CORANDERRK Tuesday 30 May, 7.30pm This special production by ILBIJERRI Theatre Company pays tribute to the resilience and adaptability of a people who rose to a challenge despite the odds, appropriating the power of the written word to make their own voices ring loud and clear. Coranderrk recreates the Victorian Parliamentary Inquiry in 1881, where the men and women of the Coranderrk Aboriginal Reserve went head-to-head with the Aboriginal Protection Board. Aboriginal and Torres Strait Islander audiences should be aware that this production contains images of deceased persons. It deals with real historical issues. The performers are all Indigenous Australians. There are information sessions and teacher resource kits associated with this performance. Bands to battle it out Register now

An annual must-attend event in the local music calendar, FReeZA Push Start’s Battle of the Bands is a great opportunity for local young musicians—bands, duos or solo acts— to play on a big stage and have their music heard by a large audience. Music in the Sticks are now calling for young up-andcoming Macedon Ranges’ musicians aged 12–25 years old to sign up to this year’s competition. The Battle of the Bands has been running for over 10 years and is seen as a pathway to launch many bands’ careers. This year’s event will be held at Kyneton Town Hall on Saturday 5 August from 6.30pm. To register your interest to compete or for more information:

Skill up in youth mental health first aid

Youth Mental Health First Aid is a 14-hour course available to parents, carers and other residents in the Macedon Ranges. This award-winning course teaches adults first aid skills to give initial help to young people who are in a mental health crisis situation or in the early stages of a mental illness. The course is offered by Council as part of the Live4Life initiative. It is fully accredited and has been developed by Mental Health First Aid Australia, a national non-profit health promotion charity focused on training and research. Materials and refreshments are provided.

Kindagym Give your child a head start with 1000 Books Before School!

Sign your child up to the 1000 Books Before School program to give them a great start at school and instil a life-long love of reading. This free program is open to children aged 0–5 years. Register at your local library for your child’s special starter kit that includes reading charts and stickers. The same story can be read multiple times, and hearing stories at Storytime sessions or listening to audiobooks count too. The program is an initiative of Public Libraries Victoria and has had great success with increasing children’s literacy in other parts of the world.

Kindagym is a fun, energetic program for children aged 1–5 years to develop gross motor skills, coordination, balance and social skills. The structured classes include dancing, singing and free play to allow children to explore the stadium filled with equipment for climbing, crawling and balancing. Congratulations to the 236 Macedon Ranges’ businesses who have been nominated for the 2017 awards. Many of these were nominated across multiple categories, which is a great achievement that reflects the quality of local businesses. Since nominations closed in April, nominees have been busily getting their submissions ready to be reviewed by an independent panel of judges that will determine the category finalists and winners. A mentoring program was offered as part of this process and included two information sessions which were held in Gisborne and Kyneton on 2 and 4 May. Nominees now have the opportunity to have their draft submissions critiqued by a professional business mentor. The winners will be announced at the awards gala dinner at the Kyneton Town Hall on Wednesday 20 September. To find out who this year’s nominees are, visit mrsc.vic.gov.au/business-awards

Lancefield Skate Park

The construction of the new skate and BMX park in Lancefield will commence in April 2017. The $300,000 park—partially funded by the Victorian Government, Council and the local community—will be one of a kind, and include tricks for all ages and abilities. It will be located in Lancefield Park and will complement the existing facilities within this reserve. Works are scheduled to be completed by June 2017.

A draft masterplan options paper for Hanging Rock was presented to the Ordinary Council Meeting in April. Council endorsed the draft masterplan for public consultation, subject to final agreement from Traditional Owner groups and any subsequent direction from the Victorian Government. It is anticipated that the document will be available for comment within the next couple of months. Your Councillors

Cr Jennifer Anderson West Ward We’re only just over six months into this four year Council term and your Councillors have been very busy.

It is great to see our East Ward communities hit the ground running in 2017 with the anticipated start of many projects.

Although the Council Plan and Budget have occupied a lot of our time we have continued with day-to-day business.

