My Aged Care

A new way to access aged care

The transition of aged care services from the Victorian Government to the Australian Government has been occurring since 2016, and is expected to be completed by the end of June 2020. To apply for aged care services, including those provided by Council under the Commonwealth Home Support Programme, you must register with My Aged Care on 1800 200 422, and be assessed as eligible. Council provides similar services to what it has in the past, but the focus is on helping you to get back to living safely and independently. If your needs are too great to be met by Council services, you may be eligible for an aged care package. For further information, contact Naomi Scrivener: 5422 0268

Battle of the Bands

Local band Dr Sisco will represent the Macedon Ranges at the Push Battle of the Bands Northern Country region finals at Kyneton Town Hall on Saturday 15 December. Outdoor pool season 2018/2019 Woodend and Lancefield outdoor swimming pools will open for the 2018/2019 summer season from Saturday 1 December 2018 until Monday 11 March 2019.

Council provides a safe, fun and family friendly environment at each aquatic centre and outdoor pool in the shire. All our facilities are accredited with Life Saving Victoria’s Watch Around Water program. The initiative encourages parental supervision of children in and around the water and requires that: • children under five years of age are supervised by an adult who is within arm’s reach of them at all times • children 5–10 years of age are supervised by an adult at all times while in a body of water • children under the age of 10 years must be accompanied by a person over 16 years of age, otherwise they will not be allowed to enter the facility. The Watch Around Water program aims to reduce the number of fatal and non-fatal drownings and associated injuries in Victoria, within the 0–14 year age group. To find out more, visit lsv.com.au

Retrofit your home Four tips for keeping cool in summer

1 Windows • Use external shading. Awnings, deciduous trees and pergolas are good options. Plants will also cool outdoor spaces. • Close windows and curtains during the day to keep the heat out. Once the temperature drops, open windows to flush hot air from your home. • Cover skylights. 2 Insulation This is one of the best ways to block summer heat. Ceiling insulation is cheap and easy to fit and can even be topped up. Insulate floors and walls where possible. 3 Use fan first Fans are cheap to run and purchase making them an efficient way to cool. They will reduce the need to use your cooling system. 4 Set your thermostat to 26°C Set air conditioner thermostat between 24°C and 26°C. Every degree lower in summer will increase running costs by around 10 per cent.

Remember, prevention is always better so focus on passive elements before turning on appliances!

Garden waste service to expand A trial to expand the green bin garden waste service has been approved by Council. Fruit and vegetable waste including scraps, peelings, and whole fruit and vegetables can now be placed into the green garden waste bins. The vegetable and fruit waste will be processed with the garden waste and turned into compost. Council data shows about 25% of the contents of our garbage bins is food waste that ends up in landfill where it generates harmful greenhouse gases. By composting fruit and vegetable waste, residents can significantly reduce the amount of waste sent to landfill and at the same time produce a useful product in compost.

The expansion of the garden waste service will not only reduce the amount of waste going to landfill but will highlight the importance of trying to reduce food wastage. The expanded service is a great way to also encourage residents to think about food waste reduction. The trial will be reviewed in early 2019 to assess whether a full ‘food organics garden organics’ service could be implemented at the start of the 2019/2020 financial year. How to beat the heat

With summer almost here it’s important to understand the effects of extreme heat, who is at risk and how you can reduce the effect on yourself and others. Heat can cause illnesses such as heat cramps and heat exhaustion, which in some cases can be fatal. So when the heat hits, here are some useful tips to ensure you remain as comfortable, healthy and cool as possible. Drink water: Even if you don’t feel thirsty, drink water. Always have a bottle of water handy. Keep cool: Seek out air-conditioned buildings, draw your blinds, use a fan, take cool showers and dress in light, loose clothing made from natural fabrics. Plan ahead: Schedule activities in the coolest part of the day and avoid exercising in the heat. If you must go out, wear a hat and sunscreen and take a bottle of water. Help others: Look after those most at risk in the heat—your neighbour living alone, the elderly, the very young, people with a medical condition, and don’t forget your pets. Hot cars kill: Never leave kids, adults or pets in hot cars. The temperature inside a parked car can double within minutes.

