Home Library Service: Bringing the library to you! Want to borrow books from your local library but can't visit a branch? Goldfields Libraries now offer a Home Library Service for individuals who are unable to visit the library due to ill health, frailty or disability. The service is supported by trained volunteers who select library items that reflect the borrower’s preferences, or items the borrower has reserved, and deliver them to their home on a monthly basis. Register your child for kindergarten Give your child the best start to their learning journey at one of Council’s eight kindergartens in the Macedon Ranges. Vacancies currently exist in our three and four-year-old kindergarten programs at Kyneton, Lancefield, Macedon, Riddells Creek, Romsey, Gisborne and Woodend. Is your child immunised? Parents are being urged to ensure their children’s immunisations are up-to-date following recent changes to the Victorian Government’s No Jab, No Play law. Under the changes, only Immunisation History Statements from the Australian Immunisation Register will be accepted when enrolling in childcare or kindergarten. Documents produced by GPs or other immunisation providers will no longer be acceptable as proof of immunisation.

Have your say: Draft Budget and Council Plan The draft Budget Report 2018/19 and draft Council Plan 2017–2027 (Year Two) is now on public exhibition until Tuesday 22 May.

This is an important public process where Council presents to the community how it proposes to spend ratepayer and grant funding to support local services, facilities and infrastructure in the forthcoming financial year.

2018/19 draft budget

Increased cycling and walking paths, updates to existing community buildings and improvements to sporting facilities are among the key initiatives in the budget. Other new initiatives include engaging with the community on proposals for dog on and off lead areas and investigating the introduction of a cat curfew. Council also plans to fund development of an integrated early year’s hub in Kyneton, regional sports fields in New Gisborne, a Reconciliation Action Plan to strengthen relationships with Traditional Owners, and a Disability Action Plan to support this sector of the community.

Deakin University’s Centre for Regional and Rural Futures is finalising the draft Jobs for the Future Blueprint, which will be available for review in the coming months. The blueprint will help guide how Council supports business growth and local job creation over the next 20 years. Following a survey to businesses last year, a second survey asking residents about their goals, skills and future priorities found that 64% of residents are not working in their preferred location. This could be for a number of reasons including lack of available jobs in their field of work with pay and flexibility also being a consideration. Have your say: Kyneton Airfield

Council is looking for your feedback on its proposal to introduce a Local Law to improve community safety around the Kyneton Airfield. Currently, there are no mandatory safety procedures to minimise flight hazards within the airspace surrounding the airfield and Council is limited in its powers to address potential safety issues. The proposed Local Law No.12 would set out height limits for landowners/occupiers for potential obstructions or activities that could pose a safety hazard to aircraft. You can have input into these proposed new safety measures by submitting a feedback form by Friday 18 May. Council is committed to working with the Kyneton community to develop a suitable framework for community safety while also respecting the land usage rights of Kyneton residents and businesses. Residents are being invited to have their say on the draft Arts and Culture Strategy 2018–2028, which will guide Council’s support, promotion and investment in arts and culture over the next decade. Kyneton Primary School

A final master plan is now being prepared for the former Kyneton Primary School site in Baynton Street. In March and April the community was asked to have its say on three options for the site, which were based on feedback gathered in the first round of community consultation last year. The final master plan, funded by $65,000 from the Victorian Government through Regional Development Victoria, will guide Council and Victorian Government decisions related to the future use of the site. Macedon Ranges Localised Planning Statement

Council is continuing to work with the Victorian Government on the draft Macedon Ranges Localised Planning Statement, which was available for public comment early this year. Following analysis of the feedback, a community consultation report summarising responses from the community will be released. The government released the draft statement in late 2017. It identifies our unique attributes and aims to ensure that state significant landscape and the environmental and cultural values of the shire are protected and enhanced for current and future generations. Battle of the Bands bring out the best in local talent Register now Young bands are encouraged to get out of the garage and get on to the stage with FReeZA Push Start’s live music event, Battle of the Bands. The annual competition is a great opportunity for local musicians – bands, duos or solo acts – to play on a big stage and have their music heard by a large audience. Music in the Sticks (MITS) is now calling for young and emerging Macedon Ranges’ musicians aged 12–25 years old to sign up to this year’s competition. The Battle of the Bands has been running for over 10 years and has helped launch many bands’ careers. This year’s event will be held at Kyneton Town Hall on Saturday 25 August from 6pm. Skill up in youth mental health first aid

Council is offering parents, guardians and teachers in the Macedon Ranges the opportunity to take part in fully accredited Youth Mental Health First Aid course to learn how to assist young people experiencing mental health problems. This award-winning course teaches adults first aid skills to give initial help to young people who are in a mental health crisis situation or in the early stages of a mental illness. The 14-hour course covers topics such as anxiety, depression, psychosis, alcohol abuse and other drug issues and eating disorders.

