Providence Water Holton Plant: Water Rated "High Quality" and Reconstruction Begins

M

aguire Group and its subconsultant for Providence Water’s filter upgrade, O’Brien & Gere (OBG), are pleased to report that Providence Water has received second-highest marks for the quality of its drinking water from a top independent watchdog organization. Environmental Working Group (EWG) rated Providence Water the second safest, based upon its latest survey of American cities. EWG, a non-profit organization founded in 1993, is based in Washington D.C. "We are proud that our efforts are being validated," said Pamela Marchand, General Manager at Providence Water. "This ranking recognizes that great drinking water is the result of hard work." To continue its efforts in providing the highest quality drinking water, Providence Water recently kicked off a $39.5-million reconstruction project in November 2009 at the Philip J. Holton Water Treatment Plant in Scituate, RI (see photo below). This plant is New England’s largest conventional sand filtration water treatment plant, which serves nearly 60 percent of all Rhode Islanders. This multi-year effort, led by Maguire Group with OBG, will replace all 18 filter beds at the plant with modern, multimedia filters to further enhance drinking water quality. The newly designed filters also potentially increase the plant’s treatment capability to 180 MGD, up from its current 144 MGD. Other improvements include the construction of protective building enclosures over the new filters, new filter underdrains and piping, valving

Providence Water Receives #2 National Ranking for Drinking Water Quality EWG rated big city (population over 250,000) water utilities based on three factors: the total number of chemicals detected since 2004; the percentage of chemicals found of those tested; and the highest average level for an individual pollutant, relative to legal limits or national average amounts, including for the most common pollutants (disinfection by-products, nitrate and arsenic).

and metering, and a complete upgrade of the plant’s process-control and instrumentation systems. This project is the latest in a series of improvements to the plant by Maguire and OBG. "Because water quality varies tremendously from one water supply to another, it’s crucial that water utilities and municipalities plan for continuous upgrades, monitoring, and improvements to assure the public of safe and dependable water systems," said Maguire President & CEO Carlos A. Duart. "It’s terrific when the effort is recognized and we’re proud to be part of this team." A joint venture between both firms is currently providing program and construction management services to Providence Water for its extensive Lead Service Replacement (LSR) Program for four Providence area municipalities – a total of 27,000 service replacements. The initial replacement contract was for a three-year project duration that was recently extended to a fourth year. Providence Water recently received the 2009 Program Management of the Year Award from the New England chapter of the Construction Management Association of America (CMAA) for these program efforts. The JV Team is also providing program and construction management services for a $4.5-million water main replacement/rehabilitation project, and a $10-million water main replacement program funded by ARRA stimulus funds. |•|

aguire’s renewable energy development services have been helping our clients go green in several locations – and winning an award in the process. The U.S. Environmental Protection Agency (EPA) and its Landfill Methane Outreach Program (LMOP) recently named the Ecoline ™ at the University of New Hampshire (UNH) as one of its Projects of the Year. EcoLine™ is a landfill gasto-energy project that uses purified methane gas from a Waste Management landfill in Rochester, NH to provide up to 85 percent of campus power. Maguire Group provided planning and design services for the pipeline project. Maguire also assisted with the permitting and easement application process that was involved to run the 12.7-mile pipeline under land along the Spaulding Turnpike, Boston & Maine Railroad right-of-way, and University property within several towns. To avoid wetland impacts and other environmental concerns, the pipeline was installed by directional drilling beneath valuable wetland resources and the Cocheco River. When EcoLine™ started operation in May 2009, UNH became the first U.S. university to use landfill gas as its primary fuel source for its 5-million-squarefoot campus’ electricity and heating needs. Each year, EPA recognizes projects that reduce emissions of methane and create renewable energy. The LMOP award-winning projects employ unique project structures, create jobs, and apply advanced technology, creating a new source of renewable energy to benefit the local community. "It’s a great honor to receive this award from the EPA," says UNH assistant vice president for energy and campus development Paul Chamberlin, who accepted the award in January at the EPA’s LMOP annual conference. "I share the recognition with the many team members… who helped bring this complex project to successful fruition." The project cost $49 million, but some of that will be returned by selling excess power back into the region’s electricity grid and selling renewable energy certificates to other companies. The EcoLine™ landfill / pipeline project was also awarded the American Society of Civil Engineers (ASCE) / New Hampshire’s Outstanding Civil Engineering Award (OCEA) in 2008. |•|

Maguire-designed Franklin Street Station Receives 2009 Station Style Award

W

orcester’s Franklin Street Station, a state-of-the-art fire station, was awarded a 2009 Station Style Award and was featured in Fire Chief Magazine’s 2010 Station Style Calendar. Station Style focuses on the architectural design and needs of fire and emergency stations today. This year, the judges unanimously requested special recognition be awarded to the Franklin Street Station. Worcester’s newest fire station is located on the site of the abandoned cold-storage facility where six Worcester firefighters died in December 1999. The judges agreed that "a great deal of thought and emotion was put into the new Worcester station."

