Grants for local communities Council’s grants and funding programs offer opportunities for residents and community groups to receive assistance developing skills, programs, performances, artworks, events, festivals and much more. In July, community groups and event organisers received over $210,000 for 56 projects and events by applying for either the Community Funding Scheme or the Events & Festivals Grant Program. By providing grants, Council is ensuring that our community continues to offer experiences for residents and visitors alike that are inclusive and help with community connection.

Events and festivals are thriving in the Macedon Ranges. As a result of a review undertaken on Council support of events and festivals, there is now a part time Events & Festival Officer and an Events & Festivals Grant Program. Early this year the new Events & Festivals Grant Program— which includes both funding and in-kind support—was launched. The first year of the program was a great success with 30 of the 40 applications receiving support. To view the successful grant allocations, visit mrsc.vic.gov.au We are now reviewing and making refinements for next year’s program, and in the coming months online information tools will be developed to assist and support event organisers.

Prevention Preventing violence against women in emergencies It’s been one year since Council launched Australia’s first municipal Prevention of Violence Against Women in Emergencies Action Plan, and already positive changes can be seen. The plan, which was developed by a range of local agencies in response to research showing that family violence increases after disasters, has attracted significant interest from other councils, the Victorian Government and international agencies. Also, presentations have been made on the development and implementation of the plan at several emergency management forums. The plan’s actions were designed to raise awareness about, and reduce the incidence of violence against women before, during and after emergencies. The Lancefield Cobaw fires in October 2015 provided an opportunity to implement new approaches including: • creating awareness at all post-fire community meetings about the increased potential for family violence and the need to look out for family and friends who might need help • a wallet card with information about local support for those experiencing, or at risk of, family violence which was included in information packs for affected residents and was readily available at recovery centres and other community gathering places • trained staff and volunteers working for support agencies were able to pick up on several instances of family violence and responded with referrals and information • surveying staff and volunteers from support agencies and organisations about their response and recovery experience from the perspective of gender. Key findings from a review of the plan include the need to select a realistic number of actions given the limited availability and capacity of partner agencies during the fire danger period; and a focus on building understanding of the link between gender equity and family violence. To be eligible to stand for Council, you need to be: • 18 years and over • an Australian citizen • enrolled as a resident or ratepayer. Anyone standing for election must lodge a nomination form with the Returning Officer who will be at the Kyneton Mechanics Institute during the election period. Nominations open at 9am, Thursday 15 September and close at 12pm, Tuesday 20 September.

It’s your time to celebrate! Council will again support a range of free social events throughout October as part of the 2016 Victorian Seniors Festival. The feature event in 2016 will be the GreyLight Dance on Wednesday 12 October at Kyneton Town Hall, held in partnership with Kyneton Police. Come along and enjoy music from the 50s to the 70s, performed by Macedon Ranges’ very own Growing Up is Optional. Our Council elections are held by postal voting and the Victorian Electoral Commission (VEC) will mail ballot packs to all enrolled voters in early October. Councillors make decisions on a range of issues, including local roads and footpaths, parks and recreation facilities, planning and building regulations, libraries and community centres.

Music in the Sticks (MITS) and YMCA Action Sports will once again host the Victorian Skate Park Leagues’ North Western Series Skate, BMX and Scooter Competition in October. There will be workshops and coaching in the morning and the MITS crew will be providing food and entertainment throughout the day. Is your child ready for kinder? How do you know when your child is ready to start four year old kindergarten? What does readiness mean? Your child’s readiness for kindergarten is important to consider and can be a difficult decision to make for many parents. Questions that may assist you in making a decision can include: • Can they play and work beside other children? • Can they focus on a task individually or in a group setting? • Can they play independently? • Do they separate from you easily? • Can they follow simple instructions?

Connecting young parents The Young Parent Connection project is a new Council initiative that supports young parents aged 25 and under. The project aims to improve the social inclusion of young parents using a flexible and innovative approach. It will encourage them to meet with other young parents, link into community activities and to be part of a welcoming online community. We are one of eight local government areas that successfully secured funding under the Victorian Government’s Maternal and Child Health Service Innovation Fund. The project will be funded until April 2017. Young parents or service providers who are interested in being involved are encouraged to contact Molly on 5422 0252 or 0487 700 343, or to speak to their maternal child health nurse to find out more about the project.

Kindergartens assessment and rating Lady Brooks and Romsey kindergartens have recently achieved positive ratings in the Assessment and Ratings process held by the Australian Children’s Education & Care Quality Authority (ACECQA). ACECQA is a national body that guides and oversees the National Quality Framework which aims to raise the quality of education and care across Australian long day care, family day care, preschools, kindergartens and outside schools hours services. Mud kitchens, sandpits and more Playtime has been injected with a fresh dose of fun at kindergartens in Romsey, Macedon and Gisborne with upgrades to outdoor play equipment either completed or in the pipeline. Children at Romsey Kindergarten can cook up a storm in a brand new mud kitchen, swing from a fresh set of play equipment or dig deep in an upgraded sandpit. Similar upgrades are planned for Swinburne Avenue Children’s Centre, with the final design stage works due to be completed by September. Both projects were funded by the Victorian Government. The rural setting at Macedon Kindergarten has been enhanced with a dry creek bed, a bike track, seating and landscaping. Funds were raised by families of the Macedon Kindergarten committee as part of their four year plan to renovate the kindergarten’s outdoor space. These upgrades have been designed to promote exploration, link existing play spaces, and provides opportunities for children to play and connect to the environment.