Aqua aerobics

Aqua aerobics uses water resistance and water-based equipment to improve cardiovascular fitness while moving to music. Aqua classes are held regularly at the Gisborne Aquatic Centre and the Kyneton Toyota Sports & Aquatic Centre.

Hydrotherapy is ideal for people recovering from muscle and joint pain or injury and beginning rehabilitation. This type of therapy relies on buoyancy, resistance and the warmth of the water to maximise the physical and mental benefits for participants. Cr Natasha Gayfer East Ward With autumn almost over, many of us are settling in for a Macedon Ranges winter while Council’s work continues.

In April, Council endorsed the naming of the Romsey Ecotherapy Park – a new park developed in partnership with the community. Work has transformed the former Romsey Primary School site into a central destination point for the growing community and visitors from further afield. The Greater Romsey All Abilities Committee is to be congratulated for realising their vision of a space where people of all ages and abilities can have a sensory and therapeutic experience in nature. Some of our other fantastic facilities in the shire are our kindergartens. If you have a child who will be ready for kinder next year, be aware that registrations close 30 June. Places are limited so don’t miss out – registration forms are on our website. With both Romsey and Riddells Creek kindergartens set to undergo renovations after receiving Victorian Government funding, our local early childhood options will be bigger and better. At the time of writing this column, Council was working with the resource recovery industry and the Loddon Mallee Waste and Resource Recovery Group to address the impacts of overseas policy on recycling in Australia. While solutions will take time, this is also an opportunity for us to reflect on the waste we all produce, and think about what we can do to reduce it – or avoid it in the first place. Consider buying products with less packaging, or made of recycled content. Now is also a great time to review what you can and can’t put into the recycling bin guidance is on our website. Lastly, I’d encourage residents to have a look at Council’s draft Budget, which is now open for comment. The draft Budget is an important document that helps set out our priorities and we want to be sure that these reflect what the community believes is important. Cr Helen Radnedge South Ward Council’s old slogan of ‘Our Environment Our Future’ is still as relevant as ever, with Council recently starting work on the development of our first Biodiversity Strategy.

Our biodiversity is unique, highly significant, and vital for the health and wellbeing of our society and economy. We are privileged to have such precious biodiversity throughout the shire, including within townships. Residents are encouraged to record flora and fauna sightings to the Victorian Biodiversity Atlas (information on how to do this is available from council). The draft strategy will aim to protect and enhance the health, connectivity and extent of ecosystems across the shire, and avoid any further loss of species and ecological communities. Please continue to be involved in the project as the strategy evolves, and keep telling us what matters to you when it comes to the environment in our beautiful part of the world. One of the threats to biodiversity is the invasion of weeds, a comprehensive guide to help in identifying and controlling weeds is available from council service centres or can be found on council’s website. The guide, which covers woody weeds, herbs, bulbs, trees, vines and creepers and aquatic plants, provides colour photos of locally identified weeds along with suggested control techniques. Council is reviewing its Nature Strip Policy – which has the potential to further enhance both our biodiversity and township characters. Keep an eye on the “have your say” section of our website as we’re hoping to seek your feedback on the draft policy shortly.


Cr Roger Jukes West Ward Council’s 2018/19 draft budget is now open for comment, and it’s important to take the time to offer feedback on our proposed allocation for spending.

Rate-capping is now starting to have a serious effect on what Council can and can’t do, and this year you may notice reduced spending in some areas. Have a look over the 2018/19 draft budget (which is on our website mrsc.vic.gov.au and also available in person at Council’s service centres) and help us by communicating how best prioritise available funds. Children who attend Kyneton Primary School will hopefully be settling in well at the new Edgecombe Street campus, with further work to be done on the old Kyneton Primary School site shortly. The transition to the refurbished education precinct points to a new direction in the town, and an exciting step into the future. On the future and looking ahead, the Victorian Government has been working with Council on the draft Macedon Ranges Localised Planning Scheme. I encourage you to get involved in the process. In 2016, Council began work on a draft master plan for the Kyneton Airfield. Thank you to the community, airfield committee, councillors and council staff for their ongoing commitment to this project, which is now reaching its final stages. Last year Council adopted a recommendation at an Ordinary Council Meeting to introduce local law provisions for the protection of the airspace surrounding the airfield. Currently there are no mandatory safety procedures to minimise flight hazards within the airspace, and we’re limited in our powers to address potential safety issues. We’d like to change that through the introduction of a local law, which would set out height restrictions for landowners surrounding the airfield. Council is pleased to announce the appointment of Angela Hughes to the key leadership position of Director Planning and Environment. Ms Hughes has extensive experience in local government in strategic planning, statutory planning and compliance and will take up her new position in May. Spotlight on the Basalt Peppercress Want to join the Casserole Club family? Casserole Club is a free local meal sharing project for residents in the shire.