The former Romsey Primary School site will begin to see a few changes with a planned new community health centre in the old school building surrounded by an all abilities community park. The idea for the community park, led originally by the Greater Romsey All Abilities Park (GRAAP) and with subsequent community consultation, has been translated into a space that will incorporate an active play zone, areas for picnics, events, water play and sensory/therapeutic activities. Stage 1 of the park is expected to be constructed later this year. The Lancefield Skate Park, another community-led project, is taking shape with construction expected to be finished mid-year. The skate and BMX park will have a megafauna theme that reflects Lancefield’s growing reputation for having significant prehistoric fossil deposits. The façade and interior of the Riddells Creek Community Centre—home of the Riddells Creek Seniors Citizens—is so much more welcoming and inclusive now that long term works have been completed. To hire this centre and other centres in the shire, contact details can be found on Council’s website, mrsc.vic.gov.au During the past month or so I hope you’ve taken the opportunity to talk to us about the next Council Plan at one of our listening posts or at a Council Plan workshop. This key document will provide a clear direction for the future of our shire based on what our community wants and needs.

On most Wednesdays, Councillors commit to attending briefings where officers have prepared documents for us to read beforehand so we can be informed of changes in legislation, potential projects we might like to be involved in, and progress reports on the day-to-day operations of Council. Every fourth Wednesday of the month there is a council meeting to prepare for, again with much reading and homework to be done in order to ensure we feel informed enough to make decisions on behalf of the community. Some decisions are harder than others, but with all we must assess risks and benefits to the community across multiple areas, considering all the options available. In February, the Minister for Planning endorsed the 12 recommendations of the Macedon Ranges Protection Advisory Committee, which Council has committed to working with the Victorian Government to achieve. The recommendations include those aimed at protecting agricultural land, defining settlement boundaries, preserving our unique landscapes protecting the Mount William Quarry site, reviewing protections of significant vegetation, assessing biolinks and working with our registered Aboriginal groups. This will involve a demanding but exciting workload, especially for our planning department. We’ve been overwhelmed by the feedback we received as part of the recent Council Plan consultation and are now seeking your input on the draft Budget 2017/18 (see page 11). Cr Mandi Mees South Ward It’s budget time and how we, as a community, spend the public money we have all earned is a tough call. Who in what corner of our shire can help create a healthier, more environmentally friendly and sustainable way of living? This is the big question we seek to answer. Is it walking and cycling networks to create more active communities? Is it greater protection for our natural environment and better management of ‘urban-style’ development? Where will our and our children’s livelihoods come from in the future? What fundamental components of public life should we invest in and what outcome do we all want? These questions are all being tested as part of structuring the next budget. What do you care about? What will make the biggest difference to you and your family, your neighbours and your town? This is really what the budget will need to understand well to deliver for you. Keep talking. Keep sharing your ideas, your challenges and your solutions. Councillors are not magic makers, but the aspirations you have, we all share. So let’s work together to work towards making them a reality.

Draft Budget and Council Plan Do you agree with our priorities?

The Council Plan outlines Council’s priorities for the next 10 years, while the draft Budget and Strategic Resource Plan propose how Council will support and invest in local services, facilities and infrastructure in 2017/18. Council has been inviting input into the development of the draft Council Plan since late last year and would like to thank everyone who shared their ideas and aspirations. The feedback has been used to develop the draft plan and inform the 2017/18 draft Budget. Small Community Grants Did you know that Council has a monthly small grant scheme?

Heritage study underway Council is undertaking a heritage study for Gisborne, New Gisborne and Kyneton to review 44 local sites that have heritage significance but are not currently protected.

If your community group has a project that is ineligible for funding through Council’s annual grant schemes, or you’ve found the timing is not quite right for your project, you may be eligible to apply for a Small Community Grant. Not-for-profit community groups can apply for up to $1,500 via a simple online application process.