Designed by Maguire Group, the 3-bay station houses four companies and has a brick and cast-stone exterior to fit into the traditional Worcester architectural character. It was specifically designed so that the station can accommodate future expansion. Work began in early September 2007 on the $15-million station and was completed in 2008. According to Maguire VP David Morrow, who is also a 28-year call firefighter, the fire station received a donated copper roof, gutters and downspouts from an architectural vendor with Worcester roots. The fire station is also graced in front with a stone remembrance to the fallen fire fighters. |•|

Maguire Bridge Design Supports Interstate 76 Reconstruction

T

he Beaver River Bridge project is part of a total reconstruction of the Pennsylvania Turnpike Commission’s Interstate 76 mainline, intended to improve the durability of the road, enhance safety, and increase capacity of this toll road that runs the length of Pennsylvania.

Maguire is the project manager for all three phases of this $154-million project. A feasibility study was conducted by Maguire to determine if reuse and modification of the existing Beaver River Bridge, as part of the widened river-crossing, was feasible or if a total replacement was necessary. The study also developed a conceptual construction-staging scheme and construction cost estimate. Maguire’s Pittsburgh office is working to design the new bridge and associated roadways. The bridge will be expanded from 2 to 3 lanes, with a ramp in each direction, and includes a reconfiguration of the Beaver Valley Interchange to eliminate one or both of the existing interchange ramp bridges and create a more conventional interchange connection with State Route 18. The replacement of three overhead bridges directly to the west of the Beaver Valley Interchange will also be included. The third phase of this effort will include final design. The project is expected to be completed by 2013. |•|

aguire’s Land Development & Environmental Services group is part of the team helping the V.I. Waste Management Authority (WMA) look to the future with its solid waste issues. As part of an On-Call Technical Services Contract, Maguire provided due diligence review of a WTE proposal and assisted in negotiations for solid waste management (SWM) contracts for St. Thomas and St. Croix. After considering alternatives that included new landfills, off-island disposal, recycling, or WTE, the V.I. Water & Power Authority (WAPA) and its globally recognized consultants—Maguire Group, Gershman, Brickner and Bratton (GBB), and Hawkins, Delafield and Wood—concluded that waste-to-energy ideas from Alpine Energy Group (AEG) were the best solution. WTE is cost-effective, environmentally sound, and will also become a critical part of WAPA’s integrated SWM plan that includes recycling. The Alpine projects will process solid waste into refuse-derived fuel (RDF). Solid waste will be screened and recyclable materials will be removed for processing and/or direct marketing or reuse. RDF will be fired in a fluidized bed burner (gasifier) along with a combination of secondary and opportunity fuels. Non-processible solid waste including metal and glass will be separated by the process and recycled.

Maguire Group has held the Solid Waste Services contract with the U.S. Virgin Islands Governemnt since 1999. Maguire was selected for this multi-faceted oncall contract in 2009, teaming with GBB and others. The overall contract involves technical consulting for a 20-year WTE contract on St. Thomas and St. Croix; performing waste sort and characterization studies for the Bovoni Landfill on St. Thomas and the Anguilla Landfill on St. Croix; and generating a conceptual site plan for a 300 ton/day St. Croix solid waste transfer station for a Coastal Zone Management (CZM) permit. |•| To learn more about the solid waste and landfill issues faced by the solid waste and landfill issues faced by the V.I. Yihui Peter Wu, PhD, PE • Structural Project Manager • Trans | Bridges • Providence, RI Dr. Wu has over 16 years’ experience in structural engineering design, research and teaching. He worked for Maguire from 2001–2008 and returned in 2009 to the Providence Bridge Department. Dr. Wu’s expertise includes bridge design and construction, management of transportation projects, seismic analysis, design and retrofit for bridges and buildings, railway track and structure design, and non-linear and FEM analysis of complicated structures. He was instrumental in the Rhode Island I-195 relocation and bridge project, responsible for the seismic design criteria, detail design and analysis methodology, and coordination of sub-consultants and different disciplines. He has been a project manager for MassDOT bridge design and construction projects, and project manager for RIDOT transportation projects. He was selected for peer review of FHWA Guidelines for Seismic Retrofitting of Steel Truss Highway Bridges (2005), and has authored / coauthored 25 technical papers published in journals and conference proceedings. New Era of Client Focus and Quality Results for Maguire Mr. Duart emphasizes, "Our focus for 2010 is to strengthen our core services, the things that we do best, taking our key strengths to another level." The firms will also realize synergies in services and expand those regionally. Metric will pursue water/wastewater and architectural services in its home state of Florida as well as CEI (Construction Engineering & Inspection) in Connecticut. Maguire will be able to expand its offerings as well with the ITS and Emergency Management services in its regions. As part of Maguire’s campaign to help clients and partners learn more about both firms’ capabilities and new market regions, Mr. Duart is visiting Maguire’s regions and clients. His goal is to drive home the point that a new era of client focus and quality results has begun for Maguire. He visited New England clients in February and just returned in late March from a trip to clients in St. Thomas in the U.S. Virgin Islands.