New environment events program Are you interested in learning more about biodiversity and sustainable living events in the shire? Council has released a new environment events brochure that includes biodiversity workshops, fauna talks, spotlights nights, child-friendly activities, sustainable gardening workshops and much more. Environment Strategy

The new Macedon Ranges Environment Strategy was adopted at the June Council meeting. It will provide policy direction and high level actions for the key environmental themes of: • climate change • biodiversity • catchment management • resource efficiency. Importantly, the strategy also commits to a 25 per cent reduction of greenhouse emissions from Council operations by 2020 from 2015 levels. Council will begin work to meet this commitment in the 2016/17 financial year, most notably by changing over 2,000 streetlights to energy efficient LEDs, which will reduce emissions by over 800 tonnes (over 11 per cent of Council’s total emissions). Over the next 12 months, Council will also prepare a climate change action plan and a roadside management plan which are both high priority actions in the strategy. Council thanks the community for its contribution and looks forward to implementing the strategy and improving environmental outcomes for the shire. Tim Flannery at Lancefield Megafauna Festival High profile climate and environment expert, Tim Flannery is a special guest speaker at this year’s Lancefield Megafauna Festival. Tim will be discussing how the landscape of megafauna in central Victoria has changed and what it may look like in the future under climate change. Nature Kids workshops Join Caitlin Griffith, local nature enthusiast, to learn about the importance of leaf litter and creatures living on the forest floor. These one hour workshops are aimed at children aged 6–10 years, and will include a book reading and leaf litter art. Participants will also receive a ‘Wild Families’ activity sheet and wildlife pictures to take home to colour in. All workshops will be hosted by Goldfields Library Corporation. Consider wildlife friendly fencing The Macedon Ranges is an important region for native wildlife species such as the koala, sugar glider and brushtailed phascogale. Traditional stock fencing poses a serious risk for native animals which can become entangled or injured in barbed wire, often leading to death. Here are some tips for wildlife friendly fencing: • Remove the barbed wire strands. • Provide a gap of 50cm to allow for wildlife to pass under. • Install more visible material on the top strand such as white cord or reflective tape. This is especially important if you cannot remove barbed wire. • If you don’t have stock, internal fencing can often be removed entirely, while perimeter fencing can use plain wire or timber.

If you are looking for places to enjoy horse trail riding around the shire, then make sure you get a copy of Council’s new Horse Trail Riding Guide. The guide, which builds on a similar cycling ride guide for the region, includes information about local equine experiences, trails and horse stay accommodation. It also includes one map, with a further six being released in the coming months. The development of the guide was a key action in the Macedon Ranges Equine Strategy, which highlighted opportunities for horse friendly tourism in the shire. Kyneton Community Park construction begins

The following works are jointly funded by Council and the Australian Government’s Road to Recovery program and it is anticipated the works will be completed by November. • Road reconstruction along Sandy Creek Road, Riddells Creek will continue with an additional 764 metres of road to be constructed up to Gyro Close. This will involve widening the seal to 6.6 metres, improving road safety for road users. • Couangalt Road, Gisborne South will undergo road reconstruction works starting from the intersection of Benson and McGeorge roads, extending east to Heard Crescent. The works will remediate the existing sections of failed pavement. • Fisher Street, Gisborne will have kerb and channel and minor asphalt works to the north side between Goode and Prince streets. Works will aim to improve site drainage for local residents, and provide increased car parking around the school. Extension

Tireless volunteers have put in many hours of work during the past eight years which is now culminating in the construction of the community space that will celebrate Kyneton’s history and showcase the best of nature based play. Set in the beautiful Kyneton Botanical Gardens precinct behind the formal gardens, the park site will be transformed over the coming months as features begin to appear. Extensive planting, a network of paths, play elements, and other interactive and artistic features will be built around the existing established trees. Are you looking for a new cat or dog?

Woodend Veterinary Centre manages Council’s cat shelter. During spring, the centre can often be overwhelmed by unwanted litters of kittens needing homes. All cats and kittens for adoption at the shelter are vet-checked, desexed, vaccinated, microchipped and wormed, and can be adopted for a small fee. To view any cats or kittens that are ready for adoption, visit www.woodendveterinarycentre.com.au The Lost Dogs Home in North Melbourne provides Council’s dog shelter service and has many adorable dogs available for adoption. The adoption fee covers the cost of desexing, vaccinating, microchipping, flea treatment and worming. For more information about adopting a dog, visit www.dogshome.com

Council has introduced a voucher system for the disposal of green waste at its three transfer stations in Kyneton, Woodend and Romsey. Each property has been sent two vouchers, each for the disposal of one trailer load of green waste annually at any transfer station in the shire. The voucher system replaces the former ‘Free Green Drop’ service, and will ensure that green waste disposal is more financially sustainable. The green waste bin collection service will continue in township areas. The vouchers were posted to all properties in August and are valid from 1 September 2016 to 31 August 2017. They can be used to dispose of green waste loads up to 0.5m³ (this is equivalent to a standard 6x4 trailer without a cage). Charges will apply for larger loads, commercial customers and people who live outside of the shire. Green waste must be free of weeds, wire and other rubbish. Advisory committee update

Hanging Rock’s advisory committee will have a new name, makeup and structure under the recommendations of an independent review. The new Hanging Rock Strategic Advisory Committee will be a skills-based committee made up of eight to 10 members, identified through an advertised expression of interest process. The new committee will help inform the development of the Hanging Rock Master Plan process, which is currently underway.
