We need the technology and inventory tracking in place so we can really show that we can handle the regulatory affairs of the commercial side.” Arbelaez is thankful that the federal government has allowed Colorado to try out a regulatory framework. “This is the first time in history that we are going to regulate and tax this product; we are changing history here,” Norton Arbelaez said. Applications for medical marijuana dispensaries to become retail stores opened October 1. Voters will decide the taxes in November, and January 1, stores will open. Talking to Your Child About Marijuana By Madeline Schroeder Rapidly, marijuana is becoming more and more accepted in today’s world. In Colorado it is legal to possess marijuana, and as of January 1, legal for adults 21 and older to buy retail marijuana. But, there’s a good chance people younger than 21 may be exposed to the drug. According to the American Academy of Child & Adolescent Psychiatry (AACAP), a 2013 study shows teen marijuana use is at its highest in 30 years, and teens are more likely to use marijuana than tobacco. As the attitude shifts toward “marijuana is no big deal,” parents face new challenges expressing the risks to
their children. AACAP advises talking to your child when he or she is in elementary or middle school in an open and honest way: - Listen, pay attention and do not interrupt - Avoid making angry or negative comments - Ask your child to give examples of the effects of marijuana - Offer information about the risks and effects To help discuss with your child the effects of marijuana, the graphic below shows what happens in the body when you consume marijuana.
What Happens When You Consume Marijuana THC is the main ingredient in marijuana and responsible for most of its effects. The content and potency controls its effect. Sometimes it can be laced with other drugs, which can cause dangerous effects. When marijuana is smoked, effects begin almost immediately and can last 1 to 3 hours. Effects from marijuana consumed in food can appear later (30 minutes to an hour) but lasts longer (about 4 hours). However, these effects vary because there is little quality control for marijuana products. For example, unlike 400 milligrams of Ibuprofen that is the same everywhere no matter where it is purchased, THC content is not the same everywhere. The amount of THC varies from place to place, therefore the effects differ as well. How marijuana will affect an individual cannot be predicted.

Appetite increases, which is where the term “munchies” comes from. Medical marijuana can help treat nausea and appetite problems for people with cancer or HIV who have trouble eating or gaining weight.
Sensory perception increases (colors may seem brighter), which is why tie-dye clothing is associated with marijuana. Laughter increases, and a person may act silly for no reason. Lack of motivation often occurs, inspiring the coach potato image of stoners in movies. After “high” feeling subsides, sleepiness and sometimes feelings of depression hit.
Coordination, balance, posture and reaction time are altered. Learning, difficult tasks, sports and driving are affected. Driving after consuming marijuana can be very dangerous. According to the National Institute on Drug Abuse, after alcohol, THC in marijuana is the substance most commonly found in the blood of impaired drivers, fatally injured drivers, and motor vehicle crash victims. Pain is more bearable because the brain’s emotional state is altered. Medical marijuana can help people with chronic pain, like joint problems. Large doses of the drug may cause hallucinations, delusions and a loss of sense of personal identity. For some, marijuana reduces anxiety. For others, it can cause intense anxiety, fear, distrust or panic.
Long-term Effects of Marijuana Whether marijuana is addictive is debated, but there are known long-term effects for chronic users: - Poorer educational outcomes and job performance - Respiratory problems—chronic cough, bronchitis (respiratory disease where the mucus membrane is inflamed) - Risk of psychosis in vulnerable individuals

By Madeline Schroeder olorado is working toward a safer marijuana industry. In March, Gov. John Hickenlooper signed a bill for packaging and labeling requirements on medical marijuana edibles. The new law requires medicinal edibles to meet the same requirements that already exist for recreational marijuana, including child-resistant packaging. “We feel child-resistant packaging is the logical implementation to prevent kids from getting into these marijuana products,” says Dr. George Sam Wang, a pediatric emergency room physician at Children’s Hospital Colorado. Wang was part of the team that crafted and supported the bill. The law requires warning labels that the product is dangerous and to keep out of reach from children. The law restricts mass marketing campaigns, and packaging must not appeal to anyone younger than 21. Packages must meet child-resistant requirements by the Consumer Product Safety Commission under the Poison Prevention Packaging Act. Wang says child-resistant packaging has been a proven method for keeping kids out of unsafe products. Almost all pharmaceuticals and household products meet the standards. To be child-resistant certified, no more than 20 percent of 200 children can open the package within 10 minutes. At the same time, 90 percent of 100 adults ages 50 to 70 must be able to open it and close it within five minutes. Prior to the new law, marijuana edibles only had to be sold in a child-resistant package OR warn to keep out of a child’s reach. Some medical marijuana dispensaries already meet the requirements while others are making changes to comply with the new law. Wang hopes the stricter regulations will cut down the number of pediatric emergency room visits for unintentional marijuana ingestion. In their 2009-2011 study, he and colleagues noticed a significant change in the number of children who had accidentally eaten marijuana. Until 2009, they saw very few visits, but starting at the end of 2009 they have averaged one to two a month. Unlike recreational marijuana, there is no restriction on the THC content in medical marijuana so concentrations vary greatly among products. A single marijuana edible may be worth five doses. In the emergency room, Wang has seen symptoms vary from sleepiness and unbalance to comatose and

