyang sistema, kinokontrol ng pambansang pamahalaan ang karamihan sa mga pondo. Kapag lumipat sa federalismo, humigit-kumulang 70-80% ng mga nalikom ay mananatili sa mga pamahalaang lokal, depende sa magiging kalabasan ng mga pananaliksik at nilalaman ng bagong konstitusyon..  Dahil sa ganitong istruktura, mas marami ang pera ng mga pamahalaang lokal para ipatupad ang kanilang mga plano. 

Ano ang kabutihang idudulot nito sa mamamayang Pilipino?  Mas magiging epektibo ang pamamahala dahil mas mailalapit ang pamahalaan sa mga mamamayan.  Dadali ang proseso sa pagpapatupad ng mga programa at proyekto dahil hindi na mangangailangan ng pag-aproba ng national government.  Mababawasan ang kahirapan sa bansa dahil mas maraming pondo ang mapupunta sa mga pamahalaang lokal. Magkakaroon ng kapangyarihan ang mga rehiyon para magpataw ng sarili nilang buwis kaya magkakaroon ng competitive tax rates.  Sa ilalim ng Pederalismo, mahihikayat ang mga tao na makilahok sa proseso ng pagdedesisyon. Pananagutin ng mga ordinaryong tao ang kanilang mga inihalal at itinalagang opisyal para sa mga polisiyang huhubog sa komunidad.  Dahil dito, ang mga lokal na pamahalaan ay tunay na kumakatawan sa mga tao at lumilikha ng puwang para umunlad ang pagkakaiba.  Mabibigyan ng permanenteng solusyon ang kaguluhan sa Mindanao at mapapabilis ang development nito. 

04.04.2018 - 100% ALS Passers. - Congratulation to all the A & E Exam Passers that are recognized at Caloocan High School and also to our Mobile Teacher Villa Cabrera and thank you for the patience;

03.05.2018 - in observance of the Rabies Awareness month an Anti Rabies Vaccination for Cats and Dogs was conducted with the help of Caloocan City Veterinary Office, 140 dogs and cats were vaccinated owned by resident not only in our barangay and also the neighboring barangay;

03.24.2018 - Barangay Fire Olympic 2018. - for the 3rd year our Barangay 15 - ACER participated and bagged the 4th place; 02.17.2018 - Medical Mission. - In celebration of the Town Fiesta and Caloocan Cityhood Anniversary, a Free Medical and Dental Services Check up were given by Cabochan Foundation with the help of Lorraine Technical School for the Free Haircut and Manicure, ACER Volunteer for the feeding of the children and resident who came;

03.15.2018 - Senior Citizens Birthday Package Distribution - For the convenience of our Senior resident who were unable to claim their Birthday Package given by Mayor Oscar “Oca” Malapitan thru DSWD-OSCA, we initiated of conducting every other month which started last January 2018 to help our Seniors. And last March 15, 2018, Coun./ Doc Aruelo has given Free check up also to our Senior Resident;

01.12.2018 - Livelihood Training Project - Barangay 15 sponsored a Soap Making Training for the parents of the students under the Caloocan Central Elementary School feeding program, in cooperation with the Public Employment Service Office (PESO) - Caloocan City.

12.08.2017 - ALS Parol Making Contest - Learners of Barangay Alternative Learning System created their own parol make of Paper and other recycled materials they can see within their study area and the best were given a prize;

11.11.2017 - Weekend Market - for Holiday Season the front parking area of Caloocan Judicial Complex were reserved for those who wants to earn and sell general items until the Christmas Day;

08.11.2017 - Social Hygiene Seminar & HIV Testing - Reduce the transmission of HIV and STI among the Most At Risk Population and General Population and mitigate its impact at the individual, family, and community level. Participated with Youth age 18 years and above, bi– sexual, male and female, and most of all to those who are sexually active. It was conducted by Caloocan City Social Hygiene Department of City Health Office;

11.03.2017 - Livelihood Training for Informal Education (InFed) - every Friday 9am to 11:30 am, Mrs. Villa Cabrera has started teaching ALS Learner of doormat making and is open to all resident who want to learn and for additional income;

06.03.2017 - Balik Eskwela Project & Brigada Eskwela - the Youth Task Force distributed School Supplies to Elementary and High School Students within the Barangay and also conducted Operation Kuto, Libreng Gupit at Manicure by Lorraine Technical School;

10.31.2017 - Operation Trick or Treat - A Youth Task Force Project for the children to wear their scariest outfit or their prettiest dress on Halloween Night. s cited by LIAC and UPAO who are now handling the the possible relocation of the affected families, their will be a direct consultation with National Housing Authority of the families who were given by the Philippine National Railways due to their clean-up/ expantion.

he Department of Transportation (DOTR) takes a major step towards the construction of the North-South Commuter Railway (NSCR) project (Malolos – Tutuban) through the awarding of the consulting contract to Japanese consortium led by Oriental Consultants Global, as part of its ongoing efforts to improve the transport system within and beyond Metro Manila.

fter the official contract signing ceremony took place at DOTr's Clark main office, Angeles City, witnessed by Japan International Cooperation Agency (JICA), the barangay, represented by Sec. Corazon Correa, was contacted to have a forum with the affected residents and vendors last December 2017.

ast April 3, 2018, there has been a walkthrough along the PNR Railways for the confirmation of the markings of the affected resident with LIAC, NSCRP-DOTR team, JICA and other concern offices because JICA would like to include the portion that will be left, but due to limited budget it is not a priority as of now.

s of today, P/B Ricky Santos and Sec. Cora Correa is in coordination with Caloocan City LIAC Office, UPAO, City Planning, City Engineering, CCSWD, City Administration Office, Philippine National Railways, DOTR-C, NSTREN, DPWH, HUDCC, PCUP, National Housing Authority and other affected Barangays wherein base on their last census of the affected there will be 22 families along the railways within the jurisdiction of the barangay.