Be prepared this summer Bushfire survival plan

Understanding your level of risk is the first step in developing your bushfire survival plan. Research shows that when threatened by a fire, many people living in high risk areas will leave it too late to make critical decisions, leaving them with very few safe options. In high-risk areas, leaving early is your safest option particularly on Code Red, Extreme and Severe days.

Where will you go?

It’s important to identify where you will go on high fire risk days such as to family or friends in Melbourne or elsewhere. Neighbourhood Safer Places—Places of Last Resort should not be your ‘go-to’ place when you decide to enact your fire plan. These places are a ‘last resort’ option when all your plans have failed and the fire is about to impact your home. They are not staffed, may not have electricity or other services, and there is no guarantee that the CFA or other agencies will be able to defend the building if it is threatened by fire.

Where to find relief If an emergency such as a bushfire occurs and you need to leave your home, Council will open an emergency relief centre. This centre will be located well away from the affected area and the location will be broadcast on radio, social media and relevant websites.

Services available at a relief centre include: • food and water • personal support • temporary accommodation • information • a place to bring your pets (make sure you bring a lead or cage, food, water bowls and anything else they may need). If you are unable to leave your property or choose to stay, you will need to have at least three days’ supply of food, water, fuel and other necessities.

Recovery centres

As soon as possible after the event and where necessary, Council will open a recovery centre. This centre will be located as close as possible to the affected area. Services available at a recovery centre include: • information about emergency grants • personal support • information on clean up, health and wellbeing • information on housing, insurance. Immediately following an event, Council works with other agencies to assess the impact of the event. You may receive a visit from staff or volunteers who will be checking to see how you are managing after the incident and assessing damage to your property, animals, trees and fencing. Experience shows that those people who have prepared their property and have a bushfire survival plan recover more quickly from an emergency.

Art for Tokai: calling all artists Council is inviting suitably-experienced artists to submit expressions of interest to create a reciprocal exchange of artwork or creative experience with Macedon Ranges Shire’s sister city Tokai, Japan. The creative art exchange will engage Macedon Ranges artists and communities, highlighting local talent and telling local stories to inspire, educate and entertain the people of Tokai. The Tokai Creative Art Exchange is an artist-led creative initiative in recognition and appreciation of Council’s sister city relationship. Trees Tree planting

Approximately 400 trees have been planted between May and September in towns throughout the shire in nature strips (and parks) as part of our annual planting program. Not all trees that were selected are native, as tree species are guided by the location and sustainability of the tree for the specific site conditions. Residents were provided with information on how to look after street trees and a bucket for extra watering during the hot weather.

Electric line clearance

Annual street tree pruning and maintenance programs in Kyneton and Gisborne are expected to be completed mid-December to ensure all street trees in the shire are not at risk of coming into contact with powerlines. The inspection of street trees and powerlines ensure public safety and prevent electricity supply interruptions that can be caused by overhanging vegetation near powerlines. All vegetation works carried out are in compliance with the Electricity Safety Act (Electric Line Clearance) Regulations 2010, with regulations stipulating a minimum safe clearance between trees and powerlines. Energy Safe Victoria also carries out routine inspections and advises Council of any issues where trees are encroaching on powerlines. Trees audited

As part of the annual tree auditing program, we conduct regular checks of township trees with approximately 10,000 trees being audited this year. Contractors are engaged to undertake visual inspections of all street and park trees in Councilmanaged reserves and streets within the township boundaries. All trees are assessed individually, photos taken and information such as the tree’s dimensions, type, health and structure collected. The audit also helps identify the vacant tree sites on nature strips, and assists us to develop a tree planting program. Planting trees at these sites provides visual and social benefits, and longer term environmental benefits to the community.

Elm leaf

beetle program

The elm leaf beetle treatment program protects the shire’s 2,700 elm trees from the elm leaf beetle. Elm leaf beetles feed on the leaves of the elm tree and defoliate mature trees. Trees that have been attacked present a distinctive round hole in their leaves and repeated infestations can seriously weaken trees. While it is impossible to eradicate the beetle, the preventative management and treatment tends to protect the trees for more than one season. Treatments can include spraying and injecting the soil around the root zone. We are a member of Friends of the Elms Inc (FOTE) that maintains a state-wide elm register and helps local government and other bodies to manage threats to elm trees. Residents with elm trees on their properties are strongly encouraged to register their trees by contacting FOTE. Splashing out Swimming pools and spas

Summer is the time of year we can enjoy a refreshing dip in a swimming pool or spa, and you’ll be even more relaxed knowing you’ve inspected and maintained them properly. All in-ground and above ground swimming pools and spas containing a depth of water greater than 300mm, including children’s inflatable swimming pools, require a building permit and a safety barrier or pool fence.

