BRIEF INTRODUCTION OF INNER MONGLIA AUTONOMOUS REGION 内蒙古全区总面积 118. 3 万平方公里，占全国土地面积的 12. 3%，居全国第３ 位。人口 2376 万，全区共居住有 49 个民族。 Inner Mongolia autonomous region covers 1.1183million square kilometers and accouts for 12.3%of whole country area,ranking in the 3rd of China, a population of 23.76million ,with 49 minority nationalities here.
2010 年，全区实现生产总值 11655 亿元，比上年增长 14. 9%，高于全国平均增 速 4. 6 个百分点 ， 8 年保持中国西部第一名，增速已连续 9 年保持全国第一名 . In 2010, the GDP of Inner Mongolia was 1165.5billion CNY,which was increased by 14.9% comparing that of 2007,ranking the 8th of whole country.It keeps ranking No.1 in west of China within 8years and the increase speed keeps No.1 in China within 9years. And the comprehensive economic power moves up to 16th from 24th.
内蒙古矿藏资源达 130 余种，居全国前 10 位的有 60 余种。全区近 300 个大小城镇 国有土地资源产量在 2000 亿元以上，全区矿产储量潜在价值 ( 不含石油、天然气 ) 达 13 万亿元，居全国第三位。 There are 130 kinds of mineral resources, 60 among which rank the top 10 in the whole country.The potential value of mineral production amounted to 13trillion CNY, ranking to 3rd in whole country.

包头稀土资源丰富，仅以目前包头精矿年产量 12 万吨和市场价格 计 算，将包头稀土原料产品全部进行深加工，那么，包括精矿、碳酸稀土 或氯化稀土、各种单一稀土氧化物、化合物和各种稀土金属在内的原材 料产值已超过 50 亿元；这些稀土原材料可支持生产永磁材料近 3 万吨 、 储氢材料 1 万吨、抛光材料 1 万吨，发光材料 300 吨、催化材料 1000 吨 钐钆隔热材料 1000 吨，那么，这些稀土新材料的产值将超过 100 亿元 ； 而这些稀土新材料又可支持生产稀土永磁电机 8000 万千瓦，镍氢动力 电 池 4 亿只、稀土节能灯 3 亿只，这三种稀土应用器件产值超过 500 亿元 ；

贸易等企业 6 家；规模以上工业企业 38 家，占稀土工业企业总数的 55%, 已建成投产企业 41 家，新建企业 24 家。工业企业中稀土原材料及金属 企 业 12 家，占工业企业总数的 17%；稀土新材料企业 29 家，占工业企业 总数的 41%，稀土应用企业 31 家、占工业企业总数 45%, 稀土原料分 离、冶炼能力和水平均居世界前列，一些稀土新材料和应用产品项目技 术达国际和国内先进稀土专利数量居国内前列。

3. 稀土产业重点发展领域 3. 1 三大优先发展产业 （ 1 ）稀土永磁材料及其应用产业 2010 年，据统计全球稀土永磁材料消费量达到 12 万吨，中国稀土永 磁产量达到了 10 万吨，占全球总产量的 90%左右，预示着稀土永磁产业广 阔的发展前景。包头稀土生产的金属钕（镨钕）产量最大，随着原料按 计划生产的落实，产品数量受到限制，所以国内外钕铁硼企业开始向原 料聚集地包头靠拢，包头已经成为世界最大金属钕（镨钕）生产基地。 “ 十二五”期间，在稀土永磁材料产业方面，应该大力引进风力发电 机、混合动力汽车电机和微电机、信息网络用稀土永磁、医疗核磁共振 等特种用途、高性能、高矫顽力、高稳定性的钕铁硼磁体产业。

（ 2 ）稀土贮氢材料及其应用产业 2009 年我国承诺在 2020 年之前将单位 GDP碳排放的强度在 2005 年 基 础上降低 40%-50%。混合动力汽车产业在调整产业结构、落实节能减排 目标方面意义重大。据科技部预测到 2012 年中国新型动力汽车的产能 将 达到 100 万辆（按照 50%测算），每台新型动力汽车大约使用 4 公斤的 贮 氢合金粉每年我国将新增贮氢合金粉 2000 吨。因此，“十二五”期间 ，要 充分利用现有基础，重点发展稀土贮氢合金电机新材料、混合动力汽车 电池是稀土贮氢材料应用产业方面的重点。

（ 3 ）稀土发光材料及其应用产业 目前，我国显示用荧光粉年产量已达 1350 吨，据预测，各种稀土 发 光材料总需求量在 2012 年将达到 6000 吨 REO以上。 2007 年，我国又 出台 了推广稀土节能灯政府补贴政策，所以稀土发光材料产业从灯粉到灯的 市场广阔。稀土园区目前已有氧化铕生产近 100 吨的能力，为发光材料 及其应用产业的发展奠定了基础。“十二五”期间，应该在引进灯粉企 业 基础上，突破灯产业的空白。