The first stage of the study has involved research and a street-level review of each site by a specialist heritage consultant. The second stage of the study is now underway and involves further research into each of the sites to capture and document elements that contribute to their heritage significance. Owners of the properties have been contacted and will continue to be involved in the process. After this work is completed, affected landowners and interested members of the public will be able to provide feedback on these documents before they are presented to and considered by Council. Once the heritage study is adopted by Council, a planning scheme amendment process will apply a heritage overlay on affected properties. This will provide guidance regarding development controls on these sites. Free heritage advice will be available to landowners included within the heritage overlay. For more information:

The agapanthus that were planted at the base of the Tylden War Memorial have been removed to enable regular inspections of the monument to ensure its structural stability. The mature agapanthus were making this difficult to do, and were beginning to obscure and detract from the heritage-listed memorial itself. New plantings will be chosen in consultation with Heritage Victoria, Tylden Landcare, the Tylden Hall Committee and the community, and planted when the weather conditions are more favourable. Dwelling additions Do I need a building permit? If you want to make any alterations or additions to your dwelling you may need to apply for a building permit. Yes Increasing the floor area of the building; e.g. rear addition, ensuite addition or second storey addition. Yes Adding a verandah, patio, deck or carport to the dwelling. Yes Restumping or underpinning foundations. Yes Removing structural walls, increasing window opening widths. No Replacing roof sheeting or timber weatherboards with the same material. No Replastering or replacing kitchen cupboards.

Energy efficiency Any new building work will need to comply with energy rating requirements including roof and wall insulation, energy efficient lighting and possibly double-glazed windows. If the new addition is large enough (50 per cent of the volume of the existing building) the entire building may need to be upgraded for energy efficiency measures.

Bushfire protection If the dwelling is in a bushfire prone area, building protection from bushfire attack needs to be incorporated into the building design. Upgrading may include protecting windows with steel flyscreens, replacing external timber cladding, replacing combustible decks, replacing windows, sealing gaps and cracks.

Is your livestock safe? Council is urging all livestock owners to ensure their livestock are adequately confined to their property. Since the start of 2017, Council has received more than 80 reports of wandering livestock on local roads. Fortunately, the majority of these have been for sightings in daylight hours where drivers have been able to see the animals. Areas of concern include Darraweit Guim and Clarkefield where there are a number of larger land holdings. Three Chain Road which runs from Carlsruhe to Lancefield and carries a significant amount of traffic has also had numerous instances of stock wandering on the road. Where livestock are found wandering, the first priority is to secure the stock to the nearest property to eliminate the risks to drivers and the stock. Livestock owners must ensure that their livestock are adequately confined and that there is enough feed and water on the property to sustain them. Often the animals break through fences in search of food. Fencing must be secure and well-maintained. Authorised officers can also impound livestock from land when they are inadequately confined. When a report is received, attempts will be made to contact the owner of the livestock to retrieve the animals and to ensure necessary repairs are made to prevent them escaping again. Council works with professional stock contractors to safely impound and transport stock. Officers may ask that stock are secured to private property temporarily until contractors can attend. Fees will apply to reclaim impounded stock. Significant fines can also be issued. To report wandering livestock, contact us on 5422 0333. Page 13


Your rates at work

The following works—jointly funded by Council and the Australian Government—are due to be completed by the end of June 2017: • Chanters Lane, Tylden will undergo road reconstruction works at the intersection of Rippers Lane. These works will address existing issues with the road surface including cracking and potholes. • Works for the Ashbourne Road, Woodend blackspot program will involve the installation of guardrail sections and new anti-skid surfacing for segments of road from Donalds to Currawong roads. • The Lyell Street, Gisborne road reconstruction project includes construction of 20 parking bays, including two disability parking spaces.

Footpath construction projects currently underway: • Gisborne streetscape: Sections of Hamilton, Aitken and Brantome streets will be rejuvenated with drainage works, asphalt works (night works) and bluestone paving. • Nursery Road, Macedon: Boardwalk works will include constructing a timber boardwalk under the railway bridge. Both road construction and footpath works will improve infrastructure and transport links, and pedestrian safety around the shire.

Drainage construction projects currently underway: • High Street, Lancefield: Drainage works will see the installation of concrete pipes in the northern section of High Street from Raglan Street to The Crescent. • Chambers Road, Ashbourne: One of Council’s major culverts will be reconstructed.

Other works recently completed:

• Repairs to approximately 70km of road, four bridges and blocked drains caused by flood and storm damage. • Resealing of approximately 31.5km of roads. By resealing roads every 10 to 15 years, the life of the pavement underneath is extended and the quality of the driving surface maintained.