difficulty breathing. “Sometimes parents will admit there is marijuana in the home but they didn’t know anything was missing, and other times they have no idea where they got it,” Wang says. Parents need to properly store marijuana edibles out of reach and out of sight, and not next to non-marijuana foods, according to Wang. Educating parents is important for a safer industry, he says. For parents who have children old enough to discuss the risks of marijuana, he encourages approaching it like a discussion about any other adult product. “This is for mom and dad and not for children,” and “This can be harmful and dangerous for kids” are a few phrases he suggests.

“There isn’t a book of best practices on how to regulate marijuana or marijuana edibles. Since becoming an agency we’ve solicited feedback from stakeholders with varying expertise and opinions.” The task force—comprised of officials from public safety and health, dispensaries, and the Department of Revenue— has met several times to discuss concerns around edible serving sizes. Currently, one serving of an edible has 10mg of active THC, a level decided through clinical trials. But, the number of servings in one edible varies so that oftentimes consumers don’t know how much they’re ingesting. The complete edible can have up to 100mg of THC. At some dispensaries, one infused caramel the size of a mini Reese’s Peanut Butter Cup is a single serving (10mg). At other dispensaries, one infused caramel is 10 servings (100 mg). How does the average consumer know to cut a small caramel into 10 pieces? “Many people are unaware of the potential adverse effects or how to appropriately use these products,” Dr. Sam Wang of Children’s Hospital says. He is part of the task force and successfully passed a childproof packaging requirement after seeing an increase in accidental pot ingestion among kids. Unlike smoking marijuana, Wang says edibles have a delayed effect (sometimes up to 2 hours), but the high lasts much longer and effects can linger long after the peak. Some of the adverse effects include sleepiness, slowed reaction time, increase in heart rate and blood pressure, nausea, anxiety and paranoia. “People have different tolerances and depending on how habitually they use marijuana it can affect them a lot less or a lot more,” Wang says. Body fat, weight, potency, and level of experience affect a person’s high. The task force coined the term “stacking” for when a consumer doesn’t feel the effect of an edible right away so he or she consumes another one. If the high still doesn’t hit, the consumer may eat another edible. At this point the consumer has “stacked” multiple doses that accumulate and hit all at once. The task force is particularly concerned about a consumer who is unaware of how much THC is in a serving and ingests multiple servings. The group generally agrees upon 10mg as an appropriate THC level, but how to make serving sizes more intuitive for consumers is a complicated question. One person in the task force suggested using a color-rated system like the ski slopes with green for the new user, blue for the more experienced and black diamond for the habitual. Some people suggested a serving of THC should always

While they look the same, marijuana-infused caramels can be very different. One may contain 10mg of active THC, and another may contain 100mg of active THC. A single serving of a marijuana edible is 10mg, meaning at some stores, one caramel can equal 10 servings. Currently, there is no standard number of servings in one edible. Would you feel confident deciding how many caramels to eat?
correlate to the food serving, but one person’s idea of a serving size may be larger than another person’s. Is a person more likely to eat one Swedish Fish or 10 Swedish Fish? Another person in the group said a single product should always be a single serving of THC. That way a consumer can open a package and eat the entire product knowing it is always 10mg. But, dispensaries fear packaging costs for single servings. Currently, a dispensary can wrap a 100mg candy bar, but with a single-serving requirement a dispensary would have to break up the candy and package each piece. Some dispensaries also fear their more experienced consumers who enjoy a higher dose of THC in one serving may go to the black market. While some answers remain unclear, other safety regulations have already begun. On May 21, Governor John Hickenlooper signed a bill into law that requires edibles to be “clearly identifiable” as marijuana products, in contrast to non-infused candies, baked goods, or other products, which often look exactly like edibles. Since May 1, retail marijuana stores have
been required to submit a sample batch of products on their shelves to be tested for potency. The test determines THC level and will also test for homogeneity, whether the THC is evenly spread throughout the edible. Beginning June 1, manufacturers will also have to submit flower, or smoke-able marijuana, for potency testing. October will begin contaminant testing. The task force is also considering a required training program for “budtenders,” or pot sellers. Currently, retail stores, owners and employees are required to have a license to sell, but there is no required training program. At some stores consumers receive detailed information and at others no information at all. While the task force is not working on any deadline, they continue to meet and discuss safety concerns. “Public safety is the driving force behind a lot of the work with the stakeholder group,” Koski says. “For us to be effective we have to always be flexible and adaptable and recognize that as more information comes in we need to continue our analysis and develop a program to lead the nation as an example of what good marijuana regulation can be.”