The program connects those who love cooking (Cooks), with their older neighbours who find it difficult to prepare regular meals (Diners) and would appreciate having a home-cooked meal delivered by a friendly face. Casserole Club are currently looking for volunteer home cooks to get involved. If you’re interested in sharing an extra plate with an older neighbour who could benefit from a meal and a friendly chat, sign up today.

The Macedon Ranges boasts a diverse range of flora species, including some plants listed as Federally Endangered. The Basalt Peppercress (Lepidium hyssopifolium) is a small perennial herb, with only two natural populations known in the shire. This species has showy, white flowers from December to February and occurs in Eucalypt and Casuarina woodland. Threats to the species include land clearance and degradation caused by farm animals and introduced exotic plants. Plans are underway to revisit existing populations and propagate them, ensuring the survival of the species. Thanks to local volunteers who have helped in the preservation of the species so far.

Kyneton Tip Shop: a tip top place for pre-loved goods Kids’ bikes, furniture and homewares are just a few of the pre-loved items that can be picked up at Council’s new tip shop in Kyneton.

Environment work with schools brings success Council’s Environment team has been working with local secondary schools in the shire to deliver fun, educational, hands-on citizen science projects. Students at Candlebark and Alice Miller Schools have used remote cameras to record more than 250 wildlife observations, including a sighting of the rare Dusky Antechinus - which hasn’t been recorded in the shire for many years. Council has also teamed up with Kyneton Secondary College students to monitor invertebrate diversity at Bald Hill Reserve, increasing our understanding of the this natural bushland setting. Future projects in development include a partnership with Sacred Heart College, where students will focus on capturing data on the elusive Feather-tailed Glider. Council is delighted to be working with local schools to gain an in-depth understanding of our local environment so we are better able to protect it.

Located at 140 Redesdale Road within the Kyneton Transfer Station, the shop is being trialled as a way of reducing waste going to landfill. The tip shop is open during the transfer station’s usual operating hours—Wednesdays, Fridays, Saturdays and Sundays from 10am to 4pm. Items that are in good condition and deemed to be reusable are selected by staff and displayed at the shop. Most items will have a bargain-basement price tag—to help cover some of the shop’s operating costs. Your rates at work

Motorists urged to slow down on gravel roads Council is urging motorists to slow down when travelling on unsealed gravel roads.

The following works–jointly funded by Council and the Australian Government–are due to be completed by the end of June 2018: • Burke and Wills Track, Baynton (between Sidonia Road and Annek Lane) will undergo an upgrade of the pavement and seal with minor drainage works. • Sidonia Road, Pastoria will receive an upgrade of the road pavement and seal with minor drainage works. Footpath construction projects currently underway include: • Romsey streetscape: White Avenue, Park Lane, Murphy Street Footpath works will improve infrastructure and transport links, and pedestrian safety around the shire. Other works recently completed, include repairs to: • Kyneton-Springhill Road, between Coliban Downs Road and the Coliban Reservoir, and near the intersection of Springhill Road, Springhill.

• Victoria Street, Kyneton (from Beauchamp Street to Elizabeth Avenue) with works to upgrade the road to provide a smoother road surface and kerb, and channel works to stop flooding and improved drainage. • Romsey streetscape improvements, targeting Main Street, Romsey, between Murphy and Stawell streets. The works will provide a safe walkway and parking for people using the area.

Council is upgrading three public toilets in the shire over the next few months, which will result in temporary closure of these sites. Works at Campase Park in Woodend, and at Riddells Creek Recreation Reserve are now complete, with upgrades underway on public toilets at Lancefield Town Centre (on the Crescent opposite the Grain Store). Thankyou to residents, local businesses and visitors for their patience during these works.

Council has received a number of complaints from drivers about people travelling at high speeds on gravel roads. With more than 800kms of unsealed roads across the Macedon Ranges Shire driving at high speeds on unsealed road surfaces is a concern. Potential hazards include high volumes of dust which impair visibility, varying road conditions due to changing weather and wildlife grazing on the verges of rural roads and crossing at night.