Have your say Cats and dogs What do you think about designated dog on and off leash areas and a night-time cat curfew for the shire? You can now have your say on these options as part of our Paws for Thought consultation. The idea for a cat curfew and designated dog on and off leash areas came from community feedback gathered during development of the 2017–2021 Domestic Animal Management Plan. When considering dog off leash areas, we have tried to balance the needs of dogs, dog owners and the wider community. We have also considered the impact of dogs on the natural environment. Under the proposed changes, dogs will have to be on a leash in all public places unless they are in a designated off leash area.

In some places, such as sensitive environmental areas, dogs will be prohibited altogether. Take a look at the proposed off leash and prohibited areas for the shire on our website and tell us what you think. We would also like to know what you think about a night-time cat curfew for the shire and how this might work. We want everyone’s feedback, whether you are a pet owner or not—it’s important to hear everyone’s voice. As the warmer weather arrives, existing pools should be inspected for compliance and maintained. It is the time to: • adjust and lubricate gates • ensure gates close and lock correctly • inspect the safety barrier for corrosion • clean up around the safety barrier (e.g. removing pot plant, chairs) • cut back overhanging trees.

Owners of rental properties with swimming pools and spas are responsible to ensure the barrier is maintained. More information on pool safety, swimming pools, spas, safety barriers and their ongoing maintenance can be obtained from Council’s Building unit. Macedon Ranges Shared Trails

Feasibility Studies update The Macedon Ranges Shared Trails Feasibility Studies project is considering a number of opportunities for shared trails throughout the Macedon Ranges and on to Daylesford (Tylden). The studies will outline on-road and preferably off-road shared trail route options for the two identified trail components: 1. Daylesford (Hepburn Shire) to Hanging Rock including to Kyneton and Woodend 2. Macedon Ranges Trail—Riddells Creek to Woodend

We have been talking with community groups as well as identified land owners and managers along the preferred trail alignments. These discussions have been beneficial in guiding the development of the draft feasibility studies. The studies are expected to be available for public comment in early 2019. Statement of Planning Policy

Council is continuing to work with the Victorian Government on a draft localised planning statement for the shire, now known as the Statement of Planning Policy (SPP). The statement, which is a Victorian Government document, was developed following community consultation. It identifies the state significant attributes of the area, aims to ensure that state significant landscape and the environmental and cultural values of the shire are protected and enhanced for current and future generations. It also includes long term settlement boundaries based on approved structure plans and planning scheme amendments. Council has been working in partnership with the Victorian Government and Traditional Owners on the project, which seeks to introduce a range of reforms that will protect our shire’s unique values for current and future generations. Gilbert Gordon Oval pavilion

The construction of new change room facilities at Gilbert Gordon Oval is underway and will improve female, junior and senior participation, new umpire change rooms, and public toilet facilities. These works have been funded by Council and will complement the previous oval and lighting upgrade works undertaken over the past two years.

Tennis courts renewed

Works are underway for the reconstruction of six tennis court in Kyneton. This work has been funded by Council and the Kyneton & District Tennis Club to renew existing facilities and will include four new synthetic grass courts, two plexipave courts and installation of new lighting. Works are scheduled to be completed by March 2019.

Kindergarten works at Romsey and Riddells Creek

Refurbishment works at the Romsey and Riddells Creek kindergartens and Maternal and Child Health rooms are nearing completion. This work will cater for current and future demands in both the kindergarten and maternal and child health services. The project has been funded through the Victorian Government’s Facilities Capital Program and Council to the value of $960,000.

New flag poles installed We have recently installed a third flagpole at both the Kyneton and Gisborne offices. This will ensure that important events and days throughout the year can be recognised along with both the Australian and Traditional Owner flags.

Demoliton works underway

We will be demolishing several disused structures and buildings before the end of the year, including:

• an unused portable at Tylden Reserve • a house at Kyneton Botanical Gardens • the pump sheds at Kyneton Velodrome • the squash courts in Woodend. The work will reduce overall maintenance costs on buildings that are no longer required for community use.
