A low-cost and low-technology system that provides timely evacuation to save lives and belongings from floods Innovative elements l Established and managed locally • Provincial and municipal / city LGUs are initiating and running the system • High sense of local ownership • Capacitated local personnel l Low-cost and low-technology • Initial investments and running costs are within means of rural LGUs (Disaster Risk Reduction and Management Fund) • Utilizes electronic sensors and radio communication (limited to standard applications) l Watershed-wide coverage • Usually includes a group of municipalities Expected costs Municipality or City l Initial survey and training Service providers: PAGASA, academe or external / third party l Installation Cost: PhP1.5 to 2 million (survey, radios, water level and rain, sensors including installations, automatic
weather station, manual river level guage, training on equipment use, office equipment (computer, etc.) l Maintenance costs Cost: PhP50,000 / month (salaries, depreciation, fuel, electricity, water, repairs and maintenance)
What has been achieved so far by this innovation of the EnRD Program: l Timely evacuation of residents because of successful warnings. The Flood Early Warning Systems in St. Bernard (Southern Leyte), Calbayog (Samar), Catarman, Lope de Vega (Northern Samar), Oras, Jipapad, Arteche (Eastern Samar), Abuyog, Mahaplag, Javier (Leyte), Burauen, Julita, Dulag (Leyte), Ormoc, Kananga (Leyte) and Palo, Tanauan, Dagami, Pastrana (Leyte), are now able to issue timely warnings to residents of flood-affected areas. l Residents report reduced damages and feel more safe since the Local Flood Early Warning Systems were established.
